Based on a data set of 115 economies, this article empirically investigates the relation between public debt and economic growth. Using the World Bank’s classification for income groups, we initially find that those countries that present the lowest public debt are characterized by the highest economic growth, while the smallest growth rates are associated with the highest public debt. Nevertheless, this conclusion is tempered when we analyse the countries by income level: low-income countries have a different behaviour with respect to lower-middle, upper-middle and high-income countries. When using the IMF’s country classification, the results do not suggest a clear pattern in the public debt–economic growth nexus across different countries, but indicate a heterogeneous relationship between such key macroeconomic variables.  相似文献

The paper studies the relationship between external debt and economic growth in a panel of emerging countries. A number of economists have proposed different methods of analysing the nexus between economic growth and public debt. The paper investigates the debt-growth nexus using a linear and non-linear specification, employing a panel ARDL model on 13 emerging countries during the period 1990–2016. The results show that there is no robust effect of debt on economic growth in the long run; however in the short run, external debt is negatively and significantly correlated to economic growth.  相似文献

We investigate the causal relationship between public debt ratios and economic growth rates for 31 EU and OECD countries. We estimate a panel VAR model that incorporates the long-term real interest rate on government bonds as a vehicle to transmit shocks in both the public debt to GDP ratio and the economic growth rate. We find no causal link from public debt to growth, irrespective of the levels of the public debt ratio. Rather, we find a causal relationship from growth to public debt. In high-debt countries, the direct negative impact of growth on public debt is enhanced by an increase in the long-term real interest rate, which in its turn decreases interest-sensitive demand and leads to a further increase in the public debt ratio.  相似文献

本文分别在理论和实证上分析了对外负债与经济增长的关系。在拉姆齐-卡斯-库普曼斯框架下构建的理论模型预测结果显示:对于大国,对外负债率与经济增长之间可能呈现负向或正向的单调关系,也可能呈现倒"U"型的关系;对于小国,对外负债率与经济增长之间只存在负向或正向的单调关系。分别以发达国家和发展中国家为样本实证分析的结果表明:对于发达国家,当对外负债率处于较低水平时,负债率增加会促进经济增长,当对外负债率超过60%时,负债率增加不利于经济增长;对于发展中国家,不管对外负债率处于何种水平,负债率增加都会使经济增长的速度下降。实证分析的结果与理论模型的预测基本吻合。  相似文献

The endogenous growth literature established the existence of an inverted-U curve between taxes and economic growth, namely a Growth Laffer Curve, but empirical evidence on this relationship in developing countries is rather limited. Given that seigniorage and public debt are also important means of financing public spending in these countries, we take into account in this paper their respective impacts on growth, as they might deform the existing relationship between taxes and growth. To this end, we develop a growth model with public investment as the engine of perpetual growth, and look for the effect of debt, tax and money financing on economic growth. We study in particular the way fiscal and monetary policies deform the Growth Laffer Curve in developing countries. An empirical section based on a panel of 100 developing countries over the period 1980–2010 provides both OLS-Fixed Effects and GMM-system estimations that support our theoretical conclusions, namely the existence of Growth Laffer Curves indexed by the levels of debt and of seigniorage.  相似文献

This essay reviews the relationship between natural–resource abundance and economic growth around the world, and presents some new results. The principal reasons why resource–based production can inhibit economic growth over long periods are traced to the Dutch disease, neglect of education, rent seeking, and economic policy failures. Across a large number of countries in the period from 1965 to 1998, the share of the primary sector in the labour force is shown to be inversely related to exports, domestic and foreign investment, and education, and directly related to external debt, import protection, corruption, and income inequality. The cross–sectional data show, moreover, that the share of the primary sector in the labour force is inversely related to per capita growth across countries. None of this lies in the nature of things, however. What seems to matter for economic growth is not the abundance of natural resources per se, but rather the quality of their management, and of economic management and institutions in general.  相似文献

In view of still large external imbalances across the world economy and dramatically risen public debts in major advanced economies, this paper reconsiders the relationship between public debt, the terms of trade and welfare in a two-good, two-country overlapping generations model with technological differences across countries. We find that the terms of trade effect of a public debt shock depends only on international differences in capital production shares and the dynamic (in)efficiency of the world economy. As in a model with similar capital production shares, domestic welfare rises and foreign welfare decreases when Home has a positive external balance and the Golden Rule holds. Under dynamic efficiency, welfare decreases in the debt-expanding, net foreign creditor country if she has a relatively smaller capital production share, and if the welfare effect through the accumulation channel is negative. In contrast, under dynamic inefficiency she can increase her welfare by debt expansion.  相似文献

We develop a dynamic model of public debt under the assumption that it is problematic for governments to implement fast increases of tax revenues, as new taxes require costly infrastructure and expertise that can be built only over time. In this environment, the standard condition requiring economic growth greater than interest costs is not sufficient to guarantee financial stability. Debt might become unstable if the gap between these two indicators falls below a given threshold. Our empirical analysis based on historical public finance data for the US provides strong support for the model. This study conveys a cautionary warning, because the debt of relatively safe borrowers may suddenly become unstable for instance because of a substantial deceleration in the growth of nominal income. These issues can be particularly relevant for those countries that do not have a modern and efficient tax collection system.  相似文献

Thirlwall's Law (Thirlwall, 1979) considers that growth can be constrained by the balance-of-payments when the current account is in permanent deficit. The law focuses on external imbalances as impediments to growth and does not consider the case where internal imbalances emerging from budget deficits or public debt can also constrain growth. The recent European public debt crisis of peripheral countries (including Italy) shows that when internal imbalances are out of control they can constrain growth and domestic demand in a severe way. Recently, Soukiazis et al. (2013) developed a model – henceforth the SCA model – that takes into account both internal and external imbalances and where relative prices are not neutral in the pace of economic growth. The SCA model proved to be accurate in explaining economic growth in Portugal. The aim of the present paper is to apply the SCA model to Italy and check its precision for explaining the growth path in this country. Italy is an interesting case study of a larger economy with a lack of growth in the last decade facing serious internal imbalances caused by high deficit and public debt. Our empirical analysis shows that Italy grew at a slower rate than its potential capacity due to supply constraints. Policies designed at increasing external competitiveness and lowering the costs of financing the economy are shown to be effective strategies to achieve higher growth.  相似文献

Today, the major reason for external debt is to finance high public deficits. This study aims to examine the relationship between external indebtedness and growth variables. In this context, Markov-switching model is used because it allows the examination of unobservable variables in an observable model and provides steady algorithm to achieve robust optimization by iterations in a dynamic system, and is more flexible than prior models. This paper concentrates on the analysis of Turkey and utilizes the data set for the period of 1974 to 2009. Throughout the analyses, the relationship between growth and external borrowing is examined in terms of public and private external borrowing. Paper yields that, according to results of multivariate dynamic Markov-switching model, the main growth variables such as investment and human capital have positive impact on growth as expected. Findings can be summarized as follows; firstly, public and/or private external borrowing has negative impact on growth both in regime at zero and regime at one. Secondly, the negative impact of public borrowing on economic growth and development is higher than that of private borrowing on economic growth and development. Eventually, the conclusion reveals that the economic development and borrowing variables do not follow a linear path.  相似文献

This study examines the nonlinear impacts of four country risk indices on the debt‐growth nexus for 61 countries in a panel data framework. Our results show evidence of the different debt‐growth nexus under the different degrees of country risk. Under a high‐risk environment, a country's economic growth is harmed by raising its public debt. The negative effects public debt has on economic growth become weak under low political and financial‐risk environments, while an increase in public debt could help to stimulate economic growth under low composite and economic risk environments. In addition, the differences of countries' income and debt levels also lead country risks to have different effects on the debt‐growth nexus, suggesting that a country should borrow appropriately based on its current risk environments while improving economic performance. Over the past decade, household debt (as a share of household income) has reached historically high levels. This has raised concerns about whether, as a result of the rise in debt, households are now more financially ‘fragile'. Using household survey data, a logit model is constructed to examine the relationship between the probability of being financially constrained and the economic and demographic characteristics of households in Australia. We find that the probability of a household being constrained is significantly affected by demographic and economic variables such as age, home ownership, weekly household income, and the share of income going to repayments on mortgage debt. Comparing survey results across time, it appears that the overall proportion of households that are financially constrained has fallen or, at worst, remained unchanged between 1994 and 2001. Much of the rise in debt appears to have been due to unconstrained households taking on more debt. As such, the rise in the aggregate debt to income ratio associated with owner‐occupier mortgages appears to be the result of voluntary household choice and not to be associated with an increase in household financial distress.  相似文献

We work out the mechanism that makes public debt affect the allocation of resources in the long-run. To do so we analyze an AK growth model with elastic labor supply and a government sector. The government levies a distortionary income tax and issues bonds to finance lump-sum transfers and non-distortionary public spending. We show that the long-run growth rate is the smaller the higher the debt ratio if the government adjusts public spending to fulfill its inter-temporal budget constraint. If the government adjusts lump-sum transfers the public debt ratio does not affect the balanced growth rate.  相似文献

This paper discusses two issues in the relationship betweeninequality and economic growth: the data and the econometrics.We first review the income inequality data set of Deiningerand Squire (D&S), which, we argue, fails to provide eitheradequate or accurate coverage, whether through time or acrosscountries. We then introduce our own measures of the inequalityof manufacturing pay, based on UNIDO's Industrial Statistics.These provide indicators of pay inequality that are more stable,more reliable and in our view also more comparable across countries,than the D&S data. Turning to the fabled "Kuznets" relationship between inequalityand economic development, we diagnose several common econometricproblems in the literature, including measurement error andomitted variable bias. By taking steps to account for theseproblems, and by introducing a more complete panel data setbased on pay inequalities, we seek more reliable inferencesconcerning the relationship between inequality, national incomeand economic growth. We find evidence that generally supportsKuznets' specification for industrializing countries: pay inequalitytends to decline as per capita income increases, though withsome tendency for the relationship to curve up for the richestcountries. After 1981 two findings emerge. First, per capitaGDP growth slowed dramatically in most countries, increasinginequality along the augmented Kuznets curve. Second, thereis a global and macroeconomic effect that produces rising inequalityin our data, independent of GDP or its changes. This paper uses an alternative growth approach in line with Thirlwall’s model in order to predict economic growth in Greece taking into account internal and external imbalances caused by public deficit/debt and lack of trade competitiveness. It is shown that the simple Thirlwall’s Law (given by the product of the ratio of the income elasticities of demand for exports and imports, and the growth of foreign demand) over-predicts real growth in Greece while the more complete extended model, makes a closer prediction which is consistent with the high deficit/debt and current account deficit experienced in this country. The simulation approach shows that the most efficient policy to attain higher growth is to reduce external imbalances while policies to reduce internal imbalances are low growth enhancing.  相似文献

The global financial crisis and the euro area sovereign debt crisis that followed induced a rapid deterioration in the fiscal positions of countries across the globe. In the ensuing fiscal adjustment process, public investments were severely reduced in many countries. How harmful is this for growth perspectives? Our main objective is to find out whether the importance of public capital for long run output growth has changed in recent years. To this end, we expand time series on public capital stocks for 20 OECD countries and estimate country-specific recursive vector autoregressive (VAR) models. Results show that the effect of public capital shocks on economic growth has not increased in general, although results differ widely between countries. This suggests that the current level of public investments generally does not pose an immediate threat to potential output. Of course, this could change if low investment levels are sustained for a long time.  相似文献

We put the original Reinhart–Rogoff data-set, made public by Herndon et al. (2013), to a formal econometric test to identify public debt thresholds endogenously. We show that the nonlinear relation between debt and growth is not robust. Taken with a pinch of salt, our results suggest, however, that a negative association between central government debt and growth may set in at debt levels as low as 20% of GDP. Further (and greater) thresholds may exist, but their magnitude is uncertain. For general government debt, the threshold is considerably higher at about 50%. Country-specific estimates reveal a large amount of cross-country heterogeneity. For some countries including the United States, a nonlinear negative link can be detected at about 30% of GDP. For others, no nonlinearities can be established. Our results are a formal econometric confirmation that the 90% public debt threshold is not in the Reinhart–Rogoff data. But our results also seem to suggest that public debt be associated with poor economic performance at fairly moderate public debt levels. The absence of threshold effects or low estimated thresholds may not preclude the emergence of further threshold effects, especially as public debt levels are rising to unprecedentedly high levels.  相似文献

This paper analyzes the relationship between government expenditure, tax on returns to assets, public debt, and growth in an endogenous growth model. Public debt is composed of two components, domestic debt and external debt. We show conditions for existence, uniqueness, and multiplicity of the steady states. More precisely, existence of steady state requires a sufficiently high productivity and a sufficiently low tax on returns to assets. We also provide the effects of an increase in the tax rate on returns to assets on the steady state. In particular, the relation between public spending and the tax rate has a bell shape. Domestic debt unambiguously increases with tax whereas external debt displays an inverted U‐shaped curve. A high tax rate leads to a reallocation of public debt in favor of domestic debt (to the detriment of external debt). The effect of taxation on consumption (and production) also displays a nonlinear pattern when the output elasticity of capital is lower than unity (the effect is monotonously increasing if this elasticity is unity). We also derive the conditions under which a tax increase can boost or reduce the balanced growth rate.  相似文献

This paper studies the relationship between an ageing society and voter preference for financing public expenditures with debt versus income taxation. We focus on advanced economies and OECD members where ageing is relatively severe, the political process is more democratic, and economic institutions are subject to electorate scrutiny. Since there are no international data sources available for the median voter age, one of the contributions of this paper is the construction of a median voter series for the countries included in the study. The sample period covers 30 years, from 1980 to 2010. The panel estimates confirm the Brennan hypothesis (Const Polit Econ 23(3):182–198, 2012). A 1-year ageing of the median voter increases the public debt to GDP ratio by on the order of 4.5 percentage points.  相似文献

This article assesses the empirical relationship between per capita income growth fluctuations and the age-structured human capital variations across four groups of geographically clustered developed and developing countries from spatial perspective. We estimate a spatial Vector Autoregressive (VAR) model of income dynamics where the distance between countries is defined on relational space based on their similarity in appropriation tendency of human capital in the production processes. These distances are computed using a newly developed human capital data set which fully characterizes the demographic structure of human capital, and thus underlines the joint relevance of demography and human capital in economic growth. Spatial effects on growth interdependence and complementarity are then explored with respect to the proposed distance metrics. Our results imply that significant cross-country growth interdependence based on human capital distances exists among defined country groups suggesting the need for a cooperative policy programme among them. We also find that the relationship between economic growth and human capital is highly nonlinear as a function of the proposed human capital distance.  相似文献
