The editors offer a synthesis that reflects the motivations and concerns that underlie this volume and present “some reasonably tempered hopes and future prospects”. Among the former, they discuss “political/ institutional issues” impinging on the Outlook—its purpose, production, users, and feedback—as well as “technical/intellectual” ones. Among the latter, they note that for Outlook reports beyond the second, current signals are that the science policy community will be involved more substantially, and that contributions in general will be decentralized. They foresee the Outlook evolving into a forum for discussion and advocacy of future science-technology priorities.  相似文献

In the General Theory, Keynes argued that expectations about future bond prices tend to be “sticky”. A rise in bond prices causes more investors to “join the bear brigade” and so increases the aggregate demand for money. Since Tobin's classic article on liquidity preference, this explanation of the downward sloping demand for money curve has largely disappeared from the literature. This note introduces sticky expectations into the Tobin framework. It shows that the existence of such stickiness does not necessarily cause the demand for money to be more elastic because investors have expectations about the variance of future bond prices as well as about their mean. A sufficient condition for a more elastic demand for money under sticky expectations is that the Pratt-Arrow coefficient of relative risk aversion be either constant or decreasing in wealth.  相似文献

The possibility of introducing time-succession into a type of scenario approach used in futures research is examined, starting from Duperrin and Godet's SMIC-74 method, which deals with sets of nondated binary events and requires as input data the individual probabilities of these events and their time-independent conditional probabilities, taken by pairs. Time succession is then considered successively at two levels: 1)as a means used just to make conditional probabilities more accessible to intuition, following a proposal of Mitchell and Tydeman, to which a simplification is suggested; and 2) as a characteristic to be kept in the time-succession dependent scenarios that are finally dealt with. In the second the investigated period is split into q time “scenes,” as suggested by Olaf Helmer, and a method is proposed using the same algorithm as is used in SMIC-74, but in which binary events, as basic elements, are replaced by “boxed-events.” A boxed-event consists in the couple formed by an event and a “box” that represents either one of the q time scenes or the nonoccurrence of the event. The procedure by which experts can be consulted about the individual and conditional probability data required is described in some detail.  相似文献

To become effective instruments in the attainment of a sustainable society, corporations should have their constitutional status settled. Thus far, mainly by Supreme Court decisions, corporations have an uncertain status. They are “persons” under the Constitution and have certain rights; but unlike natural persons, they do not have concomitant constitutional duties. Corporations should be viewed as “private” governments exercising substantial power in society. They are, however, considered to be associations of individuals rather than divisions of society. The need is to legitimate their governing power by “constitutionalizing” them. That can be done by corporations accepting, or having imposed upon them, two principal constitutional duties. First, means should be developed whereby corporate officers routinely take the general good into account. That duty could be implemented by making “social impact statements,” analogous to but broader than the familiar environmental impact statements, before making important corporate decisions. Secondly, as “sociological communities,” corporate officers wield considerable power over members of those communities. A bill of rights similar to the Constitution's Bill of Rights is recommended so as to make corporate power that is necessary for achievement of societal goals as tolerable and decent as possible. Acceptance of those duties would make corporations parts of, not separate from, the greater corporation called society. They would be private, profit-making entities with a definite public function. Preferably, the duties should be voluntarily accepted. Congress, however, has undoubted constitutional power to impose both, should it so desire.  相似文献

In 1970 an initial survey was made of futures courses at university level based on forty courses that could be located in the United States and Canada [Technol. Forecast. Soc. Change 2, 133–148 (1970)]. This was replicated during 1970–1972 on approximately 200 North American courses and reported changes in the field at the Third World Future Research Conference in Bucharest, September 1972 (Technol. Forecast. Soc. Change, 4, 387–407 [1973]). A third interation was funded by the World Institute Council and published in abstracted form with their permission here. The conclusions to be drawn from some six years of analysis of such courses, and drawn especially from the specifics of the 300 courses in the third iteration, can be lumped under five main headings: (1) All disciplines are to some degree finally alerted to the future implications of both their research and their teaching. (2) There remains still much “froth and nonsense” in futures courses. How to control this and encourage lively creativity is a complex problem-especially since the intellectual image of futurism today is not that high! (3) There appears to be no reliable sociocultural change theory backing future studies and there is precious little solid theory backing future studies and there is precious little solid theory in the field itself-offset by some progress in methodology. (4) Despite these strictures, if all future-oriented courses in American/Canadian universities were lumped together (future Studies per se; technology forecasting/assessment; policy sciences; peace studies; demography; environmental/ecology courses; general systems theory/system analysis/system dynamics; mathematical modelling and game theory; eschatology; utopian literature and science fiction; even black studies and women's courses) the total might approach 5000 and it is still growing, as is popular and academic understanding of the necessity “to plan ahead” in this period of human malaise. (5) Informal education of varied worth, from free swinging communes to middle management cram courses conducted by think-tanks, may turn out to be more useful in future-oriented advanced education than that which takes place in formal “walled” traditional institutions.  相似文献

Players choose an action before learning an outcome chosen according to an unknown and history-dependent stochastic rule. Procedures that categorize outcomes, and use a randomized variation on fictitious play within each category are studied. These procedures are “conditionally consistent:” they yield almost as high a time-average payoff as if the player knew the conditional distributions of actions given categories. Moreover, given any alternative procedure, there is a conditionally consistent procedure whose performance is no more than epsilon worse regardless of the discount factor. There are two aspects in today's information revolution that started in the late 1970s. The first is an aspect referred to as “the third industrial revolution,” which triggers the transition to the “21st century system of Industrialization.” The information revolution in this sense brings the creation of new “breakthrough industries (new multimedia industries).” And the second aspect of the information revolution possesses the characteristics of both a technological revolution and a social revolution and brings about the arrival of the third phase of the historical evolutionary process of the modern civilization, which proceeds through three phases, namely “militarization, industrialization, and then informatization.”If the bearers of modern industrialization are a “group of enterprises” that have been engaged in the race in order to gain “wealth” (generalized means of exchange/exploitation power), and if these enterprises' activities have been exercised in the world market where their products have been sold, then it is appropriate to call the bearers of informatization a “group of intelprises.” They will be engaged in the race to gain “wisdom” (generalized means of persuasion/induction power), then stages of their activities can be called a “global intelplace” where “sharables,” that is, information and knowledge, will be disseminated. And now, toward the 21st century, the third phase of modernization, which can be called the “informatization/intelprise formation” or the “wisdom game” (intellectualism), is about to begin.Japan's “ie society (a society based on the ie principle—literally, it means “house” but here it is interpreted as cultural principle for organizing a society), which has been going through the process of evolution on the Japan Archipelago, has developed a network-based organization with little stratification within its infrastructure. In this sense, Japanese society can be characterized as a “network-oriented society” in which intelprises and an intelplace in the broad sense have functioned as the essential components of the society since Middle Ages. In general, an intelplace and intelprises that operate actively within this framework serve as the flexible bases for different types of social relations and institutions, such as states and markets and eventually integrate these into the society to a certain extent. In fact, it took place quite regularly during the modernization “in the narrow sense,” or Westernization of Japanese society after the Meiji Restoration. There exist some problems, however. Some of the characteristics found in Japanese society may become obstacles to activities aimed at the sharing and promotion of information and knowledge in the global intelplace and Japanese participation in the “wisdom game.” Badly needed are serious efforts for Japanese intelprise-formation to reduce these obstacles as much as possible.  相似文献

This paper develops a simple sequential-move game to characterize the endogeneity of third-party intervention in conflict. We show how a third party's “intervention technology” interacts with the canonical “conflict technologies” of two rival parties in affecting the sub-game perfect Nash equilibrium outcome. From the perspective of deterrence strategy, we find that it is more costly for a third party to support an ally to deter a challenger from attacking (i.e., to maintain peace or acquiescence), as compared to the alternative case when the third party supports the ally to gain a disputed territory by attacking (i.e., to create war), ceteris paribus. However, an optimally intervening third party can be either “peace-making”, “peace-breaking”, or neither depending on the characteristics of the conflict and the stakes the third party holds with each of the rival parties.  相似文献

We study axioms which define “representative democracy” in an environment in which agents vote over a finite set of alternatives. We focus on a property that states that whether votes are aggregated directly or indirectly makes no difference. We call this property representative consistency. Representative consistency formalizes the idea that a voting rule should be immune to gerrymandering. We characterize the class of rules satisfying unanimity, anonymity, and representative consistency. We call these rules “partial priority rules.” A partial priority rule can be interpreted as a rule in which each agent can “veto” certain alternatives. We investigate the implications of imposing other axioms to the list specified above. We also study the partial priority rules in the context of specific economic models.  相似文献

Existing literature suggests that, in order to maximize the tax benefit of retirement accounts, investors should follow a “pecking order” location rule of placing highly taxed assets (e.g., bonds) in a tax-deferred account and lightly taxed assets (e.g., stocks) in a taxable account. Empirical evidence, however, documents that a large number of investors violate this rule. In this paper, we show that such violations can be optimal for risk-averse investors who face portfolio constraints. In particular, while the strategy of placing bonds in the tax-deferred account maximizes the expected level of tax benefit, it may lead to volatile benefits under different realizations of stock returns. By holding a similar portfolio in both accounts, investors can achieve a more balanced growth in the two accounts, minimize the likelihood of violating the constraints in the future and hence “smooth” the volatility of the tax benefit. For some risk-averse investors, this smoothing motive can lead to the observed violation of the pecking order location rule. Our model predicts that such violations are more likely when future tax benefits are more volatile, which can occur, for example, when: (i) the tax rate differential across assets increases over time due either to tax law changes or to tax bracket changes for investors; (ii) asset returns are more volatile; and (iii) investors anticipate large future liquidity needs.  相似文献

This note characterizes the impact of adding rare stochastic mutations to an “imitation dynamic,” meaning a process with the properties that absent strategies remain absent, and non-homogeneous states are transient. The resulting system will spend almost all of its time at the absorbing states of the no-mutation process. The work of Freidlin and Wentzell [Random Perturbations of Dynamical Systems, Springer, New York, 1984] and its extensions provide a general algorithm for calculating the limit distribution, but this algorithm can be complicated to apply. This note provides a simpler and more intuitive algorithm. Loosely speaking, in a process with K strategies, it is sufficient to find the invariant distribution of a K×K Markov matrix on the K homogeneous states, where the probability of a transit from “all play i” to “all play j” is the probability of a transition from the state “all agents but 1 play i, 1 plays j” to the state “all play j”.  相似文献

This paper examines endogenous institutional change in a class of dynamic political games. The political aggregation rules used at date t+1 are instrumental choices under rules at date t. Effectively, rules are “players” who can strategically delegate future policy-making authority to different rules. A political rule is stable if it selects itself. A reform occurs when an alternative rule is selected. The stability of a political rule is shown to depend on whether its choices are dynamically consistent. For instance, simple majority rules can be shown to be dynamically consistent in many common environments where wealth-weighted voting rules are not. The result extends to political rules that incorporate private activities such as extra-legal protests, threats, or private investment. The approach is one way of understanding various explanations of institutional change proposed in the literature. A parametric model of public goods provision gives an illustration.  相似文献

We present experimental evidence that, unlike traditional assumptions in economic theory, security prices do not respond to pressure from their own excess demand. Instead, prices respond to excess demand of all securities, despite the absence of a direct link between markets. We propose a model of price pressure that explains these findings. In our model, agents set order prices that reflect the marginal valuation of desired future holdings, called “aspiration levels.”In the short run, as agents encounter difficulties executing their orders, they scale back their aspiration levels. Marginal valuations, order prices, and hence, transaction prices change correspondingly. The resulting price adjustment process coincides with the Global Newton Method. The assumptions of the model as well as its empirical implications are fully borne out by the data. Our model thus provides an economic foundation for why markets appear to search for equilibrium according to Newton’s procedure.  相似文献

This note considers a two-sided multi-issue bargaining problem in which players that belong to the same “side” may have conflicting priorities regarding the different negotiated issues. The note examines different bilateral bargaining procedures and shows the different equilibrium settlements that they yield. In particular the note examines the possibility that group heterogeneity (conflicting priorities) may be exploited in order to gain a better settlement. The different potential outcomes that are implied by the different procedures explain why we often observe such intense negotiation over bargaining procedures. North American “future studies” and the French concept of “prospective” have been integrated to provide the basis for an attempted “Canadian Synthesis” in the approach developed by the Montreal-based think-tank, the Gamma Institute. There is increasing evidence that public organizations dedicated exclusively to research and development (R&D) in agribusiness need systematic management tools to incorporate the uncertainties and complexities of technological and nontechnological factors of external environments in its long-term strategic plans. The major issues are: “What will be the agribusiness science and technology (S&T) needs be in the future?” “How to prepare in order to meet these needs?” Both Empresa Brasileira de Pesquisa Agropecuária (Brazilian Agricultural Research Corporation, Embrapa), attached to the Brazilian Ministry of Agriculture and the Agricultural Research Service (ARS) of the US Department of Agriculture (USDA) have developed a comprehensive strategic and operational planning process in order to answer these key questions in the 1990s. The main objective of this article is to present a comparative and preliminary analysis of concepts, methodologies, and processes utilized, and some results obtained by these public organizations.  相似文献

Over recent years, both governments and international aid organizations have been devoting large amounts of resources to “simplifying” the procedures for setting up and formalizing firms. Many of these actions have focused on reducing the initial costs of setting up the firm, disregarding the more important role of business registers as a source of reliable information for judges, government departments and, above all, other firms. This reliable information is essential for reducing transaction costs in future dealings with all sorts of economic agents, both public and private. The priorities of reform policies should therefore be thoroughly reviewed, stressing the value of the legal institutions rather than trivializing them as is often the case. Symmetric (3,2) simple games serve as models for anonymous voting systems in which each voter may vote “yes,” abstain, or vote “no,” the outcome is “yes” or “no,” and all voters play interchangeable roles. The extension to symmetric (j,2) simple games, in which each voter chooses from among j ordered levels of approval, also models some natural decision rules, such as pass–fail grading systems. Each such game is determined by the set of (anonymous) minimal winning profiles. This makes it possible to count the possible systems, and the counts suggest some interesting patterns. In the (3,2) case, the approach yields a version of May's Theorem, classifying all possible anonymous voting rules with abstention in terms of quota functions. In contrast to the situation for ordinary simple games these results reveal that the class of simple games with 3 or more levels of approval remains large and varied, even after the imposition of symmetry.  相似文献

A single principal interacts with several agents, offering them contracts. The crucial assumption of this paper is that the outside-option payoffs of the agents depend positively on how many uncontracted or “free” agents there are. We study how such a principal, unwelcome though he may be, approaches the problem of contract provision to agents when coordination failure among the latter group is explicitly ruled out. Two variants are considered. When the principal cannot re-approach agents, there is a unique equilibrium, in which contract provision is split up into two phases. In phase 1, simultaneous offers at good (though varying) terms are made to a number of agents. In phase 2, offers must be made sequentially, and their values are “discontinuously” lower: they are close to the very lowest of all the outside options. When the principal can repeatedly approach the same agent, there is a multiplicity of equilibria. In some of these, the agents have the power to force delay. They can hold off the principal's overtures temporarily, but they must succumb in finite time. In both models, despite being able to coordinate their actions, agents cannot resist an “invasion” by the principal and hold to their best payoff. It is in this sense that “things [eventually] fall apart”.  相似文献

Technology assessment (TA) is team research that entails the cooperative effort of professionals from diverse disciplines. Whether this effort can be truly integrated into an interdisciplinary assessment is problematic, based on analyses of 24 actual TAs. To probe the situational and process factors that impinge on this interdisciplinary research process, we have performed laboratory simulations on TA-like problems. By controlling several key factors, these sessions have yielded insights into small group interactions and offer suggestive evidence for the conduct of future TAs. In these exercises the role of expertise was downplayed as groups preferred to operate in a “common-group learning” mode; epistemological differences emerged in the form of a “pecking order” favoring more quantitative sciences; and performing the leadership role reduced an individual's intellectual contribution to the problem-solving process. These exploratory TA simulations suggest merit in further efforts at controlled study of complex interdisciplinary processes.  相似文献
