Using data from the IAB Establishment Panel, 1995–2000, we investigate between-plant variations in productivity. The study compares technical efficiencies between plants which work overtime (overtime plants) and plants which do not work overtime (standard-time plants), where technical efficiency measures the gap between feasible output and actual output for a given input combination. A fixed effects approach is applied, which does neither rely on any distributional assumptions of the inefficiencies, nor on the independence between the regressors and inefficiencies. For both, models with time-invariant and time-varying inefficiencies, we do not find evidence that the two plant-types differ in their technical efficiency.First version received: May 2002 / Final version received: August 2004The comments by Martyn Andrews and Bob Hart are gratefully acknowledged. In Data Envelopment Analysis (DEA) applications involving multiple inputs and outputs, inputs are aggregated into the total amounts of each type of input. For example, if input types ‘labour’ and ‘capital’ are used to produce multiple outputs, the total amount of labour used to produce all outputs is treated as one aggregated input and the total amount of capital as another. Resources are not disaggregated into input variables measuring the amount of labour used to produce the first output, the amount of labour used to produce the second output, the amount of labour used to produce the third output and so on, for both labour and capital. It is shown that such intra-input aggregation causes downward bias in reported technical efficiency scores, with variations in bias unrelated to true technical efficiency. Therefore, with few exceptions, any technical efficiency comparisons among DMUs are invalid. The presence of intra-input aggregation bias is demonstrated mathematically, simulation is used to exhibit its severity, and the exceptions that permit intra-input aggregation without causing bias are identified. It is concluded that, for multiple-input, multiple-output DEA applications, inputs must be disaggregated into the amounts used to produce each output in order to validly report technical efficiency, unless one of the exceptions is present.  相似文献

This paper examines the relationship between Canadian public infrastructure and private output using a Constant Elasticity and Substitution-Translog (CES-TL) cost model to describe the interaction of the public and private sectors.

We find public capital a substitute for private capital within the Canadian manufacturing sector. Additionally, the services of public capital enhance the productivity of private capital. Canadian manufacturing costs are characterized by economies of scale, indicating that less than optimal plant sizes dominated Canadian manufacturing sector during the study period. Advances in disembodied technical progress are also indicated.  相似文献

This study estimates an aggregate production function of manufacturing industry using panel data of 11 Korean regions covering 1977–1992. While the previous studies regard infrastructure as a direct input for production, the present study proposes that infrastructure has an effect on actual output by enhancing technical efficiency thereby, reducing the gap between maximum potential output and actual output. To investigate the relationship between infrastructure and technical efficiency, a stochastic frontier approach is applied to Korean manufacturing industry. Confirming the presence of substantial technical inefficiency in production, this study shows that an increase in infrastructure reduces the technical inefficiency level. The study also finds that, contrary to expectation, the industrialized regions are less efficient than the less industrialized ones. (JEL O20, H54, C23)  相似文献

This article has two goals: (i) to reduce the 7‐fold productivity differential required to explain the observed 33‐fold income difference between the richest and poorest countries of the world; and (ii) to explain cross‐country differences in the capital‐output ratio. To achieve the first goal we modify the production function of the standard neoclassical growth model to include public capital whose provision is subject to intermediation costs. For the second goal we distort private investment by introducing credit frictions. The model, quantified using cross‐country data, generates an income gap of 33 with productivity differences of only 3 under the measured variations in public and private capital. The required productivity gap declines even further, to 2.1, when we introduce a home‐production sector. On the second goal, however, credit frictions do a poor job of explaining cross‐country variations in the capital‐output ratio.  相似文献

The aim of this study is to analyse the impact of trade openness on technical efficiency of the European Union’s (EU) agricultural sector. There are no systematic theories linking trade policy to technical efficiency; hence, the relation between trade liberalization and technical efficiency is fundamentally ambiguous. Stochastic frontier analysis is used to model the relationship between EU’s production resources and agricultural output, as well as the importance of trade openness on technical efficiency of a country. The data for 16 of the 28 EU members were available for the period 1980–2007 including land, capital, fertilizer, labour, agricultural GDP, foreign direct investments (FDI), exports and import data. Results indicate that trade openness has an immediate, negative impact on efficiency in the EU agricultural sector. Over time, however, trade openness does increase efficiency. The FDI outflows increase efficiency. This suggests that an initial reduction in capital supply forces EU nations to utilize other factor inputs more efficiently. However, there is the unexamined potential that over time the depletion of capital results in a decrease in efficiency. Finally, formerly communist member-countries of the EU are found to have the lowest technical efficiency scores whereas Southern European nations have the highest efficiency.  相似文献

This article examines the technical efficiency of museums based upon data derived from a questionnaire survey of South West England. A stochastic frontier production function is estimated with output measured in terms of visitor numbers. The Cobb-Douglas function is shown to be the best representation of the production function. Average levels of efficiency are estimated to be fairly low at 45.5% with wide variations across museums. The results indicate that high levels of public funding and voluntary activity have a significantly negative impact on technical efficiency. It is argued that further research is needed to develop more sophisticated measures of the output of cultural industries and understand the economic importance of volunteers.  相似文献

Here, we discuss the role of both perspiration factors (physical and human capital) and inspiration factors (Total Factor Productivity) in the economic development of the Former Soviet Union area (FSU) and China, ca. 1920–2010. Using a newly created dataset, we find that during the Socialist central‐planning period, economic growth in both countries was largely driven by physical capital accumulation. This finding follows logically from the development policies in place at that time. During their transition periods, (i.e., starting from the late 1970s in China and the late 1980s in the FSU), China managed to keep technical inefficiency of production factors in check, largely by massively increasing its human capital, thereby lowering the physical‐to‐human capital ratio. In contrast, the FSU accomplished a similar outcome largely through reducing its stock of physical capital. As a result, although there was little difference in technical efficiency between these two economies, China's emphasis on human capital formation made it easier for this country to improve its general productivity and to increase per capita growth. This changed in the late 1990s and early 2000s, when the FSU began to recover economically, regaining its 1990 levels of output and productivity.  相似文献

A debate on whether capital grants, and especially European Union (EU) funds, actually contribute to growth has gained prominence lately. This article empirically assesses the relationship between the quality of public investment, capital grants, and growth in a sample of 43 emerging and peripheral economies over 1991–2015. To this end, the contribution of public capital to growth is estimated using efficiency‐adjusted public capital stock series, which reflects the quality of public investment management institutions. In addition, the determinants of effective public investment are analyzed. The results suggest that capital grants contribute positively to effective public investment, and the latter is significant in explaining variations in economic growth. Finally, the article illustrates the impact of raising EU funds absorption on potential growth in emerging and peripheral EU countries.  相似文献

This article analyses the role of research and development (R&D) in Australia’s broadacre farming by using the semi-parametric smooth coefficient model. While the conventional production function approach only captures the direct effects of R&D, this methodology captures both the direct impact of a change in R&D on output and the indirect impact through changes in efficiency of use of factor inputs in the production process. Moreover, technical inefficiency is introduced in the model allowing it as a function of R&D. Using a unique state-level dataset covering the period 1995–2007, this empirical study finds that once both the direct and indirect effects are taken into consideration, R&D investments significantly increase outputs. The results also show that there are substantial variations in the effects of R&D on output across the state-level average farm through technology parameters as well as through technical inefficiency. Such variations need to be taken into account when designing policies for investing public R&D in agriculture.  相似文献

This paper presents a measurement of the technical efficiency of textile industries with 4-digit codes in China by using the cross-section data from 2002 and 2007 and a fully nonparametric stochastic frontier estimation approach. The technical efficiency of these textile industries is compared across six economic ownership types and across seven regions in China. This uncovers the effects of the proprietary characteristics and the location of a firm on its technical efficiency performance. The nonparametric estimation provides some interesting findings. First, textile production in China performs with a decreasing return to scale. The difference between the output elasticity of labor and that of capital decreases from the year 2002 to 2007. Second, the technical efficiency of the 4-digit textile industry in China is significantly contingent on its ownership and location. Privately-run textile enterprises on average perform with the highest level of technical efficiency among the six ownership types while state-owned enterprises perform with the lowest level of technical efficiency, whether or not the location dummies are accounted for. Third, the technical efficiency evaluated by regions follows the order: “eastern area > southern area > central area > northern area,” which remains unchanged across the two years.  相似文献

This article analyzes the effects of intrafirm bargaining on the formation of firms in an economy with imperfect capital markets and contracting constraints. In equilibrium, wealth inequality induces a heterogeneous distribution of firm sizes, allowing for firms both too small and too large in terms of technical efficiency. The findings connect well to empirical facts such as the missing middle of firm‐size distributions in developing countries. The model can encompass a nonmonotonic relationship between aggregate output and inequality. It turns out that an inflow of capital may indeed decrease output in absolute terms.  相似文献

本文基于一个具有内生增长机制的三部门世代交叠模型,讨论了政府举债为公共投资进行融资时经济的长期均衡;同时,通过数值模拟方法考察了我国的均衡政府债务规模及其影响因素。结果表明:在特定条件下,经济系统存在一个正的均衡政府债务-产出比重,该债务比重水平明显受到公共投资—产出比重、公共投资的债务融资比重、民间资本产出弹性等参数的影响。但是,均衡政府债务比重并不是无限上升的,当上述参数超过特定临界值时,经济系统无法达到均衡,政府债务-产出之比将持续上升,财政将不可持续。另外,当民间资本产出弹性较低时,较高的均衡政府债务比重可能导致经济运行动态无效率。数值模拟结果还显示,基于不同的假设情形,我国的均衡政府债务-产出比重均在不同程度上高于当前实际的政府债务规模,这为我国在未来期间实施扩张性财政政策提供了有利的依据。  相似文献

This paper provides a comparative analysis of the evolution of the technical efficiency of commercial banks in India and Pakistan during 1988–1998, a period characterized by far-reaching changes in the banking industry brought about by financial liberalization. Data Envelopment Analysis is applied to two alternative input–output specifications to measure technical efficiency, and to decompose technical efficiency into its two components, pure technical efficiency and scale efficiency. The consistency of the estimated efficiency scores are checked by examining their relationship with three traditional non-frontier measures of bank performance. In addition, the relationship between bank size and technical efficiency is examined. It is found that the overall technical efficiency of the banking industry of both countries improved gradually over the years, especially after 1995. Unlike public sector banks in India, public sector banks in Pakistan witnessed improvement in scale efficiency only. It is also found that banks are relatively more efficient in generating earning assets than in generating income. This is attributed to the presence of high non-performing loans. In addition, it is found that the gap between the pure technical efficiency of different size groups has declined over the years.  相似文献

在国际学术界,尽管有许多经济学家在宏观经济模型框架下研究政府支出对经济增长的影响,但是很少有人从理论和实证角度研究政府支出对产出-资本比的影响,而产出-资本比的提高对发展中国家经济增长至关重要。本文利用政府提供公共物品生产函数,分析政府生产性支出的增加对税前和税后产出-资本比的影响,认为存在着一个能使产出-资本比最大化的最优政府生产性支出规模。在此基础上,本文进行的实证研究结果表明:(1)在我国国家财政生产性支出中,财政基本建设支出与产出-资本比弱正相关,而教育支出和科学研究支出与产出-资本比强正相关;(2)在我国地方财政生产性支出中,财政基本建设支出和产出-资本比弱负相关,财政教育支出和产出-资本比强正相关,而财政科学研究支出与税后产出-资本比强负相关。  相似文献

在剔除了自然环境、社会环境、经济环境等因素与随机误差的影响后,运用三阶段DEA,测算了2009年我国农村公共投资绩效。结果显示:调整环境因素前后的技术效率、纯技术效率、规模效率存在显著差异,调整环境因素后的效率值的波动程度明显减轻,稳定性增强,对农村公共投资效率解释的准确性和可信性增强;农村公共部门在保持产出水平不变的条件下,通过提高资金运作效率可节约12.9%的投入;分区域来看,东、西部地区的农村公共投资效率情况较好,中部地区及西南地区的农村公共投资技术效率相对较低,但规模报酬呈递增趋势;调整环境因素后湖南、广东、广西、贵州、云南五省区的农村公共投资绩效处于规模报酬递增阶段。  相似文献

In this paper we examine the impact of human capital on technical inefficiency. A stochastic production frontier is simultaneously estimated with a technical inefficiency model using data from one-digit industries of the Greek economy, for the period 2000–2005. The results indicate a significantly negative impact of human capital on technical inefficiency, which is comparatively lower in magnitude for the sector of public services. The most efficient industries of the Greek economy are those of Education, Financial intermediation and Real estate, renting & business activities. The highest contribution of human capital on technical efficiency is observed in the industries of Health, Education and Real estate, renting & business activities.  相似文献

The controversial Fast Track Land Reform Programme in Zimbabwe that redistributes commercially-owned farmland to smallholder households has caused concerns about the efficiency of agricultural production in the country. In this paper, we estimate the efficiency of resource use among smallholder farmers in Zimbabwe when producing maize, the staple crop in the country. Using both a semiparametric model and a fully parametric stochastic frontier model, we find significant production shortfalls for smallholder maize production. While labor, capital, and land all significantly affect the total output, the estimated mean efficiency score for farms with less than 10 hectares of land (A1) appears to be under 0.75, and for the entire sample (A1 and A2) it ranges between 0.595 and 0.772. There clearly exists a great potential for maize farmers to improve the technical efficiency and increase the total output. Gender and age of the household head, access to extension services, and activities of other crops significantly affect the technical efficiency of smallholder maize production in Zimbabwe. We also find that all farms operate under increasing returns to scale and that the technical efficiency score tends to increase with the level of output.  相似文献

利用2005—2010年我国7个行业405家上市公司的面板数据,采用随机前沿分析方法和面板数据模型,研究了上市公司的专利生产技术效率及其影响因素和收敛性。研究结果显示:R&D资本投入和R&D劳动投入对专利产出具有正效应,其中R&D劳动投入的正效应更大;上市公司的专利生产技术效率总体上较小,具有增长趋势和收敛性;上市公司的技术装备利用率、资本密集度、国际化水平、国有股比例和公司规模对其专利生产技术效率的提升具有显著影响。  相似文献
