Changes in US nutrition could increase the availability of grains for world food use. This study examines such changes by means of a programming model which allows an optimal inter-regional allocation of grains while simultaneous shifts are made in consumer diets. The three alternatives examined include use of added US production potential for wheat production and exports, a substitution of 25% soy protein for meat and reducing the animal protein intake by 25%. Sizable increases in food exports could be made under each of the three alternatives. Of course, institutional means would need to be created to facilitate these shifts.  相似文献

Bangladesh has made considerable progress against human development indicators in recent years, but malnutrition resulting from poor dietary diversity and low micronutrient intakes remains entrenched. Fish is central to the Bangladeshi diet and small fish species are an important micronutrient source. Although fish consumption per capita has increased in recent years as a result of rapid expansion of aquaculture, it is likely that consumption of fish from capture fisheries (including small indigenous species particularly rich in micronutrients), has declined. This paper evaluates data on fish consumption collected in Bangladesh by the International Food Policy Research Institute in 1996/7 and 2006/7 to assess changing patterns of fish consumption and their implications for food and nutrition security. This analysis indicates that growth of aquaculture has been positive, mitigating a sharp reduction in the quantity of fish consumed from capture fisheries and smoothing out seasonal variability in consumption. However, increased availability of fish from aquaculture may not have fully compensated for the loss of fish from capture fisheries in terms of dietary diversity, micronutrient intakes and food and nutrition security, particularly for the poorest consumers. Consumers need information such as nutrition tables to assess the nutritional value of a food product. Although a broad range of studies has examined consumers’ attention, perception and use of nutrition tables, relatively little is known about what types of consumers use what kind of nutrition information. Therefore, using data from the Swiss Food Panel, we conducted a cluster analysis of nutrition information usage and health and nutrition interest to determine whether consumers could be segmented into specific groups. We identified four segments, which we labelled Official Information Users, Internet Users, Moderate Users and Uninterested. We then determined the segments’ demographics, food frequencies and perception of food. Based on our findings, we provide suggestions for targeted interventions that stimulate healthy food choices among these four segments. Our findings imply that nutrition education or the improvement of nutrition labels is unlikely tostimulate nutrition information usage among all consumer types; some consumers may rather benefit more from environmental cues that prime healthy food choices.  相似文献

Diet and activity have been affected by the rapid worldwide shifts in technological innovations reducing energy expenditures during leisure, transportation, and work; globalized modern food processing, marketing and distribution techniques; global mass media. The increases occur increasingly in rural areas on all continents. The resultant global increase in obesity increasingly is shifting the burden of obesity to the poor. While few direct linkages between globalization of trade in goods, services, and technology can be directly linked to diet and activity, a strong case exists for globalization’s role as a key underlying force behind this stage of the nutrition transition.  相似文献

This introductory paper presents the results of an international multi-disciplinary research project on the measurement of food consumption in national household surveys. Food consumption data from household surveys are possibly the single most important source of information on poverty, food security, and nutrition outcomes at national, sub-national and household level, and contribute building blocks to global efforts to monitor progress towards the major international development goals.The paper synthesizes case studies from a diverse set of developing and OECD countries, looking at some of the main outstanding research issues as identified by a recent international assessment of 100 existing national household surveys (Smith et al., 2014). The project mobilized expertise from different disciplines (statistics, economics, food security, nutrition) to work towards enhancing our understanding of how to improve the quality and availability of food consumption and expenditure data, while making them more valuable for a diverse set of users. The individual studies summarized in this paper analyze, both theoretically and empirically, how different surveys design options affect the quality of the data being collected and, in turn, the implications for statistical inference and policy analysis.The conclusions and recommendations derived from this collection of studies will be instrumental in advancing the methodological agenda for the collection of household level food data, and will provide national statistical offices and survey practitioners worldwide with practical insights for survey design, while providing poverty, food and nutrition policymakers with greater understanding of these issues, as well as improved tools for and better guidance in policy formulation.  相似文献

Using a model of household food demand that incorporates regional preferences (tastes) for culturally appropriate food, I investigate whether tastes for quinoa in the Puno region of Peru reduced household nutrition intakes when quinoa prices dramatically increased between 2004 and 2012. Adapting a model from Atkin (2013) and utilizing data from a national Peruvian household survey (ENAHO), I am able to deconstruct regional changes in household nutrition over time into several general equilibrium effects; in particular, I isolate the effect of regional tastes for quinoa on nutrition outcomes. This effect is identified by an exogenous spike in quinoa prices driven by international demand for quinoa. While I find evidence that regional tastes for quinoa do exist in the Puno region, these tastes do not have a statistically significant impact on nutrition outcomes. My results lend support to the conjecture that tastes for culturally appropriate food do not meaningfully affect household nutrition if the food in question is a sufficiently small component of a household’s overall diet.  相似文献

In Albania, many children exhibit poor nutritional status, have unhealthy diets and inadequate physical activity. Yet, comprehensive studies on the nutritional status, food and nutrition knowledge, attitudes and practices (KAP) are largely non-existent for Albanian school-age children.To fill these important gaps, a nationwide survey was conducted in Albania in 2017–2018 to assess the nutritional status and the nutrition-related KAP of Albanian school-aged children.The study consisted of a nationally representative sample of 7578 Albanian schoolchildren from all regions of the country. In addition, 6810 parent questionnaires were collected, along with interviews with the directors of all involved schools, 311 teachers and 53 key informants representing local authorities in all districts of Albania. Data collection consisted of anthropometric measurements of children and structured questionnaires administered to children, their parents, teachers, school directors, and key informants.The survey is unique in both the scope of the respondents involved, and in the breadth of content area covered, and as such, makes an important contribution not only to Albania, but also to the field of research in food, health and nutrition for school-age children.This paper presents the preliminary findings from the KAP survey that will help influence policies for actionable advancement on the commitments and priorities of Albania to improve food security and nutrition. In particular, the study findings will support the development of a national school food and nutrition programme in Albania embedded into the local food system and the design of food and nutrition educational materials and campaigns to promote healthy diets and practices among both school-age children and the Albanian population.  相似文献

Despite rapid population growth, increasing land pressure and urbanization, farmers in Sub-Saharan Africa have not intensified their production in a sustainable manner and farming systems remain predominantly subsistence-oriented. In response, developing country governments increasingly implement programs that promote crop intensification and more commercially-oriented agricultural systems. Rwanda’s Crop Intensification Program (CIP), launched in 2007, is one such example. However, despite its apparent success in raising production of several priority crops, there are legitimate concerns about the food and nutrition security implications for households that are encouraged to consolidate their land, specialize in their production, and increasingly rely on markets for their food needs. Using recent household survey data and a propensity score matching difference-in-differences method, we find that participation in land consolidation activities had ambiguous consumption effects: it positively impacted on consumption of roots and tubers, but had a negative effect on meat, fish and fruits consumption and the potential availability of vitamin B12 in participants’ diets. This calls for a review of CIP implementation practices to enhance the program’s food and nutrition security outcomes, with improvements in market functioning and market access being potential starting points.  相似文献

Fragments of a nutrition policy are seen throughout the different phases of Tanzania's modern history. Efforts of the pre-Independence period culminated in formation of a committee on nutrition which advocated improving food storage, food legislation and standardization, and nutrition education. After independence, an initial period of concentration on cash crops was followed by increased cooperation with the Ministry of Agriculture, and some nutritional surveys were undertaken. After the Arusha Declaration in 1967 a basic needs strategy giving greater stress to food production and adequate nutrition received emphasis, and a Food and Nutrition Centre was established with 4 departments: food science and technology; manpower development; medical nutrition; and planning and coordination. Emphasis on production is reflected in a target of reducing malnutrition by 30 to 50% in every region by 1981, and an interdisciplinary approach is being used to achieve this goal. The basic similarity in proposed activities during the various phases of Tanzania's history indicates that political will is necessary for carrying out the policies.  相似文献

Sri Lanka and Kerala enjoy mortality conditions that are unusually favourable in light of their limited per capita income. To what extent can food policies and nutrition planning efforts account for this? An examination of the available evidence suggests that food and nutrition policies taken by themselves can probably explain a part, but only a part, of the favourable health status achieved. Much more important is the way in which food and nutrition efforts have served as central integrating themes for a wide range of development activities directed toward the alleviation of poverty.  相似文献

High rates of undernutrition persist in Afghanistan, but community-level information is scarce on its underlying causes. Developing policy in such situations is affected by varying stakeholder perspectives on the issues. This study uses the UNICEF malnutrition framework and a rapid assessment methodology to compare how stakeholders at community, provincial and national levels describe the food and nutrition situation. Consistent differences in problem definition by administrative level and between agriculture and health sectors were apparent. Stakeholders at all administrative levels widely agreed on the need to improve incomes and employment to ensure food security because of the many constraints to agricultural production. Provincial and national level stakeholders further agreed on the need for nutrition education at all levels of society. The research illustrates how local adaptation and application of the UNICEF malnutrition framework can reveal divergent perspectives, as a first step toward finding common ground and an appropriate policy response.  相似文献

In indigenous communities the nutrition transition characterized by a rapid westernization of diet and lifestyle is associated with rising prevalence of chronic disease. Field work and literature reviews from two different policy environments, Argentina (Jujuy) and Canada (Nunavut), identified factors that add to indigenous peoples’ disease risk. The analytical framework was the emerging human right to adequate food approach to policies and programmes. Indigenous peoples’ chronic disease risk tends to increase as a result of government policies that infringe on indigenous peoples’ livelihoods and territories, undermining their economic system, values and solidarity networks. Policies intended to increase food security, including food aid, may also fuel the nutrition transition. There is a need to explore further the connection between well-intended policies towards indigenous peoples and the development of chronic diseases, and to broaden the understanding of the role that different forms of discrimination play in the westernization of their lifestyles, values and food habits. Food policies that take due account of indigenous peoples’ human rights, including their right to enjoy their culture, may counteract the growth of chronic disease in these communities.  相似文献

This paper discusses procedures for "ex ante" assessment of likely nutritional effects of development projects. Reported are results of 1 field trial in the Philippines of the "ex ante" assessment procedure in terms of: its feasibility and timeliness and the recommendations for project design that can be made and their influence. In the procedure described, emphasis is placed on assessing likely direct effects--through income, environmental changes and access to services. Indirect effects through food output and prices are assessed qualitatievly. 2 primary questions are addressed in the "ex ante" assessment: 1) who is to benefit directly from the project, in relation to their need (measured in terms of nutrition) and 2) is there reason to suppose that these benefits will not improve their nutrition? The procedure began with an initial assessment to identify the main issues based on reviewing existing data and a short field visit; since there was insufficient information, a rapid nutrition survey was conducted and analyzed; recommendations for project design were made within the necessary time for inclusion. The assessment of the large-scale development project in the Philippines indicates priority to remote areas, small farmers and subsistence fishermen. It is concluded that production-oriented components (e.g., agricultural and infrastructure development) of the project appear likely to improve nutrition insofar as they reach the priority groups defiend above. There is little reason to believe that increased income will not improve nutrition. Finally, there is evidence that an intervention to improve water supply is likely to be effective. Limitations of the procedure are that the assessment is limitied to direct, microlevel effects; long-term influences on nutrition, through changes in the overall economy of the area, are not assessed. Also, the data used cannot easily quantify expected effects on nutrition of project participants. Future application of such procedures are seen to be important if they can be fully integrated with the overall project planning.  相似文献

Artificial trans fats in foods increase chronic disease risk in the US population. Federal nutrition label regulation enacted in 2003 requires mandatory disclosure of trans fat content on packaged foods. This action created incentives for the food industry to reduce trans fats both in response to consumer demand and through competition to maintain product reputation. Subsequent public actions include a ban on trans fat use in New York city restaurants and lawsuits against food companies, which created further incentives to remove trans fats, especially in the food service industry. Industry has reformulated packaged foods and found substitutes for restaurant fry oils and trans fats are disappearing from the US food supply. Market response extends throughout the supply chain, and has spurred research to alter oilseed crop characteristics. The widespread and relatively rapid industry response likely has improved the quality of US diets, and demonstrates the potential for policy actions to spur such improvements.  相似文献

This article assesses the effectiveness of nutrition programs and policies since the World Food Conference, 10 years ago. The authors perceive several distinct approaches. Just before the World Food Conference, nutrition programs had passed through an era of enchantment with technological solutions (single-cell protein, oilseed protein isolates). Supply was regarded as the problem; protein inadequacy as the crisis. None of the technological fixes had much of an impact on the malnutrition problem. This contributed to a willingness to entertain a much broader approach to nutrition. The new paradigm manifested itself 1st as a movement toward integrated nutrition planning. The national planning process was assumed to be the appropriate vehicle for applying this methodology. However, integrated nutrition planning threatened, conflicted with or at least brought pressure for change in the administrative and political reality of governmental organizations. Moreover, the nutrition community's capacity to respond to the demands flowing from the new paradigm was limited. The difficulties encountered in trying to achieve full integration led to a reexamination of working within traditional sectors but addressing the problem in several key sectors simultaneously, such as health and agriculture. The past decade also saw a move toward analyzing and improving the design and implementation of various kinds of nutrition interventions. The emphasis was on understanding and dealing with the administrative, economic and political realities of such efforts. Incorporation of consumption and nutrition considerations in the analysis and formulation of food policies in some countries is 1 of the important achievements of the past decade. This overwhelmingly economic approach focuses on pricing policies and market effects, recognizing that poverty and purchasing power are central to the malnutrition problem. Analysis of macrofood policy has filled an important void, giving a more concrete and inclusive view of food security. Nutrition progress during the next decade will require the development community to confront a changed environment and several key challenges, namely the surge of conservative politics in the early 1980s, and the severe economic problems most countries face. There is a need to be realistic about the tenacity of the problem and the multiple barriers to implementation of nutrition policies. The challenges face both national governments and development agencies. There is agreement that, during the decade since the World Food Conference, the field of nutrition has gone through a metamorphosis and that there has been progress. However, the development community still faces an unfinished nutrition agenda.  相似文献

This paper is based on partial results of a research project focused on the quantification and characterization of the main changes in diet and nutrition in Venezuela during the period 1970–96. Its aim is to characterize the evolution of the Availability for Human Consumption (AHC) at retail level of five micronutrients (iron, vitamin A, thiamin, riboflavin and niacin). This characterization will be expressed in terms of levels, patterns and adequacy. These five micronutrients were the object of a cereal flour enrichment program that started in 1993. This program increased the already very high importance of cereals (corn and wheat flours) in the nutrition of Venezuelans and changed the AHC pattern, which had been relatively stable until 1992. In spite of a contraction of food purchasing power (FPP) during the stage 1992–96, growth in the adequacy of availability was observed. The conclusion is that this inverse relationship between these two variables is due to the enrichment program, which allowed significant increases in daily and per capita AHC of each of these five micronutrients despite the fall in availability of energy, protein and calcium. The program helped to compensate significantly for the diminution in AHC of some food groups that are important providers of those micronutrients in the Venezuelan diet.  相似文献

Denmark introduced a tax on saturated fat in food products with effect from October 2011. The objective of this paper is to make an effect assessment of this tax for some of the product categories most significantly affected by the new tax, namely fats such as butter, butter-blends, margarine and oils. This assessment is done by conducting an econometric analysis on weekly food purchase data from a large household panel dataset (GfK Panel Services Denmark), spanning the period from January 2008 until July 2012.The econometric analysis suggest that the introduction of the tax on saturated fat in food products has had some effects on the market for the considered products, in that the level of consumption of fats dropped by 10–15%. Furthermore, the analysis points at shifts in demand from high price supermarkets towards low-price discount stores – at least for some types of oils and fats, a shift that seems to have been utilised by discount chains to raise the prices of butter and margarine by more than the pure tax increase. Due to the relatively short data period with the tax being active, interpretation of these findings from a long-run perspective should be done with considerable care. It is thus recommended to repeat – and broaden – the analysis at a later stage, when data are available for a longer period after the introduction of the fat tax.  相似文献

This paper attempts to provide insights into poverty, food insecurity, and malnutrition in Central Asia in the period following independence, and presents the available evidence from household-level data in the Kyrgyz Republic. It finds that although some improvement has been made in recent years, significant levels of poverty, food insecurity, and child malnutrition still exist. The paper argues that, in the short run, efforts should be made to protect vulnerable groups by investing in information generation and building capacity to design and implement food security and nutrition policies and programs. Increasing the speed of policy reforms and investment in productivity-enhancing agricultural research and rural infrastructure are fundamental for long-tern sustainable development in Central Asia.  相似文献

A new food policy coherent with the goal of achieving sustainable food systems implies changing visions and radically revising the understanding of the system on which agricultural and food-related policies act. This paper identifies and discusses policy processes that contribute to sustainable food systems in Europe. Based on a conceptual framework that links the policy cycle approach to transition theories, we (i) assess the evolution of policy cycles of the Common Agricultural Policy (CAP) to highlight how the food and nutrition concepts have evolved and been reframed throughout the five phases of the CAP, (ii) map and classify available policy instruments to assess potential synergies and gaps in view of their reorganization and (iii) indicate and discuss strategic tools for sustainable food policies. This contribution goes beyond the current literature highlighting the obstacles which hinder the transition to a policy regime that embodies the nexus among food and nutrition security, natural capital preservation and climatic and social justice, and proposing new avenues for food policy studies.  相似文献
