This paper shows that increases in the minimum wage rate can have ambiguous effects on the working hours and welfare of employed workers in competitive labor markets. The reason is that employers may not comply with the minimum wage legislation and instead pay a lower subminimum wage rate. If workers are risk neutral, we prove that working hours and welfare are invariant to the minimum wage rate. If workers are risk averse and imprudent (which is the empirically likely case), then working hours decrease with the minimum wage rate, while their welfare may increase.  相似文献

This paper highlights the social costs from non-price rationing of the labour force due to the minimum wage. By short-circuiting the ability of low reservation-wage workers to underbid high-reservation wage workers, the minimum wage interferes with the market's basic function of grouping the lowest cost workers with the highest productivity firms. The present paper models the deadweight loss that society bears when high reservation-cost workers displace low reservation-cost workers. When firms can evade part or all of the minimum wage, an extra deadweight loss arises. Firms with high evasive ability but low productivity may displace firms with low evasive ability but high productivity.  相似文献

Turnover by both low and high productivity workers occurs in all jobs. However, the reasons for turnover by workers of different abilities differ. When the probability that better workers transmit accurate signals to the labour market increases, we show that incumbent employers are more likely to adopt a separating wage offer strategy. This reduces the likelihood of turnover by more productive workers. We also show that turnover depends on a firm's willingness to match outside wage offers. Hence, the personnel and wage policies adopted by employers are important for understanding the turnover of workers of all productivity types.  相似文献

We specify and estimate an equilibrium job search model with productivity differences across labour market segments. The model allows for two types of unemployment: frictional unemployment due to search frictions and structural unemployment due to wage floors. Wage floors exist because of high unemployment benefits or binding minimum wages. The productivity distribution is estimated semi-nonparametrically along the lines of Gallant-Nychka, using Hermite series approximation. We decompose the total unemployment rate and we examine the effects of changes in the minimum wage.  相似文献

Economists applied data from 1949-1950 and 1980-1981 to a new dynamic model to examine the dynamics of determinants of agricultural wages in Bangladesh, particularly the effect of changes in relative prices of rice (the staple food) and productivity. Just a 20% rise in the price or rice was passed on in the agricultural wage rate within the current year. About 50% was passed on in the long run, however. Therefore an increase in the price of rice reduced the rice purchasing power of agricultural wages in the short and long term. In fact, the importance given to rice in the long run real wage rate was almost the same as the mean proportion of expenditure that an agricultural laborer in Bangladesh committed to rice and closely related food staples. Thus arise in the price of rice in comparison to other goods had limited effects on the long run real wage in terms of the bundle of goods typically consumed, but very adverse effects in the short run placing a high burden on the rural poor. On the other hand, the long run real wage rate fell considerably between the mid 1960s-early 1980s when overall agricultural productivity increased. The economists pointed out that this increased productivity may not have lowered long run real wage rates, but instead mitigating factors may have contributed to this fall. For example, population growth, rising landlessness, and insufficient economic growth in nonagricultural sectors resulted in a consistent growth in the labor supply. In conclusion, this new dynamic model showed that Bangladesh cannot depend only on agricultural growth to reduce the poverty of farmers.  相似文献

最低工资标准逐年上调导致企业劳动力成本不断上升,其对我国企业全要素生产率影响存在争议。将2012—2019年全国405个地级市最低工资标准数据和中国上市公司数据匹配,从要素替代和技术替代效应两个视角探讨其内在影响机制。研究发现:最低工资上调会降低企业的全要素生产率;最低工资对企业全要素生产率挤出效应表现为国有企业和融资约束程度越高的企业挤出效应更强,中部地区的挤出效应强于东部地区;最低工资标准越高,企业越倾向于通过要素替代和技术替代来改变生产效率。研究对提高全要素生产率和实现经济高质量发展具有重要参考意义。  相似文献

Motivated by models of worker flows, we argue in this paper that monopsonistic discrimination may be a substantial factor behind the overall gender wage gap. Using matched employer–employee data from Norway, we estimate establishment-specific wage premiums separately for men and women, conditioning on fixed individual effects. Regressions of worker turnover on the wage premium identify less wage elastic labour supply facing each establishment of women than that of men. Workforce gender composition is strongly related to employers' wage policies. The results suggest that 70–90% of the gender wage gap for low-educated workers may be attributed to differences in labour market frictions between men and women, while the similar figures for high-educated workers ranges from 20 to 70%.  相似文献

This paper proposes a framework to identify the effects of the minimum wage on the joint distribution of sector and wage in a developing country. I show how the discontinuity of the wage distribution around the minimum wage identifies the extent of noncompliance with the minimum wage policy, and how the conditional probability of sector given wage recovers the relationship between latent sector and wages. I apply the method in the “PNAD,” a nationwide representative Brazilian cross‐sectional dataset for the years 2001–2009. The results indicate that the size of the informal sector is increased by around 39% compared to what would prevail in the absence of the minimum wage, an effect attributable to (i) unemployment effects of the minimum wage on the formal sector and (ii) movements of workers from the formal to the informal sector as a response to the policy.  相似文献

This paper considers the effects of union-bargained minimum wages on transitions into and out of employment in the hotels and catering industry over the period 1979–99. This industry is characterised by a high fraction of unskilled labour input, high worker turnover and binding minimum wages. The empirical approach identifies workers affected by real minimum wage increases and decreases, respectively. Job separations and accessions for the treatment groups are then contrasted to the outcomes for control groups, with wages marginally above those of the treatment groups. Unlike previous studies, this paper also considers same-period transitions for same-wage workers who are unaffected by minimum wage changes. This procedure should help to control for unobserved differences between high- and low-wage workers and is made possible by the diversified minimum wage structure of the industry. According to the results, job separations tend to increase with rising minimum wages (except for teenagers during 1993–98). The evidence regarding accessions is less conclusive.  相似文献

This study examines the effect of minimum wage increases on teen hours of work and employment using both state- and individual-level panel data in the US. The state-level results indicate that minimum wage increases may lower employment rates but do not adversely affect hours among either working teens or all teens. The individual-level results do not indicate that minimum wage increases have a significant negative effect on hours worked by low-wage teens who are likely to be affected by a minimum wage increase. The results suggest that low-wage teens are less likely to remain employed, relative to high-wage teens, when the minimum wage is raised. However, this adverse effect disappears when these low-wage teens are compared to other low-wage teens during periods when the minimum wage did not increase.  相似文献

Minimum wage hikes aim to increase the income of low-wage workers and improve their labour market participation. However, there are concerns that large increases may reduce employment, especially in countries where minimum wages increased quickly and whose competitiveness depends, at least partly, on low production costs. This study examines the employment effect of large increases in the minimum wage in Romania between 2008 and 2016. It uses regional (NUTS III) data and dynamic panel methods. The results do not support the hypothesis that minimum wage hikes reduce employment. They are robust to the use of different econometric methods, plausible variations of the specification and definitions of the key variables. Moreover, the results suggest insignificant effects even for low wage, less developed or high unemployment regions.  相似文献

This paper presents a theoretical model that combines employers learning about worker productivity, human capital acquisition, job-assignment and resolution of worker uncertainty regarding disutility of work from a job, to show how widely documented findings on both wage and promotion dynamics and turnover can be captured in a single set-up. Abstract.  It is well established in the literature that minimum wage increases compress the wage distribution. Firms respond to these higher labour costs by reducing employment, reducing profits, or raising prices. While there are hundreds of studies on the employment effect of the minimum wage, there are merely a handful of studies on its profit effects, and only a couple of dozen studies on its price effects. Furthermore, a comprehensive survey on minimum wage price effects is not available in the literature. Given the policy relevance of this neglected issue, in this paper we summarize and critically compare the available evidence on the effects of minimum wages on prices.  相似文献

We examine the effects of establishment- and industry-level labor market turnover on employees' well-being. The linked employer-employee panel data contain both survey information on employees' subjective well-being and comprehensive register-based information on job and worker flows. We test for the existence of compensating wage differentials by explaining wages and job satisfaction with average uncertainties, measured by an indicator for a high excessive turnover (churning) rate. The results are consistent with the theory of compensating wage differentials, since high uncertainty increases real wages, but high uncertainty has no effect on job satisfaction while not controlling for wages.  相似文献

The paper analyzes the influence of minimum wages on firms' incentive to train their employees. We show that this influence rests on two countervailing effects: minimum wages (i) augment wage compression and thereby raise firms' incentives to train and (ii) reduce the profitability of employees, raise the firing rate and thereby reduce training. Our analysis shows that the relative strength of these two effects depends on the employees' ability levels. Our striking result is that minimum wages give rise to skills inequality: a rise in the minimum wage leads to less training for low-ability workers and more training for those of higher ability. In short, minimum wages create a ”low-skill trap.” We indicate that this effect may be important empirically. Finally, including workers' incentives to train themselves makes no major difference to our results.  相似文献

We use plant‐level employer–employee data in production functions and wage equations to examine whether wages are based on productivity. We use a stepwise procedure to find out how the results are influenced by the kind of data that is available. The models include shares of employee groups based on age, level and field of education, and sex. The gap between the age‐related wage and productivity effects increases with age. Education increases productivity, but wage under‐compensates productivity especially for those with the highest level of non‐technical education. For women the results depend greatly on the specification and method used.  相似文献

This paper focuses on the effects of a shift in the firm pay strategy from a fixed wage to a flexible pay scheme on the performance of the “treated” firms. Theory predicts that the introduction of performance-related pay (PRP) may produce both incentive and sorting effects, making the incumbent workers more productive and attracting the most able workers from outside. Furthermore, productivity gains may be shared with the workers through higher wages and heterogeneous effects may be expected by union density. Matching estimates based on panel data for a representative sample of Italian metalworking firms in the 1990s show positive effects on labour productivity (around 7–11%) and to some extent on wages (around 2–3%), while worker sorting is negligible. Estimates by union density suggest that incentive effects are more present in low unionized firms, while wage effects are more significant in highly unionized ones. Extended sensitivity analysis shows that these results are overall robust with respect to the existence of unobserved confounding factors.  相似文献

Research by the Bureau of Labor Statistics does not support the view that present trends in the workplace will have negative effects on future productivity, wages, and job creation. The shift towards a service-producing economy will not necessarily result in generally lower productivity levels, slower rates of growth, and lower wage levels, as commonly believed. Further demographic changes may bode well for productivity; the future work force will have a higher proportion in the most stable and productive years. Although there will continue to be serious problems of high unemployment for some groups and job loss due to new technologies, gloomy predictions of a huge labor surplus and a trend towards low-paying jobs are unwarranted.  相似文献

By employing a large dataset of nation-wide state-owned and non-state-owned manufacturing enterprises in the period 1998–2007, this paper analyzes the evolving pattern of the correlation and spread between wages and labor productivity in China's manufacturing sector and its influence factors. We find that although a significant positive correlation between wages and labor productivity in manufacturing firms exists, this positive nexus has become weak and loose. We also find that, since the 1990s, the labor productivity of Chinese manufacturing enterprises has gained a much greater growth rate than that of the wage level, and therefore the spread between wages and labor productivity has been widening over time. A variety of factors that have influenced the wage–labor productivity nexus of Chinese manufacturing enterprises are identified and discussed with regression models.  相似文献

This paper considers welfare and wage inequality effects of developing medical tourism on the host country from a theoretical point of view. Due to the competition between public healthcare provision and medical tourism, the development of medical tourism might reduce labor productivity and thus widen wage inequality via the increased wage rates of healthcare workers and decreased wage rates of production workers. In addition, the expansion of medical tourism can lower social welfare of the host country through a decline in labor productivity caused by reduced public healthcare provision. A tax-subsidy welfare-improving scheme is suggested to mitigate the unfavorable productivity effect of medical tourism on the host economy. This theoretical result fits into current empirical evidence on medical tourism.  相似文献
