As government funding is reduced and tourism-based fees are increasingly used to fund protected area operations, two options are often used for management: transfer of tourism services to the private sector or operation of tourism services by a government agency that functions like a corporation. This paper reports stakeholders’ views concerning governance for two prominent, but different, management models for protected areas’ tourism services in Canada. British Columbia Provincial Parks uses profit-making companies to deliver park services; Ontario Provincial Parks uses the parastatal approach, where park staff members provide most services directly. Surveys of five key stakeholder groups (park staff, visitors, contractors working in park, nearby residents and NGOs with an interest in parks) provided higher rankings of perceptions of governance criteria closer to good governance for the Ontario approach, with important differences found between some groups and amongst some criteria in both park systems. This research suggests that the parastatal model is perceived as superior by important stakeholder groups, using the lens of standard governance criteria, compared to the outsourcing model that uses profit-making companies to provide park tourism services. This finding has implications globally where governments seek to shift park funding from government towards tourism fees and charges.  相似文献

Abstract

Protected areas have become popular tourism destinations; yet these areas are often plagued by poor governance systems, particularly in developing countries. Adaptive co-management (ACM) has been advocated as one approach to improve the governance of protected areas, yet empirical evidence from developing countries is lacking. This study investigates the application of the ACM approach in two protected areas in Bangladesh which are also important nature-based tourism destinations. Using Lawachara National Park and Sundarbans East Wildlife Sanctuary as cases, this qualitative study explored the extent to which an ACM approach was able to support the achievement of key governance principles such as participation, accountability, transparency, power, rule of law, and social learning. It was found that the approach was successful in facilitating the increased participation of a broader range of stakeholder groups, and the collaboration between them. Importantly though, it was the adaptive element of ACM which was found to have made the greatest contribution to improved governance with the approach providing new opportunities for stakeholders to engage in iterative learning. This aspect was found to be of particular importance for the sustainability of the protected areas with stakeholders reporting changes attitudes and behaviour towards protected area conservation.  相似文献

Issues concerning destination governance continue to engender much interest and debate in the development of more sustainable forms of tourism. This study explores the implications of a New Public Management approach to tourist destination governance in the historic City of York. Using secondary data, as well as drawing on interviews with a range of destination stakeholders, this study seeks to understand how market ideology is, via the notion of New Public Management, transforming tourism governance in the city. Rather than leading to greater levels of stakeholder engagement, the study demonstrates how the outsourcing of destination management functions to a private sector organisation has had the opposite effect, including a weakening of accountability and the widening of a democratic deficit. The paper provides a unique insight into how public policy discourses manifest themselves at the local level, with implications for tourist destination governance. A critique of New Public Management is offered which extends our understanding of tourism governance structures and stakeholder engagement, with implications for sustainable tourism development discussed.  相似文献

The global rise of peer to peer ‘home-sharing’ platforms such as Airbnb has accelerated negative forms of ‘touristification’ in major cities, often defying local regulation. But less is known about how such platforms affect regions beyond or peripheral to major population centres. This article addresses this question, examining 12 case-study communities in coastal Australia. Through in-depth interviews and focus groups with local stakeholders and planners, as well as analysis of Airbnb listings, tourism and housing data, we find that Airbnb style platforms intersect with, and impact, local governance, neighbourhoods and housing markets in different ways. We conceptualise these differences as a place-based taxonomy ranging from ‘pop-up’ to ‘invasive’ tourism, and highlight implications for research, policy and practice.  相似文献

Common definitions of ecotourism address the need to benefit the well-being of local people; in reality, ecotourism is often supported or dominated by external agents. Local ideological, social and cultural values may be overlooked, thereby disenfranchising local and indigenous stakeholders. This paper examines indigenous perceptions of ecotourism and well-being, and how they relate to ecotourism practices in three Brokpa communities of the first protected area in Bhutan to become a special tourism destination. A range of methods (e.g. semi-structured interviews, participatory mapping) was used and data analysis was couched in the context of buen vivir (living well), an indigenous concept of well-being. Findings indicate that: (1) perceptions of ecotourism vary between community members and contrast with the official park definition; (2) well-being is conceived in diverse ways but corresponds to key features of buen vivir; (3) indigenous worldviews are pervasive, and shape social values and spiritual beliefs in connection to nature; and (4) indigenous cosmologies and traditional values may be strengthened through their integration into modern policies and institutions. This research contributes more non-Western voices to the literature, a concept and mode of analysis for well-being that embraces an indigenous ontology, and empirical insights on indigenous communities in protected areas.  相似文献

ABSTRACT

The aim of this paper is to identify the critical success factors for the development of crisis management and strategy for the governance of the tourist destination of Antalya, Turkey. Data was obtained from in situ interviews, participant observation, and documentation. Interviews were conducted with the main tourism stakeholders representing both public and private sectors in Antalya. Findings show that the critical success factors of responsiveness, shared roles, strategy formation, and collaboration are vital for effective crisis management. The study also highlighted the fact that in the area of shared roles and collaboration, encompassing the characteristics of coordination, communication, cooperation, and knowledge transfer, stakeholders are proving ineffectual, thereby obstructing the development of necessary strategies for crisis management and the recovery process. Further, ineffective governance, adopted by local stakeholders, has had a substantial negative impact on the process of developing future effective crisis management strategies.  相似文献

This paper examines leadership and governance among large tourism stakeholders, notably airlines, airports and state/national DMOs, in the context of air route development (ARD). An exploratory mixed method is used to identify the key leadership and governance attributes of successful ARD, and the strongest correlation among them. This study has identified a substantial difference between the key attributes perceived by small/medium enterprises (SMEs) and large tourism stakeholders. Large stakeholders identify partnership, effective communication, and information sharing as key leadership attributes, and strategic vision, leadership, and knowledge sharing as critical governance attributes. Additionally, a significant difference is observed in the correlations of attribute perception, which is dependent on the leading ARD stakeholder.  相似文献

National parks have become important tourist attractions and tools for regional development. New international initiatives, such as PAN (Protected Area Network) Parks in Europe, now promote sustainable tourism in protected areas. This paper examines the sociocultural sustainability of tourism perceived by local stakeholders of Oulanka National Park in northeastern Finland. The central question concerns the role of PAN Parks certification in community and tourism development. Four discourses were identified, based on 40 semi-structured interviews exploring different views on sociocultural development pertaining to tourism in the national park: (1) integrating nature-based tourism and conservation, (2) defending the rights of local people, (3) stressing the economic utilization of nature and (4) accepting tourism development and the national park. Although local stakeholders mostly have a positive perception of tourism in the park, it cannot be concluded whether the park facilitates development in a sustainable manner or not. Key problems identified are lack of participation opportunities and contradictions with traditional subsistence economies. The various positions of stakeholders in these discourses tend to influence their views on sustainability. Findings imply the necessity to monitor the distribution of benefits and burdens of park development holistically to multiple stakeholders.  相似文献

Ecotourism and protected area visitation in Central and South America have resulted in ecological impacts, which some protected areas managers have addressed by employing visitor impact management frameworks. In this paper, we propose the Protected Area Visitor Impact Management (PAVIM) framework as an alternative to carrying capacity and other frameworks such as Limits of Acceptable Change. We use a set of evaluation criteria to compare the relative positive and negative attributes of carrying capacity, other decision-making frameworks and the new framework, within the context of their actual and potential use in Central and South America. Positive attributes of PAVIM include simplicity, flexibility, cost effectiveness, timeliness and incorporating input from stakeholders and local residents. Negative attributes include diminished objectivity and cultural sensitivity issues. Further research and application of PAVIM are recommended.  相似文献

Ecotourism needs ecological sensitivity and respect for the ecological culture of local residents. From this perspective, listening to the opinion of local residents, collaborating with the local residents in conjunction with an appropriate governance structure, is of prime importance in ecotourism. However, many ecotourism sites have numerous problems because of conflicts among stakeholders such as local government and local residents. This study investigates the conflicts and the stakeholders’ subjectives in the case of Maha ecotourism site in Pyeongchang-gun, the site of the 2018 Winter Olympic games. Before the analysis, the conflicts seem to be caused by the different attitudes of government officials and local residents’ representatives. From the analysis of subjectives, the difference in attitudes is caused by generation gaps. Young people show relatively uniform attitudes, where different occupation sectors exert little influence. It means that conflicts can be decreased if more opportunities for council participation are allowed. Young people have few consideration about ecology and tradition. The ecological and traditional lessons of the older generation are needed for young people. This study shows that conflicts between development and conservation are caused by the different attitudes represented in different generation, and hence plans for harmonizing different generation should be considered.  相似文献

Many public protected areas worldwide charge fees for entrance, overnight camping, and commercial tour permits. These visitor or user fees raise revenue and may also influence visitor behaviour. Many protected areas are forced to charge fees because government funding is inadequate for conservation and visitor management in the face of rapidly rising visitor numbers and demands. Acceptance and effects of fees, however, depend on the historical, political, legal, economic and social context. Two issues are particularly significant: (a) equity between various social groups; and (b) control and use of funds raised.  相似文献

For more than two decades the attainment of sustainable environmental quality and the protection of environmental assets have been at the forefront of central policy issues in global tourism development. Recently, it has been argued that collaborative and associative forms of governance among tourism companies and other related agents are growing in importance in the drive for sustainable and environmentally sensitive tourism. Despite the increasing number of debates on the role of networking on tourism they are not well supported by empirical studies, and still far from explain how such networks can contribute to the sustainable development of territories. This paper aims to contribute to previous literature by analysing together governance networks and literature on sustainable development, and by providing empirical findings that highlight the importance of governance networks in sustainable tourism development, the importance of different scales of collaborative governance networks and the role of organisation building for environmentally sustainable tourism development in Antalya. The paper offers analytical findings on the networks of environmental governance among different types of tourism organisations based on a company-level survey, which reveals an increase in local collaboration and self-help networking based on local concerns and endogenous dynamics among the different actors in tourism. Unfortunately, the findings show that environmental motivations fall far behind economic considerations in networking practices.  相似文献

This study focuses on the role of public authorities in the governance of tourism for sustainable development at national level. Departing from an overview of international recommendations, it analyses whether those recommendations are reflected in the way public authorities influence domestic tourism in the Netherlands. The conclusion is drawn that, currently, the internationally recommended horizontal and vertical coordination of public authorities and their policies is missing. This is largely due to a design approach that follows from neo-liberal principles of governance, as opposed to the sustainability performance of the tourism sector. The paper then discusses the results of a survey carried out to map the extent to which Dutch tourism stakeholders would be in favor of adopting measures to improve coordination. It is concluded that, although there is support for more coordination, there is no converging vision on how specific aspects of it should be best organized. The paper highlights the need for multi-stakeholder debates that should consider the links between governance features and the sustainability performance of tourism.  相似文献

Abstract

Surf resources are critical to thousands of coastal communities as the natural resource base for many tourism services that spur development. There is, however, almost a total lack of formal surf-break management around the world, despite many surf resources becoming crowded, which leads to nuanced resource conflicts with social, economic and environmental implications. Managerial approaches and surf research, we argue, could become more effective by incorporating a nuanced understanding of the scales and process that govern behavior in surf tourism. This conceptual article first applies tourism destination governance (TDG) to outline the many stakeholders and scalar dimensions involved in governing surf tourism. To expand this normative analysis, Foucault’s governmentality framework is used to discuss different informal governance regimes (sovereign, disciplinary, and neoliberal) that conduct behavior at surf-breaks. The intersection of TDG and typologies of governmentality then help to discuss empirical cases demonstrating how governmentalities operating both at the surf-break and at wider scales, often overlap to either reinforce one another and powerfully condition behavior or compete and make governance ineffectual. This elaboration of surf tourism destination governance (STDG) opens up a new research agenda for surf tourism scholarship also applicable to other forms of tourism dependent upon contested natural resources.  相似文献

Many commentators suggest that tourism could help fund the ever growing number of protected areas. The traditional reliance on government sources to support protected areas is increasingly untenable, in both the developed and developing world. This paper reviews the relationship between tourism and protected areas to assess opportunities for sustainable funding to assure effective stewardship. It explores a range of innovative and creative alternative funding mechanisms which could be consistent with a positive evolving relationship between tourism and protected areas. An outline classification of four protected area archetypes for management and funding purposes is suggested, based on a combination of visitation and biodiversity levels. To service the management of those four types, a series of non-government revenue streams are explored such as payments for ecosystem service (ES), environmental mortgages, intrinsic value funding, carbon abatement funding and research dividend funding. Issues discussed include: the willingness to pay on the part of potential visitors, the potential impact of fees on visitation, “quarantining” particularly valuable ecosystems from visitation and intrinsic value funding, the unpredictability of environmental mortgages and the potential stability of ES payments. Further research is required in data analysis and into the design of land tenure systems and regulatory mechanisms.  相似文献

When studying sustainable ecotourism, the ecotourism system can be better understood as a complex association of various elements that affects the local society and wildlife habitats. The purpose of this study is to plan an ecotourism system for the wise ecotourism resource management of estuary wetlands by using a resilience principle-based systems thinking approach. This study suggests an integrated management plan that considers diversity, connectivity, learning, participation, and polycentric governance to solve universal and important issues, such as estuary dam removal, urbanization, and natural resource use in the estuary's social-ecological system. The ecotourism system plans suggested in this study include minimizing ecological conflict and load through an improved sense of responsibility among stakeholders and strengthened protective activities. The results of this study suggest appropriate roles for various stakeholders in the management of tourism resources that can be used to establish new guidelines for ecotourism destination planning.  相似文献

This paper focuses on the role of food tourism in delivering sustainability agendas by examining how the agriculture and tourism sectors have struggled to realise measurable successes because of constraints, conflicting ambitions and low levels of social capital. It focuses on the United Kingdom, which has tasked regional development agencies to adopt food tourism as a means to grow local economies, create jobs and improve natural resources and diversify. In 2009/10, 16 interviews and six workshops were conducted with stakeholders to gauge industry challenges and needs in implementing food tourism. Based on qualitative findings, a model was developed which maps five emergent themes (knowledge exchange, the supply chain, fear of change, regionalisation and marketing) alongside five sustainability principles (strong and just society, good governance, sustainable economy, working within environmental limits and using sound science responsibly). The paper argues that if food tourism is to deliver its purported sustainable benefits, the policy environment must cultivate significant social capital through the cooperation of different industries with varying needs, motivations and challenges through joint marketing schemes, more localised distribution channels and enhanced policy engagement. Scotland and Wales are more successful than England, but overall food and tourism are not yet in effective partnership.  相似文献

This paper introduces co-creation between management and local stakeholders with the aim of assessing how co-creation adds value to heritage visitor attractions. Using an interpretive case study-based methodology, ethnographic data were collected through nine semi-structured in-depth interviews, 400 h of observations/interactions and generated notes/media over a 12-month immersion period. The chosen case study was Gladstone's Land - one of the oldest houses on the Royal Mile in Edinburgh's Old Town. The findings demonstrate that a positive, open relationship between management and local stakeholders benefits the co-creation process. By involving local stakeholders and providing them with an opportunity to co-create value for visitors, heritage visitor attractions serve two purposes: they can meet the demand for an engaging visitor experience and act as a soundboard for the local identity. What this case study has proven is that the mentality of the value creators has a large influence on the value co-creation process.  相似文献

Total quality management (TQM) and corporate social responsibility (CSR) are relevant management philosophies in the hotel industry to be able to generate a sustainable competitive advantage. This paper examines how the implementation of both TQM and CSR influences the results of hotels’ stakeholders as an antecedent of business performance. An empirical study of a sample of 141 Spanish hotels from the Andalusian region shows that the adoption of such approaches improves the capacity of hotels to create benefits for their stakeholders, and these results have a positive effect on hotel performance. The study also provides evidence of the complementarity of both management philosophies as TQM can enhance the development of CSR.  相似文献

Increasingly tourism destinations worldwide have to face the threats associated with climate change. Because of these threats, there is a growing need to develop and reinforce the adaptive capacity of tourism systems to cope with current and future challenges. In tourism studies, resilience assessments are a relatively new approach used to ascertain stakeholders’ opinions regarding the human and natural conditions that are likely to increase the capacity of the tourism system to successfully cope with disturbances. This study examined local communities in and around Dana Biosphere Reserve (Jordan), specifically perspectives regarding the social, environmental, governance and economic dimensions of resilience that theoretically support the capacity of the ecotourism system to withstand or adapt to climate change. The results indicated perceived moderate resilience to climate-change-related threats in the environment dimensions of the study, and scope for further development of resilience in the social, economic and governance dimensions. Ultimately, further adaptation planning and policies appear necessary, to ensure robust and proactive measures are in place to respond to climate change threats and to protect the ecotourism socio-ecological system in Dana Biosphere Reserve.  相似文献
