The influence of inputs on output risk in the context of agriculturalproduction decisions taken by non-risk neutral agents has beenignored by previous research assessing the effects of decoupledincome support payments in a deterministic world or risk-neutralframework. We study the impacts of decoupled payments on inputuse and on output mean and variance. Our theoretical frameworkfor studying agricultural producers' responses to lump sum paymentsallows for both output and price uncertainty and economic agents'risk attitudes. Results show the importance, in a non-risk neutralscenario, of considering the influence that economic agentshave on the stochastic component of output through input use.Our empirical application uses Kansas farm-level data to illustratethe model.  相似文献

We design an experiment to simulate how people make agricultural production decisions under three policy scenarios, each incorporating direct payments (DPs): ( a ) price uncertainty without countercyclical payments (CCPs); ( b ) price uncertainty with CCPs; and ( c ) price uncertainty, CCPs, and uncertainty regarding base acreage updating. Results are the CCP program and perceived possibility of future base updating created incentives for subjects to invest more in program (base) crops, despite payments being decoupled from current production decisions. Those choosing to reduce revenue risk by increasing plantings of base crops may face reduced incomes, suggesting the efficiency of crop markets may be diminished.  相似文献

The 2003 Mid‐Term Review of the CAP sought to refocus the EU's farm support policy to foster a more competitive and market‐orientated agricultural sector. The foundation of this reform comprised the introduction of decoupled payments to farmers, replacing the EU's previous system of supports that were directly linked to production of designated crops and livestock. This paper explores the effect of coupled payments and their subsequent replacement by decoupled support, on the technical efficiency of specialist beef farms in Ireland. Given the high reliance of beef farmers in Ireland on CAP payments, the decoupling of payments has been especially important for the sector. A stochastic production frontier is estimated using a panel dataset comprising detailed accountancy data for Irish beef farms between the years 2000 and 2013. Our results indicate that technical efficiency in the beef farming sector has been consistently poor, with an average efficiency score of only 0.53 during the period analysed. However, we found that direct income received in the form of coupled payments had a positive impact on farm efficiency, and that this positive effect was maintained after their replacement with decoupled income support.  相似文献

This article explores the production effects of the EU's system of decoupled payments and the implications for WTO negotiations. We compare survey data on Irish farmers' production plans post decoupling to the optimal outputs predicted by a farm-level profit maximisation model. The results show that, post decoupling, a significant number of farmers plan to use their decoupled payments to continue or expand economically non-viable production. An econometric analysis reveals that the decision to maintain or expand production levels post decoupling is not significantly influenced by current or future projected profitability levels. The analysis suggests likely widespread cross subsidisation of unprofitable production post decoupling but that aggregate production is still likely to decline relative to the traditional coupled, but production-limiting, blue box payments. If the EU wants to claim in the current WTO negotiations that decoupled payments amount to green box support, then the argument must be made that the payments have no, or at most minimal, trade distorting effects or effects on production. If it becomes apparent to members of the WTO that European farmers are using their decoupled income to subsidise market loss production, then the green boxing of the EU's decoupled payment scheme may come up for debate at the negotiations.  相似文献

We focus on determining the impacts of government programs on farms’ technical inefficiency levels. We use Kumbhakar's stochastic frontier model that accounts for both production risks and risk preferences. Our theoretical framework shows that decoupled government transfers are likely to increase (decrease) DARA (IARA) farmers’ production inefficiencies if variable inputs are risk decreasing. However, the impacts of decoupled payments cannot be anticipated if variable inputs are risk increasing. We use farm‐level data collected in Kansas to illustrate the model.  相似文献

This article reports findings from a simulation model representing the European farming system disaggregated at different scales. This modeling experiment explores the effects of various decoupling options associated with the 2003 European agreement on gross margins, land use, shadow cost of land, and greenhouse gas emissions. Our results show increases in the farmers’ gross margins when decoupled support is maintained equal to the amount of direct aid previously attributed to agricultural production, assuming unchanged prices. Land used for pasture increases at the expense of land used for cereals and protein crops. The extent to which these effects materialize depends on the policy options selected by Member States when implementing the Luxembourg agreement. When they opt for some recoupling of support, adverse net economic impacts occur for producers. Regional differences in impacts are more pronounced than the analysis aggregated at European and national scales suggests. This highlights the need for further work based on geostatistical downscaling.  相似文献

This article focuses on how the linkages between various farm‐level decisions affect the choice of measures to reduce nitrogen leaching from crop production. A mathematical programming model is developed. The model considers not only management decisions that affect nitrogen leaching directly, but also other decision variables such as scheduling of field operations and machinery investments. A simplified analysis that ignores the latter management decisions, and the linkages between the various decisions, may result in abatement policies that are not cost‐effective because the policies will have other effects than expected. As an example, the empirical results show that subsidies to catch crops and spring ploughing may contribute to increased nitrogen load, quite contrary to the purpose of these subsidies. Further, it is noted that the characteristics of the production system make it costly to change land use, tillage practices, or fertilizer use drastically. Instead, cost‐effective nitrogen abatement includes a mix of various adjustments of farm‐level production practices. The EU set‐aside payment appears to reduce abatement costs.  相似文献

In this article, we assess the impact of farm size on production cost and evaluate the marginal costs and margins by considering that input prices may change with the scale of production. By using French hog farm data, we estimate a system of equations including a feed price function, input demand functions, and an output supply function based on a technology approximated by a combined generalized Leontief‐Quadratic form. Our results suggest that the marginal costs are over‐estimated when the adjustment of the feed unit prices to a change in farm size is not controlled for. More specifically, the cost economies for large farms (enjoying the highest profits) arise primarily from lower feed prices, with technological scale economies having little impact. In contrast, farms with no hired labor exhibit technological scale economies and reach higher price‐cost margins compared to larger farms.  相似文献

The degree to which U.S. farm programs are decoupled from production has been a central issue in recent trade disputes. Several authors have suggested producer expectations for base acreage and yield updating in future farm bills create an incentive to alter planting and input decisions. This article reports analysis of the subjective expectations of producers for base updating and an analysis of the effect these expectations have on producer willingness to accept a buyout of the right to update. On average, producers think the chances of updating in the next farm bill are about 40%, but less than 17% indicate adjusting acreage or yields in anticipation of updating.  相似文献

Overall, only a small proportion of geographic-specific production (for the selected commodities) are in areas that are highly specialized in that commodity. The large proportion of production in nonspecialized regions suggests that other production opportunities do exist. Thus, a “decoupled” agricultural policy would not necessarily mean that producers receiving a decoupled “government payment would be constrained by geographic factors to continue their original production pattern. We recognize, however, that others may wish to select different commodity groups when analyzing the availability of production alternatives. We suggest that census data do provide one way for determining the extent to which a decoupled” agricultural policy may in effect lock in the existing production pattern.  相似文献

Based on the theoretical framework, in this article we demonstrate how Decision Network can be used to formulate the inventory approach to urban growth boundaries (UGBs) as an application of the planning tool to a general case. In particular, in the inventory approach expansions of UGBs are considered as decision situations, land consumptions as problems, and order sizes of UGBs as solutions. We compare the time- and event-driven systems of the inventory control problem based on the decision network framework. The former in the framework is considered as making single, independent decisions in time, whereas the latter as making multiple, linked decisions in time. Our numerical example shows that the event-driven system is more effective than the time-driven system in that the former incurs less total cost than the former in the UGBs context. The implication is that making multiple, linked decisions, as manifested by Decision Network, would yield more benefits, such as lowering the total cost, to the planner than making these decisions independently.  相似文献

The European Union reformed farm policy in June 2003 towards the decoupling of farm income support instruments. Available impact studies find that this reform reduces production incentives substantially for beef and to a lesser extent for arable crops. However, these studies assume that the previous reform, under Agenda 2000, already decoupled arable crop direct payments to a considerable extent, while beef premiums were linked more closely to production. Our main objective in this paper is to test the sensitivity of these results to this questionable modelling of Agenda 2000 direct payments, which neglects eligibility rules and land market imperfections. Our analysis reveals that the effects of the reform on both arable crop and beef production are always negative, however the Agenda 2000 direct payments are modelled. On the other hand, we show that, when the eligibility rules and land market imperfections are acknowledged, the production reducing effects may be much larger for arable crops than for beef. Policy implications of these results are noted.  相似文献

Rice, China's most important food crop, is highly dependent on irrigation, but an increasing number of extreme drought events have challenged rice production in many regions. This paper investigates the role of local irrigation infrastructure in improving farmers' ability to respond to drought and its effectiveness in mitigating the drought risk in rice production in China. The analysis relies on a moment‐based specification of the stochastic production function, capturing mean, variance and skewness effects. Using household survey data from 86 villages in five provinces, we jointly estimate farmers' adaptive irrigation decisions and their effects on rice yield and production risk. Our econometric analyses show that irrigation infrastructure in villages contributes to enhancing farmers' irrigation capacity in adapting to drought, and increased irrigation leads to a significant increase in mean yield and a reduction in exposure to risk as well as downside risk in rice production. This analysis utilizes farm-level data to evaluate the extent to which U.S. farm program benefits, particularly direct payments, bring about distortions in production. The issue is important in WTO negotiations and in the debate over the distortionary effects of decoupled ("green-box") payments. Our results suggest that the distortions brought about by AMTA payments, though statistically significant in some cases, are very modest. Larger effects are implied for market loss assistance payments. Probit models suggest that AMTA payments do not influence the likelihood that agents will acquire more land. Our results are reinforced using an aggregate county-level acreage model.  相似文献

Access to transport infrastructure generates a range of benefits to the agriculture sector; many of which are difficult to measure directly. In this study, we use hedonic regression analysis of farm‐level data to examine the contribution of transport infrastructure to the value of farmland traded between 2009 and 2011 through its impact on farm productivity. We show that a one per cent reduction in the cost of transportation between farms and ports leads to a 0.33 per cent increase in land prices, and there is no significant difference between rail and road transportation at the aggregate level. Moreover, the benefits generated by particular types of infrastructure services vary between industries and with farm size, suggesting there are multiple channels through which public infrastructure influences agricultural production. Our findings help to inform future investment decisions in Australia and in other countries by providing new evidence regarding the benefits of existing transport infrastructure.  相似文献

Off‐farm labour decisions of a sample of Kansas farmers are evaluated. The central question of our analysis pertains to whether 1996 US farm policy reforms may have altered the decisions to work off the farm. The effects of policy decoupling on off‐farm labour are complex: different aspects of policy changes can have opposing effects on off‐farm work decisions. Essentially, this makes this issue an empirical question. Results show that the introduction of fixed, decoupled payments in 1996 might have reduced the likelihood of off‐farm labour participation. However, the new policy environment may have increased farm households’ revealed aversion to risk, motivating a higher participation in non‐farm labour markets. The effects of 1996 policy reforms on farm income variability could have been attenuated by changes in US crop insurance programmes and by an increase in emergency assistance payments towards the end of the 1990s. The reduction in price supports may have increased the motivation for working off the farm. The net effect of the overall reforms on off‐farm work participation is not likely to have been large.  相似文献

Employing nationally representative data, we investigate the impact of Sustainable Intensification Practices (SIPs) on farm households’ food security, downside risk and the cost of risk in Malawi. The analysis relies on a flexible moment‐based specification of a stochastic production function in a multinomial endogenous switching regression framework to correct for the selection bias stemming both from observed and unobserved heterogeneity. A quantile moment approach is used to estimate the cost of risk. After controlling for the effects of unobserved heterogeneity and several observable variables on maize production and downside risk functions, estimation results show that the adoption of SIPs increases food security and reduces downside risk exposure and the cost of risk. We estimate greater food security and larger reduction in downside risk from simultaneous adoption of both crop diversification (maize–legume intercropping and rotations) and minimum tillage, suggesting that there are complementary benefits from these practices. We find most of the cost of risk comes from exposure to downside risk. Our findings imply that in dealing with production risks development agents should encourage the adoption of agronomic and resource‐management practices along with other risk mitigation and food security improving strategies.  相似文献

Malnutrition in farm households remains a significant problem in many developing countries and is linked to a lack of diversity in diets. We explore how gender differences might affect household dietary diversity using the LSMS‐ISA Ethiopia panel dataset. Drawing on a farm household framework, nonlinear panel models are estimated allowing for unobserved heterogeneity and production endogeneity using a control function. We use decomposition techniques to identify the impact of different potential sources of gender difference in dietary diversity. Our results provide evidence of significant gender effects in production diversity and in dietary diversity using the food variety score (FVS). For other indicators of dietary diversity, the evidence of gender effects is weaker. The decomposition results suggest that, after controlling for differences in characteristics, female‐headed households are at a dietary diversity disadvantage. Gender differences in the relationship between production diversity, price and income and dietary diversity and the production diversity decisions appear to be the main drivers. The results also suggest that female preferences are more orientated towards ensuring greater dietary diversity in the household. Our evidence also suggests that a key driver of gender disadvantage in dietary diversity is related to whether food is sourced from the household’s own production or the market. This implies that part of the observed negative gender impact on dietary diversity may stem from differences in marketing and storage of own production through the year.  相似文献

We analyse the impact of intensity of tillage on wheat productivity and risk exposure using panel household‐plot level data from Ethiopia. In order to control for selection bias, we estimate a flexible moment‐based production function using an endogenous switching regression treatment effects model. We find that tillage has a complementary impact on productivity and risk exposure. As the intensity of tillage increases, productivity increases and farmers’ exposure to risk declines. Our results suggest that smallholder farmers use tillage as an ex‐ante risk management strategy. The main policy implication of this study is that the opportunity cost of switching to reduced tillage in wheat production seem rather high unless farmers are supported by appropriate incentive schemes.  相似文献

Market-based development efforts frequently create opportunities to generate income from goods previously produced and consumed within the household. Production within the household is often characterized by a gender and age division of labor. Market development efforts to improve well-being may lead to unanticipated outcomes if household production decisions are noncooperative. We develop and test models of household decision making to investigate intrahousehold decision making in a nomadic pastoral setting from Kenya. Our results suggest that household decisions are contested, with husbands using migration decisions to resist wives' ability to market milk.  相似文献
