In Vietnam, a quasi-private property regime has been established in 1993 with the issuance of exchangeable and mortgageable long-term land use right certificates. Using primary qualitative and quantitative data collected in a mountainous district of Northern Vietnam, this paper investigates the role of the land policy in the adoption of soil conservation technologies by farmers. This issue is of crucial importance in the region where population growth and growing market demands have induced farmers to intensify agricultural production. While poverty has been reduced, environmental problems such as soil erosion, landslides, and declining soil fertility have become more severe over the past years. Our findings suggest that despite farmers’ awareness of erosion, soil conservation technologies are perceived as being economically unattractive; therefore, most upland farmers continue to practice the prevailing erosion-prone cultivation system. Focusing on agroforestry as one major soil conservation option, we estimate household and plot-level econometric models to empirically assess the determinants of adoption. We find that the possession of a formal land title positively influences adoption, but that the threat of land reallocations in villages discourages adoption by creating uncertainty and tenure insecurity. The analyses reveal that these two effects interact with each other but are of small magnitude. We conclude that the issuance of land titles is a necessary but not sufficient prerequisite to encouraging the adoption of soil conservation practices. However, current practices remain economically unattractive to farmers. This deficiency needs to be addressed by interdisciplinary research and complemented by strong efforts by local authorities to promote sustainable land use.  相似文献

Degradation of land continues to pose a threat to future food production potential in many developing economies. Various approaches, mainly based on command‐and‐control policies, have been tried (with limited success) in the past to encourage adoption of erosion‐control practices by farm households. High transactions costs and negative distributional impacts on the welfare of the poor limit the usefulness of standards and taxes for soil and water conservation. One innovative approach is the use of interlinked contracts which create positive incentives for land conservation. This study analyses the social efficiency of such policies for erosion‐control in the Ethiopian highlands using a non‐separable farm household model. Incentive contracts linked with conservation seem to be promising approaches for sustainable resource use in poor rural economies. This may suggest that conservation programs should give greater consideration to better fine‐tuning and mix of policies that help achieve both economic and environmental objectives.  相似文献

The mountains in the northeastern part of Tanzania have been experiencing declining soil fertility and severe soil erosion due to increased cultivation and other factors attributed to population pressure. This study gives the main results of an analysis of household adoption behaviour towards the use of improved soil conservation measures. An interdisciplinary analytical framework for analyzing household adoption behaviour is presented. The framework links three components of the adoption decision process: the perception of the erosion problem, the decision to use improved conservation measures and the level of investment or effort devoted to soil conservation among adopters. Data collected from a random sample of 300 heads of households was used to estimate logit models of perception of the erosion problem and of adoption of improved conservation measures, and a Poisson regression model of effort devoted to conservation. The results show that participation in promotional activities of soil and water conservation (SWC) programmes influences the adoption decision process at all three stages. Also, ranking of soil erosion as the priority problem in agricultural production, participation in labour-sharing groups and having off-farm income influence the willingness and ability to use improved soil conservation technologies and the level of soil conservation effort.  相似文献

As a result of landslides and soil erosion, a substantial amount of soil has been lost in Turkey. Particularly, fertile lands have long been faced with the threat of erosion, largely as a result of traditional (unplanned) land use practices. This threat is more evident in the Black Sea Region with its rough topography and rainy climate. The basic reason for this threat is the lack of organization in land use planning and control. Although proposals, in the context of this requirement, are included in national development plans, they have not been implemented. Accordingly, in this study research based on spatial data evaluation was carried out for Sera Lake located in Akcaabat, Trabzon, Turkey. For this purpose, temporal area, depth and volume changes of the lake were determined by utilizing topographic maps, aerial photographs and hydrographical measurements. To evaluate determined changes in the size of the lake and to produce suggestions to legislators for required sustainable land management activities, information on land use/cover types, land ownership and climate in the vicinity of the lake was utilized. As a result, it was determined that the area, depth and volume of the lake were significantly decreased during the last decades, as a consequence of erosion mainly caused by traditional land use practices; thus, the lake is threatened with the danger of extinction due to erosion. Precautions required for the alleviation of erosion and other adverse environmental effects which largely seem to be caused by harsh physical properties (caused basically by topography) of the region were discussed. In support of the information inherent to the region, traditional arable land use was logically determined as the basic non-natural factor (which is directly prone to erosion) to be rearranged in the context of sustainable land management. In this context, beyond nationwide actions (national agricultural policy and Soil Protection and Land Use Law), which may provide the required land management tools in the long term, it is proposed that planning and accordingly land management activities specific to the study area (Sera Valley) should immediately be commenced in close collaboration with the related public (owners or farmers). However, behaviours of different types of land users (engaged in commercial, subsistence and semi-subsistence farming) and also high number of owners and/or farmers (caused by small pieces of land parcels owned/used in shares) make the desired collaboration almost impossible. This socio-economical problem may be solved by further developing the current land registry and cadastre system in terms of customary land use rights, land use/cover changes and updating procedures.  相似文献

Land degradation poses a serious problem for the livelihoods of rural producers. Furthermore, there is rarely enough private investment taking place to commensurate the scale of the problem. This article examines the role of tenure insecurity, resource poverty, risk and time preferences, and community‐led land conservation on differentiated patterns of household investment in land conservation in northern Ethiopia. We control for biophysical, household characteristics, market access conditions, and village level factors. Investments in soil bunds and stone terraces are specifically studied so as to capture the link between these various factors and the durability of conservation investments. We introduce the distinction between the determinants of the decision to invest and how much to invest in conservation. Regression results show that publicly led conservation programs seem to significantly stimulate private investment. A host of plot‐level variables and household perceptions of returns on conservation investments, expressed in terms of perceived improvements in land quality and increased crop yields, were found to be critical to the decision to invest and intensify soil conservation. The evidence on the significance of households' attitudes toward risk aversion suggests the important role of risk and the household's risk‐bearing capacity in the decision to intensify conservation measures. At the same time, tenure security indicators and households' resource endowments (resource poverty) had weaker effects in increasing willingness to invest and the level of investment made. The policy implications of these results point to the importance of agricultural research and extension efforts that target technologies which reduce household risk and poverty while enabling sustainable investments in conservation measures by individual households.  相似文献

This article analyzes the determinants of farm income among hillside farmers participating in natural resource management projects in El Salvador and Honduras. The farm income function was evaluated using a system of equations in which income is determined simultaneously by the farmer's decision to adopt soil conservation technologies and by the level of diversification (number of agricultural activities) on the farm. The database used comes from surveys administered to 678 beneficiaries of these projects during 2002. The econometric results suggest that all the variables related directly to land use (i.e., output diversification, soil conservation practices and structures, and the adoption of forestry systems) have a positive and statistically significant association with farm income. Also, farmers who own land enjoy higher farm incomes than those who do not. The results indicate that when investing in natural resource management projects, governments and multilateral development agencies should pay close attention to output diversification, land tenure, and human capital formation as effective instruments in increasing farm income.  相似文献

This thesis determines the tradeoff between producer welfare and the provision of environmental benefits, through reduced soil erosion and fertilizer applications, on agricultural working land. A land-use allocation model of two Iowa counties is formulated as a mathematical programming problem, building upon the Takayama and Judge framework. Slope is used to reflect terrain heterogeneity, such that the spatial allocation of land-use practices impacts economic and environmental outcomes via a yield damage function and differentiated rates of soil erosion. The model differs from prior empirical models in that it includes both crop and livestock production, which gives the model the flexibility to choose whether the two activities are optimally nonseparable.
Price policy analysis indicates that the land use allocation is relatively insensitive to changes in commodity prices, i.e., altering commodity-based support payments is insufficient to attain environmental improvements. Several "green" policy instruments are simulated to estimate the cost to producers of reducing environmental damages. Limiting soil erosion with either a regulatory standard or a per unit tax reduces the average return to land by 10%. Shifting current income support payments into a system of payments for conservation land management practices, similar in essence to the Conservation Security Program, cannot attain the same soil erosion reduction with less cost to producers. Overall, the inelastic response of land use practices to commodity prices indicates that targeting the use of productive inputs, as opposed to commodity outputs, may be a more efficient means of attaining environmental improvements.  相似文献

Serious soil erosion occurred in the South Downs National Park, southern England in the years 1982–2006 and details of around 400 sites are contained in a database. In 2010 we revisited 85 of the most serious sites where erosion of >10 m3 ha−1 y−1 had been recorded in order to assess land use change and any conservation measures undertaken. At 79% of the sites land use change had resulted in a reduction in the risk of erosion, most notably at 28 sites with a shift to permanent grass from winter cereals. At only 21% of sites was the risk of erosion unchanged. Twenty two farmers responsible for 66 of the sites were interviewed. Land management practices had changed on all of the fields of interest to this study since the time of the serious erosion events, to those which have the potential to lower soil erosion risk. Sixteen interviewees claimed that erosion was a motivating reason for changing their practices, due to either experiencing on or on- and off-farm impacts firsthand (12), having knowledge or suspicion of serious erosion having occurred on their land prior to their management (three), or having no knowledge of any serious erosion on their land but just wanting to reduce overall erosion risk (one). Amongst the main changes reported are changes of land use from winter cereals to grass or to overwinter stubble which have undoubtedly reduced the risk of erosion. However, some changed practices claimed by farmers, such as along-the-contour-working, earlier sowing and the use of rollers may be of little value. Furthermore, deeper analysis of farmers’ motivations regarding changes in land management practices suggests a complex picture in which a range of socio-economic influences come into play over time including financial incentives offered by agri-environmental schemes which were found to be an important driver of change. Future changes in farming economics may therefore undermine the reduction in erosion risk in the longer term.  相似文献

To identify appropriate interventions that support sustainable land use; a farm household modelling approach is applied to analyze micro-economic supply reactions to various policy measures. The modelling framework links agro-technical and economic data, and takes both production and consumption decisions into account, allowing land use and production technology adjustments in accordance with farm household objectives. Different types of farm households are distinguished on the basis of their resource endowments, savings coefficients and time discount rate. Actual and alternative (sustainable) cropping and livestock activities for different weather regimes are defined for southern Mali. The effects on sustainable land use and expected farm household welfare of adopting alternative technologies and modifying prices, transaction costs, access to credit and land taxes are demonstrated. Even with full information on sustainable technologies, strong policy interventions are required to halt soil degradation. Structural policies proved to be more effective than price policies to reduce soil degradation while maintaining positive income effects. When prices are determined endogenously, structural policy loses some effectiveness as an incentive for sustainable land use due to the effect of additional supply on local cereal and meat Prices.  相似文献

研究目的:研究基于"3S"技术进行土地资源持续利用评价的过程与方法,并应用于典型农牧交错带———河北高原坝上地区。研究方法:通过GPS获取标志性地物点和典型地物点的空间位置,结合RS和GIS选取评价指标,在GIS中建立综合评价模型,对河北高原坝上地区的沽源县、康保县、张北县1988—2008年的土地资源持续利用情况进行了评价。研究结果:从3个层次结构,按照FAO提出的5个准则建立了土地资源持续利用评价指标体系;基于"3S"技术选取了适宜河北高原坝上地区的评价指标;对坝上地区1988—2008年的土地持续利用情况进行了评价。研究结论:从1988—2008年河北高原坝上地区土地资源持续利用水平比较低;基于"3S"技术对土地资源持续利用状况进行快速定量地评价分析是可行的。  相似文献

The negative impact of anthropogenic activity on tropical forests is well documented, but the underlying factors, including socioeconomic conditions, government policy, and agricultural practices, that influence forest degradation in developing countries are poorly understood. For centuries, Soppinabetta forests (SBFs) in the Western Ghats of India have provided essential habitat for wildlife and vital organic resources (leaf litter, green foliage) for the cultivation of betel nut palms (Areca catechu) and rice paddy (Oryza sativa). Historically, betel nut farmers carefully managed resource extraction in SBFs, but recent changes in land use policy allow for unmitigated resource extraction by site dwellers, which may imperil the traditional sustainable management of SBFs. Site dwellers live on government allotted sites and primarily derive their income through the sale of forest-based products. We used SBFs as a model system to investigate the factors governing: (i) forest resource extraction, (ii) the effect of changing agricultural practices on the rate of resource extraction, and (iii) farmers’ perception of SBFs conservation in response to changes in governmental land use policy. Results from surveys of 90 households (57 farmers and 33 site-dwellers) and the forest department indicate individual farmers collected an average of 31.09 (range 0-125) metric tons of leaf litter and 19.11 metric tons (range 0-120) of green foliage per year. Organic resource harvesting by farmers was positively correlated with the size of betel nut plantations, size of SBFs, and number of livestock owned per household. Betel nut plantations require six times more compost than food grains cultivated in field paddies. In past one decade, 33% of field paddies have been converted into betel nut plantations, increasing the strain on SBFs for forest resources. Farmers believe that when they lose provisional ownership of SBFs, site dwellers unsustainably harvest resources and severely damage SBFs. We suggest that an inclusive, local-level, farmer-driven protection be implemented to preserve the SBF heritage system of Western Ghats.  相似文献

Farm input subsidies are often criticised on economic and ecological grounds. The promotion of natural resource management (NRM) technologies is widely seen as more sustainable to increase agricultural productivity and food security. Relatively little is known about how input subsidies affect farmers’ decisions to adopt NRM technologies. There are concerns of incompatibility, because NRM technologies are one strategy to reduce the use of external inputs in intensive production systems. However, in smallholder systems of Africa, where the average use of external inputs is low, there may possibly be interesting complementarities. Here, we analyse the situation of Malawi's Farm Input Subsidy Program (FISP). Using panel data from smallholder farm households, we develop a multivariate probit model and examine how FISP participation affects farmers’ decisions to adopt various NRM technologies, such as intercropping of maize with legumes, use of organic manure, water conservation practices and vegetative strips. As expected, FISP increases the use of inorganic fertilizer and improved maize seeds. Yet, we also observe a positive association between FISP and the adoption of certain NRM technologies. For other NRM technologies, we find no significant effect. We conclude that input subsidies and the promotion of NRM technologies can be compatible strategies.  相似文献

Poverty and hunger in Africa are prevalent and will increase in absolute terms with population growth and continued land degradation. Therefore, there is a need for sustainable agricultural strategies, such as conservation agriculture (CA) and integrated pest management (IPM). Among CA practices, intercropping holds the promise of providing benefits to smallholders through increased crop yields and income as well as improved resource use. We review intercropping’s effects on crop yield, income, and output of IPM practices in Africa. On average, intercropping increases crop yields by 23% and gross income by 172 USD/ha, but effects vary significantly depending on management practices and agro-ecological factors. There was no evidence that yields and gross income for intercropping treatments increase when leguminous intercropping combinations, minimum/reduced tillage, pesticides, or fertilizers were utilized. Dual use of herbicides and intercropping practices garnered 1442 USD/ha more in gross income and yielded 1422 kg/ha more compared to those in conventionally managed fields, signifying the positive influence supplemental inputs can have on intercropping’s effects. Although IPM practices increased yields by 20%, on average, IPM systems integrated with intercropping yielded 24% less than IPM systems that did not. This meta-analysis indicates that intercropping is an advantageous sustainable agricultural practice, but that its effective implementation would depend on considering other factors such as adequate control of competing vegetation. There is a clear need for more scientific studies which examine intercropping’s role in complex sustainable agricultural systems, in order to understand its effects in differential environmental and socioeconomic situations and to optimize the practice’s transfer and benefits.  相似文献

Against a background of growing concern about the adverse effects of agricultural land degradation due to accelerated soil erosion, nutrient depletion and high population pressure, farmers in the Jos Plateau, Nigeria have adopted biological and structural land management practices, though the degree of adoption of such practices varies from one farm household to another. This study, based on a survey of 150 farm households, employed a stepwise multiple linear regression model to analyse the factors significantly influencing the adoption of land management technologies. The results of the analysis revealed four variables, namely, extension service, agricultural labour force, accelerated soil erosion and out-migration, explaining nearly 90% of the variation in the range of land management technologies adopted. The first three of these variables have positive influences on adoption. Extension service appeared to be the strongest, impacting on skills in the agricultural labour force. Policy recommendations are made in line with the findings of the analysis.  相似文献

Soil erosion is one of the most devastating problems in the upper watershed areas in Sri Lanka. Erosion-prone cultivation of vegetables (especially potatoes) on steep slopes, without soil conservation measures, has become a major problem in the recent past. Soil erosion has significant impacts on on-farm as well as off-farm activities. Although various institutions have launched programs to introduce soil conservation techniques, these have not yielded expected results mainly due to a lack of understanding of the potato farmers’ behavior on investment decisions on soil conservation. Hence the conceptual model on investment decisions on soil conservation was tested in this paper. The analytical results of the generalized least square model indicated the importance of personal and economic, as well as institutional, factors in decision-making in soil conservation. Therefore, obtaining farmer adoption of erosion-control practices will require the use of various implementation tools such as education, subsidies, and technical assistance. Low willingness to invest in soil conservation indicated the necessity for public installation of conservation structures if they are to be widely used in potato farmlands in the upper watersheds in Sri Lanka.  相似文献

The soft coastline of eastern England is dynamic, with much of it subject to the risk of erosion or flooding. A number of internationally important coastal nature conservation sites are under threat. This paper explores the character and reasoning behind changing coastal management policies and governance practices in England. It reveals how Natural England is tackling these changes, notably with regard to establishing reconstituted nature conservation sites and re-designed coastlines. Such an approach requires the close involvement of policy leaders, agency officers, local maritime authorities and local residents. This paper explains how participatory processes play a critical role in the design of new coastlines that are ecologically and geomorphologically sustainable yet enable local communities to survive and flourish. A case study involving a visioning exercise at Winterton-on-Sea in Norfolk, UK, highlights the many practical difficulties around planning for the uncertain future of internationally important nature conservation sites, and local economies and communities. Future moves toward sustainable coastal alignments will have to involve a wide mix of public and civic bodies, as well as local communities, and will be underpinned by risk-based planning and well-researched adaptation and relocation arrangements.  相似文献

Soil erosion is a serious environmental threat to New Zealand’s agricultural sector. Economic costs of soil erosion are significant and the costs of adopting mitigation and management practices, given the targets set by environmetal policy, do not spread uniformly across space, economic activities and types of erosion processes. Management practices have been widely employed by farmers and promoted by several policy programs. Practices are not mutually exclusive and could be jointly adopted by comparing productivity gains against costs of implementation. However, research on the identification of the drivers of adoption is scarce in New Zealand. To identify the determinants of adoption of management practices in New Zealand farms, we combine novel survey information with data on climate and erosion in a multivariate probit framework. This framework allows identification of potential complementarity or substitution between management practices. We find significant and heterogeneous effects from erosion levels, temperature, wind velocity and primary land uses on the adoption of any of the practices. In addition, we also find significant complementarities between management practices. The results of this study are important because the complementarities relate to external effects of erosion mitigation which can help to promote public acceptability of mitigation policies.  相似文献
