This article reports on the changing nature of employment and employability for high‐tech workers in Scotland over the last decade. A somewhat stagnated industry has led to extrinsic rewards such as a good work–life balance, being prioritised over creative work and skills development. The development of a fast and reliable Internet, new technologies online payment systems, and changes in work structure that enable and demand flexible working patterns have driven a move to a new form of Internet‐enabled labour exchange called crowdsourcing. Evidence from an in‐depth qualitative study is presented, focusing on selected users' interactions and experiences of working on two UK‐based crowdsourcing platforms. The paper shows that workers engaged in this form of labour exchange need to deploy existing employability skills and networks to effectively meet the challenges, and take advantage of the opportunities, that crowdsourcing presents. Individual factors and circumstances emerge as paramount for workers' continued engagement in this form of employment. Using selected components from an employability framework, the findings suggest that crowdsourcing can offer new pathways to practising skills and enhancing employability for some workers.  相似文献

The study indicates that in terms of the 'information poor' home-based women workers the opportunity provided by ICT to create formal employment for those who have no professional training or skills is very limited. This paper investigates the effects of the introduction of information and communication technologies (ICT) on the skills of a workforce. Using micro-data collected from workers in the textile sector, we analyse whether the introduction of ICT has modified workers' tasks, so that higher skills and longer training periods than before are necessary. Empirical evidence suggests that the adoption of ICT has no universal skill-biased effect for all occupations at least in the textile sector.  相似文献

This paper addresses the issues surrounding gender pay gaps focusing on the Information Communication Technology (ICT) sector of the labour market. Reporting on research conducted in the UK and New Zealand (NZ) we adopted a mixed method approach using comparable qualitative and quantitative research techniques to investigate pay issues amongst women working in ICT in the UK and NZ. Our findings reveal commonalities of experience and some interesting differences. Unlike with the UK sample, for example, in NZ women working in ICT do not believe that their pay reflects their workload, skills and their position within their own organisation. Our study found that non‐transparent pay and reward systems and salary secrets exacerbate inequality and discrimination in the UK and NZ. The paper concludes by offering some policy directions to encourage a narrowing of the gender pay gap and reflects on the benefits of doing cross‐national research.  相似文献

This article questions whether the dominant policy discourse, in which a normative model of standard employment is counterposed to ‘non‐standard’ or ‘atypical’ employment, enables us to capture the diversity of fluid labour markets in which work is dynamically reshaped in an interaction between different kinds of employment status and work organisation. Drawing on surveys in the UK, Germany, Sweden and the Netherlands that investigate work managed via online platforms (‘crowdwork’) and associated practices, it demonstrates that crowdwork represents part of a continuum. Not only do most crowd workers combine work for online platforms with other forms of work or income generation, but also many of the ICT‐related practices associated with crowdwork are widespread across the rest of the labour market where a growing number of workers are ‘logged’. Future research should not just focus on crowdworkers as a special case but on new patterns of work organisation in the regular workforce.  相似文献

This paper explores the boundaries that emerge and exist within an information and communication technology (ICT)‐enabled project‐based organising context and the ways knowledge workers manage these boundaries through the use of technology. This is done through an exploratory qualitative case study of an early instance of the phenomenon in a knowledge‐intensive professional services organisation. Through the experiences of a group of knowledge workers who started to work in project‐based ways that were highly mediated by ICT, this study aims to understand the boundaries that they faced and the practices they undertook to manage these boundaries. In so doing, this study contributes to the existing literature on new forms of work and organisation, particularly on the issue of boundaries where ICT‐enabled project teams are used. In particular, this study extends our current understanding of boundaries through expanding the lens of investigation beyond a predominant focus on work–home boundaries and considers boundaries within the work sphere.  相似文献

Wages are a composite measure of the return to education and the return to work experiences. Work experiences are often defined as workers who gain experiences on‐the‐job. However, work experiences can also be part of a study curriculum in vocational secondary education. We estimate the return to in‐school work experiences by comparing the Heckman selection model and the Rubin matching model. First, we show that students with in‐school work experiences earn +16% more in the first years of labour than their theoretical peers. Second, we indicate that both empirical models do not appropriately deal with censored observations in the presence of an informal market. Including information on a set of censored observations increases the effect to +22%.  相似文献

An increasing number of low‐status consumer service jobs in the UK are undertaken by economic migrants, who are often recruited through the aegis of employment agencies. This article explores the use of migrant agency workers by a London hotel and a hospital, looking at the ways in which such a labour force is recruited and assembled in parts of the service sector in Greater London. It argues that even in the most locally‐based of service‐sector jobs, typically involving face to face interactions, new sets of transnational connections are producing a globalized labour force.  相似文献

Nominally, the wave of protests by undocumented immigrants that swept through France in the late 1990s successfully challenged the restrictive Pasqua immigration laws. However, despite appearances, the mass movement was at base a labour protest: undocumented workers demonstrated against immigration laws that undermined the way they navigated informal labour markets and, in particular, truncated their opportunities for skill development. Furthermore, it is proposed in this article that examining social movements for their labour content can reveal erosions of working conditions and worker power in informal sector employment. A case study of the Paris garment district is presented to demonstrate how the spread of ‘hybrid‐informality’ made legal work permits a prerequisite for working informally and relegated undocumented immigrants to lower quality jobs outside the cluster.  相似文献

Consumers are increasingly seen as playing an important role in global labour governance through the establishment of voluntary certification programmes that promise better economic and social conditions for workers in global value chains. In the Sri Lankan tea sector, however, these private forms of governance (Rainforest Alliance (RA), UTZ Certified and the Ethical Tea Partnership (ETP)) at best have no effect and at worst are associated with indecent forms of work. Rather, conditions of work are defended by powerful trade unions that exercise structural power via their strategic position in the value chain and associational power through links with political parties and residual ethnic ties within and between nation‐states. It is evident that through close collaboration between the International Labour Organization (ILO) and the tea sector unions, workers are able to leverage institutional power through both national and international labour standards to reinforce decent work for those at the very bottom of the global value chain.  相似文献

Our study provides the first national analysis of the labour market implications of workers who are licensed by any agency of the government in the USA. Using a specially designed Gallup survey of a nationally representative sample of Americans, we provide an analysis of the influence of this form of occupational regulation. We find that 29 per cent of the workforce is required to hold a licence, which is a higher percentage than that found in other studies that rely on state‐level occupational licensing data or single states. Workers who have higher levels of education are more likely to work in jobs that require a licence. Union workers and government employees are more likely to have a licence requirement than are non‐union or private sector employees. Our multivariate estimates suggest that licensing has about the same quantitative impact on wages as do unions — that is about 15 per cent — and that being both licensed and in a union can increase wages by more than 24 per cent. However, unlike unions which reduce variance in wages, licensing does not significantly reduce wage dispersion for individuals in licensed jobs.  相似文献

This paper investigates the extent to which ICT‐related employment is improving the labour situation of women in Spain by reducing female over‐education. Outcomes indicate no reduction in female over‐education, nor does a woman's marital status produce any significant differences. This paper outlines a selection of technological and organisational developments in the information and communication technology (ICT) sector and analyses their likely challenges for workers and trade unions around the globe. It addresses the convergence of telecommunications and information technology, the related developments of ubiquitous computing, ‘clouds’ and ‘big data’, and the possibilities of crowdsourcing and relates these technologies to the last decades' patterns of value chain restructuring. The paper is based on desk research of European and international sources, on sector analyses and technology forecasts by, for instance, the European Union and Organisation for Economic Co‐operation and Development, and some national actors. These prognoses are analysed through the lens of recent research into ICT working environments and ICT value chains, identifying upcoming and ongoing challenges for both workers and unions, and outlining possible research perspectives.  相似文献

During the last two decades public administration and public services have undergone profound changes with far‐reaching impacts on employment relations and working conditions. The paper presents the perceptions and lived experiences of workers affected by liberalization and privatization of public services. In doing so it focuses on workers’ ideas of fairness and dignity at work using the concepts of distribution, recognition and the public ethos of the common good and linking them to fundamental principles of justice. It is argued that the perception of inequalities as fair, while it is shaped by custom, is also being socially constructed during far‐reaching changes. The analysis is based on a series of qualitative interviews conducted in Austria, Germany and Switzerland with postal‐service workers, a sector well suited for the analysis because of the far‐reaching changes in terms of market regulation, ownership of organizations, labour regulation, employment and working conditions.  相似文献

How can new players seeking to serve nonstandard worker categories (such as project‐based workers) establish themselves into labour markets that are highly institutionalized? This paper explores the case of SMart, a Belgian community‐based labour market intermediary that successfully developed solutions to better represent the interests of project‐based workers and secure their discontinuous careers. Using an organizational legitimacy approach, we find that labour market entry and growth involve different types of boundary‐crossing when addressing the needs of workers that do not fit into established categories. However, to justify boundary‐crossing, the new player must complement its pragmatic work on delivering new services and tools with conceptual (cognitive) and structural (moral) legitimation work.  相似文献

What are the reasons for national differences of international market access in high‐risk software development and what is the role of employment regulation? This analysis elucidates this question based on national sector studies of the video games industry with particular focus on financial systems, skill formation as well as work and employment systems in Sweden, Germany and Poland. National financial architectures and education are a decisive factor. However, the results also suggest that the ‘varieties‐of‐capitalism’ (VoC) approach underestimates industry divergence within and across supposedly homogeneous national models, especially in the field of labour regulation. The author proposes to link VoC theory to a transnational perspective, which complementarily takes into account firm embeddedness in industry‐specific value chains.  相似文献

What do the recent trends in German economic development convey about the trajectory of change? Has liberalization prepared the German economy to deal with new challenges? What effects will liberalization have on the co‐ordinating capacities of economic institutions? This article argues that co‐ordination and liberalization are two sides of the same coin in the process of corporate restructuring in the face of economic shocks. Firms seek labour co‐operation in the face of tighter competitive pressures and exploit institutional advantages of co‐ordination. However, tighter co‐operation with core workers sharpened insider–outsider divisions and were built upon service sector cost cutting through liberalization. The combination of plant‐level restructuring and social policy change forms a trajectory of institutional adjustment of forming complementary economic segments which work under different rules. The process is driven by producer coalitions of export‐oriented firms and core workers’ representatives, rather than by firms per se.  相似文献

Many open‐shop contractors in the U.S. construction sector sponsor training cooperatively in unilateral multi‐employer apprenticeship programs. Their proponents view these coordinated efforts as an alternative to the training organized jointly by a union and signatory contactors. This paper uses a new data set to compare the performance of these program types in terms of the transition probabilities and durations of apprentices. It shows that in open‐shop multiple‐employer programs: (1) the completion rate is higher but still lags behind that of the union‐management programs; (2) quitters leave training before substantial build‐up of skills; (3) graduates complete requirements at a faster pace. While these results are disconcerting in view of the skilled labor shortage in construction, they are consistent with the open‐shop sector's preference to rely extensively on semi‐skilled workers.  相似文献

Most Continental European labour markets and welfare states have experienced a substantial transformation. Germany is a case in point as it exhibits increasing levels of employment and a growing share of low pay and non‐standard work. The article claims that changes in labour market institutions play a major role, but changes in industrial relations at the sectoral level and individual firms' staffing practices are equally important. Regarding labour market institutions, the pattern found in Germany shows sequences of reforms addressing the margins of the labour market and contributing to a growing dualization of employment. This dualization trend was reinforced by micro‐level dynamics in industrial relations and company employment practices, where we can observe growing reliance on mechanisms of internal flexibility for the skilled core workforce and increasing use of non‐standard types of employment in less specifically skilled occupations, in particular in the private service sector. Hence, the adjustment of the German model can only be understood by taking into account the interaction of policy change and actors' adaptive behaviour.  相似文献
