In the conspicuously geographical debate between ‘North’ and ‘South’ urbanism, settler colonial cities remain displaced. They are located in the ‘North’ but embody ‘South‐like’ colonial dynamics and are hence neither colonial nor postcolonial. Heeding the call to theorize from ‘any city’, this article aims to contribute to a more systematic theorization of the urban from settler colonial cities. In it we focus on the work property does to materialize the settler colonial city and its specific relations of power. We identify three faces of property—as object, as redress and as land—and use case vignettes from Israel/Palestine and Australia to consider how each register continues to inform the functioning of settler colonial cities. We find that, through property, dispossession and settlement are continuously performed and creatively enacted. At the same time, the performance of property reaffirms the endurance of Indigenous land systems amid ongoing colonization. The article makes a contribution to contemporary debates in urban studies about the importance of surfacing the specificities of urban experiences around the world, while further unsettling the dissociative nature of urban property.  相似文献

Haram City is Egypt's first ‘affordable’ gated community, hosting both aspirational middle‐class homeowners and resettled poor urban residents. Amidst legal ambiguity during Egypt's 2011–2013 revolutionary period, the management team of this public–private partnership was tasked with creating a ‘fully self‐sufficient’ city. While Haram City is the product of top‐down ‘seeing like a state’ master planning (Scott, 1998 ), the day‐to‐day resolution of class vulnerabilities and disputes over ‘reasonableness’ in city life requires forms of interpersonal adjudication otherwise addressed through local urban law‘seeing like a city’ (Valverde, 2011 ). This article uses ethnography of management techniques aiming to ‘upgrade behaviour’ to theorize that a private entity, in a strategically indeterminate relationship with the state, reconciles future‐oriented planning and storied prejudices by merging two visions of governance. Imitating the repertoire of urban law, managers plan the very realm of bottom‐up decision making. They then adapt top‐down urban planning to bottom‐up dispute resolution to spatially consolidate the ‘consensual’ outcomes of a rigged game. Evoking both colonial Egyptian vagrancy laws and neoliberal paternalist welfare, ‘seeing like a city‐state’ governance amounts to authoritarianism that conceals itself within custom, appearing neutral so as to plan streets, codes and inner lives at once.  相似文献

With the end of apartheid, Johannesburg and other South African cities are now part of a new global race to become ‘world‐class’ tourist and business centers. At the center of this development is the importation of Vegas‐style spectacle by local entrepreneurs, firms and other city boosters who create fantasyscapes such as the Emperor's Palace and GrandWest. Financed and run by South African impresarios — whose luxurious empires transcend the continent — these resorts represent not only the globalization of gaming but the way in which South African cities see themselves within the worldwide urban hierarchy. As such, this article seeks to untangle the global and local aspects of importing fantasy into the ‘new South Africa’.  相似文献

David Harvey's notion of ‘accumulation by dispossession' has inspired a wide range of studies in different places. But it has hardly registered in the area of urban land grabbing in Africa and what the role of local capital has been in these processes. In this article, I use archival data, field observations and insights from key informant interviews in Harare to examine how the 1990s neoliberalism and the post‐1999 Zimbabwe crisis created new opportunities for accumulation of wealth through the irregular and fraudulent transfer of public urban land into private hands, including those of reputable corporate institutions. I provide a summary of the literature on contemporary land grabbing, raising questions about and providing new insights for a comparative understanding of the transformative role and nature of the state, postcolonial African cities, anti‐capitalist struggles, and the status and meaning of planning in different settings.  相似文献

目前,学者大多关注北、上、广等大城市或特大城市的市民化成本问题,而对于小城市市民化问题则关注较少。本文以嘉峪关市为例测算城镇化率较高的小城市市民化成本是否与大城市存在显著不同。研究发现,随着城乡一体化水平不断提高,嘉峪关市城乡居民在收入、基本公共服务等领域之间的差距不断缩小,出现本地村民市民化公共成本为负的"农转居成本倒挂"现象。基于此,类似嘉峪关这类小城市推进市民化策略应重点涵盖两个方面:一是通过土地制度改革等措施加快推进本地农民市民化,让农民带"资"、带"技"进城;二是在财政资金约束的情况下,构建市民化公共成本共担机制,有序促进外来人口市民化。  相似文献

Eco‐city projects are becoming increasingly prevalent throughout the globe and are often marketed as ‘new’ urban environments focused on achieving sustainable urban living while promoting environmental–economic transitions towards a low‐carbon technological and industrial base. The article argues for the need to consider the thermal aspects of urban metabolism, while at the same time focusing on the link between individual buildings and eco‐city master plans and wider economic development strategies at a state level. In so doing, the article encourages critical analysis of eco‐city design and planning, while keeping a focus on the role of specific building structures within eco‐cities as examples of the intermeshing of what can be termed a ‘political ecology of scale’ which stretches from specific buildings' climatic characteristics, to the metabolic master plan for eco‐cities, to provincial, regional and state‐level plans for the integration of eco‐cities within wider economic and political development trajectories. Cities are key drivers of global climate change, with the majority of greenhouse gas (GHG) emissions being tied to urban life. Local actions to mitigate and adapt to climate change are essential for stabilization of the global climate and can also help to address other urban ecological problems such as pollution, decreasing biodiversity, etc. Companies are important urban actors in the development of low‐carbon cities because they provide a multitude of goods and services to city populations and directly influence urban carbon dioxide (CO2) emissions. This is a new area of research. While studies on corporate sustainability are numerous, there is little, if any, existing research that examines the role of companies in climate change adaptation and mitigation within specific urban areas. Urban ecologists also have not examined how corporate activity affects urban systems. Taking a multi‐disciplinary systems approach, we present a conceptual model of the role of companies in managing urban interactions with the climate system. We also present empirical findings illustrating how one company ‘partners’ with the city of Rotterdam to test electric vehicles as a pilot project for urban climate adaptation and mitigation. This article critically evaluates the network‐centrism of much of contemporary world cities research and queries its capacity to unveil key accumulation processes under financialized globalization. Our object of inquiry is the world city archipelago (WCA), a material yet non‐contiguous space of world city ‘islands', which is (re)produced through the socio‐spatial practices of advanced producer services (APS) firms as they assist in constructing (financial) accumulation strategies for their clients. Scrutinizing the WCA with a singular focus on networks can veil dynamics that lead to internal stratification and hierarchy between world cities and their constitutive outside. Alternatively, these veiled dimensions are better grasped by territorial, scalar and place‐based abstractions. As an example, we unveil WCA space by studying the space of APS practices in three recent cases of Eurobond issuance. By comparing these three instances through an encompassing approach, a bounded geography of a financialized accumulation space is identified, which contains London and other world cities as a necessary space of dependence but also stretches out to various contingent spaces of engagement at the fringes of the WCA network: offshore jurisdictions and places of debt origination. We conclude by making the case for a heightened sensitivity in respect of core–periphery structures that exist between the WCA and its outside, but also within the WCA itself.  相似文献

Since the introduction of regional autonomy legislation in 1999, Indonesia has embarked on the world's biggest experiment with democratic decentralization. The intertwined processes of democratization and decentralization have dismantled Indonesia's centralized authoritarian system and reordered its governmental structures. These conjoined processes have set in motion conditions for the transformation of a number of Indonesia's secondary cities into regional ‘centers’ through the influx of new peoples, funding and ways of interacting within localized contexts and with the outside world. In this article I consider Indonesia's decentralization processes through the lens of the city, focusing on three key areas in the rising profile and development of urban centers. First, I look at the framing of Indonesian cities within contemporary urban discourses to highlight the array of urban spaces that coexist in the era of decentralization. Second, I describe how Indonesia's decentralization laws have structurally privileged cities by bypassing the provincial level and devolving most state powers directly to sub‐provincial administrations. Third, I explore how Indonesian cities compete and cooperate over limited state resources under the decentralized system and why some cities have been able to reinvent themselves as new centers in planning, practice and innovation, and why others continue to lag behind.  相似文献

The legalization of graffiti in many cities has impacted urban landscapes and the way artists and the public view graffiti, street art and the city as well. This article considers the genesis, process and consequences of legal walls programmes firstly by introducing and differentiating the key terms ‘graffiti’, ‘street art’ and ‘legal walls’, then by examining an empirical case, that of Singapore. Renowned as a graffiti‐averse and litter‐free city, Singapore's recent about‐turn in legalizing illicit art forms illustrates changing government perspectives on creativity and legality in the country. Why the government has effected this change, how artists and members of the public have responded to it and the resultant art forms are critically explored. The conclusion reflects on four key lessons from Singapore for cities in general.  相似文献

In recent years, Persian Gulf cities have become symbols of the most spectacular forms of the ‘globalization of urbanization’. Current scholarship has sought to situate these cities in transnational processes and linkages with conceptualizations of ‘the global city’ and the mechanisms of ‘worlding’. This article builds on but moves beyond this line of analysis by turning to the histories of this region and its built environment to explore the longue‐durée influence of capital and empire operating across multiple scales. From this perspective, the glittering high‐rises and manmade islands are contemporary manifestations of a century of urban forms and logics of social control emanating from company towns, the struggles of state building, and the circulation and fixing of capital. To grasp how the Persian Gulf region has been remade as a frontier for accumulation, the analysis in this article blurs the boundaries between metropole and periphery, reconceptualizing the region not as an eclectic sideshow, but as a central site for global shifts in urbanism, capitalism and architecture in the twentieth century.  相似文献

For nearly two decades now, scholars have been heralding the arrival of new urbanisms. One debate in rapidly urbanizing Southeast Asia concerns the convergence of Western and Asian urban processes, and the riposte that interaction between globalizing processes and the historical momentum of local and regional forces make for complex Asian urbanisms. In recent years, attention has been drawn to the impact of decentralization, with consequences for the reorganization of the developmental state and the growing importance of private capital and urban social movements in driving urban processes and politics. This symposium offers the fresh lens of ‘recentering’ to discuss the urbanisms emerging from decentralization and the triangulating state–capital–social movement politics of the new urbanisms. Drawing on recent discussions of Manuel Castells' (1983) The City and the Grassroots, we seek to expand the conception of urban activism not just by considering non‐Western cases in the newly democratizing states of Southeast Asia, but also by considering cities as co‐agents of activism. We see the recentering of Southeast Asian cities as referring to political actions that take the city not only as site and repository, but also reflexively as identity in itself to be fought with, for and over.  相似文献

This article introduces a new mode of urban entrepreneurialism in London through a study of the state‐executed, speculative development and financialization of public land. In response to an intensifying housing crisis and austerity‐imposed fiscal constraints, municipalities in London are devising entrepreneurial solutions to deliver more housing. Among these ‘solutions’ can be found the early signs of the state‐executed financialization of public housing in the UK with the use of speculative council‐owned special purpose vehicles (SPVs) that replace existing public housing stock with mixed‐tenure developments, creating ambiguous public/private tenancies that function as homes and the basis for liquid financial assets. Drawing together parallel literatures on the financialization of urban governance and housing, and combining these with original empirical research, we situate these developments in contrast to earlier modes of governance, identifying a distinct mode of entrepreneurial governance in London: financialized municipal entrepreneurialism. The local state is no longer merely the enabler—limited to providing strategic oversight of the private sector—but financializes its practice in a reimagined commercialized interventionism, as property speculator. This article concludes that while the architects of this new mode of entrepreneurialism extol the increased capacity and control it provides, any such gains must be set against longer‐term financial, democratic and political risks.  相似文献

Land trafficking, responsible for the unprecedented rate of urbanization in many Latin American cities, is often conceptualized through corruption as ‘abuses of public office for private gain’. While those involved in the practice rely at times on violence and illegality, their repertoire is sophisticated, allowing them to move in and out of legality as part of their cost–benefit calculations. In this article I argue that land trafficking is based on legalized corruption. I use an ethnographic approach to observe the strategic conduits that are technically embedded in, and opportunistically related to, different municipal processes to legalize illegality. I demonstrate how land traffickers use morphing possibilities between land tenure types (communal, private and government) and mimic development typologies that have gained legitimacy over time. I also show how conflicting, competing and humanitarian rationalities that characterize the state play a crucial role in promoting land trafficking, by grafting illegality and violations onto ‘formal’ practices.  相似文献

The recent flurry of research about arts‐led regeneration initiatives illuminates how contemporary arts festivals can become complicit in the production of urban inequality. But researchers rarely engage with detailed empirical examples that shed light on the contradictory role that artists sometimes play within these spectacularized events. Similar research in performance studies connects the political limits and potential of social practice arts — interventions that encourage artists and non‐artists to co‐produce work — as civic boosters strive to stage cities in order to attract investment. In this article, I explore the case study of Streetscape: Living Space at Regent Park, a participatory artistic intervention programmed in a public housing neighbourhood that is undergoing redevelopment in Toronto, Canada. Streetscape was part of the Luminato festival, an elite booster coalition‐led festival of ‘creativity’. I refer to these arts interventions to demonstrate how artists engaging in social practice arts can become complicit in naturalizing colonial gentrification processes at multiple scales. But I also reveal how artists can leverage heterogeneous arts‐led regeneration strategies to make space for ‘radical social praxis’ (Kwon, 2004), interventions that challenge hegemonic regimes. I conclude by interrogating the effectiveness of place‐based efforts in unsettling the ‘creative city’.  相似文献

Abstract

The management of cities has to address new risks, insecurities and emergencies. In this article we analyse the management of the aftermath of two crises – a tornado that hit a part of Birmingham in the UK, and a fireworks explosion that hit a part of the city of Enschede in The Netherlands – in order to understand how local institutions and communities deal with (sudden) disorder and how they restore social order. We do not see this as ‘crisis management’, however, as the management of disorder and renewal will be related to the capacity of public management in everyday and orderly circumstances. Cities have to manage dispersed public and private acts, and these may be the sources of both problems and solutions in the face of disorder, depending on how they are inflected. We therefore wonder whether and how cities help constitute public spaces through which publics can be effectively engaged in the process of restoration and renewal. Managerial templates must be made meaningful not only after, but also before, emergencies. This can be done, the case studies show, by investing in local cultures, and by using ‘political’ intermediaries.  相似文献

This article details the evolving social and spatial dynamics of a planning approach that is now being used to regulate irregular or informal settlements in the conservation zone of Xochimilco in the Federal District of Mexico City. As part of the elaboration of ‘normative’ planning policies and practices, this approach counts, maps and then classifies irregular settlements into different categories with distinct land‐use regularization possibilities. These spatial calculations establish a continuum of ‘gray’ spaces, placing many settlements in a kind of planning limbo on so‐called ‘green’ conservation land. The research suggests that these spatial calculations are now an important part of enacting land‐use planning and presenting a useful ‘technical’ veneer through which the state negotiates competing claims to space. Based on a case study of an irregular settlement, the article examines how the state is implicated in the production and regulation of irregularity as part of a larger strategy of spatial governance. The research explores how planning ‘knowledges’ and ‘techniques’ help to create fragmented but ‘governable’ spaces that force communities to compete for land‐use regularization. The analysis raises questions about the conception of informality as something that, among other things, simply takes place outside of the formal planning system.  相似文献

Immigrant street vendors in Chicago have fought for decades without success to change the restrictive and punitive city ordinance governing their work. The failure of the immigrant street vendors stands in marked contrast to the successful efforts of gourmet food truck entrepreneurs, who within only two years convinced the Chicago City Council to pass an ordinance permitting their work. The differential regulation of street vending reveals how local politicians use the rhetoric of the ‘creative’ city to justify building a city that appeals to young urban professionals, while simultaneously marginalizing the possibilities of working‐class immigrants to shape the city to their desires. This article aims to add to the literature on the politics of the creative class by demonstrating how discourses of creativity and entrepreneurialism get mobilized by competing interests, and how racial‐ethnic attitudes become integral to these discourses. The contrasting experiences of the vendors force us to ask: Why is the creativity of food truck entrepreneurs valued over the creativity of street vendors when, according to Richard Florida, creative class cities are supposed to be tolerant and immigrant‐friendly? Whose ‘creativity’ gets to be part of the ‘creative’ city? I draw on interviews with street vendors and a discourse analysis of media coverage of vending debates.  相似文献

Segregation along lines of race/ethnicity and class has created multi‐ethnic and rather class‐homogeneous neighbourhoods in various European cities, commonly labelled as ‘disadvantaged’. Such neighbourhoods are often seen as ‘lacking’ community, as local networks are crucial for belonging and mixed neighbourhoods are too diverse to provide homogeneous identifications. However, in contrast to the understandings of the sociology of community, people might still experience ‘belonging’, yet in different ways. This article argues that we have to focus on the under‐researched ‘time in‐between’ (Byrne, 1978), the absent ties that Granovetter (1973) pointed to, to understand belonging, while moving away from a conception of the anonymous city and from the urban village. This article explores how absent ties affect belonging by empirically sustaining the notion of public familiarity: both recognizing and being recognized in local spaces. Using regression models on survey data from two mixed neighbourhoods in Berlin, Germany, we analyse the importance of neighbourhood use for public familiarity as well as how it relates to residents' comfort zone: people's feeling of belonging and their sense that others would intervene on their behalf. Our findings indicate that research on neighbourhoods could benefit greatly from a careful consideration of the ‘time in‐between’.  相似文献
