Redistributive land reforms have begun to attract the attention of scholars and policy makers once again. In this paper, we review old arguments and bring them up-to-date in the light of recent research. We begin with the case in favour of redistributive reforms focusing on fragmented factor markets and systems of labour control, of which concentration of land ownership is but one aspect. We then examine land reform in practice, focusing on distinct regional features and outcomes in sub-Saharan Africa, Latin America, the transition economies of the former Soviet bloc and, as examples of success, East Asia (including China and Vietnam). Next we discuss the macroeconomic context and the two-way direction of causality between a redistribution of productive assets and the overall performance of the economy. We underline the importance of weakening the system of labour control, eliminating landlord bias and correcting urban bias. Finally, we argue that a prominent feature of all successful land reforms has been a high degree of land confiscation; full compensation and various types of 'market friendly' land reform are unlikely to be successful.  相似文献

This paper endorses the criticisms of neo-classical populism and its advocacy of redistributive land reform provided by other contributions to this special issue of the Journal, to which it adds several further points. If GKI propose a version of an agrarian question of 'small' or 'family' farming, and its resolution through a familiar (Chayanovian) path of development, much of the critique rests, in one way or another, on the 'classic' agrarian question in capitalist transition, in effect the agrarian question of capital in which the agrarian question of labour was once subsumed. Here the question is posed whether, in the conditions of contemporary 'globalization' and its tendency to the 'fragmentation' of labour, there might be a new agrarian question of labour, now detached from that of capital, and which generates a new politics of struggles over land (and its distribution). Even to conceive of this question is beyond the analytical and political field of vision of neo-classical populism. Some of the dimensions of an agrarian question of labour are illustrated in a brief consideration of recent, and highly contradictory, events in Zimbabwe: a unique case of comprehensive, regime-sanctioned, confiscatory land redistribution in the world today.  相似文献

In 2008, as part of a national experiment, Chengdu prefecture implemented ambitious property rights reforms including complete registration of all land together with measures to ease transferability and eliminate migration restrictions. Results from a difference‐in‐difference analysis of the National Statistics Bureau's regular household survey suggest that the reforms increased consumption and income, in particular for less wealthy and less educated households, with estimated benefits well above the cost of implementation. Local labour supply increased with the young shifting towards agriculture and the old towards off‐farm employment. The reforms also contributed to higher agricultural yields and profits through three channels, namely: (i) greater rental market activity that transferred land to more productive producers; (ii) substitution of purchased inputs for labour; and (iii) a shift out of grains towards vegetables, corn, and oilseeds all of which offer higher levels of profitability. All of these findings are consistent with the notion that, without reforms, imperfections in factor markets undermined investment and functioning of land and labour markets, preventing high‐value peri‐urban land from being used most effectively and reducing job creation.  相似文献

Based on government statistics and interviews with villagers across Malawi this article argues that customary matrilineal and patrilineal land tenure systems serve to weaken security of land tenure for some family members as well as obstructing the creation of gender-neutral inheritance of lands. Data from the National Census of Agriculture and Livestock 2007and the 2008 Population and Housing Census are used to characterize marriage systems and landholding patterns of local communities. Marriage systems correspond to customary land-tenure patterns of matrilineal or patrilineal cultures. The differences between the two ways of land holding represent a challenge for land reforms aimed at unifying rules for land tenure and land devolution. Drawing on an analogy of the resilience of the patrilineal land holding system in Norway, we argue that it will be difficult to remove the preferential rights of lineage members directly. We recommend that, instead of creating a unified national system, existing land rights should be formally recognized and circumscribed by fair procedures. A well-designed landholding system should aim to ease the transitions of diverse customary tenure systems towards the requirements of a modern large-scale society.  相似文献

Off‐farm labour decisions of a sample of Kansas farmers are evaluated. The central question of our analysis pertains to whether 1996 US farm policy reforms may have altered the decisions to work off the farm. The effects of policy decoupling on off‐farm labour are complex: different aspects of policy changes can have opposing effects on off‐farm work decisions. Essentially, this makes this issue an empirical question. Results show that the introduction of fixed, decoupled payments in 1996 might have reduced the likelihood of off‐farm labour participation. However, the new policy environment may have increased farm households’ revealed aversion to risk, motivating a higher participation in non‐farm labour markets. The effects of 1996 policy reforms on farm income variability could have been attenuated by changes in US crop insurance programmes and by an increase in emergency assistance payments towards the end of the 1990s. The reduction in price supports may have increased the motivation for working off the farm. The net effect of the overall reforms on off‐farm work participation is not likely to have been large.  相似文献

Exploiting the labour of other people has historically been one of the main strategies to tackle the biophysical tension that always exists between the satisfaction of human needs and the labour required to fulfil them. Based on the insights of ecological, feminist, and Marxist economics, we disentangle the exploitation of the labour of women and labouring poor through a novel methodology that integrates energy, material, time, and cash balances. We apply it to the sociometabolic flows between household units endowed with different land and livestock resources in a traditional rural community in Catalonia (Spain) in the mid‐19th century. The results show that land and livestock hoarding led to a process of accumulation through dispossession that increased the exploitative relationships through the labour market, which in turn relied on the patriarchal division of labour between men and women at home. Our estimates of energy labour surplus reveal that male wages represented 88% of the equivalent consumption basket that would have been obtained by carrying out the same amount of labour on land of one's own. However, in the case of female wages, the percentage was 54%. This shows that wage labour incorporated a significant amount of unpaid domestic family labour.  相似文献

The Griffin, Khan and Ickowitz argument in favour of redistributive land reform, as a means of eradicating rural poverty, is an updated version of a case made by Griffin 30 years ago, and is here seen as a variant of neo-classical neo-populism. The essential logic presented by GKI is considered and it is argued that the approach is defective in its lack of historical perspective and its deployment of a static approach in a dynamic context: these defects manifested in its ignoring of the processes associated with capitalist transformation. It is further argued that its logical foundation is the neo-classical construct of perfect competition, which is without historical basis; its empirical justification is a postulated inverse relationship between land productivity and size of holding, supposedly true of all places and all times, but which is swept away by the development of capitalism in agriculture; and its social specification, in failing to capture the existence of differentiated peasantries, ignores the actual class structure of the countryside.  相似文献

There has been renewed interest in the academic discourse on land reforms due to recent high profile works suggesting a positive correlation between reforms and poverty reduction. Land is held under different tenure regimes in different regions, countries and communities. These are often in the form of community tenure, state tenure, individual tenure or a mixture of two or three of them. However, land reformers are in constant debate as to which of the three offers the most appropriate pathway to poverty reduction. The policy outcomes of such debates have been to superimpose one tenure option over the other in differing situations. This article conceptualises a metaphorical approach to land reforms grounded on general systems theory. It advocates for contextualised methodological rigour and an approach to land reforms reliant on the influencing variables of alternative land tenure regimes as opposed to wanton superimposition of one form of tenure over the other.  相似文献

This article explores the relationship between land size and productivity in the livestock sector. Household panel data from pastoral areas in northwestern China were analysed. Results suggest an inverse relationship (IR) between land size and the number of livestock per ha. IR can be largely explained by labour input intensity, which is negatively correlated with land size. We find that household’s labour demand is not separable from household’s labour supply and households’ decisions to rent land and hire labour for grazing are significantly related to the labour–land endowment ratio. These findings are consistent with the Chayanovian explanation that labour input intensity varies with farm size due to unobserved interhousehold variation in shadow wage rates. In addition, participation in the labour market does not significantly influence the IR for the employer, while the practice of land renting reduces, but does not eliminate, the IR for the lease. These findings point towards the potential for using factor markets to optimise pasture‐based livestock production scale, and the need to promote the factor market development to achieve efficiency in resource use.  相似文献

Land reform was one of the most important policies introduced in Latin America in the twentieth century and remains high on the political agenda due to sustained pressure from rural social movements. Improving our understanding of the issue therefore remains a pressing concern. This paper responds to this need by proposing a new theoretical framework to explore land reform and providing a fresh analysis of historical and contemporary land struggles in Ecuador. Drawing on the pioneering work of Karl Polanyi, the paper characterizes these struggles as the attempt to increase the social and political control of land in the face of mounting commodification. The movement started in the 1960s and remains evident in Ecuador today. Exploring land reform in Ecuador from this theoretical perspective provides new insight into land struggles in the country and contributes to debates over land reforms of the past and present elsewhere in the Global South.  相似文献

In Cambodia, the interactions between large‐scale land investment and land titling gathered particular momentum in 2012–13, when the government initiated an unprecedented upland land titling programme in an attempt to address land tenure insecurity where large‐scale land investment overlaps with land appropriated by peasants. This paper is based on a spatially explicit ethnography of land rights conducted in the Samlaut district of north‐west Cambodia – a former Khmer Rouge resistance stronghold – in a context where the enclosures are both incomplete and entangled with post‐war, socially embedded land tenure systems. We discuss how this new pattern of fragmentation affects the prevailing dynamics of agrarian change. We argue that it has introduced new forms of exclusion and a generalized perception of land tenure uncertainty that is managed by peasants through the actualization of hybrid land tenure arrangements borrowing from state rules and local consensus. In contrast with common expectations about land formalization, the process reinforces the patterns of social differentiation initiated by land rent capture practices of early migrants and pushes more vulnerable peasants into seeking wage labour and resorting to job migration.  相似文献

Migration is of particular concern to Indigenous peoples and communities. It physically separates those who migrate from the land upon which collective processes of labour and ritual practice are often based, it affects congruence between individual and collective rationality (as migrants make the choice to maintain or relinquish community membership), and it robs communities of the adult residents who can be essential for projects of collective action. Using the concept of comunalidad, created by Indigenous intellectuals in Oaxaca, Mexico to analyse the importance of alternative practices surrounding land, labour, governance, and ritual found in the region, we show that while Indigenous villages are profoundly affected by different forms of migration, migration itself is not necessarily a “death knell” for Indigenous peasants. We argue that communities struggle—often successfully—to find ways to evolve and reconfigure themselves economically and politically, incorporating migration into the fabric of their daily lives and organizational structures. To make this argument, we draw on ethnographic research conducted with Indigenous Oaxacan transnational communities, both in the United States and Mexico.  相似文献

Since attainment of independence, almost every country in East and Southern Africa has introduced some kind of land reform aimed at reconciling indigenous land tenure practices and those introduced by colonial regimes. The reforms have centred on modification of tenurial rules on access, ownership, administration and transfer of land rights coupled with land redistribution and/or restitution in some countries. With the exception of a few countries, such as Botswana, land reforms have largely remained on statute books with little to show on the ground. The paper gives an overview of land reforms in East and Southern Africa, taking Botswana as a case study. It notes that although Botswana has largely been successful in implementing land reforms, it is currently experiencing land tenure problems, especially in peri-urban settlements and inner city low-income areas, despite government's enhanced control over local land administrative structures. The paper ends with suggestions on how to contain the current problems.  相似文献

This epilogue summarizes key challenges in the critical study of contract farming (CF) that are highlighted in this special issue, and it utilizes our co-edited volume Living under contract as the platform to ask what has been learned and what questions remain nearly three decades after the book's publication. It discusses the political and historical moment of the late 1980s when our CF project was started and the neo-liberal roots of structural adjustment programmes (SAPs) were firmly implanted, especially in Africa—the regional focus of our book. We argue that this neoliberal turn continues to shape many topics addressed in this special issue, including the role of the state, labour and land (and ecology) relations, and the vertical integration of CF within global values chains. The epilogue concludes with a plea for more systematic comparisons and “big picture” analyses that highlight how space, local agrarian formations and classes, state powers, and materiality (the commodity itself) shape the character and dynamics of CF schemes.  相似文献

The effect of agricultural land on labour allocation between agricultural and non-agricultural sectors has profound policy implications for industrialization and urbanization. Using micro data from a nationally representative survey in China, this study attempts to examine how agricultural land affects rural people’s propensity to leave the farming sector and who is affected. We find that generally, land decreases the probability of taking a non-farming job and has a lock-in effect on rural labour. More interestingly, this effect exists among the middle-aged people (36–55 years old) and not among young people. A mechanism analysis shows that income from agricultural production explains part but not all of the land lock-in effect. Heterogeneity analyses from the perspectives of individual risk preference and village-level planting structure show that the land lock-in effect broadly exists. Finally, we use the IV method to address the potential endogeneity problem, and the main results are verified. We believe that the heterogeneity of the land lock-in effect between different age cohorts has important policy implications.  相似文献

From systemically dispossessing Indigenous people of their territory for Euro-American settlement to routinely denying African American farmers operating loans in the 20th century, the US government's complicity in creating racial hierarchies in terms of land access is well documented. Less understood is how land policies oriented towards racial equity, namely, the Justice for Black Farmers Act (JBFA), and other initiatives that deal with land access as well as addressing racism more broadly, emerged during recent decades. In this article, we argue that such initiatives resulted from Black-led organizations and other farmer advocacy allies responding to neoliberal policy reforms. Concretely, even as these reforms destabilized farm economies, they also led to a decentralization of agricultural policy administration, which, in turn, created opportunities for community-based organizations to influence land governance. We make this argument after presenting a three-part periodization of the evolution of US land policy, starting with the emergence of racial hierarchies, then the period of partial reforms that began during the New Deal and, finally, the era of neoliberal reform.  相似文献

In this paper the Nash bargaining solution is used to derive solutions for the rental share and labour input in sharecropping. The bargaining is modeled as a two‐stage process. First there is a bargain about the rental share, and then a bargain about labour input. The power of the landlord to ensure an outcome favourable to himself may differ in the two stages. By imposing particular assumptions about this bargaining power, some popular models of sharecropping, that have been treated as completely separate in the literature, can be derived as special cases in our model. However, we also generate a new class of models. It is also demonstrated that it is not the tenant's influence in the labour input decision per se which causes inefficiency in sharecropping, but differences in the tenant's influence over different issues in the contract. This is in contrast to the popular view which states that if the tenant controls the level of labour input, sharecropping will result in an inefficient resource allocation.  相似文献

This paper uses duality theory to develop a model of European Community agriculture. The model is used to investigate the impact of the land set-aside provision of the recent package of reforms of the Common Agricultural Policy. We assume that producers chose output and variable input levels that maximize difference between revenue and variable cost. By including first-order conditions for the allocation of land across its uses, we impose that the observed allocations are profit-maximizing allocations. To overcome the problem of incorporating many outputs into an estimable production structure, we imposed a priori the restriction that the technology was weakly separable in major categories of outputs. With this restriction, it was possible to model production decisions in stages using consistent aggregates in the latter stages.  相似文献

Vietnam's agrarian transition is reviewed and, against the World Bank view that land markets in Vietnam have been pro-poor, it is suggested that access to land has become stratified within specific provinces, districts and communes. Aggregate data and field research both demonstrate that the technical coefficients of production differ between farms when grouped according to a proxy for wealth, and that this is correlated with productivity per unit of land. It is therefore argued that there are emerging differences between farms that reflect divergence in the scale of production. At the same time, when grouped according to wealth there are differences between farms in terms of crop mix, the degree of market integration, and the extent of rural diversification. Holistic examination of the evidence suggests that Vietnam has an emergent group of rich peasants with relatively larger landholdings, amounts of capital stock, and use of hired labour-power; and higher yields per unit of land, a greater degree of market integration, and more marked productive diversification. This class can be set beside a numerically preponderant class of relatively small peasants, with smaller landholdings and amounts of capital, a heavier reliance on family labour, lower yields per unit of land, and less market integration and diversification. The evidence further demonstrates the rapid growth of a class of rural landless who are largely separated from the means of production, who survive by intermittently selling their labour, and who are the poorest segment of rural society.  相似文献
