In a recently published paper, Hein and Truger [Hein, E., Truger, A., 2005. European monetary union: nominal convergence, real divergence and slow growth? Structural Change and Economic Dynamics 16, 7–33], state that real per capita income in the European Union has developed a long-run process of divergence (real divergence). We discuss their approach towards measuring cross-national income inequality and its evolution over time, and argue that there are good reasons to pursue alternative procedures. We show that alternative measures yield different conclusions concerning the convergence/divergence of prosperity across the EU. Especially, as the divergence result is driven by one or two countries with almost negligible population shares, accounting for population size implies that cross-national income dispersion in the EU has decreased at least since the mid-1990s.  相似文献

This paper investigates the interplay between social capital, innovation and per capita income growth in the European Union. We model and identify innovation as an important mechanism that transforms social capital into higher income levels. In an empirical investigation of 102 European regions in the period 1990-2002, we show that higher innovation performance is conducive to per capita income growth and that social capital affects this growth indirectly by fostering innovation. Our estimates suggest that there is no direct role for social capital to foster per capita income growth in our sample of European Union countries.  相似文献

We study the convergence of output per capita in a sample of 37 European countries to the German real GDP per capita level during the period 1999–2014 with the aim of testing whether the speed of convergence is uniform or depends on institutions, such as membership of the European Union, the euro, or values. The results suggest that the post‐communist economies are converging more rapidly than other countries in the sample and more so the closer they are integrated into the European Union. Moreover, we find that certain values are conducive to the catching up process and that it has generated increased job satisfaction and male labour force participation.  相似文献

This paper contains an empirical analysis of growth and convergence in the European Union using a cross-country data set covering the period 1950–92. It seeks an answer to the question why some countries in Europe manage to catch up, while others, most notably the poorest ones, apparently do not. The empirical evidence provided in the paper points to several responsible factors. The distance of the economy to the technological leader differed across economies, which contributed to differences in convergence and growth behavior. In addition, the finding of conditional convergence implies that economies converge to different steady state levels of income per capita. Poor economies, like Portugal, Greece, Spain, and Ireland, presumably converge to a lower steady state level of income per capita, which leads to persistent differences in income per capita. This paper analyzes the effects of the enlargements of the European Union on inequality using an approach based on individuals' lifecycle incomes. This allows one to consider the effect of different rates of growth and survival rates. Inequality in terms of permanent income was substantially less than in current per capita income at the time of all the enlargements except those of the last 10 years. The results point to the key role of policies that stimulate growth in the less developed countries. With an annual β‐convergence of 2% in current income, inequality in permanent income would be less than one third of what it is now.  相似文献

Turkey established a Customs Union with the European Union in 1996. This study aims to analyse the effect of that Customs Union on the market structure and the pricing behaviour of the Turkish manufacturing industry for the period 1994 to 2000. To that end, the price cost mark-up equation of 12 manufacturing industry sectors is estimated using the import and export ratios with European Union countries together with control variables. A second equation is also estimated for the concentration ratio index, taking the trade ratios with European Union countries as explanatory variables. The estimation method is panel data covering eight years and 12 cross-section units. Estimation outcomes indicate that the export and import ratios of trade with European Union countries have a negative relation with the price cost mark-up in the manufacturing sector. It is concluded that increased imports with union countries have created a positive wealth and efficiency effect upon the Turkish manufacturing industry, due to falling price cost mark-ups. Similarly, the concentration ratio equation estimation outcomes indicate that increased imports with union countries have induced a decline in the concentration ratio for the manufacturing industry during the period in question.  相似文献

We provide a reappraisal of income convergence across European regions over the last two decades by using a semiparametric partially linear model to approximate the relationship between the average growth rate of GDP per capita and the initial GDP per capita. Estimation results point out both country heterogeneity and non-linearity in the convergence process. The findings suggest that low income regions, in particular those from new adhesion countries, diverge while medium income regions converge and that there is no evidence of convergence for high income regions.  相似文献

Long run convergence implies that the convergence hypothesis will be rejected if the income differential is not stationary. However, this definition is valid only if the catching-up process between the two countries is already over. If we take into account catching-up dynamics, then poorest countries should obtain a faster growth than developed countries. Thus, income gaps should integrate decreasing time trends. We formalise this hypothesis theoretically using a stochastic neoclassical growth model with heterogeneous technology. We then apply this model to the issue of per-capita GDP catching-up of eight MENA countries towards the level of income in Europe. We approximate the nonlinear deterministic trend by a linear function with breaks and apply panel unit root tests with breaks. The analysis reveals firstly that the periods of divergence outnumber the periods of convergence. Secondly, since the year 2000 all countries but Syria have been converging toward the European per-capita income level.  相似文献

This paper offers an explanation for the coexistence of convergence across countries and the lack thereof at the regional level in the European Union. The model shows that, even if it accelerates growth and brings convergence across countries, the intensification of international knowledge spillovers due to more cross-country interaction may exacerbate within-country regional disparities, if regions with different specialization do not benefit evenly from the exchange of knowledge. The empirical evidence supports the implications of the model. In particular, the data show that regions specialized in advanced sectors at the beginning of the sample period became more similar in terms of per capita income, while regions specialized in traditional sectors lagged.  相似文献

This paper examines the effects of the 2008 financial crisis on economic growth and convergence across European countries from 1973 to 2012. Employing cross-sectional and dynamic panel data techniques, the results show that the global financial crisis has brought a greater absolute convergence rate rather than divergence, affected richer members more heavily and, presumably, allowed less developed members to recover more quickly. We find evidence that creating the European Union has contributed toward economic growth and convergence; meanwhile, no similar evidence is found concerning the European Monetary Union. Moreover, we present evidence that both the average output per capita and the rate of convergence during the financial crisis fell around 7%.  相似文献

Convergence in institutions and in per capita income across the European Union (EU) Member States are key goals of the European integrations process. Especially in the course of the various EU enlargement waves starting in 2004, it was intensively discussed whether institutional and structural homogeneity are necessary preconditions for real convergence and the smooth functioning of the EU or whether a (further) catching up in the institutional and economic development will endogenously occur after the EU accession. Our paper is dedicated to the analysis of these institutional dynamics within the EU. In particular, we analyze the formation of institutional convergence clusters using Phillips and Sul's (2007, 2009) log t-test over the period 2002 to 2018. Our results indicate the existence of multiple institutional clubs with various countries being stuck in a poor institutional trap. Moreover, we find that institutional convergence clubs are formed mainly on the basis of geographic region; in particular, we identify a northwest-southeast divide. When analyzing per capita income clubs, a rather similar picture emerges, suggesting that the underlying institutional clusters might drive the formation of income clubs. We also study the factors that determine institutional club membership by using an ordered probit model. Most importantly, we find that the initial levels of human capital and institutional quality are decisive for determining whether a country is on a high or low institutional growth path.  相似文献

This study aims at providing an assessment about real convergence across countriesand regions in the EU, focusing more specifically on the four cohesion EU members.The results show that in the course of the last few years a process of convergence hastaken place between the per capita income levels of the EU regions and also, to a largerextent, of the Member States. Nevertheless, advances in real convergence are largelydetermined by the growth strategy implemented by the countries themselves. Lastly,our study suggests that the Community's regional policy has played a significant rolein favor of real convergence between the Member States of the EU. One importantlesson to be drawn is that the accession is likely to contribute significantly to improvingthe possibilities of the current Central and East European countries (CEECs) candidatesin aligning their per capita income levels with those of the EU members.  相似文献

This paper investigates the convergence hypothesis for per capita CO2 emissions with a panel of 166 world areas covering the period 1960–2002. The analysis is based on the evolution of the spatial distributions over time. Robust measures of dispersion, asymmetry, peakedness and two nonparametric distributional tests – shape equality and multimodality – are used to assess spatial time differences. A robust normal reference bandwidth is also applied to estimate Markov’s transition laws and its subsequent ergodic (long-run) distributions. Our results point toward non-stationary, flattening and right-skewed spatial distributions before the oil price shocks of the 1970s and more stable and symmetric shapes between 1980 and 2000 at the world level and for many country groupings (similar income, geographic neighbors, institutional partners). In the latter period, group-specific convergence patterns emerge with the clearest single-peaked and compact density shapes being reached in the wealthy, well-integrated and European countries during the last years of the panel. No significant multimodality is formally detected in the world distribution over the whole period. The Markov analysis suggests more divergence and larger per capita emissions for the world in the long run, with a doubling in median emissions and stable pollution gaps during the first 50 years of the transition. A variety of steady state distributions are identified in the country subsets.  相似文献

This study uses country-level panel data on consumption in Ireland and seven other OECD countries to examine the evolution of Irish consumption patterns as Ireland underwent rapid macroeconomic growth. Consumption levels obviously increased due to substantially higher incomes, but it is less clear how the shares of different types of goods purchased have changed or whether Ireland's consumption mix has converged with that of other high-income countries. Rankings based on a simple distance measure of consumption similarity suggest that Ireland moved from a “low-income” pattern similar to Portugal or Greece to a “high-income” pattern like that of Canada between 1995 and 2003. Using static and dynamic Almost Ideal Demand System models, we first estimate long- and short-run Irish price and income elasticities for nine categories of commodities between 1976 and 2003. These results provide evidence of substantial habit formation in aggregate consumption. We then estimate a long-run cross-country model covering six aggregate commodity groups between 1975 and 2003. The analysis shows that Ireland's demand parameters remain more similar to those of Greece than to higher-income OECD countries in the sample. Although Ireland has overtaken most other OECD countries in per capita income, it is still converging to a higher-income consumption pattern. We foresee further convergence of Irish expenditure patterns towards a pattern typical of high-income countries.  相似文献

Using 1989 household survey data, we investigate large differences in poverty measured with a conventional all-Union per capita income line between Uzbekistan, the largest Central Asian republic of the former U.S.S.R., and Ukraine as an example of a European republic. We show that (i) differences between the two countries in the distribution of household size is not the main explanation, (ii) undervaluation of agricultural income in kind understates the welfare of rural households, something of particular importance in Uzbekistan, and (iii) indicators of food consumption provide important additional information. Lessons are drawn for the measurement of poverty in post-Union Uzbekistan.  相似文献

This paper aims to analyze the socioeconomic diversity of the European Union (EU-28) regions from a dynamic perspective. For that purpose, we combine a series of exploratory space-time analysis approaches to multiple Factor Analysis (MFA) applied to a large range of indicators collected at the NUTS-2 level for the period 2000–2015 for the EU-28. First, we find that the first factor of MFA, interpreted as economic development (ECO-DEV), is spatially clustered and that a moderate convergence process is at work between European regions from 2000 to 2015. Second, when comparing these results with those obtained for Gross Domestic Product (GDP) per capita, we show that the convergence pattern detected with GDP per capita is more pronounced: ECO-DEV adjusts slower over time compared to GDP per capita. Third, pictures provided by the remaining interesting factors, capturing educational attainment, population dynamics and employment, are very different.  相似文献

The paper examines the cyclical properties of food aid with respect to food availability in recipient countries, with a view to assessing its impact on consumption in some 150 developing countries and transition economies, covering 1970 to 2000. The results show that global food aid has been allocated to countries most in need. Food aid has also been countercyclical within countries with the greatest need. However, for most countries, food aid is not countercyclical. The amount of food aid provided is also insufficient to mitigate contemporaneous shortfalls in consumption.  相似文献

This paper aims to determine an optimal allocation of the European Cohesion Fund (ECF) and compares it with the observed allocation. This optimal allocation is the solution of a donor optimization problem which maximizes recipient countries' GDP per capita to achieve economic convergence in the European Union. Compared to the observed allocation, our solution can identify the recipient countries that can benefit from higher ECF transfers than the observed levels, as those having low relative GDP per capita, large population size and where the ECF has a strong capacity to support economic growth. Result is robust to changes in the specification of the donor's utility function.  相似文献

文章基于与2015年度诺贝尔经济学奖得主迪顿的接近理想需求系统 AIDS 来源相同的EASI需求系统 ,采用CHNS调查数据 ,运用 EASI需求系统实证分析了各类食品价格上涨对不同收入等级城镇家庭消费与福利的影响 ,并比较了收入补贴与价格补贴的经济效果.研究发现:(1)我国城镇居民动物性食品消费支出占食品总支出的比重最大 ,其次是粮食和蔬菜 ,城镇居民的食品消费结构为"动物性食品+粮食+蔬菜" ,这说明动物性食品价格上涨对我国城镇居民日常膳食消费的影响相对较大.(2)粮食价格对困难户和最低收入家庭的福利影响最大 ,动物性食品价格对较低收入家庭的福利影响最大.(3)对低收入家庭而言 ,当动物性食品价格上涨时 ,收入补贴政策的效果优于价格补贴政策 ;当粮食价格上涨时 ,价格补贴政策的效果优于收入补贴政策.文章最后从生产、补贴政策和分配制度的角度提出了政策建议.  相似文献

This paper investigates structural determinants of the current account balance and assesses whether the current accounts in the European Union countries were consistent with the calculated structural current accounts between 1995 and 2017. We estimate current account regressions using cross-sectional data for 94 countries in 2008–2016 and confirm the main findings with panel data estimates. We document that the current account depends on the real exchange rate in a nonlinear way. The real exchange rate affects the current account at low income levels, but it ceases to be important at high income levels. Based on structural current account estimates for the European Union countries, we document that after the 2008 crisis current accounts adjusted towards structural current accounts in deficit countries, but persisted above structural current accounts in surplus countries.  相似文献
