The large amount of food aid that was required to meet Africa's emergency food situation resulted in the postponement of some fundamental decisions that were being taken about food aid use in sub-Saharan Africa. Now the donor community and recipient governments are again giving priority to integrating food aid with other available resources in order to meet longer-term food policy and wider development objectives. This paper looks at some of the policy and management issues which need to be addressed if the effectiveness of food aid assistance is to be improved in the current African context. Shortages of locally qualified personnel to administer project food aid have proven to be a major bottleneck in most sub-Saharan countries. Most sub-Saharan states receive food aid from a variety of sources: multilateral, bilateral and a few private-voluntary organizations. As a result, countervailing priorities are set by the donors themselves and give rise to conflicts. The recent drought and famine conditions have compounded an image problem in which food aid is narrowly identified by recipient governments as a project resource to be used primarily for nutrition interventions and for the rural sector. The image problem often limits project selection and overlooks innovative uses of food aid. Many sub-Saharan countries are starting to acquire considerable amounts of counterpart funds from program food aid. However, their use is not coherently integrated with the total aid flow. Multi-year programming has emerged as a management issue which has unnecessarily divided the food aid donor community. The fundamental issue is flexibility in programming, not multi-year programming. The major policy objective now facing the food aid donor community and recipient countries is how to lower emergency allocations while simultaneously increasing project and program aid. Most nonfood-aid donor agencies and their constituent bodies do not treat food aid as a valid economic resource, thereby undermining its effectiveness. The eventual success of food aid use in Africa may be a function of the recipient governments and other major donor and financial organizations.  相似文献

From the mid-1970s onwards Somalia has suffered from a number of emergencies — drought, population disruptions, political conflict and minor climatic problems. This article examines the impact of such continuous flows of food aid as a response to such emergencies, both in terms of the recipient government's attempts to stabilize the domestic economy and of donor governments' activities.  相似文献

This study examines the potential for increasing productivity through the use of participatory programmes in multinational organisations in Saudi Arabia. Three hundred and forty middle managers selected randomly from 100 Saudi Arabian based multinational companies were surveyed. From a total response of 236, 184 usable questionnaires were obtained. Two published, validated instruments on organisational characteristics were used in the study. The findings show that by using participatory programmes and activities, such as team-building and employee participation in decision making and problem solving often increase organisational productivity. Sixty two percent of the respondents expressed an over-whelming support for participative group management system rather than other management approaches.Parts of this paper were presented at the 1988 Southwestern Academy of International Business meeting, November 2–5, 1988.  相似文献

This paper tests the targeting efficacy of multilateral food aid at the level of nation states, exploring whether it stabilizes food availability in recipient economies, flows most to those with the greatest need, or both. We find that, unlike bilateral flows from the United States under PL 480, multilateral food aid distribution by the World Food Programme flows countercyclically, thereby stabilizing food availability in recipient economies. WFP flows also exhibit significant progressivity at the regional level, helping to resolve international inequalities in food availability per capita.  相似文献

The competitive bid process used by the US Department of Agriculture (USDA) to procure food supplies and transportation services for humanitarian food aid is subject to bidder gaming that can increase prices and deter competition. Additionally, suppliers and carriers are matched after bid submission, preventing synergies from coordinated planning. Given these concerns, we determine the optimal auction mechanism to minimize gaming then justify pre-bid planning between suppliers and carriers using properties of the cost distribution functions. We operationalize these changes with a uniform price auction. The improved mechanism should deter gaming, enhance bid participation, and increase delivered food aid volumes.  相似文献

The Coping Strategies Index (CSI) was developed as a context-specific indicator of food insecurity that counts up and weights coping behaviors at the household level. It has proven useful to operational humanitarian agencies and researchers in measuring localized food insecurity, but to date has not been useful to compare the relative severity of different crises and has therefore has not been particularly useful for geographic targeting or resource allocation. This paper analyzes data from 14 surveys in crisis-affected or chronically vulnerable countries in Sub-Saharan Africa that incorporated the context-specific CSI. The paper identifies a sub-set of individual coping behaviors common to all surveys, whose severity is regarded as broadly similar by households across these studies. Data from these studies were re-analyzed using a reduced index constructed from only these behaviors. Correlations of this new index with other known food security indicators are similar to those of the complete, context-specific CSI. This suggests the possibility that an indicator based on these common behaviors could be used to compare the types of food security crises analyzed here across different contexts – particularly in Sub-Saharan Africa – to improve geographic targeting and resource allocation, according to the severity of crises. This new, more comparative indicator can be generated with no loss to the context-specific nature of the original CSI, which has proven useful for assessment and monitoring purposes.  相似文献

The food environment in the United States is complex. Sixteen socio-economic-demographic variables from various public data sources are studied with a machine learning algorithm to ascertain the causality structure associated with the food environment in the United States. High levels of unemployment and poverty are direct causes of high levels of food insecurity, while low income causes high levels of food insecurity via increased levels of poverty. Unemployment is a common cause for both increased levels of food insecurity and poverty. We find that food insecurity and participation in Supplemental Nutrition Assistance Program (SNAP) are related, yet no direct causality is observed. Contrary to past studies which find that SNAP participation decreased the occurrences of poverty, in contemporaneous time, we find that poverty and SNAP participation are related through several back-door paths, via food insecurity, unemployment, race and food taxes. Obesity and SNAP participation are indirectly related via several back-door paths, namely, race income, poverty and food insecurity and unemployment. Also, food insecurity and obesity are related by several back-door paths. Low income, high food taxes, and race (being Black and non-Hispanic) are direct causes of obesity. The complex causality structure in the US food environment reveals that policy variables cannot be treated independently of their rich causal structure. Government agencies responsible for designing policies for food assistance, poverty alleviation, combating food insecurity and obesity need to consider the interrelationships among these variables.  相似文献

To explore whether choices for transfers are influenced by peer monitoring, we examine private versus public choices among monetarily equivalent values of cash and food in northern Kenya. Many northern Kenyan communities face high-levels of chronic food insecurity and are tightly-knit, often sharing food aid transfers. Yet, humanitarian cash transfers are relatively new to the area. Whether cash will be subject to the same sharing norms is not well understood. Utilizing a randomized block experiment, we find that assigning a respondent to choose in front of peers decreases the likelihood of choosing a cash transfer relative to at least some food. We argue that peer monitoring decreases the value of cash relative to food in two inter-related ways. Choosing food in public, first, provides an opportunity for respondents to publicly demonstrate a commitment to local food aid sharing norms. Second, choosing cash in public may be riskier since cash does not yet have established sharing norms. A critical implication is that transfer choices and retargeting of resources within the community can be influenced by use of public or private discussions when eliciting community views, especially in communities where sharing is a salient social norm.  相似文献

It is generally believed that anthropometry cannot provide early warning of famine; some would say that even for purposes of relief targeting it has little or no value. This article argues that at the level of the community, anthropometrie status can serve as a proxy indicator of access to food, and that its limitations are in fact common to most of the other indicators commonly used in the assessment of food security. For populations in which dietary austerity is an early response to food insecurity, both early warning and targeting can be improved by monitoring an anthropometrie index of ‘biomass’.  相似文献

This paper analyses self-reported participatory management data from a survey of over 900 private-sector employees in Australia and New Zealand. We test for causal linkages between employee desires for participation, while distinguishing between participation at the shop-floor and at higher managerial levels. At higher levels, where there is a significant excess demand for participation, firms often respond to employee desires with formal programmes which in turn create de facto participation at this level. At the shop-floor level, employee desires are more often met through the informal provision of de facto participation. Participation also changes employee desires, with participation at higher levels increasing employee demands for it and participation at lower levels reducing demands for high-level participation. We conclude that shop-floor programmes may favour managerial interests while higher-level co-operative programmes may favour employee interests.  相似文献

Two goals of food assistance programs are to improve well-being and to increase participation among those in need. Progress in meeting the first goal can be measured by the difference in well-being between participants and eligible non-participants. This gap in well-being though can be affected by progress made toward the second goal of increasing participation rates. In particular, if those with the lowest levels of well-being disproportionately enter the program, the gap can increase. To examine whether this tension between goals exists empirically, we consider the case of the Food Stamp Program and its effect on food insecurity in the United States, using data from the Survey of Income and Program Participation (SIPP). In particular, we use variation in State policies (the change in administrative error rates and the combined value of Temporary Assistance for Needy Families (TANF) and food stamp benefits) to analyze whether increasing participation rates leads to increases in the difference in food insecurity rates. Controlling for other factors, we find evidence of the tension between these two program goals insofar as States with policies which encourage participation have higher differences in the food insecurity rates of participants and non-participants.  相似文献

This study presents empirical analysis of US food aid flows as evidence of the strong and stable relationship between commodity producer interests and policy-makers during a 35 yr period. Whereas most foreign aid research centers on the distribution of aid among recipient countries, this study focuses on the determinants of the supply of food aid made available by the donor country. I conduct time series regression analysis of total US food aid shipments, as well as separate analyses of two key commodities, wheat and rice. Several key findings emerge: (1) There is a consistent relationship between commodity producer interests and US food aid policy. (2) There is a strong relationship between commodity stocks and food aid shipments, especially during the years when stocks were the greatest. (3) US food aid policy-making is highly incremental. These findings, taken together with the lack of a strong relationship between grain production in poor countries and US food aid shipments, belie official rhetoric emphasizing the growing humanitarian objectives of the program over time. In the case of rice, I find a strong relationship between aid flows and US involvement in the Vietnam War.  相似文献

Historically, industrialized nations and international organizations have given the most tangible forms of assistance to the developing world. Direct shipments of food and medical supplies, creation of technical training schools, and low-interest loans for transportation improvements are typical examples. The positive effects on the lives of those who benefit are easily seen and understood, both by the government of the recipient nation and by the donors. The worldwide increase in societal challenges is putting pressure on humanitarian organizations to develop sophisticated approaches to leverage social innovations in the humanitarian sector. Since humanitarian problems are complex problems, with the relevant knowledge being hidden, organizational search theory advocates the application of bottom‐up and theory‐guided search processes to identify the social innovations that solve these. Unfortunately, there has been no theoretical attention to understanding which approaches apply in this context. Further, established theory‐guided bottom‐up search processes, such as the lead user method, are unsuitable to the humanitarian sector, and we lack practice examples of adequate search processes. To start addressing this gap in theory and practice, procedural action research was done with the International Federation of Red Cross and Red Crescent Societies to develop a theory‐guided bottom‐up innovation search process for the real‐life humanitarian problem of recurring floods in Indonesia. It revealed that an innovation search process for this context must differ significantly concerning its objectives and the steps to be taken from the lead user method, which was used as a starting point. Further, a comparison of the technical quality and the social impacts of the identified social innovations with social innovations identified through a non‐theory‐guided bottom‐up search process (i.e., an innovation contest) suggests the superiority of this theory‐guided search process. With this conclusion and the insights derived throughout the development of the search process, this study makes important contributions to theory development in the social and open innovation literatures and delivers important recommendations for social innovation practice in the humanitarian sector.  相似文献

Seed interventions are the major agricultural response during emergency and recovery phases of humanitarian relief. They are implemented by diverse agencies, and widely promoted: for instance the FAO alone managed 400 such projects between 2003 and 2005. However, seed aid suffers from a lack of critical attention, perpetuating widespread myths among practitioners, policymakers, and the larger humanitarian community. This paper challenges five predominant myths about seed aid: (1) seed aid is needed whenever food aid is; (2) seed aid can do no harm; (3) disasters wipe out seed systems; (4) effective implementation is a straightforward logistical exercise, and; (5) improved seed is the best form of aid. These myths are juxtaposed with recent empirical work across a range of countries, particularly in Eastern and Southern Africa. The perpetuation of such myths highlights a serious absence of scrutiny of emergency seed aid, and helps explain why such aid is repeated year after year in many sites, with little apparent positive effect. The paper argues that the invisibility of seed aid is a major cause for the lack of oversight and concludes that donors and farmer beneficiaries must become centrally involved in seed aid governance.  相似文献

There has been an emergence of collaborative research networks of industry-university-government relationships, or so-called Triple Helix (TH) organizations. Many TH organizations strive for research and innovation community management. In the innovation and knowledge management literature, community management offers open, participatory, and distributed innovation processes. How community management elements manifest, how they evolve, and what are related contingencies remain poorly understood, especially in the case of TH organizations. Our study examines how two TH organizations in Finland have adopted community management elements, how these elements have evolved, and the contingencies that have affected adoption and evolution. We report on the first 6 years of operations in two different TH organizations. Community-management elements have accommodated divergent interests in TH organizations, but they have also been subject to considerable degrees of conflict and tension. We extend the innovation community management literature by explicating community management elements in a TH context, we illustrate how TH organizations adopt and evolve these elements, and we identify two contingencies for community management elements in a TH context.  相似文献

The variation between different estimates of the magnitude of the world food problem are enormous. The author questions the basis of the major surveys of FAO, the World Bank, and USDA, and suggests that they have grossly overestimated the extent of world hunger. By analyzing the connection between population, food, and economic participation, a more realistic view is obtained, suggesting a return to targeted assistance programs for the improvement of maternal and child health.  相似文献

This paper identifies several positive synergies between social protection programmes and enhanced entitlements to food. One function of social protection is to manage or reduce vulnerability. Several instruments are reviewed – weather-indexed insurance, public works programmes, emergency food aid and buffer stock management – which aim to stabilise income and access to food across good and bad years, or between the harvest and the hungry season. Other social protection instruments aim to raise household income and crop production, for instance agricultural input subsidies or input trade fairs, as well as public works projects that construct or maintain physical infrastructure such as rural feeder roads. This paper also argues that entitlements to food can be strengthened if social justice principles are introduced to the design and delivery of social protection programmes. Examples reviewed include rights-based approaches such as employment guarantee schemes, community-based targeting and demand-driven accountability mechanisms. The paper concludes by arguing for a comprehensive approach to social protection that will achieve sustainable food security, by combining interventions that stabilise income or food production with those that raise income or food production, and are designed and delivered in ways that enhance social justice.  相似文献

The relationships between employee participation, equal opportunities practices and productivity are explored. Data from the British Workplace Employee Relations Survey of 1998 provide strong evidence that equal opportunities practices improve productivity overall, and increasingly so as the share of female and ethnic minority employees increases. However, short‐term effects may be negative in segregated workplaces. Non‐financial participation schemes are negatively associated with productivity, but in most cases the joint presence of these participatory schemes and equal opportunities practices significantly increases productivity. Interactions between participatory and equal opportunities schemes are also affected by work‐force composition and by the level of equal opportunities policies implemented.  相似文献

Although optimal monetary policy stabilizes food inflation theoretically, empirical studies remain limited not only in the context of volumes and the estimation approaches, but are focused on selected advanced and emerging countries to the neglect of Africa where poverty and dominance of food in the consumption basket are more pronounced. We provide empirical evidence in the context of South Africa using quantile regressions. Rising food prices are destabilized even further by restrictive monetary policy; a finding that has ramifications for inflation targeting, especially given that a quarter of the country’s population is food poor.  相似文献
