This paper discusses the development of the biotechnology industry in an Italian region, Lombardy. It asks why significant innovative activities in biotechnology did not emerge in what might have been considered at the outset a promising area for the growth of this industry and why in very recent years some timid symptoms of dynamism seem to be appearing. After an overview of the patterns of the development of biotechnology in Italy, the specific case of Lombardy, is described. In Germany, in the second half of the nineties, a dynamic development of commercial biotechnology took place, undertaken by a considerable number of new firms. The following article deals with the foundation of biotechnological firms in the BioRegion Rhine-Neckar Triangle (with the center in Heidelberg). For a long time, the development of biotechnology in Germany and in the Rhine-Neckar Triangle was hindered by institutional barriers. The main reasons were the narrowing of company strategies of big chemical and pharmaceutical firms, the low impulses to found biotechnology companies out of academic research, the institutional surroundings not aligned to the needs of biotechnology (e.g. no venture capital market) and finally government restraints concerning the specific and particularly regional concentrated support of biotechnology. These particularities are also reflected by the structure of the population of young companies in the Rhine-Neckar Triangle. The main emphasis of biotechnology firms is placed on technological services (research on demand) and platform technologies, different sub-areas of therapeutics research (pharmaceutical basic materials, finding active substances), on the production for the diagnostics industry and on bioinformatics. These companies do not co-operate much, national and international relations predominate. Only a few scientists of regional research institutions want to found a biotechnology firm, although the region seems to attract a certain number of company founders from other regions.  相似文献

ABSTRACT

The Brazilian biotechnology health innovation regime can be understood as a phenomenon that results from the co-evolution of scientific, economic, and political factors. In order to analyze this co-evolution process, this article presents empirical evidence regarding the relationship between the public policy rationale devoted to promoting innovation activities and the development of health biotechnology in Brazil. Focusing on the 2002–2010 period, this article analyzes the different roles played by public policy on the development of Brazilian health biotechnology. The article is based on the analysis of two main dimensions: the national research capabilities and the dedicated biotechnology firms in Brazil. In this regard, the main conclusion is that public policies had a significant impact on both dimensions. However, the impact has been erratic and reflects strategic public policy weaknesses.  相似文献

This paper attempts to better define the areas of conflict and agreement between value ethics and the theoretical ethics of the market processes at work in the biotechnology industry. Despite the apparent lack of ethics in an oligopolistically competitive pharmaceuticals industry, the paper concludes that the current stage of development of the medical biotechnology subindustry offers unparalleled opportunities for ethical systems to influence the market-based development of biotechnology. Ethical conversations between doctors and biologists with ethicists can help the market absorb more of the reflective wisdom that ethics brings when discussing such issue areas as justice, patents of the human genome, and modifications of the human genome. If conversations between ethicists and biotechnological managers and doctors are successful the metaphors of market-based financing may be refined and the knowledge base of the good increased.  相似文献
