Delivering reductions in greenhouse gas emissions from the aviation sector requires support and action from all tiers of government. There has been considerable focus on the policies that can be implemented at international and national levels; however, sub-national bodies can also play an important and influential role. In order to identify what this role may be, it is important for sub-national governments to have an understanding of the size of their potential emissions responsibility. At present there is no widely accepted methodology for the apportionment of either international or domestic aviation emissions to sub-national levels. This paper assesses a number of existing consumer- and producer-based CO2 apportionment regimes that could be used to allocate the emissions from aviation to regional and other sub-national levels. This is followed by the presentation of a new hybrid consumer–producer apportionment regime applicable to aviation. This new approach is designed to provide an emissions baseline for a region that reflects its share of responsibility for the UK’s aviation emissions as both a producer of emissions and consumer of the services provided by aviation.  相似文献

The paper examines the case of Alitalia, Italy’s former flag carrier, as a case of a state-managed failure. The history of the airline is characterized by a continuous decline in its competitive position since the progressive liberalization of the European aviation market. The root cause of this decline lies in the carrier being mainly used as a political tool rather than operating as a competitive firm. In a liberalized market this doomed Alitalia to failure, which was artificially delayed by numerous state financial and regulatory interventions. The paper starts with a historical overview of the most important events in recent Alitalia history. Thereafter the main causes of the airline’s weak competitive position relative to other European carriers are analyzed. We argue that the underlying causes of the decline were continuous political protection, lack of strategic views in favor of short-term objectives, and poor managerial decisions.  相似文献

In 2008 the ‘joint open aviation area’ between the US and EU will become reality. It is expected that competition will increase. The reaction of the airlines depends on the possibility to make profits in ‘new’ markets (markets that can now be entered). This, in turn, depends on network characteristics. In this paper we find that full liberalization of international markets by means of a bilateral agreement results in higher welfare than the formation of an alliance. Carriers, however, will also in fully deregulated aviation markets most likely opt for an alliance. This is a result of a built-in competitive effect of hub–spoke networks. Only in markets where the reservation price is very high (e.g. to London Heathrow), hub–spoke airlines may enter a competitive game. Low-cost airlines, which do not operate extensive hub–spoke networks, may find it profitable to enter new markets.  相似文献

This paper provides a general discussion of various issues related to the liberalization of air cargo services in international aviation. It shows that all-cargo carriers may have different routing needs than passenger carriers and thus require different sets of air traffic rights from those needed by passenger carriers. On the other hand, separation of air cargo and passenger rights will be fraught with difficulty in Asia because of distinctive characteristics of its air cargo market, where most passenger carriers have substantial cargo business and operate “combi” fleets. Customs and inter-modal transportation are also discussed in the context of cargo liberalization.  相似文献

Government’s role in tourism planning has shifted from control to consultation, and many governments have adopted economic planning that move the responsibility for investment in infrastructure from the public to the private sector. In Hong Kong, the government has not articulated a clear tourism policy to guide tourism development but continues to assume responsibility for significant tourism infrastructure investment. This paper considers the views of the private sector towards tourism planning in Hong Kong, which gravitate towards the need for a formalized planning. The tourism sector supports the interventionist policies that have been a characteristic of the government’s relationship to the tourism industry in the past, believes that the current approach to planning needs to be replaced by a formal planning process, and that there is a need to include community groups in the policy determination process. The insights gained from the case of Hong Kong may serve as a reference for other destinations.  相似文献

This paper focuses on measuring and comparing productive efficiency and profitability among airports owned and operated by government departments, 100% government-owned corporations, independent airport authorities, mixed enterprises with government majority ownership and mixed enterprises with private majority ownership. The analysis is based on a cross-sectional, time-series dataset (2001–2003) for the major Asia-Pacific, European and North American airports. There is strong evidence that airports with government majority ownership and those owned by multi-level of government are significantly less efficient than airports with a private majority ownership; there is no statistically significant evidence to suggest that airports owned and operated by US government branches, independent airport authorities in North America, or airports elsewhere operated by 100% government corporations have lower operating efficiency than airports with a private majority ownership; airports with a private majority ownership achieve significantly higher operating profit margins than other airports; whereas airports with government majority ownership or multi-level government ownership have the lowest operating profit margin; and generally, airports with a private majority ownership derive a much higher proportion of their total revenue from non-aviation services than any other category of airports while offering significantly lower aeronautical charges than airports in other ownership categories excluding US airports. The results suggest that private–public–partnership with minority private sector participation and multi-level governments’ ownership should be avoided, supporting the majority private sector ownership and operation of airports.  相似文献

Most countries require substantial domestic equity ownership of designated national airlines, yet changes in international capital markets have significantly altered the way control rights associated with equity are exercised. We argue that in a context of aviation deregulation and liberalization, a new generation of aviation financiers has appeared whose incentives and competence for control diminishes the relevance of the nationality provisions contained in most bilateral agreements. This study examines the impact of the bilateral aviation framework on passenger air transport service imports focusing on the US and Japan. The US promoted liberalization under its Open Skies framework from the 1980s, while Japan supported phased-in liberalization under the traditional bilateral air services framework. The numbers of US and Japanese citizens flying on foreign carriers has increased. The penetration of foreign imported air services into Japan has been significant. Regression analysis shows that Open Skies liberalization may contribute to the increased US import. Japan's relative market openness, however, makes it difficult to measure the effects of liberalization under a bilateral framework and shows the complex dynamics that may accompany Open Skies policies.  相似文献

The purpose of this study is to gather information about the determinants and characteristics of the owners/managers of small- and medium-sized hotels (SMSHs) and identify various challenges in starting up and operating businesses in the United Arab Emirates (UAE). The paper also highlights key actions taken by the owners/managers of SMSHs to manage their business in the competitive business environment. To avoid any bias associated with a specific method, a multi-method research approach has been used for data collection. The results reveal that the majority of the owners/managers of SMSHs in the UAE are male, young and middle-aged with secondary- and higher-education levels, and relatively new to the tourism industry. With the characteristics of self-confidence, perseverance and independence, the motivations for the business ventures of the owners/managers include wanting to be financially independent, become one's own boss, involvement in family business and the opportunities of the hotel business. Among the key business challenges highlighted by the owners/managers of SMSHs are stiff competition in the hotel industry, increased operating costs, reduced demand and lack of skilled employees. Several key strategies have been employed to face these challenges. These include offering competitive pricing, improving the marketing and channels of promotion, enhancing the quality of service and providing superior customer service. At the same time, the owners/managers of SMSHs also felt that the government and policy-makers should play a more proactive role in promoting the tourism sector. This research provides a useful insight into the activities in the hotel tourism business sector and the challenges they encounter while operating in the UAE economy.  相似文献

Middle Eastern airlines are changing the dynamics of international aviation as Emirates, Qatar Airways and Etihad Airways are quickly emerging as the new global challengers. The region’s airports are also undergoing a rapid transformation to remain in line with the exponential traffic growth that is forecast. This paper examines the relentless growth of Emirates, and investigates the various strategies that underpin its core competencies, which are responsible for its 20 years of consecutive profitability. The paper establishes that the underlying formula for Emirates’ success is largely attributed to its hub and spoke operation, competitive cost structure and the strong leverage of its brand.  相似文献

The emergence of low‐cost scheduled carriers in European aviation has attracted attention from business and leisure travellers as well as from established carriers. This paper examines low‐cost carriers in terms of their operating features and considers implications for European transport markets. Relevant aspects of the operating environment of European airlines are examined. An analysis of the USA situation in relation to low‐cost carriers is also provided. This paper provides an overview of the development of the low-cost carrier (LCC) sector in China, Japan, and South Korea. It is the first paper that documents LCC contributions to the passenger traffic and cheaper fares in Northeast Asia (NEA)'s intra-markets. We argue that a single aviation market can facilitate the growth of the LCC sector, which in turn will make a significant contribution to the NEA connectivity, mobility, and integration. In addition, with a single aviation market, NEA countries can adopt a proactive, unified approach in negotiating air transport agreements with the major aviation partners to maximize the interests of this region as a whole, which will further provide valuable growth opportunities for the LCCs.  相似文献

Rapid growth of the Information Technology (IT) sector in Bangalore, India, has transformed the city’s urban-industrial landscape since the liberalization of India's economy in 1991. The city's IT sector is closely integrated with a global system of production and caters largely to a global clientele. Apart from the impact of these developments on urban form, there are indications that they are causing uneven growth patterns and socio-economic polarization, which has resulted in different travel patterns in the work force. This paper compares the commuting patterns of employees in two types of firms, an IT multinational corporation and a traditional public-sector-unit (PSU), using data from a survey. Regression models show that there is a significant increase in travel cost as income rises for a sample of employees of the IT sector, even though travel distance is not influenced by income. The reverse holds true for a sample of employees of the PSU—rising income significantly increases distance though income does not affect travel cost. Behavioral choice models also show that with increasing income IT employees are more likely to choose two-wheelers and cars for commuting while PSU employees are more likely to choose public buses or walk to work. The paper suggests that Bangalore's services-oriented IT economy is magnifying differences in work commuting patterns relative to those in the traditional manufacturing economy. The IT economy is also transforming travel behavior in terms of work travel mode choices among socio-economic groups.  相似文献

To promote the development of air transport at the continental level, several policies were introduced, leading to the Yamoussoukro Decision (YD) in late 1999, which had the liberalisation of the intra-African aviation spaces as its main objective. Even though notable progress has been achieved towards more market-oriented aviation policies, at the pan-African level some markets are still restrictive and inconsistent with the YD, particularly with respect to the granting of 5th freedom rights. This paper aims to examine recent developments in the aviation sector in Africa, with a focus on the implementation of the YD. The obstacles to liberalisation are discussed and several measures for facilitating Africa’s move towards multilateral open skies are investigated. These include, among others, a greater collaboration and co-operation among African airlines, as well as between African airlines and foreign ones; redefinition of the role and responsibilities of different institutions which are instrumental in implementing the YD and some further issues such as ownership guidelines.  相似文献

Over the last few decades, the aviation industry has produced several innovative solutions that have benefited the air travel industry and many other industrial and service organisations. However, few attempts have been made to map out these innovations and, more importantly, assess how they add value to aviation businesses. This paper aims to address this gap by providing a Systematic Literature Review to analyse themes, content relationships, approaches, and how innovations create value in this sector. We achieve this aim by analysing 57 peer-reviewed academic publications from 1999 to 2018. The thematic and content analysis made it possible to consolidate the findings by developing an overview of the themes and how innovation has supported them. The results identified ten main themes, i.e. airports, services, management, technology, airlines, system, development, market, customers, and processes. Through the content analysis, 114 value-creating innovations were identified, primarily towards ‘efficiency’, ‘convenience, new features and portfolio differentiation’, and ‘sustainable growth and environment'.  相似文献

Despite the explosive growth of the Chinese aviation sector and the major industry reforms undertaken in recent decades, the Chinese domestic market remains highly concentrated with a significant element of regulation and governmental control in areas such as market entry and airline fleet planning. In this study, we investigate the frequency strategies and aircraft choices of airlines operating in this concentrated growth market. Our empirical investigation suggests that airlines mainly accommodate rapid traffic growth by flying more frequently, although increased aircraft size also contributes to market expansion. We also find a negative relationship between market concentration and flight frequency. Due to the more balanced market structure resulting from mergers among leading airlines since 2002, there has been a moderate reduction in market concentration at route level, contributing to a 3.7% increase in traffic volume from 2002 to 2008. The results of our study suggest that Chinese travelers have yet to fully enjoy the benefits of market liberalization, and airports should prioritize increasing capacity related to aircraft movements over the accommodation of larger aircraft.  相似文献

As the EU low cost airline sector matures, consolidation is expected. This paper details a three-stage methodology to examine LCCs mergers and acquisition activity. A series of depth interviews with aviation experts concludes that the motives for LCCs to enter mergers and acquisitions are largely similar to those of full service carriers. A key success factor for merging partners is to have similar business models and culture. An analysis of full service and low cost carrier mergers and acquisition activity events shows that the size ratio and degree of network overlap between merging airlines are also independent of airline type. Braxton and BCG analyses of EU LCCs show Ryanair and easyJet to be the only LCCs in the market with strong strategic positions across the markets they serve. Finally, an application of the Product and Organisation Architecture analytical approach was used to compare seven EU LCCs. easyJet and Vueling were found to have the most similar business models and were therefore considered the best strategic fit for a potential merger.  相似文献

Recent aviation deregulation is producing structural changes within leisure industries in many parts of the world. This paper reviews the development of low cost carriers (LCCs) and assesses its effects on both of domestic and international charter markets in Japan since 2007. Furthermore, this paper analyzes the effect of scheduled services deregulation on international tourism to Japanese regional areas in relation to charter services. The results suggest that in the domestic market, LCC operations have seldom impacted charter traffic due to the differences in target markets and routes. In the international market, LCCs launched scheduled services to Japan but mainly on high demand routes. The deregulation of scheduled services led to a passenger shift from charters to newly scheduled flights and a concentration of tourist arrivals in regional centres. It also led to a decline in international tourist arrivals in some remote destinations. This paper indicates a current trend in which charter business is still an important sector in aviation and leisure markets.  相似文献

Most airlines have overcome the immediate effects of the recent global aviation crisis partly because of economic upturn and partly because of massive restructuring. Legacy network carriers had to take on the challenge of low-cost carriers, and regain competitiveness in short- and mid-haul business through considerable cost cutting and more flexible pricing models and are now profitable. On the other hand, many airlines do not make a reasonable profit, and the majority of carriers do not earn their capital cost. Airlines claim that they are still squeezed between their neighbors in the aviation value chain that leverage local monopolies (such as airports) or oligopolies (such as aircraft equipment manufacturers). Many legacy carriers, however, have not properly prepared for an era of deregulated and changing markets. They have not yet taken appropriate steps to escape from there positions between the few successful premium carriers and low-cost carriers. This middle position has little differentiation potential, an unsatisfactory growth perspective, and poor profitability prospects. Further, despite ongoing liberalization, the regulatory framework still does not enforce far-reaching consolidation, leaving the industry in a fragmented status with massive overcapacities. Consequently, the industry needs to further leverage external deregulation as well as internal restructuring to establish more efficient and competitive business models. This paper examines the distribution channels structure as well as the underlying factors influencing the most prominent channel choices within the adventure tourism industry. It is based on in‐depth interviews with adventure tourism operators in Queenstown, New Zealand. The findings suggest that the distribution structure is similar to other attraction sectors and that business size has some bearing on the ‘length’ of the distribution chains. However, regardless of business size, the sector places a clear priority on ‘at destination’ distribution, and the factors underlying this choice were found to be varied and reflective of both sector‐specific demand and supply characteristics.
