电子政务环境下行政权力运行方式研究

分析了电子政务在线事务处理基本特征,针对涉及跨政府组织和部门提供一体化电子公共服务现状,提出了影响其运行和发展的诸因素。在研究相关文献基础上,重点分析了权力因素对电子政务在线事务处理的影响,构建了在电子政务环境下行政权力在结构、流转、授权方式、运行监督等方面模式,以期丰富政府信息化架构(GIA)理论体系。     

电子政务下的政府信息流再造

本文通过对电子政务下的政府信息流再造过程的分析,并结合信息流再造对政府管理的影响和对社会经济效益的推动讨论了加强我国电子政务建设,构建新的政府信息流的重要性,最后给出了我国电子政务信息流再造问题的一些建议。     

淘宝箱包产品交易数量的影响因素研究

本文从箱包产品营销数据和交易数量的关系入手,提出相关因素影响产品交易数量的概念模型和研究假设,并通过收集和分析385个箱包产品的营销数据,得出了浏览量、产品价格和消费者保障服务对交易数量产生直接影响,搜索引擎排名对交易数量产生间接影响,价格折扣、发货速度评分、服务态度评分、信用积分和好评率不影响交易数量的结论。     

我国电子政务绩效的综合评价研究

本文首先分析了传统电子政务综合评价体系的缺陷，然后相应提出构建电子政务评价体系的思路．最后从电子政务基础设施建设水平、政府信息化应用水平、电子政务组织建设水平及电子政务效果等4个方面构建了电子政务综合评价指标体系，并提出采用模糊综合评价方法对电子政务进行准确的定量评价。

电子政务是实现国家信息化的重点,而信息安全是电子政务成功实施的基础和关键。本文回顾了电子政务的由来,系统地分析了当前我国电子政务系统中存在的信息安全问题,从技术、制度和人员三个方面提出了电子政务中的信息安全保障策略。     

NETS: Network estimation for time series

We model a large panel of time series as a vector autoregression where the autoregressive matrices and the inverse covariance matrix of the system innovations are assumed to be sparse. The system has a network representation in terms of a directed graph representing predictive Granger relations and an undirected graph representing contemporaneous partial correlations. A LASSO algorithm called NETS is introduced to estimate the model. We apply the methodology to analyze a panel of volatility measures of 90 blue chips. The model captures an important fraction of total variability, on top of what is explained by volatility factors, and improves out‐of‐sample forecasting.     

Culture and workplace industrial relations: a Nigerian study

Although much interest is being directed towards the study of cultural influences on management and organisation, little attention is given to the effect of these influences on workplace industrial relations. This article reports the findings of a study based on two textile factories from the Hausa and two from the Ibo cultural groups in Nigeria.

物流配送路径延伸问题两阶段寻优策略算法

首先根据实际路径资料构建非完全有向图,利用Dijkstra算法得到任意两点之间的最优路径,根据要求虚拟合并或删除非目的地节点,对图形进行简化,重新构造出包含所有有效路径信息和有效节点的非完全有向图,在此基础上运用非完全有向图TSP问题的求解方法进行路径优化。通过示例验证了该算法对于解决物流配送中的此类特定问题是有效的。     

物流运输网络中的网络容量扩张成本效益均衡模型及算法研究

在给定一个单源单汇物流运输网络中，网络中的每条弧都有一个容量和运输时间的限制，研究了当网络的容量提高到指定水平，同时限制从网络中源点到汇点运输时间，应该如何对网络进行适当的扩张，减少网络的运输时间，同时使网络效益与预期效益尽可能的接近。     

Spherical probable error (Spe) and its estimation

Summary The problem of determining an estimate which may throw some light on the accuracy of a weapon system directed against an attacking aircraft has long been recognized. Although efficient methods are well known to the mathematicians, the personnal assigned to the execution may not know and therefore, may not utilize the raw data to form an efficient estimate. Particularly, its importance is to be realized when the data are not complete. This lead the author to suggest the concept of “Spherical Probable Error” (SPE) [Singh, 1962]. This is the three-dimensional analogue of the probable error of a single variate. In this paper the derivation of SPE is given and various methods of its estimation are discussed from comparison point of view. Also results are obtained when the data are not complete but censored either on one or both tails an account of certain reasons. Various tables are given to obtain easily the unbiasing factors, variance of estimates and relative efficiencies of different estimates, etc.     

Emotional exhaustion and job performance: the mediating role of organizational commitment

We analyze the impact of emotional exhaustion (EE) on turnover intention, task performance and organizational citizenship behavior (OCB) among hospital nurses in China. The differential mediating effects of affective organizational commitment on the associations between EE and turnover intention, task performance and OCB were examined. Data were collected from both nurses and their supervising physicians using a questionnaire survey in Mandarin. The results revealed full mediation effect for turnover intention and for OCB directed at the organization. There was a significant indirect effect for OCB directed at individuals and no mediation effect for task performance.     

Pricing and the flat-maximum principle

Profit-maximizing price conditions are well established in economic theory. However, less attention has been directed to the effect on profits of deviations in price from the profit maximizing position. The conditions governing the emergence of a flat-maximum principle are established for both an absolute and relative concept of flatness.     

Comparing two territory partitions in districting problems: Indices and practical issues

Planning as part of public sector decision-making situations is an activity of critical importance, with direct relevance for urban planners. The ramifications of such decisions generally have significant effect on peoples’ lives. The current paper deals with the comparison between territorial maps in the context of districting problems with a strong socio-economic component. The theoretical problem involves the comparison of two partitions in a connected, undirected, and planar graph. In considering this problem, we introduce three new indices to compare territory partitions: compatibility, inclusion, and distance, all of which have importance for real-world planning situations. Numerical experiments of these indices were carried out for the communes network in (Iˆle de France), France.     

Characterization of the Walrasian equilibria of the assignment model

We study the assignment model where a collection of indivisible goods are sold to a set of buyers who want to buy at most one good. We characterize the extreme and interior points of the set of Walrasian equilibrium price vectors for this model. Our characterizations are in terms of demand sets of buyers. Using these characterizations, we also give a unique characterization of the minimum and the maximum Walrasian equilibrium price vectors. Also, necessary and sufficient conditions are given under which the interior of the set of Walrasian equilibrium price vectors is non-empty. Several of the results are derived by interpreting Walrasian equilibrium price vectors as potential functions of an appropriate directed graph.
