According to Becker [Becker, G., 1964, Human Capital, NBER, New York], when labour markets are perfectly competitive, general training is paid by the worker, who reaps all the benefits from the investment. Therefore, ceteris paribus, the greater the training wage premium, the greater the investment in general training. Using data from the European Community Household Panel, we compute a proxy of the training wage premium in clusters of homogeneous workers and find that smaller premia induce greater incidence of off-site training, which is likely to impart general skills. Our findings suggest that the Becker model provides insufficient guidance to understand empirical training patterns. Conversely, they are not inconsistent with theories of training in imperfectly competitive labour markets, in which firms may be willing to finance general training if the wage structure is compressed, that is, if the increase in productivity after training is greater than the increase in pay.  相似文献

This paper provides a review of how questions in labour economics link to the central concerns of development economics in understanding the mechanisms that both create, and perpetuate, poverty in some countries and not others and in some areas within countries. The paper frames this link by asking what determines first the price of labour, then the nature of employment open to labour and finally discusses the links from the price of labour to incomes through the assets owned by the poor. The advent of micro data in developing countries has transformed our knowledge of what needs to be explained. While the price of labour clearly depends on education the links between incomes and education are much weaker than is frequently supposed. The finding from micro data that conditioning on a wide range of observable characteristics of human capital still leaves most of the variation in earnings to be explained suggests the importance of understanding what these other factors might be and how they may interact with human capital. One possibility is that markets are segmented so that individuals with the same skills earn different amounts depending on the sector in which they work. Another possible explanation is that the unobserved characteristics of workers are more important than the observed and that processes of matching and search lead to the outcomes we observe in labour markets. It is argued that these explanations are not mutually exclusive and that different processes may operate across labour markets both within and across countries. The review concludes by outlining outstanding research issues in labour economics where new models and data may well provide insights into explaining the extraordinarily diverse range of outcomes we observe for the price of labour in poor countries.  相似文献

The ongoing debate on reforms around the world provides prominent examples: the reform of European labour markets or the reduction plans for greenhouse gases are cases in point. In this paper, we extend a dynamic efficiency wage model to the case of multiple local labour markets that interact through migration. Firms are concerned about turnover costs. The quitting behaviour of workers is a function of local labour market conditions, non-wage income and the costs and benefits of migration to other local labour markets. A synthetic micro sample of 20,302 observations from the 1986, 1991 and 1996 New Zealand Censuses of Population and Dwellings provides evidence supporting the theory. Across subgroups, the wages of workers with relatively inelastic local labour supply and/or lower geographical mobility are relatively more responsive to changes in the local employment rate. The evidence is consistent with the notion that local employers engage in monopsonistic competition with respect to the employment of such workers.  相似文献

Today, conventional wisdom suggests that integration into the global economy provides the best opportunity for economic growth and that such growth will, inevitably, benefit all sectors in society. However, if one looks beyond the economic indicators, the project of integrating into the global economy, particularly through export-oriented industrialization, carries high social costs in terms of violations of labour rights. This article argues that external constraints in the global economy prevent national governments from pursuing both integration through export-oriented industrialization and satisfactorily protecting workers. By focusing on the case of the Philippines, this study demonstrates how external constraints lead to specific violations of labour rights. The evidence suggests that practices such as labour-only contracting and 'no union, no strike' policies are best explained in terms of external constraints emanating from the global economy.  相似文献

Social networks are increasingly being recognized as having an important influence on labour market outcomes, since they facilitate the exchange of job related information. Access to information about job opportunities as well as perceptions about the buoyancy of the labour market depend critically on the social structures and the social networks to which labour market participants belong. In this paper, we examine the impact of information externalities generated through network membership on labour market status. Using Census data from South Africa, a country characterized by high levels of unemployment and worker discouragement, we adopt an econometric approach that aims to minimise the problems of omitted variable bias that have plagued many previous studies of the impact of social networks. Our results suggest that social networks may enhance employment probabilities by an additional 3–12%, and that failure to adequately control for omitted variables would lead to substantial over-estimates of the network co-efficient. In contrast, the impact of social networks on reducing worker discouragement is much smaller, at between 1 and 2%.  相似文献

Call centres are growing rapidly and are receiving attention from politicians, policy makers and academics. While most of the latter focus on work relations, notably patterns of control and surveillance, this paper explores the role of recruitment, selection and training in the shaping call centre labour. The paper uses data from a case study of a call centre (Telebank) to argue that the increased significance of social competencies within interactive service work gives these procedures greater salience and that they are used by management to address the indeterminacy of labour, in part, outside the labour process. Primary data from management and customer service representatives is used to examine and contrast their respective perceptions of recruitment, selection and training. The paper shows the contested and contradictory tendencies associated with how a particular company identifies and then uses social competencies. Tensions in the labour process between the mobilization of employee attributes and the deliberate moulding and standardization of such competencies is merely part of wider and unresolved tensions concerning the contested nature of emotional labour and the demands of quantity and quality in the management of call centre work.  相似文献

Addressing the issue of the embeddedness of labour markets, this paper compares the processes of finding employment in the film industry within two local labour markets. Drawing on studies of freelance film crews in London (UK) and Los Angeles (US), the paper concludes that the importance of social networks in job mobility in both contexts is a consequence of common production structures. However, common labour market practice varies in each geographical space as industry processes and structures are mediated by local institutional contexts.  相似文献

During the Soviet era, directors and workers derived mutual benefits from concealing true capacity, hoarding labour and just fulfilling an enterprise's plan. In an environment of labour shortages and guaranteed markets, managers used informal mechanisms to reward and retain good workers given the absence of unemployment and meaningful wage differentials as mechanisms to discipline workers. This cultivated a paternalistic set of relations between enterprise managers and workers, which, it is argued, are being hollowed out in the post-communist era. This is explored in a case study of evolving labour relations in Moldova. Casualization of the workforce has been used as a buffer against greater instability in both the supply of raw materials and demand. Such a strategy has become feasible as enterprises, such as the case-study firm, now have a large pool of external surplus labour on which they can draw. However, paternalism has not been hollowed out completely but rather a split-level realignment is identified.  相似文献

This paper reconsiders the analogy between competitive markets and the political process that is central to much of the literature on the efficiency of government transfers. The key problem is that property rights in politics are much less well defined than they are in competitive markets. As the paper outlines, obtaining accurate information about the benefits and costs of transfers is likely to be much more difficult than envisioned in the literature. Investigators, as well as general voters, often must rely on the government and competing parties for provision of information about underlying program parameters and functional relationships. We argue that politicians and the affected interest groups have incentives to limit and distort the information that is released to voters and that political competition is unlikely to be an effective counter. In developing the argument, a theoretical framework is provided and applied in a case study of the ethanol transfer. The documented efforts to disguise the actual costs and benefits of the program are important for gaining a broader understanding of the functioning and costs of government transfers in the economy.  相似文献

Abstract Social welfare programs in the USA are designed to serve as safety nets for people in hard times, in contrast with the universal approach found in many other developed western nations. In a survey of cliometric studies of social welfare programs in the USA, we examine the variation in the safety net in the USA across states in the 20th century, the determinants of the variation and its impact on socioeconomic outcomes. The USA has always displayed substantial variation in the extent of the safety net because the features of most public social welfare programs have been and currently are determined by local and state governments, even after the federal government became involved in the 1930s. Differences across states persist strongly for typically a decade, although the persistence weakens with time, and there are some periods when federal intervention led to a re‐ordering. The rankings of state benefits differ from program to program, and economic and political factors have different weights in determining benefit levels in panel data estimation of their effects. Variation in benefits across programs during the early 1900s had significant impact on labour markets, economic activity, family formation, death rates and crime.  相似文献

Abstract

Based on a comprehensive survey of 766 migrant workers in Guangdong province in 2014, this study empirically examines the factors determining why some Chinese migrant workers remain silent when their rights are violated and the consequences of them doing so. The results of the survey show that the migrant workers who are more vulnerable in demographic factors, family dependency, job insecurity and social networks are more likely to stay silent in such circumstances. The results further indicate that silence leads them to be worse off in relation to social security benefits and labour rights. These results challenge the traditional organisational behaviour perspective on silence. The results imply that silence can be a survival strategy for second-class workers and may be evident whereby the disadvantaged have no say and remain silent in exchange for work opportunity, but by doing so are more likely to suffer unfair treatment.  相似文献

This paper presents a comparative static analysis using a conceptual model of the social benefits and costs associated with alternative spatial distributions of the poor. This analysis demonstrates that the necessary and sufficient conditions for justifying deconcentration of the poor on the grounds of increasing net social benefits are much more stringent than is commonly believed, fundamentally involving particular sorts of non-linear relationships between neighborhood poverty rates and the propensity of neighboring individuals to engage in problem behaviors and to earn less. The paper then conducts a meta-analysis of the limited empirical evidence available. The weight of the evidence implies that net social benefits would be improved if neighborhoods with greater than about 15% poverty rates were replaced with (an appropriately larger number) of neighborhoods having less than 15% poverty rates. However, net social benefits would be smaller if neighborhoods with greater than about 40% poverty rates were replaced with (an appropriately larger number) of neighborhoods having between about 15–40% poverty rates.  相似文献

abstract    In this essay, I analyse the economic and managerial dimensions of offshoring, drawing from recent research by the McKinsey Global Institute. I argue that offshoring, like other forms of trade, creates enormous value for both companies and the economy as a whole. However, in the case of countries with less flexible labour markets such as Germany, findings are more nuanced. While the potential cost savings for companies from offshoring appear impressive, our research suggests that companies are leaving billions of dollars behind when they offshore. We propose several ways companies could make capital-labour trade-offs to create new markets and services. By maximizing gains from offshoring, companies can both cut costs and generate revenue. Given the benefits offshoring, the challenge is how to make the transition to a global economy less painful for workers and increase the participation in the wealth creation. Hence, I also identify options to help policymakers and companies manage the changes offshoring requires.  相似文献

In some countries of the European Union (EU) complementary pension schemes represent a major part of pension provision, whereas in others they play a relatively marginal role. An important factor is whether the social security scheme provides earnings-related benefits and whether the ceiling on eligible earnings for social security purposes leaves room for there to be a demand for supplementary pensions arrangements, in particular for the higher paid. Pressures on the financing of social security, especially with the expected ageing of the population in the first 30 years of the next century, are encouraging many countries to develop complementary provision, and a number of new pension laws have been passed in recent years. However, important though the growth of complementary provision is, it should not be forgotten that investment markets are also likely to be affected by the ageing of the population. There are increasing pressures for greater investment freedom for complementary pension schemes, but little progress has been made by the EU in harmonisation of the regulatory regimes for complementary pensions. If mobility of labour between the countries of the EU is to become a reality, progress needs to be made soon on these pensions issues.  相似文献

These books attack free markets and libertarianism, alleging that their fundamental assumptions are philosophically indefensible. Olsaretti challenges the thesis that free markets produce distributively just outcomes. At most, however, she shows that limited, desert-based justifications of free-market outcomes fail to satisfy her questionable desiderata, and that particular entitlement-based justifications are inadequately supported when they confound voluntariness and freedom. Attas challenges libertarianism itself, claiming that it is fundamentally wrong, and that libertarian notions of property rights are unsustainable. But he considers only arguments based on defective notions of self-ownership and confused notions of freedom; other, more robust justifications of liberty and property are ignored. Though both of these books fail to demonstrate the strong conclusions they assert, they highlight the dangers of substituting polemic for philosophy. Free markets, property and liberty need, and deserve, rigorous philosophical defences.  相似文献

In recent decades, the differences between the education and training systems in the liberal and coordinated market economies have increased. It is not possible to understand such different developments by focusing exclusively on the internal dynamics of vocational and general education systems. Vocational education and training (VET), and particularly apprenticeship systems rather than school‐based VET, are deeply embedded in the different national production, labour market, industrial relations and status systems. In order to contribute to a better understanding of the dynamics of VET, we examine recent developments in general and vocational training and its links to the labour and product market in five contrasting countries, namely, Denmark, Canada, Germany, Korea and the USA. In particular, differences in industrial relations, welfare states, income distribution and product markets are the main reason for the persistent high level of diversity in vocational training systems. The difference can perhaps be summarized as follows: in the coordinated market economies, the modernisation of vocational training is seen as a contribution to innovation in the economy, while in liberal market economies, it is seen as a siding into which weaker pupils can conveniently be shunted.  相似文献

Adopting a Bourdieusian perspective, this paper examines the social structures that influence the labour market participation of individuals with mental illness. We draw on 257 qualitative surveys completed by individuals with diagnosed mental health conditions in Europe, North America, Oceania, Africa, and Asia. We employed thematic analysis to analyse the data. The findings reveal that the interplay of capital endowments, symbolic violence, habitus and illusio shape the labour market participation of individuals with mental illness. Capital endowments of individuals with mental illness are afforded less value in the labour market and these individuals internalize, legitimize and normalize their disadvantaged position, blaming themselves rather than questioning the social structures leading to the challenges they encounter. We highlight that social structures condition the opinion these individuals have of themselves and how this affects how they navigate the labour market. In sum, we show that Bourdieu's concepts provide a useful lens to study inequalities in the labour market, as they reveal the social structures that produce, sustain and reinforce the social order that disadvantages individuals with mental illness.  相似文献

This paper examines the possibility of accepting the labour market segmentation approach as a valid alternative to the classical and neo-classical analysis of labour markets. It consists of three main parts. The first part contains a historical analysis of both the distant and recent origins of the labour market segmentation hypothesis. Part two outlines the central ideas of both segmentationalists and radical theorists who attempted to explain the fragmented nature of labour markets and the importance of institutional and social influences upon pay, employment and mobility of individual workers between different labour market sectors. The third part examines the case for labour market segmentation using four alternative techniques and discusses the issue of mobility among different labour market segments. It is thereby concluded that the lack of agreement among the segmented labour market theorists on both theoretical and methodological issues has prevented them from developing a consistent and convincing argument based on verifiable empirical evidence to validate their thesis.  相似文献

Redundancy provisions in Britain have failed to promote organizational regeneration or labour mobility from declining to expanding firms/industries. On the contrary, as human resources are wantonly discarded through the (mis)management of redundancy, job security and X-efficiency in the internal labour market has been severely eroded. In external labour markets, many redundant workers, the so-called `lemons' of the labour market, are consigned to long-term unemployment because employers are wary of hiring a worker that another firm does not want. These deleterious outcomes are elaborated through detailed case studies from steel-making, coal-mining and port transport, where mass redundancy has proved instrumental in the process of industrial restructuring. In order to re-establish trust and security in the internal labour market, alternative methods of managing changing labour market requirements, based on reconversion rather than redundancy, are considered in the concluding section.  相似文献
