Why do parties offer environmental policies in their political programs? While a number of papers examine the determinants of citizens’ pro-environmental behaviour, we know little about the extent to which political parties adjust their platform towards environmentalism. We investigate this process through data provided by the Manifesto Project Dataset (CMP) for 20 European countries over the period 1970-2008. Following the literature on public concern towards environment, we examine economic, environmental and political determinants. Our findings provide evidence that political parties’ environmental concern is strongly correlated with their political ideology and with country-level economic conditions.  相似文献

The water reforms undertaken in the Murray–Darling Basin, Australia since 2007 have been viewed as a model for other countries seeking to respond to water insecurity. Here, a policy review is provided of this water reform and whether it delivers on key environmental objectives in the 2007 Water Act (the Act). The evaluation includes a review of the 2012 Basin Plan, a key instrument of the Act, and complementary policies associated with the acquisition of water entitlements for the environment via direct (reverse tenders) and indirect (infrastructure subsidies) means. Using the objects of the Act as a benchmark, an evaluation is provided of the following: (i) planned reductions in irrigation water extractions in the 2012 Basin Plan; (ii) risks associated with the 2018 amendments to the Basin Plan that, collectively, allow for an increase in irrigation water extractions of some 22 per cent, relative to the sustainable diversion limits specified in the 2012 Basin Plan; (iii) Basin‐scale environmental outcomes achieved, as of the end of 2018; and (iv) economic effects of direct and indirect methods of acquiring water for the environment. Findings from the review generate the “Do's” and “Do Nots” of water reform for Australia, and possibly other countries, when managing the trade‐offs between water for irrigation and the environment.  相似文献

To what extent is global economic change mediated by national‐level policies? Are global corporations adopting the same strategies in different countries or do they address varying local circumstances in different ways? Do governments in developing countries have any meaningful regulatory powers left? This paper seeks to address some of these issues by examining the dynamics of coffee‐market reforms in three East African countries against the background of recent restructuring of the global coffee‐marketing chain. The paper focuses on two relatively neglected areas of inquiry: (1)changes in the identity, market share and organization of the actors involved in commodity markets and their contractual/power relationships in the marketing chain; and (2)changes in the assessment, monitoring and valuation of quality parameters in commodity trade. The author highlights the consequences of different trajectories of domestic market reforms and considers whether the preservation of quality and reputation is possible in deregulated markets.  相似文献

International trade patterns are often explained by comparative advantage which is frequently thought to depend on variations in national factor endowments. Government intervention in agricultural markets may also have an impact on trade patterns. This study explores the relation between factor endowments and agricultural trade patterns and examines the impact of agricultural and environmental policies on trade flows. Measures of national endowments of capital, labour, land and energy reserves are computed for a sample of 40 countries and used to estimate Heckscher‐Ohlin‐Vanek equations with net trade in several agricultural commodities as the dependant variable. Variables measuring agricultural policy and environmental regulations are added to the equations and tested for significance. The variables representing government intervention do not contribute to the explanation of trade patterns while national factor endowments do account for much of the variation in trade patterns of grains, oilseeds, cotton, and, to a lesser extent, meat products and an aggregate of all agricultural goods. Commodities such as sugar, tropical products and fruits and vegetables do not appear to be well explained by factor endowments.  相似文献

The link between trade and the environment has aroused considerable interest both in terms of the impact of trade liberalisation on the environment, and also the impact of environmental policy on production and trade. Of key environmental concern at present is global warming and its association with greenhouse gas emissions. Agriculture is a sector of the economy that both contributes to, and will be affected by, climate change. This paper models the impact of agricultural trade liberalisation on greenhouse gas emissions from agriculture around the world, focusing particularly on the effects on New Zealand, a small economy highly dependent on agricultural trade. A partial equilibrium agricultural multicountry, multicommodity trade model is used for the analysis, extended to include physical production systems and their greenhouse gas emissions. Two simulations are performed: removal of agricultural policies in the EU and in all OECD countries. The results indicate that although producer returns in New Zealand increase, greenhouse gas emissions also increase significantly. EU producers face lower returns but also lower greenhouse gas emissions.  相似文献

It remains challenging to derive general findings and conclusions from either economic theory or empirical studies on the relationship between international trade and the regional environment. Consequently, we aim to analyse environmental effects of agricultural trade policies in the Austrian Marchfeld region. We apply an integrated modelling framework that accounts for heterogeneity in agricultural production and environmental outcomes. Scenario analysis is applied to assess regional impacts of different trade policy scenarios. Sensitivity analyses reveal the relative influence of model parameters on outputs. The results indicate that lower domestic tariffs have small beneficial effects on the regional environment. The regional environmental impacts highly depend on the changes in world crop prices through global trade agreements. A laissez-faire market scenario that includes the elimination of trade barriers and agri-environmental payments (AEPs) leads to substantial environmental deterioration. Hence, the alignment of AEPs with WTO trading rules remains an important issue in the trade and environment debate.  相似文献

According to World Trade Organization rules, countries may adopt regulations under the Agreements on Sanitary and Phyto-Sanitary (SPS) and Technical Barriers to Trade (TBT). We analyze the structure of these measures in agricultural trade. The inventory approach suggests that European countries have among the lowest coverage ratios of all OECD countries. Using a gravity equation, we also estimate their stringency. Our results suggest that they significantly reduce developing countries' exports to OECD countries, but do not affect trade between OECD members. Furthermore, European imports are more negatively influenced by SPS and TBTs than imports of other OECD countries.  相似文献

文章采用CEPII BACI数据库中2003-2018年HS-02-6分位数据,研究中国对“一带一路”沿线国家制造业出口二元边际特征及其影响因素。结果发现:中国对“一带一路”沿线国家制造业出口主要沿集约边际增长,其平均贡献率在2018年达到77.92%;在沿线六大市场中,对东南亚地区制造业出口集约边际上升趋势明显、扩展边际增长潜力巨大;进口国经济规模与基础设施对集约边际和扩展边际均产生正向影响,可变贸易成本与制度质量有显著负向影响且对扩展边际影响程度更大,固定贸易成本与外部冲击对集约边际影响为负而对扩展边际的影响不显著。需促进制造业产品出口多样化、加强出口策略针对性,并进一步提高贸易便利化水平。  相似文献

清洁发展机制(CDM)为中国提供了一个与发达国家在林业上进行合作的途径。本文对中国林业参与CDM国际合作的现状进行了分析,认为与其他发展中国家相比中国林业对于CDM碳汇交易项目参与不够充分,是林业碳汇项目本身的特殊性与国内政策环境不利因素共同作用的结果。据此提出了建立碳汇交易服务支撑体系、指导林业企业合理选择项目、以财政转移支付等手段消除一部分林业的社会成本及改善投资环境等政策建议。  相似文献

The United States (US) exports more than US$6 billion in agricultural commodities to the European Union(EU) each year, but one issue carries the potential to diminish this trade: use of biotechnology in food production. The EU has adopted more stringent policies towards biotechnology than the US. Understanding differences in European and American policies towards genetically modified (GM) foods requires a greater understanding of consumers’ attitudes and preferences. This paper reports results from the first large‐scale, cross‐Atlantic study to analyse consumer demand for genetically modified food in a non‐hypothetical market environment. We strongly reject the frequent if convenient assumption in trade theory that consumer preferences are identical across countries: the median level of compensation demanded by English and French consumers to consume a GM food is found to be more than twice that in any of the US locations. Results have important implications for trade theory, which typically focuses on differences in specialization, comparative advantage and factor endowments across countries, and for on‐going trade disputes at the World Trade Organization.  相似文献

目的 面对日益严峻复杂的国际经济政治环境,理清全球农产品贸易格局演变的特征及趋势,对于及时应对国际农产品市场风险、提高国际循环利用能力具有重要意义。方法 基于社会网络分析法,利用1996—2021年世界农产品贸易数据,文章从总体—行业—加工程度3个维度分别构建了全球农产品贸易网络,定量分析了全球农产品贸易网络的格局演化及重要节点特征。结果 (1)各国间农产品贸易关联日益加深,处于核心地位的国家数量显著增加,以美国为代表的单中心主导地位被削弱,但由少数国家主导全球农产品贸易的情形并未改变。(2)中国在全球农产品贸易网络中地位显著提升,点度中心度和接近中心度均位于前列,但中介中心度处于较低水平,说明中国对全球农业资源和市场的掌控能力依然不足。(3)各国在不同细分行业中的地位呈现明显的异质性,大多数国家的进口集中于少数贸易伙伴的少数产品,加工贸易逐渐成为全球农产品贸易的主流,发展高附加值农产品贸易成为各国农业贸易长远发展的战略选择。结论 为此,应持续优化农产品贸易布局,拓展与亚洲、拉美、非洲等新兴市场的贸易,不断提升农业全球价值链地位。  相似文献

One consequence of increasing agricultural trade is a shift of geographic location of agricultural activity to more economically productive countries. Whether or not the economic efficiency translates to environmental efficiency for agricultural goods is an open question. To examine environmental implications of shifting agricultural location, we analysed the life-cycle greenhouse gas (GHG) emissions of rice production in Japan and the US for the Japanese market in a comparative manner. This paper presents the life-cycle assessment of brown japonica rice. Our computation of GHG emissions of rice production in Japan and the US were 3.54 and 2.99?kgCO2-eq kg-rice?1, respectively. With respect to harvested area, the emissions were 18.4 in Japan and 27.8?tCO2-eq ha?1 in the US. For Japan to be environmentally competitive with the US production, fundamental restructuration of field size is necessary to increase yield. In conclusion, economic efficiency does not translate to environmental efficiency with the case of rice production. Importing rice is both economically and environmentally viable option for the Japanese market.  相似文献

There have been important changes in the international trade of processed and high-value added food products from developing countries over the past several decades. One of them has been the emergence of oilseeds and fruits and vegetables, replacing traditional products such as sugar, coffee, and cocoa as the main exports from developing countries. Another trend has been the collapse of African agroindustrial exports and the increase of exports from Asia. The paper highlights key trends, and explores possible reasons for the trends, focusing on trade policies in less-developed countries (LDCs) and developed countries (DCs). The paper argues that national trade policies and other economic policies appear to have been relatively supportive of agroindustrial production and exports in Asia. In contrast, policies have had more mixed effects in Latin America and the Caribbean (LAC), and seem to have been just one component in a larger array of forces inhibiting economic development in Africa. The performance of agroindustrial production and exports from LDCs may be now more dependent than ever on the completion of reforms in the agricultural trade policies of DCs. For Africa, however, a more supportive international environment and better macroeconomic and trade policies will not be enough to ensure a thriving agroindustrial sector within a broader process of economic development until military confrontations stop.  相似文献

Military Training Areas (MTAs) cover an estimated 200–250 million hectares globally, occur in all major ecosystems, and are potentially significant conservation assets. In some jurisdictions, MTAs may be the largest terrestrial land use category that is owned and operated by a sovereign government. Despite this, MTAs are not recognised as either a conservation or environment protection resource. Further, no MTAs are managed for their environmental values, defined as aspects of the environment that are valued by society, nor is there any specific MTA management guidance that details how both the military training and environmental values of a MTA can be maintained.We conducted a desktop review of Australian and German MTA management documentation to determine whether they contained management principles that recognised both military training and environmental values. Management documentation from these two countries was chosen as they are considered to be among countries at the forefront of MTA management globally. Our review determined that both the Australian and German management regimes do not have specific management principles for these values. This is likely to be the case for the majority of MTAs globally.For the first time, we develop MTA management principles that integrate the management of both military training objectives and environmental values. Key to achieving this integration is an understanding of the intersection of the impacts of military training on the environment, and the known, or potential, environmental values of a particular training area.To assist with the implementation of the management principles, we developed a new conceptual framework for the management of MTAs. The framework contains two adaptive management loops. The first focuses on the management of environmental values of MTAs, the second targets the military training values of MTAs. These two management loops facilitate for the development of management practices that optimise MTA management for both military training and biodiversity conservation.  相似文献

This paper focuses on the direct impact of avian influenza outbreaks and the impact of the consequent non‐tariff measures (NTMs) on the international poultry trade. Using monthly export data from China and its 122 poultry importing countries, a random‐effect gravity model has been adopted. Emphasising the agri‐food trade in a global value chain context, the research analysis distinguishes between ‘agri‐food goods’ (mostly uncooked poultry products) and ‘processed goods’ (mostly cooked poultry products). The results show that domestic avian influenza outbreaks have a significant negative impact on a country's poultry imports compared with such outbreaks in exporting countries. Moreover, NTMs induced by avian influenza reduce the uncooked poultry trade but temporarily increase the cooked poultry trade. However, with a time‐lag, the cooked poultry trade may soon face increasing NTMs. The results also imply that developing countries that attempt to export agri‐food products to developed countries should increase and enhance processed food production.  相似文献

[目的]为了推进"一带一路"沿线区域内的农产品贸易,共创环境优化和贸易获益的共赢局面,文章基于1995—2014年"一带一路"沿线5个区域48个国家的面板数据,研究农产品贸易和碳排放之间的双边关系。[方法]首先,评估农产品贸易对碳排放的影响。其中,创新性地采用农产品贸易开放指数(TPI)测度沿线国家的农产品贸易开放程度;其次,构建纳入碳排放的指标体系,设立随机前沿引力模型和贸易非效率项模型,实证检验碳排放对农产品贸易及其效率的影响。[结果]一方面,沿线国家的农产品贸易开放度越高,碳排放越高;另一方面,沿线国家的碳排放对其与中国的农产品进出口贸易存在显著的正向效应,且呈现出明显的区域差异。物流综合绩效的提升、是否加入WTO均有助于提升农产品贸易效率。[结论]中国应积极利用沿线国家的碳资源,扩大与沿线区域,尤其是南亚、东南亚和中亚(含俄蒙)的农产品进出口贸易,以及对西亚和中东地区的农产品出口贸易。  相似文献

The developing countries as a group could expect to experience only small welfare gains if they chose not to actively participate in agricultural trade liberalization and relied solely on the benefits of partial liberalization in the OECD countries. Participation along the lines of the Dunkel package, with the developing countries reducing positive assistance by less than the developed countries, would yield gains of the order of US $20 billion. More comprehensive participation in trade liberalization involving reductions of both positive and negative protection would almost triple these welfare gains. While some developing countries do not gain from trade liberalization even with full participation, the number of such countries and the magnitude of their losses are greatly reduced.  相似文献

In this article, we study the trade creation effects of EU preferential trade agreements (PTAs) in the agriculture and food sectors for a large sample of developing countries in the period 1990–2006. We investigate the extent to which the PTAs affect trade through the extensive margin—number of exported products—or the intensive margin—volume of existing products. We use a gravity framework in a panel data setting, and different estimators to deal with the issues of zero trade flows and the presence of an upper bound in the dependent variable. The results show that EU PTAs positively affect the extensive margin in agricultural trade, but not in processed foods. As regards the intensive margin, the effect is driven by the role of tariffs alone, whereas the other provisions of PTAs do not exert any other significant impact on agricultural or food products.  相似文献
