It was suggested that the Chinese managers' backgrounds affect the characteristics of their knowledge and skills, values and attitudes, and personal connections, which, in turn, influence their competencies in fulfilling various aspects of the required managerial responsibilities. Hypothesized positive effects of tertiary training on related dimensions of managerial competencies were not fully supported. The ‘ed cadres’ who lacked tertiary training reported superior capabilities in managerial tasks requiring empathy towards employees and ideological identity with the government as predicted. However, the upward and lateral connections supposedly enjoyed by the red cadres did not appear to result in managerial advantages.  相似文献

This study examines the psychological contract in a sample of 107 employees in a retail bank. Deregulation, market-entry by non-traditional suppliers, and the introduction of advanced technology have changed the security of and rules implicit in the employment contract in the UK banking sector, which is one of the leading contenders for downsizing and delayering. Many banks are experiencing increased employee cynicism. New structures and technology, demanding levels of customer service, and new competitors have produced heightened attention towards performance and are associated with the need for employees to develop new competencies, such as relationship-handling and sales skills. Regardless of whether banks pursue high performance management systems or control-based HR strategies, the requirement for committed and engaged employees able to develop new competencies is an assumed constant. Demographic factors such as age, service and sex are found to be partial predictors of some attitudinal items. However, these proxy measures of attachment to the old employment deal are not related to items that consider commitment or satisfaction. the psychological contracts in the bank are highly fragmented. Seven underlying constructs are revealed: ‘frustratedly disengaged’, ‘still ambitious’, ‘passively flexible’, ‘guidance seekers’, ‘buy me outers’, ‘don't push me too fast’ and ‘just pay me more’. Implications of the research for HRM, the management of new internal labour markets in the banks and future directions of research on the psychological contract are discussed. It is concluded that a new set of internal labour markets are being created within the banks, the dynamics of which clearly revolve around a wide range of individual factors. Accepted wisdom about participative management practices will be challenged in the HR strategies of the late 1990s.  相似文献

In the literature, organizational sustainability identity tends to be treated as something that is ‘engineered’ within business organizations through control, reporting, target setting, strategic communication, and other instruments. Through a case study of a company mainly active within the recycling industry, an alternative understanding is given. A distinct organizational sustainability identity is, rather, a social construct based on perceptions of the core operations as “sustainable in themselves” and collaborative work with customers that is perceived as entailing sustainable solutions. Understood in this way, organizational sustainability identity has relatively little to do with formal controls such as codes, policies, reports used by management to position the company as sustainable. Rather, for organizational members, the process of constructing oneself as sustainable builds on convictions about the core operations and the possession of specific capabilities manifested in customer relations. The article adds to current literature through its constructivistic approach and through identifying underlying beliefs that condition the process of forming an organizational sustainability identity.  相似文献

Environmental life cycle assessment (LCA) and ‘life cycle thinking’ are popular approaches to evaluate and manage the environmental aspects of products. While LCA has been propagated as a decision‐making tool, the interest here is in LCA as a mental model, which managers may interpret and enact differently. If LCA and ‘life cycle thinking’ manage to infuse organizations with an extended sense of responsibility, this could counteract some of the ‘organized irresponsibility’ of modern markets. However, LCA use may also lead to confusion, doubt and denial. This article explores potential managerial interpretations of LCA with a small illustration from the wholesale trade, and through a conceptualization of the illustration in terms of Hatch's ( 1993 ) dynamic model of organizational culture. In this paper we explore a case study of total quality management (TQM) within the financial services sector. We demonstrate that a ‘conformance to requirements’ approach towards TQM is concerned with increasing management’s physical and financial control over procedures, documentation, systems and people. Such an approach only partially addresses quality because (a) there can never be a precise ‘conformance’ and (b) this approach neglects customers and employees. We illustrate that often management do not understand the flaws/problematics and underlying philosophy behind TQM. Thus they continue to adopt ‘inconsistent’ approaches, such as attempting to control costs and employees while espousing the importance of the customer and the need for a trust-based culture. Yet, whether or not they understand the rationale behind TQM and attempt to widen their focus by considering people and customers more directly, we argue that management cannot easily adopt a ‘consistent’ approach because a preoccupation with controlling costs is bound up with career-based identities and hierarchical power relations. Ultimately we argue that management cannot control ‘quality’ in any simple top down way, essentially because of the ‘indeterminacy’ of labour, the ‘intangibility’ of customer satisfaction, and the complexity of organizational power and identity relations.  相似文献

This article uses a structural approach to the investigation of the continuity and discontinuity between ‘old’ urban and ‘new’ environmental protest, opening further space for analysis of the relationship between different mobilizations in Northern Ireland. In particular, I suggest that the ‘novelty’ and strength of social movements' challenges can be assessed in terms of their capacity to promote participation and cooperation between the opposite poles of established cleavages, especially when one engages in the analysis of socio‐politically polarized contexts. In this article I focus on two mobilizations. On the one hand, I show that the first Westlink protest of the 1970s was not the product of an integrated social movement but, rather, of a heterogeneous and instrumental coalition of urban and political actors which gained no support from formal environmental organizations and soon split along the national‐religious divide. On the other hand, I show that the current Westlink campaign is the product of a cohesive network, which cuts across the many socio‐political cleavages of Northern Ireland, linking together local, urban and community groups, conservation and environmental organizations, associations, universities, political actors and parties, of opposing national‐religious identity. I then take these two patterns of mobilization as a dependent variable and explain them by drawing on theories of resource mobilization, new social movements, framing and political opportunity structure. Cet article applique une démarche structurelle à l'examen de la continuité et discontinuité entre ‘ancienne’ contestation urbaine et ‘nouvelle’ contestation environnementale, dégageant ainsi un espace qui permet d'analyser le lien entre diverses mobilisations en Irlande du Nord. Il suggère notamment que la ‘nouveauté’ et l'intensité des défis lancés par les mouvements sociaux peuvent s'évaluer en termes de capacitéà favoriser participation et coopération entre les pôles opposés de clivages établis, en particulier si l'on s'intéresse aux contextes socio‐politiques polarisés. Deux mobilisations sont approfondies. D'une part, la première manifestation du Westlink dans les années 1970 ne résultait pas d'un mouvement social intégré, mais plutôt d'une coalition hétérogène et pragmatique d'acteurs politiques et urbains, laquelle n'a jamais reçu le soutien d'organismes officiels de protection de l'environnement et s'est rapidement divisée en suivant la fracture nationale religieuse. D'autre part, la campagne actuelle du Westlink est le produit d'un réseau cohérent, qui transcende les nombreux clivages socio‐politiques d'Irlande du Nord, reliant groupes locaux, urbains et communautés, organismes de protection et de défense de l'environnement, associations, universités, acteurs et partis politiques, tous d'identités nationales et religieuses différentes. Ces deux schémas de mobilisation sont ensuite repris en tant que variables dépendantes, et explicitées à partir des théories sur la mobilisation des ressources, les nouveaux mouvements sociaux, les cadres et la structure politique des opportunités.  相似文献

Scholars currently debate whether tourism is a force of standardization that eradicates local cultures and traditions or whether tourism is a force of heterogeneity that enhances place distinctiveness. This article uses a case study of the Mardi Gras celebration in New Orleans to explain the connections between global forces and local actions in the development of urban tourism. I argue that the globalization and localization of Mardi Gras are occurring simultaneously with the result being a mix of homogenizing and particularizing influences in New Orleans. I develop this argument by distinguishing between ‘tourism from above’ and ‘tourism from below’, a distinction that helps to explain how tourism can help undermine as well as promote local differences. ‘Tourism from above’ refers to the global level forces of commodification, standardization and rationalization that affect all cities. ‘Tourism from below’ refers to the ways in which local groups and individuals resist the homogenizing effects of globalized tourism and use tourism to anchor Mardi Gras in place and create new carnival traditions. Analysis of global‐local connections in tourism provides an important opportunity for theoretical development and offers a unique perspective for understanding tourism as a process of globalization and localization. Les intellectuels s’interrogent actuellement sur le fait que le tourisme soit ou non une force de normalisation capable d’éliminer cultures et traditions locales, ou une force d’hétérogénéité qui renforce le caractère distinctif des lieux. Utilisant une étude de cas sur la célébration de Mardi gras à la Nouvelle‐Orléans, l’article explique les relations entre forces mondiales et actions locales dans le développement du tourisme urbain: mondialisation et localisation de cette fête se produisent simultanément, se traduisant dans la ville par une combinaison d’influences homogénéisantes et singularisantes. La démonstration établit ensuite une distinction entre ‘tourisme par le haut’ et ‘tourisme par le bas’ qui permet d’éclaircir comment l’activité peut contribuer tant à atténuer qu’à favoriser les différences locales. Le ‘tourisme par le haut’ s’applique aux forces mondiales de banalisation, normalisation et rationalisation qui touchent toutes les grandes villes. Le ‘tourisme par le bas’ portent sur les moyens qu’appliquent groupes et individus locaux dans le but de résister aux effets homogénéisateurs du tourisme mondialisé et de se servir de cette activité pour ancrer Mardi gras dans le lieu et créer de nouvelles traditions carnavalesques. L’analyse des relations entre les plans mondial et local dans le domaine du tourisme offre une possibilité intéressante de théorisation et une perspective unique d’appréhension du tourisme comme processus de mondialisation et localisation.  相似文献

Companies encourage consumers to purchase environmentally sustainable products. The nexus between making and buying sustainable products, however, does not by itself generate sustainable outcomes. Sustainability results from users developing new practices around products and technologies, which we call ‘negotiated consumption’. By extending the existing understanding of organizational practices through combining perspectives from social studies of science and technology, and consumption studies, we identify the nature of the negotiated consumption of sustainability. We argue that the effectiveness of environmental strategy, which meets demand for sustainable outcomes, can be only understood through the appreciation of how organizations, and their products and customers, are implicated in, and co-produce, the processes and practices that deliver sustainability.  相似文献

Worldwide, public service-providing organizations confront regulatory hybridization. While their societal mission persists, they are expected to become more business-like. Drawing on theory concerned with institutional complexity and ambivalence in organizations, this article illuminates the case of German acute care hospitals. We depict the emergence of market orientation in this industry, its structural impact and major sensemaking patterns at the site level. In our multiple case study, we find ‘organized ambivalence’ shaping the institutional context and affecting the undertakings’ internal life. Thus, regulatory hybridization tends to create certain traps – which challenges ideas according to which it helps improve public management.  相似文献

The end of the traditional management career has been heralded with supporting, albeit largely anecdotal, data. The ‘old’ career was set within internal labour markets in large organizations and characterized by long‐term stability. The ‘new’ arrangements have apparently shifted responsibility from employer to employee, with careers being developed across organizations. Such change is premised on new organizational forms and is often associated with a growing sense of employee insecurity. We explore the reality of this ‘new’ scenario through interpretation of in‐depth semi‐structured interviews conducted with middle and senior human resources managers in large firms in Japan, the UK, and USA. The data indicate that most of our case study organizations had downsized and delayered, with hybrid structural forms emerging. Career prospects were diminished, with fewer vertical promotions and a greater emphasis on lateral ‘development’; middle managers were generally resentful of such factors and forces. Although not directly reflective of ‘Anglo‐American’ business practice, similar changes to career trajectories were witnessed in Japan as in the UK and USA.  相似文献

In the wake of current UK public sector retrenchment, this article introduces a role that may be important to successful restructuring management, referred to here as the ‘downsizing envoy’. It involves delivering the news of downsizing decisions, face to face, with the victims and then dealing with the repercussions. After a review of the relevant, but limited, literature the findings are presented from interviews with twenty-four envoys drawn from public sector organizations. They indicate that the envoy role is emotionally demanding and that the public sector context invokes additional pressures that may not occur in other sectors.  相似文献

Purchasing & Supply Management (PSM) competencies are the individual-level foundations of organisational PSM performance. In light of recent developments in the workplace and the external environment, the question of what PSM competencies are needed now, as well as in the future, becomes one of increasing importance. Analysing qualitative data from 46 interviews from 16 companies, this paper identifies what current and future competencies are required by PSM professionals, categorizes PSM competencies according to the framework established by Tassabehji and Moorhouse (2008) and establishes how these competency requirements have changed over the last ten years. The most important current competencies required by PSM professionals are negotiation, communication and relationship management (e.g. ‘Interpersonal communication’), strategy and analytics (e.g. ‘Strategic thinking’), as well as professional knowledge requirements (e.g. ‘Basic knowledge on PSM role & processes’). When looking at future requirements, competencies in the areas of sustainability and digitisation were identified as becoming increasingly important. Overall, 17 competencies in addition to those shown in Tassabehji and Moorhouse (2008) were identified. The most prominent new competency areas are related to digitisation (e.g. ‘eProcurement Technology’, ‘Automation’), innovation (e.g. ‘Innovative sourcing’) and sustainability. The interviewees also identified 11 new competencies within the interpersonal skills cluster, most of them at the intersection between competencies and traits (e.g. ‘Deal with Ambiguity’, ‘Curiosity’, ‘Passion’).  相似文献

This article develops a critique of the recently popularized concepts of the ‘creative class’ and ‘creative cities’. The geographic reach and policy salience of these discourses is explained not in terms of their intrinsic merits, which can be challenged on a number of grounds, but as a function of the profoundly neoliberalized urban landscapes across which they have been traveling. For all their performative display of liberal cultural innovation, creativity strategies barely disrupt extant urban‐policy orthodoxies, based on interlocal competition, place marketing, property‐ and market‐led development, gentrification and normalized socio‐spatial inequality. More than this, these increasingly prevalent strategies extend and recodify entrenched tendencies in neoliberal urban politics, seductively repackaging them in the soft‐focus terms of cultural policy. This has the effect of elevating creativity to the status of a new urban imperative — defining new sites, validating new strategies, placing new subjects and establishing new stakes in the realm of competitive interurban relations. L’article présente une critique des concepts de ‘classe créative’ et ‘villes créatives’ publiés récemment. La portée géographique et la pertinence politique de ces discours s’expliquent non par leurs mérites intrinsèques, ceux‐ci pouvant être remis en question à plus d’un titre, mais en tant que fonction des paysages urbains fortement néolibéraux qu’ils ont traversés. Quant à leur manifestation concrète de l’innovation culturelle libérale, les stratégies de créativité dérangent à peine les orthodoxies qui subsistent en politique urbaine, fondées sur une compétition interlocale, un marketing de lieu, une expansion axée sur la propriété et le marché, un embourgeoisement et une inégalité socio‐spatiale normalisée. Mais surtout, ces stratégies toujours plus présentes prolongent et recodifient des tendances bien installées en politique urbaine néolibérale, les rhabillant de manière attrayante dans un flou artistique terminologique de politique culturelle. Ainsi, la créativité est élevée au statut de nouvel impératif urbain pour définir de nouveaux sites, valider de nouvelles stratégies, positionner de nouveaux sujets et instaurer de nouveaux enjeux dans la concurrence interurbaine.  相似文献

A great deal has been written about the types of competencies that HR managers need. However, there is little known about how these might be acquired and which ones prove most valuable in carrying out HR tasks. This article provides insights into this issue from a study carried out in Ireland. The study examined HR managers' perceptions of the ways in which their competencies changed over the timespan of a management education process and the ways that they utilised these competencies within their work situations. The study suggests that the acquisition and development of ‘meta‐qualities’(Pedler et al, 1994) can be important to HR professionals in managing the complexity and ambiguity in their roles.  相似文献

To what extent are we experiencing a transformation from ‘spaces of place’ to a ‘space of flows’ as proposed by Manuel Castells? Applying his thesis to the political system leads to the following implications. Socio‐economic processes of ‘glocalization’ are undermining the gate‐keeper position of national governments. Furthermore, governance is becoming ‘deterritorialized’, an aspect which is characterized by Elkins as an ‘unbundling’ of identities and jurisdictions. But does this process of unbundling lead to a federal system of multi‐level governance where the national level is complemented by supranational and subnational levels of governance; or does it imply an even more radical transformation towards an architecture of governance which is characterized by a proliferation of single‐purpose governments with variable and flexible spatial scales? A final implication is the transformation from ‘government to governance’— which means a broader array of actors and changing modes of interaction. This article traces these theses by analysing institutions of governance in four cross‐border regions in Europe and North America. In all regions we indeed find many cross‐border networks and institutions undermining the national gate‐keeper position. In Europe, cross‐border collaboration is producing another soft, but institutionalized, comprehensive, stable and territorially‐defined layer in the European ‘multi‐level‐system’. In North America, by contrast, only informal, fluid, specific and non‐territorial institutions are evolving across national borders. Here, the territorially‐based nation state is not complemented by similar kinds of political institutions, but is instead being challenged more fundamentally by new kinds of institutions: transnational socio‐economic exchange networks and transnational ideological coalitions which embody enormous transformational power. In conclusion, cross‐border regional governance in Europe still follows the logic of ‘spaces of place’, whereas in North America quite different ‘spaces of flows’ are emerging as complementary logics of community and institution building. De plus, la gouvernance se ‘déterritorialise’, phénomène qu'Elkins appelle la ‘séparation’ des identités et des domaines de compétence. Mais à quel type de gouvernance cette ‘séparation’ mène‐t‐elle: à un système fédéral à plusieurs niveaux où le plan national est complété de plans supra‐ et infra‐nationaux de gouvernance? ou à un changement plus radical vers une architecture caractérisée par une prolifération de gouvernements à finalité unique dont les échelles spatiales varient et s'adaptent? Une dernière conséquence est le passage de gouvernement à gouvernance, qui se traduit par une diversification des acteurs et de nouveaux modes d'interactions. L'article retrouve ces thèses en analysant des institutions de gouvernance dans quatre régions transfrontalières européennes et nord‐américaines. Dans toutes les régions, l'étude identifie en effet de nombreux réseaux et institutions transfrontaliers qui minent la position de garde‐barrière nationale. En Europe, la collaboration transfrontalière crée une strate souple, quoique institutionnalisée, étendue, stable et aux limites territoriales définies dans le ‘système européen à plusieurs niveaux’. En Amérique du Nord, en revanche, n'interviennent à travers les frontières que des institutions informelles, fluides, spécifiques et non‐territoriales; l'État‐nation lié au territoire n'est pas complété d'institutions politiques de types similaires, étant plutôt profondément mis en cause par des institutions d'un genre nouveau: réseaux d'échanges socio‐économiques et coalitions idéologiques transnationaux qui expriment une énorme dynamique de transformation. Pour conclure, la gouvernance régionale transfrontalière en Europe obéit encore à la logique des ‘espaces de lieux’ tandis qu'en Amérique du Nord, des ‘espaces de flux’ tout à fait différents apparaissent dans une logique complémentaire de construction de communautés et d'institutions.  相似文献

abstract The notion of a ‘community‐of‐practice’ (CmP) has become a highly influential way of conceptualizing how decentralized sub‐units or groups within firms or organizations operate. CmPs refer to ‘tightly knit’ groups that have been practising together long enough to develop into a cohesive community with relationships of mutuality and shared understandings. The CmP notion, however, does not fit squarely with how temporary organizations or project organizations operate. Typically these kinds of groups consist of diversely skilled individuals, most of whom have not met before, who have to solve a problem or carry out a pre‐specified task within tightly set limits as to time and costs. As a result they tend to become less well‐developed groups, operating on a minimal basis of shared knowledge and understandings. Such a group, I suggest, constitutes a ‘collectivity‐of‐practice’ (ClP). Mirroring the above distinctions, two ideal‐type notions of epistemology are developed. The one inspired from the CmP literature is discussed in a ‘knowledge community’ terminology, whereas the one associated with ClPs is conceived of as a ‘knowledge collectivity’. Finally, I outline some new options for organizational analysis made possible by recognizing these as two different and complementary notions.  相似文献

abstract This paper focuses on how continuity and change are managed discursively in narrative texts of organizational identity and thus helps move forward the discussion about persistence and change in organizational identity. The study reports on the content, context and authorial elements of the evolving narrative composed by a Canadian bank's senior managers. The analysis indicates that the discursive strategies employed by organizational authors to establish confluence (or simultaneous continuity and change) include the selective reporting of elements from the past, present and future, the juxtaposition of the ‘modern and attractive’ with the ‘outdated and undesirable’, the persistent use of expansive labels that allow the addition and subtraction of meanings attached to the labels, and the importation of selected themes from the wider macro‐discourses. In keeping with the view that organizations are plurivocal, evolving narratives of the organization in the business press are also presented. These narratives contribute themes that are at times concordant with senior managers’ accounts and thus confirm the value of the changes in identity elaborated by management; at other times, press accounts are discordant with senior managers’ narratives and provide alternative evaluations of the changes. The paper concludes with reflections on the indeterminacy of both organizational identity – for the texts that constitute it remain open to multiple readings and to subsequent re‐writing that continually destabilize it – and the narrative research enterprise that falls short of providing comprehensive and incontrovertible accounts of the voices that constitute organizations.  相似文献

This article explains how and why the relationship between the Amsterdam squatter movement and the local government has changed over the last decade. Besides reassessing Pruijt's analysis of the Amsterdam squatter movement in a recent issue of this journal, the article also engages with the post‐Fordist literature on social movements. This literature is largely based on the assumption that a subversive identity is incompatible with co‐optation. However, as such ‘soft factors’ as culture gain more importance in urban growth strategies, it is likely that some segments of urban movements may become co‐opted while retaining their subversive identity. It is hypothesized that we are witnessing the emergence of a movement meritocracy: with the rise of soft neoliberal urban policies, the way in which the local polity delivers incentives follows an increasingly discriminatory pattern, giving a place to those segments that contribute to the cultural vibrancy of the city whilst ignoring segments that struggle for basic provisions. These processes are probably not peculiar to Amsterdam and there is an urgent need for post‐Fordist and other social movement theory to investigate what are the consequences of these shifts for government‐movement interactions. Outre l'examen de l'analyse qu'a faite Pruijt du mouvement des squatters d'Amsterdam dans un récent numéro de cette revue, l'article s'appuie sur la littérature post‐fordiste des mouvements sociaux. Celle‐ci se fonde surtout sur l'hypothèse qu'une identité subversive est incompatible avec une cooptation. Or, comme les ‘facteurs intangibles’ tels que la culture prennent de l'importance dans les stratégies d'expansion urbaine, il est probable que certains segments des mouvements urbains pourront être cooptés tout en gardant leur nature subversive. On suppose l'apparition d'une méritocratie des mouvements: avec l'essor des politiques urbaines néolibérales de compromis, la manière dont le gouvernement local propose des mesures d'incitation suit un modèle de plus en plus discriminatoire, donnant une place aux segments qui contribuent à la vibration culturelle de la ville, tout en ignorant ceux qui luttent pour des services de base. Les processus n'étant sans doute pas propres à Amsterdam, il est urgent que les théories des mouvements sociaux, post‐fordistes ou autres, étudient les conséquences de ces changements dans les interactions entre gouvernement et mouvements.  相似文献
