In the southern African Region (SAR) large populations, mainly concentrated in rural areas, face food insecurity and poverty. Food insecurity is intensified by adverse weather conditions and droughts which impact negatively on farm level food production throughout the region. Agriculture constitutes an important economic sector in the majority of countries in the region. This is measured as share of agricultural value added to the GDP and as agriculture's share in employment. Based on these facts alone, it must be obvious that sustained agricultural performance will play a significant role in the improvement of food security and livelihoods in the region. However, food security is not only attained in rural areas and by the consumption of home produced food stuffs. Urbanisation is expected to increase dramatically over the next few decades and feeding the urban masses, at affordable prices, must be considered to be a high future priority for governments in the region. Food security must not be viewed as an agricultural issue per se. The drive to food self sufficiency through domestic agriculture production in many countries in the region did not enable these countries to feed their own population. Food security should rather be defined as the acquirement of sufficient and nutritious quantities of food (Sen, 1981, Poverty and Famines: An essay on Entitlement and Deprivation). An approach, whereby attention is given to the macro level availability of food, access to income streams as well as improved production capacity to acquire food at a household level and the utilisation of nutritious food, should therefore be guiding food security policies (SADC: FSTAU, 1997, A Strategic Framework for Food Security in the Region). This broader view emphasises household level poverty reduction, economic development and growth as important components of a food security strategy (World Food Summit, Rome, 1996). An important issue which therefore needs to be explored is whether agriculture does have the potential to contribute to economic processes, which will support broad based development and food security. This paper is intended to argue the importance of agricultural development for food security in the region and to develop a diverse policy framework to strengthen this new, more comprehensive role of agriculture in the region.  相似文献

Food aid, both for short-term emergency relief and as program food aid that helps address medium-term food “deficits”, is often a major component of food security strategies in developing countries. This study reviews the experience with food aid of four major recipients of food aid (India, Bangladesh, Ethiopia and Zambia) regarding food production, trade, markets, consumption and safety nets, as well as the policy responses to food emergencies. The widely varying experiences of the study countries suggest that food aid that supports building of production and market enhancing infrastructure, is timed to avoid adverse price effects on producers, and is targeted to food insecure households can play a positive role in enhancing food security. However, food aid is not the only, or in many cases, the most efficient means of addressing food insecurity. In many cases private markets can more effectively address shortfalls in food availability and cash transfers may be a viable alternative to food transfers in-kind.  相似文献

Food security remains a top development priority and global concern. It is enshrined in the 2030 Agenda for Sustainable Development in Sustainable Development Goal two. Food security is also a core component of the human development and capability paradigm, since food access and entitlements are critical for reinforcing essential human capabilities. In introducing this special issue, this paper argues that agriculture is central to improving food security and reducing poverty in Africa. It suggests that realizing the potential of agriculture in Africa requires rapid increases in land productivity and increases in agricultural yields. A science-based approach that integrates gender and sustainability is critical to meet this goal, through the design and implementation of policies that improve the availability farm inputs and farm technology. The paper concludes by introducing the papers in this special issue.  相似文献

Although optimal monetary policy stabilizes food inflation theoretically, empirical studies remain limited not only in the context of volumes and the estimation approaches, but are focused on selected advanced and emerging countries to the neglect of Africa where poverty and dominance of food in the consumption basket are more pronounced. We provide empirical evidence in the context of South Africa using quantile regressions. Rising food prices are destabilized even further by restrictive monetary policy; a finding that has ramifications for inflation targeting, especially given that a quarter of the country’s population is food poor.  相似文献

West African consumption of wheat and rice is growing rapidly despite technological barriers to production of these cereals in the region. Soaring imports are of particular concern in view of likely consumption trends. Maize imports are also growing rapidly, as is production in the more humid countries, to the detriment of sorghum. The latter is performing relatively better in the drier countries. Possible factors underlying consumption shifts are discussed, including price policies at variance with stated objectives. Possible policies to slow down these shifts are discussed, along with research requirements for effective diagnosis and implementation.  相似文献

In addition to volatile fluctuations due to seasonal or regional factors, food security has two main components; access and availability. This paper presents a diagrammatical model to indicate how aquaculture, particularly private sector aquaculture, can contribute to these components of food security in sub-Sahara Africa. Food accessibility is increased when commercial aquaculture generates employment. Without such employment the poor might never translate their need for food into effective demand. Food availability is increased, either immediately when aquaculture output is sold in the domestic market, or later when the foreign exchange earned from aquaculture exports is used to import food.  相似文献

With the financial support from various development partners, Ethiopia has designed and implemented several programs to improve household food security. Yet, food insecurity is still a major challenge to several millions of people in the country and it is questionable whether the different food security programs implemented over the past years have been successful. Using a propensity score matching method to control for pre-intervention differences, this study examined the impact on household food calorie intake of an integrated food security program (IFSP), which had been implemented in Northwestern Ethiopia by two non-governmental organizations as a case study. The estimated results provide evidence that IFSP has a positive and statistically significant effect on food calorie intake. In particular, IFSP has raised physical food calorie intake by 30% among the beneficiary households. However, we also found that IFSP has differential impact depending on family size, landownership and gender of head of household. Overall, the paper provides evidence that supporting integrated food security programs is important to improve food security in rural areas.  相似文献

The purpose of food aid has evolved over the past 30 years, shifting from surplus disposal to a ‘development first’ regime. This shift was accelerated by the World Food Conference, but even 10 years after the conference it is yet to be completed. There are inherent tensions between the older and new design principles. Net neutrality rules have been implemented in many developed countries, often in response to concerns over network operator market power and potential blocking or throttling of content. However, developing countries typically have significantly lower levels of internet penetration and usage. Market power in respect of internet access looks quite different given that mobile is the predominant means of connection and there are often three or more mobile operators. In South Africa, there is a quasi-monopoly in the paid satellite broadcasting market and broadband providers zero-rating content from third parties (such as Netflix) may bring about more competition. We test the main theories of harm arising in the net neutrality debate, including network operator market power and exclusion among content providers using data on the number of announced prefixes and peers and IP addresses and considering examples of bundling and zero-rating conduct by operators. We find that net neutrality rules are less likely to be required in South Africa and other developing countries and that strict enforcement of such rules could in fact hinder competition in markets for content, telecommunications networks and other related markets.  相似文献

In March 1980, Lic José López Portillo, President of Mexico, announced the initiation of the Mexican Food System, or the Sistema Alimenticio Mexicano (SAM). SAM is a declaration of intent to restructure the food system to both guarantee all Mexicans an adequate level of nutrition, and to achieve self-sufficiency in production of basic foodstuffs. This article reviews the background to SAM, strategies pursued, targets established for major components of SAM, and its funding. Being one of the first comprehensive attempts to adapt the food production system of a nation to basic food requirements of its population, SAM should be monitored closely.  相似文献

Cassava in Malawi is the second most important staple food crop after maize. This paper assesses the impact of agricultural research for development approach in Malawi on cassava yields, per capita area planted to cassava and household calorie intake from cassava and maize. Given the growing interest over the past decade in agricultural research for development as an innovation systems approach for improving the delivery of research-derived benefits to smallholder farmers and having impact in Africa, this paper provides empirical evidence as to the effects of this framework. The paper concludes that Malawi’s cassava research for development has contributed to measurable gains in area planted to cassava, cassava yields and household caloric intake.  相似文献

This paper explores how fit with the organization's strategic orientation relates to performance following total quality management (TQM) implementation. Conceptualizing the organization as a system of interrelated activities, we propose that TQM is an ‘elaborating element’ that achieves internal fit when the core elements of the activity system are orientated toward a ‘cost leadership’ rather than ‘differentiation’ strategic position. When internal fit occurs, TQM drives tighter interactions among core elements in the activity system, resulting in greater performance. Using longitudinal data from a sample of 780 manufacturing organizations, we find that TQM is positively related to performance for cost leaders, but negatively related to performance for differentiators. Our findings support the contingency perspective whereby internal fit serves as an overarching contextual factor influencing TQM success. Copyright © 2012 John Wiley & Sons, Ltd.  相似文献

The paradox that tonnes of food is wasted while people go hungry has raised concern from national and international authorities. In developed countries, reducing these problems has focused on surplus food distribution as a ‘win-win’ solution contributing to sustainable development goals. While the existing literature acknowledges the role of third-sector organisations, research on the supply chain of surplus food distribution and the coordination among actors is limited. This research explores actors and organisations in the value chain of surplus food distribution at the city level. Based on semi-structured interviews and participant observation, our findings highlight the need for a coordinated effort between actors as an essential arrangement to capture the value of surplus food. Despite the close cooperation, hierarchical power relationships exist between organisations in the supply chain. We unpack challenges in the surplus food supply chain, such as lack of a legislative framework for food donations and organisational sustainability issues that have forced third-sector organisations to work independently to reduce the uncertainties of food quality and quantity. We shed light on the practical implications by highlighting how multiple stakeholders could improve the efficiency of surplus food distribution.  相似文献

An increasing set of evidence has been reported on how consumers could potentially react to the introduction of genetically modified food. Studies typically contain some empirical evidence and some theoretical explanations of the data, however, to date limited effort has been posed on systematically reviewing the existing evidence and its implications for policy. This paper contributes to the literature by bringing together the published evidence on the behavioural frameworks and evidence on the process leading to the public acceptance of genetically modified (GM) food and organisms (GMOs). In doing so, we employ a set of clearly defined search tools and a limited number of comprehensive key words. The study attempts to gather an understanding of the published findings on the determinants of the valuation of GM food – both in terms of willingness to accept and the willing-to-pay a premium for non-GM food, trust with information sources on the safety and public health and ultimate attitudes underpinning such evidence. Furthermore, in the light of such evidence, we formulate some policy strategies to deal with public uncertainly regarding to GMOs and, especially GM food.  相似文献

This article explores the ways in which the macroeconomic balance of the economy, and related policies, impinge on agriculture in developing countries, and considers implications for the design of policies. It argues that the extent of macroeconomic balance, and the quality of the policies influencing that balance, to a large extent define the scope for effective agricultural policies. The avoidance of severe balance-of-payments deficits and rapid inflation are seen as a necessary condition for the promotion of agricultural growth. They also have an important influence on the nature and range of agricultural policy options available to governments.  相似文献

Using three waves (2008/09, 2010/11, 2012/13) of the Tanzanian National Panel Survey, this study investigates the impact of maize price shocks on household food security. Between 2008/09 and 2012/13, calorie intake stagnated for urban households, yet sharply deteriorated for rural households. The latter was driven by a significant decline in the consumption of the major staple maize which showed strongest price hikes among all major food items. Fixed-effects regressions indicate a clear negative relationship between maize prices and average household energy intake. Almost all population groups were found to be negatively affected by maize price shocks, with rural landless households being the most vulnerable group. In particular, a 50 percent rise in maize prices decreases caloric intake for rural (urban) households on average by 4.4 (5.4) percent, and for rural landless households by 12.6 percent. Results further indicate that subsistence agriculture can act as an effective strategy to insure against food price volatility.  相似文献

This overview paper introduces the special issue focused on links among innovation, food system transformation, and technology adoption in all segments of agrifood value chains from inputs to farming to post-harvest segments including logistics, wholesale, processing, and retail. Through the string of food safety scares that has rocked Japanese society since the early 2000s, conflicts between the traditional notion of socially acceptable risk and the idea of a science-based risk analysis approach have surfaced in the food safety arena. Elites, including government officials and those members of scientific communities who support the science-based risk analysis approach, have become responsible for communicating seemingly contradictory ideas such as “food in Japan is safe” and “there is no such thing as zero risk with food.” This communication logjam has resulted in confusion and created public distrust of both government and scientific experts. Against this backdrop, this paper aims to examine the struggles and challenges faced by government officials in explaining and practicing policies that pertain to highly controversial food safety issues. The primary data used for illuminating the discourses is the official minutes of governmental committees including the Agriculture, Forestry and Fisheries Committee and the Consumer Commission.  相似文献

We link the exploration–exploitation framework of organizational learning to a technology venture's strategic alliances and argue that the causal relationship between the venture's alliances and its new product development depends on the type of the alliance. In particular, we propose a product development path beginning with exploration alliances predicting products in development, which in turn predict exploitation alliances, and that concludes with exploitation alliances leading to products on the market. Moreover, we argue that this integrated product development path is moderated negatively by firm size. As a technology venture grows, it tends to withdraw from this product development path to discover, develop, and commercialize promising projects through vertical integration. We test our model on a sample of 325 biotechnology firms that entered 2565 alliances over a 25‐year period.
