Development efforts and economics have relied upon two-factor, capital and labor neoclassical economic models. Failures have occurred when they were applied to agrarian societies where the ownership of land rent dictates particular institutional forms that engender resistance to development. It is argued that there is a need for a new three-factor development theory which explicity models land and its rent. Ideas of Smith, Ricardo, George and Samuelson are assembled as a basis for a computer simulation model that explores landed institutions and the land value flows resulting from different development strategies. In the current debate on local and regional development and after several ‘turns’, dominant critical models have found some security in institutional, cultural and evolutionary approaches. Interest today centres on success and competitiveness and how they are reproduced in a few paradigmatic regions. A distinctive feature of these regions and places is the embeddedness of certain non‐economic factors such as social capital, trust and reciprocity based on familiarity, face‐to‐face exchange, cooperation, embedded routines, habits and norms, local conventions of communication and interaction, all of which contribute to a region’s particular success. Although these approaches may not deny the forces of the capitalist space economy, they do not explicitly acknowledge them or take them on board and so they tend to discuss non‐economic factors and institutions as autonomous forces shaping development. This essay provides a critique of these concepts based on their (1) inadequate theorization, (2) depoliticized view of politics and de‐economized use of economics and (3) reduction of space to territory. The essay concludes that we need a far more penetrating renewal of radical critique of the current space economy of capitalism. Old concepts such as uneven development, the social and spatial division of labour, the geographical transfer of value, accumulation and imperialism must be combined with cultural and institutional issues, with those non‐economic factors mentioned above.  相似文献

Why do some countries have better institutions than others? More specifically, what accounts for variation in the quality of property rights institutions in different countries? In this paper, I empirically assess four different theories relating to the determinants of property rights institutions: (1) the economic approach, which maintains that property rights institutions are created when the benefits of their creation exceed their costs; (2) the cultural approach, which stipulates that institutional variation reflects the differences in the beliefs of political leaders about what institutions create benefits for society; (3) the historical approach, which contends that cross-country differences in property rights institutions are the by-product of historical accidents; and (4) the political approach, which defends the premise that institutions are voluntarily chosen by the individuals who control political power, and these individuals choose institutions with the objective to maximize their personal payoffs rather than the benefits of the society as a whole. In order to test the veracity of these theories, I undertake a cross-sectional analysis of 142 countries (including 116 developing and 26 developed countries) over the period 1970–2005. The results of this analysis provide several interesting insights. Firstly, they indicate that the political approach appears to be the most relevant explanation for cross-country variation in property rights institutions: not only is this approach the most statistically robust, it also provides the best fit with the property rights index. The results of non-nested hypothesis test à la Davidson and MacKinnon (1981) confirm this analysis. Secondly, regardless of econometric specification and country sample, democracy is positively and significantly linked to property rights institutions. Thirdly, the data also reveal that while legal origin does significantly affect property rights institutions in developing countries, it appears to have no effect in developed countries. Fourthly, my analysis demonstrates that, in contrast to the full sample case, an increase in GDP per capita does not significantly contribute to the improvement in the quality of property rights institutions in Africa.  相似文献

Although firms increasingly invest in systems (e.g. ISO, knowledge centres, IT systems) for utilizing stored knowledge and acquiring market information during new product development, few manage to benefit from these investments. To explore this issue, we suggest that firms rely on two distinct types of knowledge stocks– procedural and declarative memory – that affect new product short‐term financial performance and creativity in distinct ways. Additionally, we suggest that internal or external information flows can have distinct moderating impact on the memory types–product outcomes relationship. Our empirical study of product development activities indicates that there is an inverted U‐shaped relationship between procedural memory and product outcomes as well as a positive relationship between declarative memory and financial performance. Also procedural and declarative memory may work in a complementary fashion enhancing both outcomes. Finally, procedural memory is found to reduce the value of internal or external information flows for product creativity. These findings have important implications for the organizational knowledge, capabilities, and product development literatures as well as for practice and they open ways for future research.  相似文献

Official development aid – monetary transfers to developing countries to promote social and economic development – reached more than $140 billion in 2016. However, traditional forms of government bilateral aid continue to decline, while private aid is rising. Nevertheless, the impact of this aid, including its potential to stimulate economic development through new business formation, remains uncertain. In this study, we examine the impact of three sources of monetary aid flows on formal and informal entrepreneurship. Drawing from the international political economy literature we argue that bilateral aid and private aid are associated with higher levels of informal entrepreneurship, while multilateral aid is accompanied by lower levels. Moreover, we show that bilateral and private aid are linked with lower levels of formal entrepreneurship, while multilateral aid has no impact. The analyses of a panel of 313 observations from 49 countries provide robust support for these arguments.  相似文献

Although transition economies experience significant institutional transformations that vary in their degree and pace, scholarly knowledge of what distinguishes more successful foreign subsidiaries from less successful ones in such environments is limited and inconsistent. We enhance the understanding of this subject by examining how variations in the institutional development of transition economies influence the usefulness of a subsidiary's intangible assets and capabilities and, in turn, their effectiveness in enhancing its growth. Prior research assumes that foreign subsidiaries that operate in any given environment are always better off when they possess strong intangible assets and capabilities. Our analysis of more than 33,000 observations in 14 transition economies challenges this view and enables us to explain why some subsidiaries grow more quickly in less‐developed institutional environments, whereas others more quickly in countries with institutions that are more developed. More specifically, we show that although a subsidiary's intangible assets enhance its growth in transition economies with stronger institutions, these effects are particularly weak or insignificant in transition countries with less developed institutional environments. Conversely, a completely different pattern emerges for subsidiary capabilities, with their marginal effects on subsidiary growth being significantly higher in countries that are institutionally less developed than in transition countries with more developed institutions.  相似文献

Urban research has long related informality to a lack of state capacity or a failure of institutions. This assumption not only fails to account for the heterogeneous institutional relations in which informality is embedded, but has also created a dividing line between states. Whereas some states are understood to manage urban development through functioning institutions, others, in this view, fail to regulate. To deconstruct such understandings, this article explores informal practices through a multi‐sited individualizing comparison between three case studies of water governance, parking regulation and dwelling regimes in Bafatá (Guinea‐Bissau), Tallinn (Estonia) and Berlin (Germany), respectively. Our approach to understanding informality starts from the negotiation and contestation of order between differently positioned actors in the continuous making of states. From this point of view, informality is inherent in the architecture of states––emerging through legal systems, embedded in negotiations between and within institutions, and based on conflicts between state regulations and prevailing norms. Tracing how order takes shape though negotiation, improvisation, co‐production and translation not only highlights how informality constitutes a modus operandi in the everyday workings of the state in all three cases, but also provides a way to talk across these cases, i.e. to bring them together in one frame of analysis and overcome their presumed incommensurability.  相似文献

This article examines the impact of multilateral trade policy liberalisation on countries' levels of economic development, proxied by their real per capita income. The study is particularly relevant in the current context of growing rhetoric against international trade, which could fuel domestic protectionism and would likely undermine multilateral trade liberalisation. The analysis has been conducted on a panel data set of 155 countries, over non‐overlapping four‐yearly sub‐periods during 1995–2014. The empirical results suggest strong support for the view that multilateral trade liberalisation promotes economic development. Hence, the rise in unilateral protectionist trade measures around the world would likely endanger the prospects of further multilateral trade liberalisation and ultimately undermine countries' prospects of economic development.  相似文献

This paper presents data on how learning takes place in four organizations, what gets learned, and the factors and processes that facilitate or impede learning. Seven orientations for describing organizational learning capability and understanding learning styles are identified. Each of these orientations is conceived as a bi-polar continuum that reflect learning processes. Knowledge source is defined as the extent to which an organization prefers to develop new knowledge internally versus the extent to which it is more likely to seek inspiration in ideas developed externally. Product-process focus refers to a preference for the accumulation of knowledge related to product and service outcomes versus a preference to invest in knowledge about basic processes that support products. Documentation mode refers to attitudes as to what constitutes knowledge and to the repositories of knowledge that are supported. Dissemination mode pertains to the difference between establishing an atmosphere in which learning evolves and one in which a more structured, controlled approach is taken to induce learning. Learning focus has to do with whether learning is concentrated on methods and tools to improve what is already being done versus testing the assumptions underlying what is being done. Value-chain focus indicates which functional, core competencies are valued and supported. Skill development focus involves the orientation toward individual versus collective learning. Organizational learning may be increased by building on existing capabilities or developing new ones. the latter involves a change in culture, the former involves improving current capabilities. Organizations can enhance their learning capability through either approach.  相似文献

The paper studies the relations between institutions and human development, in particular the causal effects of the different types of institutions on different components of human development. We assume development to be created by aggregate demand; in particular that aggregate demand determines the material components of human development. We thus divide institutions into those that create demand and those that are determined by the whole process of development. Similarly we divide human development in its three traditional components (economic development, health, knowledge). Both human development and institutions are assumed to be multidimensional constructs; all the main components of these constructs are defined as latent variables, and the relations between them as structural relations. A partial least squares (PLS) path model is developed: it is the aggregation (and simultaneous estimation) of an outer model relating observed or manifest variables to their own latent variable and of a structural model (inner model) relating some endogenous latent variable to other latent variables. From the goodness of fit point of view, our results seem to validate our theoretical assumptions.  相似文献

Drawing on evidence from a unique data set of in‐depth qualitative interviews with 12 female CEOs (and 139 male CEOs) of global corporations, we explore what enables some women to become CEOs. By drawing on our data from male and female CEOs, we set the scene by comparing the advice they would give to young women as they start their careers. We then focus the rest of our article on the experiences and career trajectory of the 12 female CEOs. We make three theoretical contributions: We identify, at the individual level, how women can take active ownership of their careers as part of a self‐acceptance process; how they can embrace gynandrous leadership as part of a self‐development process where both feminine and masculine leadership behaviors are embraced, with the feminine being dominant to help move beyond gender stereotypes, and finally, how they translate leadership—rather than combine—gender‐based behaviors as part of a self‐management process to develop their unique leadership style. For each of these theoretical contributions at the individual level, we also provide two practical recommendations for HR practice and policy, one relating to the intraorganizational context and the second having institutional‐level implications. Reaching high levels of artistic creation in a society requires institutions that facilitate the sorting of the most talented individuals of each generation and the development of their skills throughout the artistic career. The impact of long copyrights is not straightforward in this respect. This paper takes a professional career approach to analyzing how copyright regulation affects artistic creation. It does so within an overlapping‐generations model of artists. Long copyrights increase superstar market concentration and can reduce the number of young artists being able to pursue artistic careers. As a result, in the long run, excessively long copyrights can reduce artistic creation, the average talent of artists, and social welfare.  相似文献

Abstract . Writers and speakers on the “comparable worth” or “pay equity” issue refer to “the economic view” but there is no such consensus. Three major paradigms exist in labor economics, the neoclassical, the “radical” or Marxian or Neomarxian, and the institutional Each differs in philosophical orientation, employs different analytical methods, and leads to different policy implications. On the issue of pay equity for women their views are contrasted; differences center on how successfully the market extends full options of choice. The analysis indicates that incremental advances in the direction of pay equity are to be expected, given present incentives in the private sector and less economic constraints in the public sector, provided women continue economic, legal, and political pressure. Surveying The Literature on the comparable worth or pay equity debate, one often encounters reference to the economic view. In reality however, three major paradigms exist in labor economics today; the prevailing neoclassical paradigm, the radical or Marxian view, and the institutional approach. While the three can be viewed as sharing common objectives (to describe, to predict, and to prescribe) they approach issues from different philosophical frameworks, employ different analytical tools, and lead to very different policy implications. Examining the pay equity issue from the perspectives of the three paradigms suggests different insights into the issue than that usually labelled the economic view.  相似文献

Abstract . The hypothesis that Black female wage earners face greater wage discrimination than their White female or Black male counterparts is supported by evidence derived from a version of a widely used method for decomposing wage differentials. This version allows one to measure both the “cost” of being a female or Black wage earner and the “benefit” of being a male or White wage earner. The approach yields a model which is validated by testing with Census Bureau samples (n1,2,3,4= 23,800). The empirical test indicates that when skills are fairly comparable, the Black female earns an average wage nearly 21 percent lower than the White male average, whereas the White female's average was 15.5 percent lower. It suggests that being female has a relatively greater impact on Black female wages than being Black.  相似文献

The United States is still dealing with institutional racism in higher education. For most of the past two centuries, African Americans were forced to attend segregated colleges and universities. Historically black colleges and universities (HBCUs) played a particularly important role during that long period. In many states, there would have been no institutions of higher education at all, were it not for federal legislation (the Morrill Act of 1890), the actions of religious institutions, and the persistent efforts of black Americans to gain an education, despite the obstacles. Even the seemingly race‐neutral G.I. Bill of 1944 had the pernicious effect of reinforcing racial segregation in both higher education and housing. Given this history, it comes as no surprise that some predominantly white institutions of higher education (PWIs) do not show a sustained commitment to educate African‐American students in this country, although they are often eager to recruit black student athletes for their various sport programs without much regard to the education received by those same athletes. Our inability as a nation to even talk intelligently about these intractable educational problems is disturbing. Indeed, diversity is not paramount for some PWIs, particularly in regards to hiring minority faculty. Perhaps more significantly, HBCUs are still necessary in our society today because they have been the mainstay of educating African Americans at the college and university levels. Black communities throughout our nation are still being devastated by economic polarization and by racial discrimination endemic to higher education at white institutions. The need to address the problem of racial discrimination in higher education remains as strong as ever.  相似文献

Purpose

This paper seeks to build on MacQuilllin and Sargeant's (2019) framework for normative fundraising ethics by considering how fundraising professionals might use these theories to support their fundraising practice. In the paper we will seek to identify the higher-level ethical questions that underpin the majority of ethical decisions fundraisers will need to make: decisions around the acceptance and solicitation of donations and we will then seek to address each of these questions through the lens of MacQuilllin and Sargeant's (2019) normative ethical theories.

Approach and methodology

We will abstract from common ethical dilemmas the higher-level or overarching questions that can encompass them. We will then consider each question through the lens of the normative theories developed by MacQuillin and Sargeant (2019), drawing on available evidence to support our arguments.

Findings

Two core questions were identified: 1. Where are the lines in who we approach for/receive resources from for our organisation ? 2. Where are the lines in how we approach people for resources for our organisation?

Originality

To our knowledge, this will be the first academic paper that a) identifies the overarching ethical questions that affect fundraising practice, and b) applies the various normative theories of fundraising ethics directly to them. In practical terms, it may also be particularly useful to fundraising practitioners who want to explore the theories of ethics in relation to the dilemmas they encounter in practice.  相似文献

Theory can be equated with analogy. Both attempt to convey the unfamiliar and/or the complex through use of more familiar and/or simple constructs. The theoretical analogies of “modern” economics have been by and large patterned after a prestigious and powerful Newtonian model, i.e. they have been of the mechanical genre. It has been argued, however, that models of a biological, or evolutionary, nature would be more appropriate to analyzing economic processes and systems. This article is the first of two aimed at suggesting a form for such an evolutionary model. In this article, the analytical concepts of structure and function and their interrelationships are discussed as they apply to non-human biological systems. Resulting feedback effects which produce dynamic change are placed within the context of the evolutionary model of stratified stability. This model explains developmental change as always tending toward more complex but more stable levels of structure, and thus unidirectional. However, the process of societal change is non-teleological in that the particular path of change is not deterministic.  相似文献

The underlying structure of the global economy has undergone major structural changes over the last two decades. These transformations have been powered by globalisation, technological development and multilateral trade agreements. The more open global economy has benefitted the global community, but many resource-rich developing countries are struggling to keep pace with more developed countries. As these resource-rich countries attempt to catch up with more developed economies, many rely on foreign aid to develop their institutions of governance and financial sector for a more knowledge-intensive economy. This study analyses the long- and short-run associations between foreign development aid procurement, financial development, and institutional quality in resource-rich countries from 2005 to 2020, employing the panel vector error-correction (PVECM) model and Quantile-on-Quantile Regression (QQR). Our analysis shows that, in the short run, there is a strong endogenous nexus between foreign aid procurement, quality of institutions and financial development. Furthermore, the results reveal that financial development and higher institutional development assist resource-rich countries in procuring foreign developmental aid in the long run. These findings suggest that a financial system which functions well, and favourable institutional governance are critical for these countries to secure foreign aid to put them on a path to sustainable development.  相似文献

Abstract . A combination of the recently proclaimed extension of the offshore U.S. Exclusive Economic Zone to 200 miles and the growing demand for critical metals has led to increased attention to offshore hard mineral resource development. The U.S. Minerals Management Service began to establish the rules to govern offshore mining under its Outer Continental Shelf Lands Act of 1953 and its 1978 amendments. However, others—including environmental groups, some mining groups and many coastal states— joined together to generate an alternative law to govern offshore mining. Both approaches seek to promote the public's interest in offshore hard minerals. This article examines the returns to society as a concept and as applied under each of these competing alternatives. It concludes by noting that socially derived criteria point to the Outer Continental Shelf Lands Act as the socially preferable approach to offshore mining.  相似文献

  • Audience development is somewhat of a ‘buzz word’ within the Australian performing arts sector at present. However, rather than actually engaging with audiences and with non‐attenders to discover how to best serve the community, most of the performing arts organisations approach audience development from a product‐centred viewpoint.
  • In direct contrast to this, the Talking Theatre project (2004–2006) was implemented in regional Queensland and in the Northern Territory in Australia as an audience development initiative focused on the consumer. The project sought to assist performing arts centres (PACs) to better engage with their local communities and to build new audiences for the future. In particular, the research aimed to understand non‐attenders, their reasons for non‐attendance and their reactions to a range of live performances they experienced under study conditions.
  • The Talking Theatre project provided the vehicle for introduction, communication and relationship building to occur to assist in attitudinal and behavioural change. The non‐attenders enjoyed their experiences at the PACs and have begun attending performances outside of study conditions. Limited awareness of the performing arts' relevance to their lives combined with a lack of positive peer influence to attend, were the chief deterrents to attendance for the participants in the study.
