In developing countries with high levels of corruption, people are often forced into small-business venturing or survivalist entrepreneurship because larger, more efficient firms do not exist. In developed countries, however, low corruption means that people choose entrepreneurship as a better means of innovating. In this article we use federal convictions of state and local officials and the Small Business Administration's firm formation data to test whether corruption within the United States forces some people into business venturing. We find that business venturing within the United States is caused in part by corruption.  相似文献

Using a large cross‐country sample, this paper examines the impact of corruption on entrepreneurial activities by uniquely addressing two questions: (a) Does the impact of corruption on entrepreneurship vary across entrepreneurship type? (b) How does the effect of corruption differ across nations with varying prevalence of entrepreneurship? Considering three dimensions of entrepreneurship, nascent entrepreneurship, new business owners, and established new business owners, results, accounting for possible two‐way causality, show that entrepreneurship is negatively affected by corruption across entrepreneurship types, with differences in the relative magnitudes of effects. This sanding effect of corruption, however, varies across the prevalence of corruption and switches to greasing for nascent entrepreneurs.  相似文献

The discussion on which institutions determine entrepreneurial activity – and the role of institutions in the aggregated output for developing countries – is as yet unresolved. The extant literature about entrepreneurship recognizes new ventures as potential mechanisms for long-term development. Yet, there is a consensus on the lack of evidence, particularly for these countries. Drawing on institutional economics, this article explores the interrelationships among institutional environment, entrepreneurial activity, and economic growth. To this end, we use simultaneous-equation panel data models for a sample of 14 developing countries (78 observations) over the period of 2004–2012. The main findings suggest a causal chain running from institutions to opportunity entrepreneurship, which is linked to the economic growth of emerging economies. In particular, we find that institutional factors – such as the number of procedures to start a new business, private credit coverage ,, and access to communication– influence entrepreneurial activity driven by opportunity. Policy implications for developing countries could be derived in order to enhance their economic performance through entrepreneurial activity.

Classical liberals have long held that free markets foster peaceful societies. Many argue that free trade between nations will foster economic interdependence, and peace should ensue as a result. Nevertheless, there are many dissenters. While exploring the relationship between free trade and peace is important, it is only one part of ‘economic freedom.’ More research needs to be conducted to see how countries with high levels of entrepreneurship, low levels of corruption, independent judiciaries, and sound regulatory environments might be fostering peace.  相似文献

We developed a simple model on publicly provided private goods, such as health or education that highlights a vicious cycle faced by many developing countries. When public services are not of high quality due to mismanagement or corruption, the wealthy may switch to private alternatives. Their exit weakens the influence of citizen voice over politicians, since that leaves the poor as the only constituent with a stake in good governance. As the civic control over local governments weakens, government’s concern for social welfare declines even further, leading to more corruption and more corrosion in the quality of public services. Our model shows that establishing institutions (such as local taxation) that spread the costs and benefits of governance across the whole society is crucial for the success of local governments. Empirical results from the Philippines support this hypothesis.  相似文献

Corruption is thought to prevent poor countries from catching up with richer ones. We analyze one channel through which corruption hampers growth: public investment can be distorted in favor of specific types of spending for which rent-seeking is easier and better concealed. To study this distortion, we propose a dynamic model where households vote for the composition of public spending, subject to an incentive constraint reflecting individuals’ choice between productive activity and rent-seeking. In equilibrium, the structure of public investment is determined by the predatory technology and the distribution of political power. Among different regimes, the model shows a possible scenario of distortion without corruption in which there is no effective corruption but the possibility of corruption still distorts the allocation of public investment. We test the implications of the model on a set of countries using a two-stage least squares estimation. We find that developing countries with high predatory technology invest more in housing and physical capital in comparison with health and education. This paper examines the role of inflation targeting as a price signaling mechanism reducing price information asymmetry and potentially reducing incentives for corruptive actions through its direct control on the inflation rate, thus simultaneously increasing institutional quality. The obtained evidence suggests that adopting inflation targeting lowers corruption in a sample of 61 developing countries for the period between 1990 and 2018. Countries that have adopted inflation targeting experience lower corruption levels, as measured by the corruption perceptions (CP) index, controlling for other relevant determinants of corruption identified in the empirical literature, such as inflation, level of income, income distribution, trade openness and the rule of law. This result is sensitive to the type of inflation targeting adopted. Soft (unofficial) inflation targeting has no significant effect on the corruption level, giving support to the claim that strong institutional commitment, accompanied by transparency and constant communication with regards to inflation targets by the central bank, provides an adequate price signaling mechanism. In addition, the analysis provides evidence that an efficient rule of law reduces corruption levels significantly, although its effects are rather modest to support the claims that it can solely lessen corruptive behavior in the sample of developing countries.  相似文献

Developing countries often suffer from high corruption, high income inequality and poor institutional arrangements that give rise to large shadow economies. Earlier evidence shows that shadow economies moderate the negative effects of corruption on income inequality in highly unequal South American countries. For Asia, we show that the persistence of shadow economies raises inequality even if corruption control is strong. Supported by static and dynamic panel data analyses of 21 countries in Asia between 1995 and 2015, we show that in order to combat rising inequality, corruption control must be complemented by the ability to translate secondary and tertiary school enrolment into industrial and, more importantly, service sector jobs. Countries with low corruption but high inequality can reduce inequality by committing to higher public consumption expenditures. Further, combining greater trade openness with low corruption lowers inequality, except for countries in South Asia.  相似文献

Why are the Scandinavian countries in the European Union significantly richer than Southern/Eastern European countries? We try to answer this question from an empirical social capital perspective. In particular, we are interested in the interplay of social trust as a positive and corruption as a negative manifestation of social capital. The opportunities to provide answers by multivariate modelling are, however, limited by several problems related to small sample size and low degrees of freedom. Regarding these problems, we test the interrelating influences between positive and negative social capital by applying a path model that accounts for Granger-like causal effects. Our empirical results, referring to a sample of up to 25 EU countries, show that corruption might harm poor European countries but is not able to affect social trust. However, corruption in itself means that resources end up in the wrong places and not in socioeconomically optimal investments. There is, therefore, a direct damaging effect of corruption on wealth. This implies that economic actors have to invest higher transaction and control costs which will bind resources to non-productive purposes and thus destroy economic wealth. Most remarkable is that the augmentation of positive social capital could work as an effective counterforce to corruption, even if it does not compensate for the economic loss caused by corruption. Thus, adding the social capital perspective may contribute to understanding present day variation in the wealth of European nations by the damaging effect of corrupt activities and/or the positive force of social trust.  相似文献

Should entrepreneurship education be the same in every country or should it be adapted to each context? In addition to answering this question, it appears to be important to identify the concerns students have regarding their entrepreneurship education programs, so as to strengthen their perceptions of feasibility and desirability of an entrepreneurial career. In this article we examine whether differences exist among American, Asian and European students in terms of entrepreneurial intentions and dispositions, as well as motivations and perceived barriers for business startup. Results indicate that entrepreneurial disposition and intentions differ by country but that students across countries are motivated and/or discouraged by similar variables. However, our results indicate that the levels of sensitivity to each motivator and barrier differ by country. Our results support the argument made by past researches that cultural differences should be taken into consideration when developing entrepreneurship education programs.  相似文献

The hypothesis that entrepreneurship is linked to economic growth finds it’s most immediate foundation in simple intuition, common sense and pure economic observation: activities to convert ideas into economic opportunities lie at the very heart of entrepreneurship. Entrepreneurship is a source of innovation and change, and as such spurs improvements in productivity and economic competitiveness. The entrepreneur has been a fundamental agent in most production, distribution and growth theories. The role of entrepreneurship as the driving force of economic growth found its most explicit foundation. Empretec was established in 1988 to promote entrepreneurship in developing countries. Empretec’s programs have been initiated in 27 countries plus additional centers in Brazil, assisting more than 80, entrepreneurs through local driven business support centers. The information collected for this paper was secondary data rather than conducting survey. Therefore, one objectives of this paper is to examine the exact nature of entrepreneurship and its role in economic theory.  相似文献

In this paper cultural values and regulatory barriers to start-up are presented as characteristics of the business environment which influence the international differences in the level of entrepreneurial activity. A first objective of this paper is to measure the importance of a country’s cultural values in determining the national level of entrepreneurial activity, calculated by the Total Entrepreneurial Activity rate from the Global Entrepreneurship Monitor. Culture is studied using Schwartz’s value structure (Schwartz 1994). This allows for the differentiating of seven cultural orientations that are then arranged around three bipolar dimensions: Autonomy- Embeddedness, Egalitarianism-Hierarchy and Harmony-Mastery. The paper also studies the effect of regulatory barriers for business start-ups on the Total Entrepreneurial Activity in different countries. Regulatory barriers are determined using data from the “Doing Business” project of the World Bank. The role of cultural values and regulatory barriers in entrepreneurial activity is tested using data from 56 countries and Structural Equation Modeling. The paper shows that cultural values and regulatory barriers are not related to entrepreneurship in the same way in countries with differing levels of development. On the contrary, the strength and nature of the influence of both factors on entrepreneurial activity depends on a country’s per capita GDP. Furthermore, the impact of regulatory barriers on entrepreneurship is moderated by cultural values. Thus, the discouraging effect of the regulatory barriers on entrepreneurial activity is more important in those countries with a societal culture characterized by autonomy, egalitarianism and harmony values.  相似文献

It is widely known that Hong Kong's economic success is to a large extent attributed to its dynamic entrepreneurs. However, economic studies on Hong Kong's style of entrepreneurship are few. This paper attempts to throw light on this issue. It argues that Hong Kong is an entrepreneurial society. A unique feature of Hong Kong's style of entrepreneurship lies in its ability to conduct ordinary, rather than extraordinary, discovery. Through the use of guerrilla business strategy, imitation and regional arbitrageurship, entrepreneurial firms in Hong Kong are able to exploit narrow profit margins and to survive global competition. Moreover, the cultural, economic and political environments of Hong Kong are found to be favourable in incubating adaptive entrepreneurship. This paper concludes that, although Hong Kong's style of entrepreneurship emerges out of its unique environments, Hong Kong's experience can be useful to other developing economies. The critical issue is whether latecomer countries can successfully develop adaptive entrepreneurship compatible with their backgrounds so as to exploit international market opportunities.  相似文献

The assumption that entrepreneurship is a critical factor in expanding employment, creating wealth and contributing to poverty alleviation at the base of the pyramid (BoP) in developing countries has led to the development of many initiatives to strengthen the entrepreneurial activities of poor people. Despite the fact that entrepreneurship is seen as a strategy in combatting poverty, the process that leads to entrepreneurial action in a BoP context is still unclear. In this paper, we illustrate the possibilities a multi-layered perspective offers to understand the complexity of entrepreneurship in poverty settings. Based on five focus group discussions and 36 in-depth interviews with vegetable farmers in Benin, we examined the entrepreneurship of poor people. We learned that entrepreneurial action is the nexus of individual and exogenous factors in complex relationships. Based on this, we elaborate on the characteristics of the process model of entrepreneurial action. We provide a process-based view of entrepreneurship at the BoP, suggesting a need for consistency between individual, behavioural strategies and contextual elements. We discuss the implications of our findings for BoP practice and provide a framing perspective that we hope will encourage a greater focus on the complexity of entrepreneurship phenomenon.  相似文献

This paper analyses the steady-state effect of business corruption penalties on economic growth, corruption and welfare. To that end, the baseline horizontal R&D growth model is extended to include corruption, which is generated in intermediate goods production. Taxation on corruption depresses profits in production but also wages, leading to labor being reallocated from production to R&D, and, therefore, to a higher economic growth rate. Moreover, it also reduces corruption and increases welfare if preferences towards a corruption-free environment are strong enough. The results are in line with the data observed for 15 EU countries.  相似文献

This paper analyzes the role of fiscal transparency as a determinant of foreign direct investment (FDI) attractiveness. It proposes an empirical test based on a panel regression analysis on data from 72 countries in the 2006–2015 time span. The evidence supports the idea that countries characterized by higher levels of budget openness attract more FDI inflows. In more detail, a higher degree of transparency during the phase of budget execution is associated with increases of FDI inflows, even when the sample is restricted to non-OECD countries and low and lower-middle-income countries. The positive effect is robust to several different specifications and is found to be additional to the one of general government transparency. Moreover, we also show that the role played by fiscal transparency in attracting FDI is independent of other close institutional determinants like control of corruption and regulatory quality.  相似文献

This paper reports the results of a study that examined the impact of a culture-based entrepreneurship study abroad program on student interest in business ownership. Ninety-six students were asked to complete a pre-and post-study abroad program questionnaire that asked about their understanding of a variety of program activities and to gauge their interest in starting a business. Little similar research has been reported in the literature. Pre- and post- program mean rankings of the variable are reported. The results indicated that post-program mean ranking of knowledge, understanding, and skill ability variables tend to be higher than pre-program mean rankings. Fifteen of the 22 post-program mean values of the measured variables are significantly different from pre-program mean values. Logit regression analysis indicated that the language and program structure variables were positively associated with interest in starting a business while the Spanish business and entrepreneurial skills were negatively associated with business ownership. The results of this study may be of interest to educators involved in developing entrepreneurship and study abroad courses and programs. The study may be of special interest to those involved in developing integrative entrepreneurship programs.  相似文献

Financial sector development is a multidimensional process that plays a vital role in the economic growth and development of a country. This study investigates the effect of institutional quality on multidimensional financial sector development, and its dimensions, such as, depth, access, and efficiency. We used a panel dataset of 85 emerging and developing economies from 1996 to 2018 for analysis. Our findings based on 2SLS estimation demonstrate that institutional quality has a significant positive effect on the progress of the financial sector, especially its depth, access, and efficiency. The breakdown analysis shows that most of the key components (control of corruption, government effectiveness, regulatory quality, rule of law, and voice and accountability) of institutional quality enhance the financial sector development. Our empirical results are robust across alternative measures of institutional quality, split-sample analysis, alternative instrument, and estimator. This paper also offers useful policy implications to the stakeholders in emerging and developing economies.  相似文献

Promoting entrepreneurship has become an important policy strategy in Europe in the hope to stimulate the crisis-shaken economy. In this paper, we caution against undue expectations. Using data from the Global Entrepreneurship Monitor for 17 European countries, we find that a considerable proportion of the new entrepreneurs have started a business despite a negative perception of business opportunities as well as lack of confidence in their own entrepreneurial skills. This proportion has increased during the economic crisis, especially in those countries which were particularly affected by economic downturn and rising unemployment. We extend existing entrepreneurship theories to account for this phenomenon, which we call “nons-entrepreneurship”. Testing the hypotheses derived from our model, we find that the primary motivation for these people to turn to entrepreneurship is the lack of other options to enter the labour market during the economic crisis. Still, this sort of “desperate” entrepreneurship does not equal necessity based entrepreneurship, warranting further research.  相似文献
