“The weighted average cost of capital is not quite right”: A rejoinder

Richard Miller's reply (2008) to my comment (2008) on his claim (2007) that the standard WACC formula fails to correctly remunerate shareholders and bondholders raises crucial questions on the nature of the project's debt that he considers in his calculations. To clarify this point, I here introduce several possible definitions of a loan associated with a project, and discuss their respective relevance for a WACC calculation. In addition, Mr. Miller's suggestion that the standard WACC formula is not quite right remains unsubstantiated.     

Mortgage Tax Relief: Subsidy or Sematics?

Tax relief on mortgage interest wsa defended (Economic Affairs, October-November 1985) by Professor John parry Lewis, Formerly at the University, of Manchester; Richard Best, Secretary of the inquiry into British Housing caaired by the Duke of Edinburgh, argues that the Inquiry recommended the obolition of relief as an integral part of a package of reforms intended to reduce housing shortages. Professor Parry Lewis stands his ground.     

Reforming or Transforming the Federal Tax System: (A Review Essay)

A bstract . Several proposals to reform the federal income tax system are under active consideration. Professor Richard W. Lindholm has proposed instead that we abolish the individual and corporate income taxes and the estate and gift taxes. To replace the lost revenue he proposes a flat 15 per cent value added tax and a flat 2 per cent net wealth tax. He posits five goals for successful tax reform and discusses his proposed system in terms of them. He finds his system would be simpler and less disruptive of markets than even a simplified income tax structure.     

The ‘New Political Economy’ and British Economic Policy for India*

Abstract . James Mill, as a high official of the East India Company, had the opportunity after 1819 to establish economic policy for India. In fact, James Mill's Utilitarian philosophy of government and his advocacy of Ricardian rent theory as the basis for revenue policies in India set the pattern for the development of modern India. Both James and John Stuart Mill (who succeeded his father with the company) defended the company against its critics, such as J. R. McCulloch and Richard Jones, who argued that the revenue policy was inhibiting economic development. Modern Indian institutions are an amalgamation of Benthamism, Fabian Socialism, and Brahminism.     

ON TACKLING UNEMPLOYMENT

The Employment Institute was founded earlier this year to argue for the expansion of budget deficits to encourage higher employment. Professor Richard Layard, of the Centre for Labour Economics at the London School of Economics, presents the argument of the Institute and its Charter for Jobs. Three labour economists at the University of Birmingham assess his arguments and claim that a basic flaw in the Charter's arithmetic results in a substantial understatement of the cost of its proposals.     

Henry George,Jane Jacobs,and Free Trade

Henry George and Jane Jacobs were both journalists and made a contribution to economics based on their commitment to the original version of free trade, as understood by 19^th‐century liberals, rather than the late 20^th‐century version. The distinctive concept of free trade, as originally understood, was as an instrument for small‐scale producers to break up entrenched monopolies and serve the interests of the ordinary citizen. That was how Cobden used it in the debates over the Corn Laws in the 1840s, and how Ruskin, Gesell, Chesterton, and other critics conceived of economic liberation. In debates over free trade in recent decades, that term has come to mean a defense of power and privilege, the exact opposite of the intent of 19^th‐century liberals. George and Jacobs sought to restore the original meaning by developing theories of development and distribution that would enable the market system to benefit everyone.     

Non-maximum Disequilibrium Macrodynamics

In his stimulating Nobel Prize Lecture, Paul Samuelson made the important point that there were interesting macrodynamic systems which could, in no sensible sense, be associated with maximization problems. The paradigmatic example he chose was the multiplier-accelerator system. In this paper I make an attempt to explore the connection between macrodynamics, rationality and computability against the backdrop provided by Samuelson's observation and Richard Goodwin's nonlinear methodological credo. It is shown that non-maximum, disequilibrium macrodynamics is perfectly consistent with standard rationality postulates.     

The Changing Relationship Between Economic Sociology and Institutional Economics

A bstract In his early work. Talcott Parsons severely criticized Old Institutional Economists like Thorstein Veblen and Clarence Ayres. Parsons'main objection was that institutional economics had a misconceived view on the scope of economics: institutions, being the embodiment of values, were the proper subject of sociology rather than economics. By arguing for a clear-cut division of labor between economics and sociology. Parsons legitimated the divide between the two disciplines that came into being in the years to follow. Recently however, the relationship between economic-sociology and institutional economics has changed dramatically. New Economic Sociology (advocated by scholars like Mark Granovetter and Richard Swedberig) rejects the division of labor proposed by Parsons. By-providing substitutes rather than just complements to economics, it tries to counter economic imperialism. This creates significant similarities between New Economic Sociology, Old Institutional Economics and the recent return of institutionalism in economic theory. However, the quest for a division of labor between economics and sociology remains unfinished.     

Florida in the Global South: How Eurocentrism Obscures Global Urban Challenges—and What We Can Do about It

According to Richard Florida, the world is in the grip of a ‘New Urban Crisis’. In his most recent book Florida recounts a visit to Medellín that provoked an epiphany in which he realized that the New Urban Crisis is global in scope. Unfortunately, Florida's discovery of the global South is informed by a deeply Eurocentric understanding of urbanization. This leads him to conclude that Southern cities should ‘unleash’ creativity, and he proposes that the United States should develop a global urban policy that would export a version of American urbanism. In this essay we deconstruct Florida's notion of the New Urban Crisis and show that its Eurocentric assumptions obscure the very real environmental, economic and political challenges facing cities in the global South and their residents.     

The Economics of Edward Alsworth Ross

A bstract . Edward Alsworth Ross gained fame as a founding father of American sociology; however, he was trained as an economist by Richard T. Ely and made significant contributions in economics before he moved into sociology. Ross was the John Kennneth Galbraith of the popidist-progressive era. The similarity in background, methodology, Weltanschauung , and controversial academic and political styles of these men is discussed. Ross became a cause célébre after his dismissal from Stanford University in 1900 which became a major academic freedom case. Although he was a professional economist for only six years, Ross made original contributions in the areas of taxation, debt management, value theory, uncertainty , and location theory. The discussion of uncertainty as a factor in production precedes Knight's concept of risk and uncertainty and challenges neoclassical policy conclusions in a dynamic environment. His treatment of location theory includes a discussion of agglomeration, externalities, regional dualism, factor endowment, and comparative advantage to explain economic mobility.
