This article aims to identify gaps in public participation in land use planning to improve risk governance, using the case of the Great East Japan Earthquake (GEJE) in 2011. Overreliance on technical information and on the opinion of experts is occurring side by side along with negligence of local knowledge and lack of effective public participation in decision-making, creating a sense of overconfidence regarding scientific knowledge and new infrastructure's abilities to withstand future disasters. Using the case study method in GEJE, our research identified three main overall gaps in participation. Firstly, a lot of local knowledge from previous experiences was not incorporated into land use plans in the region even after similar events in the past. Secondly, there was technical information that alerted to possible risks for land use in certain areas, but this information did not impede development in risk areas due to lack of effective participation in the land use planning processes. Finally, Japan allows participation in many land use planning process, but some of the most important decisions, such as on the sitting of nuclear plants had little or any local participation. Thus, strengthening public participation in land use by closing those three gaps could improve risk governance and resilience of localities to cope with large natural and technological disasters in the future.  相似文献

Public land development is an approach where the public authority acquires land for development, services the land with public infrastructure, and transfers the serviced building plots to private building developers or self-developing end-users. Motivations to use public land development can be divided to planning goal related motivations and financial motivations. In this paper, we study management of public risks related to the use of public land development by analysing case studies located in Finland and the Netherlands, countries known to have strong tradition in public land development. Our findings indicate that, whereas public land development has efficiencies in managing the risks related to the achievement of public planning goals, the management of the financial risks related to the public land development approach can be remarkably difficult even in countries with wide experience in public land development.  相似文献

While various attempts have been made to establish strategic environmental assessment (SEA) processes and institutions in various jurisdictions within Australia, the success of these often short lived attempts at institutional approaches for managing public land use conflict has been patchy. The experience in the State of Victoria has been somewhat different, with public land use assessment and planning having been informed by a series of independent statutory bodies since 1970 (the Land Conservation Council, Environment Conservation Council, and Victorian Environmental Assessment Council). These SEA bodies have played a major role in mediating environmental conflict over public land use, and have significantly contributed to the increased size and coverage of Victoria's protected area system. However, while there has always been a statutory body in operation, the roles and responsibilities of these bodies have been subject to significant legislative change, with existing bodies replaced by new bodies in 1997 and 2001. Justifications for these reforms included changing circumstances and new understandings about environmental management, as well as changing views about public administration. As a way of contributing to enhancing the design of institutions and processes for strategic environmental assessment, this paper provides an assessment of Victoria's approach and discusses possible future directions.  相似文献

This paper considers in detail the government's Land Register Scheme. Land Registers were established under the Local Government Planning and Land Act 1980 and aim to bring unused and underused public land holdings into use. The background of the initiative, its method of operation and the nature of the information it provides is outlined. Not-in-my-backyard (NIMBY) protests have been on the rise in urban China over the past few years. Previous studies have focused on campaign strategies and outcomes, yet less attention has been paid to how the Chinese government at different levels has responded to NIMBY protests. This paper focuses on the controversies over three paraxylene (PX) chemical plant projects, which were considered as growth engines by local governments but as health and environmental threats by local residents. It adopts the analytical framework of divided state power to explain why local governments chose to make concessions to the public's demands to relocate or cancel these PX projects. The study finds that the mandate to maintain social stability incentivized local governments to address NIMBY concerns in an ad hoc manner, which tended to create more problems than solutions. The central government has introduced several institutional measures to formalize public participation in land use planning and to hold local governments more responsible for environmental decisions. The analysis of multi-level government responses to NIMBY protests provides a new insight into the power structure that enables or constrains public participation in facility siting in China.  相似文献

Peri-urban agricultural landscapes around the world are undergoing rapid transformation due to urban expansion. While some landscape values are being protected by current land-use planning frameworks, we know little about the broader values and attitudes of the urban public shaping this transformation. The structure of the values assigned to peri-urban agricultural landscapes by residents of Melbourne, Australia was explored and related to stated landscape preferences and people's underlying values. Exploratory factor analysis was used to categorise assigned values in multifunctional, food and native biota groups, and stated preferences for photographs into four landscape categories: intensive landscapes, extensive landscapes, high tree cover and plantations. The structure of underlying personal values closely resembled other studies of environmental value orientations. Multiple regression analysis revealed that preferences for all landscape categories were predicted strongly by multifunctional assigned values. Significant relationships were also evident between all assigned value groups and the biospheric underlying value orientation. Attitudes towards residential development approaches were also related significantly to assigned but not underlying values. Assigned values appear therefore to mediate between underlying values and attitudes towards peri-urban landscapes. This research demonstrates that peri-urban agricultural landscapes are perceived as multifunctional systems by the urban public and are valued for a range of functions not typically included in land use policies. This study also suggests that in the context of rapid land use change, a variety of landscape types should be retained on the urban fringe for their benefit to the urban public, and synergies promoted between landscape functions.  相似文献

State and non-state actors increasingly work across scales to address complex environmental problems. Prior studies of stakeholder participation have not fully examined how collaborative processes play out in multi-level policymaking. At the same time, multi-level governance studies do not adequately investigate the impacts of stakeholder participation. This study examines the cross-level interactions of influence and information in the participatory implementation of the European Union's Water Framework Directive. This directive is an example of mandated participatory planning, a relatively new approach that engages grassroots collaboration through a top-down structure with nested policy cycles. A case analysis of three collaborative planning units in the Land of Lower Saxony, within the federal governance structure of Germany, finds limited influence and information transmission across levels via formal planning and implementation processes. However, the collaborative efforts did yield alternative pathways for achieving substantive progress toward the directive's aims via learning, coordination, and buy-in among participants.  相似文献

This paper addresses the impact of land use patterns associated with compact population on the costs of provision and maintenance of urban public services for local entities, controlling for other factors. The aim is to develop an econometric analysis using a panel data set of municipalities of the Spanish Mediterranean area and Madrid in the period 2006–2014. The estimations derived from the study confirm one main hypothesis and indicate that compact population impacts positively on the decrease of municipal costs of urban public services. This study suggests that municipal planning instruments of local entities could contribute to efficiently manage their budgets, as well as orients public policy in terms of its local land use decision-making.  相似文献

Multifunctional land use has become a widely supported pathway for Europe's countryside. Brussels and the national governments stimulate farmers to integrate primary production with non-agricultural practices from which they can also benefit. In favour of this development different stakeholders are encouraged to collaborate to produce the so-called farmer-managed public goods. This paper explores critical success factors for the production and maintenance of these public goods. In two Dutch case study regions we show a chronology of major events from 1975 leading to a shift from primary agricultural production towards a successful multifunctional land use. We evaluated which critical success factors crucial for managing public goods manifest themselves in our case study regions. Besides six critical success factors described in literature (Property rights, Asymmetric information, Administrative complexity, Governance, Time lags and Market structure) four other factors appear to be crucial in governing farmer-managed public goods: (1) establishing a system of rewards; (2) a mix of governance forms; (3) visionary leadership with networks in both the public and the private sectors and (4) time for new ideas to mature and to build commitment among the actors.  相似文献

This study provides a review of spatial planning in the context of Ghana's socio-economic development trajectory. Spatial planning has been integral to the economic policies of the country since colonial rule. Yet, its role has been overshadowed by the domain of socio-economic planning. Drawing from published literature, policy documents, legislative frameworks and interviews, this study reveals the different context and scope within which spatial planning has been implemented in Ghana, and the successes and failures thereof. While the colonial governments employed spatial planning on limited scale and for exploitative purposes, post-colonial governments have implemented broad-based planning grounded in the ‘genuine’ aspiration to promote a spatially balanced development. This study argues that post-independence planning has not been successfully implemented compared to pre-independence planning due to a myriad of factors including rapid urban growth, inadequate staffing, low capacity, lack of institutional coordination, political interference in planning, complex land tenure and evolving land markets among others. Consequently, urban centres in Ghana are beset with problems such as poor environmental conditions, poor infrastructure and service delivery, and uncontrolled growth; and these are inimical to sustainable urban development. The study lauds renewed efforts to transform planning in the spirit of sustainable development through the national urban policy framework and a proposed land use and spatial planning bill; the latter proposes planning based on spatial development framework, and a repeal of an obsolete 1945 planning ordinance that has underlain planning since. It is argued that if supported and harmonised the two initiatives present the best planning framework in the 21st century Ghana.  相似文献

The siting of both onshore and offshore wind farms has caused controversy in a number of countries, particularly in Europe, which currently has the world’s largest array of offshore wind turbines. Like the rest of the world there has been a dramatic increase in wind farm development In Australia over the last two decades but none of this has occurred in the offshore environment. Australian wind farms are predominantly located onshore around the southern part of the continent where wind energy is high. This has specifically affected rural coasts where it has created planning and land use policy issues along with environmental impacts and associated public and political reaction. This paper examines the geographic spread, timing and concentration of Australian wind farms around the coast. It also examines the extent to which scientific knowledge on wind farm impacts is incorporated into different state and federal land use and environmental policy and legislative frameworks. The paper concludes that the rapidity in the expansion of the Australian wind energy sector has outpaced strategic land use planning resulting in a piece-meal and cumulative wind farm development on rural coasts.  相似文献

This paper highlights land use changes in the agricultural sector of Peninsular Malaysia. Since rational land use necessitates consideration of alternatives in relation to the natural potential of the land, the author examines the land resource inventory based on soil suitability and land utilization. This is followed by a discussion of land use changes brought about by public sector land development agencies and the private sector. Global land use change continues to undermine the capacity of ecosystems to sustain ecosystem service (ES) flows. Much attention in policy and research has therefore been given to concepts, tools and processes for sustainable land use planning, including consideration of ES and the ecosystem approach. However, there are limited empirical cases or evaluations of ecosystem approach based planning from which lessons can be drawn. The aim of this research therefore was to identify and evaluate existing case study planning frameworks that have the potential to operationalise the ecosystem approach. Based on the Malawi Principles, a new suite of evaluation criteria was developed. This was used to assess case study documentary evidence and evaluate the extent to which the 12 Malawi Principles had been considered. The evaluation also assessed the planning methods/approaches used by the case studies and their potential to help translate the Malawi Principles into land use planning outcomes. Finally, a SWOT analysis was used to structure the main findings. Our results show that the Malawi Principles have been considered across the case studies “fully” or “partially” in 64% of instances suggesting, therefore, that the case studies present a reasonable interpretation of the ecosystem approach. However, poor consideration of biodiversity and environmental limits across the cases highlights the risk of land use management decisions continuing to contribute to the degradation of natural capital.  相似文献

Extant research on guerilla gardening, defined as the unauthorized cultivation of land belonging to another, has hitherto focused on public space in urban areas, neglecting those that occur in rural settings. This rural land policy study examines a form of guerilla gardening in the countryside in Hong Kong, carried out by specific walker communities who routinely do early morning walks. Most of the gardens they have cultivated have become part of country park protected areas. This study identifies five phases of land use status evolution undergone by these morning walkers’ gardens (MWG), from the time the phenomenon of guerilla gardening in the countryside began in the 1960s to recent times, illustrating the role of land use change in enabling squatters with a degree of property rights by way of informal land resource co-management. Through the three case studies presented in this article, it is argued that MWGs can represent the emergence of incipient forms of natural resource co-management in Hong Kong. This study emphasizes the important role of resource user leadership in enhancing the land use value of land in itself and for the wider community. Some recommendations are provided to enhance resource user participation in land resource management.  相似文献

Rapid industrialization and urbanization in China has produced a unique phenomenon of ‘village-hollowing’, shaped by the dual-track structure of socio-economic development. This paper analyzes the phenomenon of ‘village-hollowing’, identifying the processes and influences that have driven their evolution, and highlighting the challenge that the locking-up of unused rural housing land in ‘hollowed villages’ presents for China in the context of concerns over urban development and food security. The paper examines the ‘increasing vs. decreasing balance’ land-use policy has been adopted by the Chinese government in response to the problem, which seeks to balance increases in urban construction land with a reduction in rural construction land. The implementation of the scheme is discussed through a case study of Huantai county in Shandong province, drawing attention to its contested and contingent nature. It is argued that the policy is a top-down approach to rural restructuring that necessarily requires the acquiescence of local actors. However, it is noted that failures to adequate engage with local actors has led to resistance to the policy, including violent protests against the demolition of housing. The paper suggests that lessons might be learned from Europe by incorporating elements of ‘bottom-up’ planning into the process. As such, the paper demonstrates that rural restructuring in China is a dynamic, multi-scalar and hybrid process that shares common elements and experiences with rural restructuring in Europe and elsewhere, but which is also strongly shaped by the distinctive political, economic, social and cultural context of China.  相似文献

新加坡作为协调发展和土地资源保护的典范,推动土地资源合理高效利用的典型,其土地资源管理、规划和开发的经验对土地资源供需矛盾突出、土地资源集约利用任务艰巨的我国经济发达地区具有重要的借鉴意义。本论文从土地资源开发背景、管理与规划、利用三个方面介绍新加坡土地利用的情况,并总结了新加坡土地资源高效利用的经验,以期对我国城市的土地利用有一些有益的借鉴和参考。  相似文献
