Robert A. Mundell: A Profile

This essay is a short introduction to the work of Robert A. Mundell, winner of the Nobel Prize for Economics in 1999. It is a contribution to a special issue of Review of International Economics .     

Multi-dimensional screening:: A user's guide

Multi-dimensional screening models have many potential applications but economists have so far been hindered by the considerable technical difficulties involved in their resolution. This paper studies the simplest formulation of the general screening model, and we provide a complete solution to this case. We then show how this model can be applied to multi-product nonlinear pricing and to multi-product monopoly regulation. Finally, we discuss how the model has been applied to other economic situations of interest, including auction design and optimal taxation.     

Cross-Border Shopping: A Survey

The aim of this paper is to undertake a review of the most important literature on the phenomenon of fiscally induced cross-border shopping. Following the presentation of the principal theoretical models, the study concentrates on applied literature. Firstly, the elements common to the diverse applications are described, and then, a detailed analysis of the research undertaken into cross-border shopping for alcoholic drinks, tobacco, fuel, and lotteries is provided, concluding with a reference to the interaction between cross-border purchases and those effected over the internet. The results achieved by the empirical research coincide and support the principal result of the theoretical literature: the tax differentials between neighboring territories induce consumers to purchase in the territory where taxation is lower, on the condition that the tax saving compensates for the transport costs associated with the travel made by the purchaser in order to take advantage of the lower taxation.     

Globalization: A Critical Introduction

The Millennium Development Goals (MDGs) were endorsed unanimously by all 189 UN member states and emerged as one of the central pillars of the global fight against poverty. However, the changes the MDGs brought about have been mixed at best. Though there are some notable successes, the MDGs have failed to bring about a substantial shift towards tackling global poverty and have had only a weak impact on the World Bank and International Monetary Fund. Several reasons are put forward for this failure: the continuing lack of political concern with poverty; the lack of a social movement behind the MDGs; and the lack of a well formed epistemic community for the MDGs to tie into. However, this paper argues that it would be wrong to dismiss the MDGs as a complete failure. The MDG project should instead be seen in a long term context as having played a role in changing international values and contributed to the emergence of an international norm that sees poverty in an affluent world as being morally unacceptable.

Regulatory forbearance: A reconsideration

Critics of regulatory forebearance argue that the resulting moral hazard produces higher costs when a depository institution is ultimately resolved. This paper derives a formula for the minimal survival rate necessary to make forbearance the least cost policy. When applied to the empirical results produced by critics of the policy, it appears that the forbearance practice of the 1980s was a cost saver to taxpayers.     

Rothbardian demand: A critique

This paper refutes Rothbard??s claim that the law of diminishing marginal utility implies a non-increasing demand curve. It is argued that the law under Rothbard??s interpretation is, in fact, irrelevant for demand theory. An example of increasing demand is provided.     

Gambling Taxation: A Comment

This comment demonstrates that the application of the GST to gambling represents a shift from a commodity tax to an ad valorem tax. Theory and evidence suggest the move is likely to be welfare enhancing.

Peacekeeping: A strategic approach

This paper presents a theoretical model of conflict between two players, with intervention by a peacekeeping force. Peacekeepers are treated as a military contingent, capable of taking sides, acting as a third (independent) side in the war or remaining inactive, depending on circumstances. This departs from previous models, in which peacekeeping was no more than a parameter affecting players' fighting costs. The main result is an optimal deployment strategy by peacekeepers, detailing the nature and level of intervention required under different circumstances; this strategy results in the lowest possible level of warfare between the two antagonists. The credible threat of force (rather than mere intervention) is the strategy's key component.
