Smoothing Economic Trends in 2008

2008 marks the first time that the government has changed the monetary policy from ＂prudent＂ to ＂tight＂. For the last ten years China has been following the prudent approach, but this change is required to stabilize economic expansion in future.

Multilingualism and the International Patent System: an Assessment of the Fairness of the Language Policy of WIPO

This article provides an evaluation of the language policy of the World Intellectual Property Organisation (WIPO), by focusing on the reform enacted in 2008 when the Korean language was given the status of a language of publication of the Patent Cooperation Treaty (PCT). Results show that the 2008 reform entailed a reduction in the costs of access to the PCT procedures for Korean-speaking applicants of about 54%, generating about €24 million savings for them from 2009 to 2011. Further, the new language policy led to a more balanced distribution of admission and interaction costs among applicant countries. It is plausible that the 2008 reform has brought about a transfer of information costs from Korean-speaking countries to English-speaking countries and inventors fluent in English as a second language, but such negative effects have been offset by exogenous factors. This article shows under which conditions adding the Korean language could have had a positive impact on the cost-effectiveness of the language policy of the PCT system as well.     

Can leading indicators assess country vulnerability? Evidence from the 2008–09 global financial crisis

We investigate whether leading indicators can help explain the cross-country incidence of the 2008–09 financial crisis. Rather than looking for indicators with specific relevance to the recent crisis, the selection of variables is driven by an extensive review of more than eighty papers from the previous literature on early warning indicators. Our motivation is to address suspicions that indicators found to be useful predictors in one round of crises are typically not useful to predict the next round. The review suggests that central bank reserves and past movements in the real exchange rate were the two leading indicators that had proven the most useful in explaining crisis incidence across different countries and episodes in the past. For the 2008–09 crisis, we use six different variables to measure crisis incidence: drops in GDP and industrial production, currency depreciation, stock market performance, reserve losses, and participation in an IMF program. We find that the level of reserves in 2007 appears as a consistent and statistically significant leading indicator of who got hit by the 2008–09 crisis, in line with the conclusions of the pre-2008 literature. In addition to reserves, recent real appreciation is a statistically significant predictor of devaluation and of a measure of exchange market pressure during the current crisis. We define the period of the global financial shock as running from late 2008 to early 2009, which probably explains why we find stronger results than earlier papers such as Obstfeld et al. (2009, 2010) and Rose and Spiegel (2009a,b, 2010, 2011) which use annual data.

Fairtrade Towns as Unconventional Networks of Ethical Activism

The 2008 financial crisis exposed the dark side of the financial sector in the UK. It brought attention to the contaminated culture of the business, which accommodated the systemic malpractices that largely contributed to the financial turmoil of 2008. In the wake of the crisis there seems to be a wide consensus that this contaminated culture can no longer be accepted and needs to change. This article examines the ills of the UK financial market, more specifically the cultural contamination problem, which was uncovered by the 2008 financial crisis, in order to explore its genesis and the suitable solutions for it. In this regard, the article analyses the ethical finance sector from theoretical and practical perspectives in order to assess its role in addressing the cultural contamination problem of the UK financial market.

As a fast-rising country,the state of energy consumption in China is significantly different from that in the developed world,which has been using electricity of a relatively stable quantity for years.In China,however,the ever-hungry electricity demand requires at least 7%annual increase to meet the need of ballooning GDP According to the Annual Report on China's Energy Development(2009),up till the end of 2008 the total installed capacity of electricity has reached 790 million kW,including nearly 100 million kW newly developed in 2008 and a similar increment in 2007.

基于AHP的外贸增长方式转变实证研究——以浙江为例

本文基于AHP方法建立外贸增长方式转变综合评价模型,对浙江省2001-2008年外贸增长方式转变的绩效进行实证分析,结果表明:2001-2008年浙江省的外贸增长方式转变取得了一定的成效,外贸发展基础在逐年优化;但还存在着出口结构不合理、出口产品竞争优势不强、外贸经济效益不佳等问题。据此提出相应的对策建议。     

Methodological challenges in hip fracture registration: the Harstad Injury Registry

The aim of the study was to evaluate a hospital-based injury recording system on hip fracture registration in elderly persons aged?+?65 years from 1994 through 2008, and to examine the agreement between the number of validated fractures and the number of fractures reported to the Norwegian Patient Registry using three different sources: (1) Medical records, (2) Patient administrative system and (3) The hospital's hip fracture record to the Norwegian Patient Registry from 2002 through 2008. The injury recording system included 582 hip fracture events and 535 (92%) were confirmed through the medical records. Reasons for non-verification were different coding failures. Searching the patient administrative system using ICD codes identified 16 hip fractures not included in the fracture registry between 2002 through 2008. The total number was the same as the number of hip fractures reported to the Norwegian Patient Registry using ICD codes alone for identification. The conclusion is that on well-defined diagnosis like hip fractures, local fracture registries may obtain a high degree of reliability if different sources are available for quality control. Well-functioning patient administrative systems may be used to study numbers of hip fractures.     

No Body to Kick,No Soul to Damn: Responsibility and Accountability for the Financial Crisis (2007–2010)

This article takes the 2008–2010 financial crisis as a case study to explore the tension between responsibility and accountability in complex crises. I analyze the patterns of attribution and assumption of responsibility of thirty-three bankers in Wall Street, interviewed from fall 2008 to summer 2010. First, I show that responsibility for complex failures cannot be easily attributed or assumed: responsibility becomes diluted within the collective. Actors can only assume collective responsibility, recognizing that they belong to an institution at fault. Second, I show that blaming is a social process that should be examined contextually, relationally, and dynamically. I build on sociological theories to depart from the normative focus of philosophers, and the cognitive focus of psychologists, who have dominated the study of responsibility so far.     

A content analysis of male roles in television advertising: Do traditional roles still hold?

Analysis of male roles in television advertising is limited. In order to remedy this, our research serves as a catalyst by providing a review of the current literature, conducting a preliminary examination of male roles in television advertising, and discussing ways for this area of research to move forward in the future. Specifically, the study conducted in this paper examines television advertising to provide insight on the depiction of males, the portrayed relations between males and other individuals, and how these depictions may have changed from 2003 to 2008. Male depictions in lead roles are contrasted using 907 primetime commercials from 2003 and 961 commercials from 2008 from the four major US broadcasting networks (ABC, NBC, CBS, and FOX). Results suggest that some aspects of male depictions in advertising are counter to, while other aspects are reflective of, the changing gender roles occurring in society.     

基于灰色关联分析的国内旅游收入影响因素研究

根据1994-2008年我国旅游业数据,应用灰色系统理论中的灰色关联分析法,以灰色综合关联度为量度指标,对影响国内旅游收入的相关因素进行分析。从1994-2000年和2001-2008年两个时期的对比结果可以看出,影响国内旅游收入的主导因素是:城镇居民家庭人均可支配收入、职工年平均工资和人均国内生产总值。这就从实证的角度揭示了国内旅游收入与各影响因素之间的关联程度及其变化规律,从而为政府在制定国内旅游业发展规划和调整产业结构方面提供科学决策的依据。
