The streamlining of the Lisbon strategy has introduced new integrated guidelines for economic policy and employment strategy and a new report format––the National Reform Programme. In the first year of this new reporting mechanism, Member States have paid less attention to gender mainstreaming and gender equality objectives, not least because the gender equality guideline has been removed. Streamlining has further exposed the narrow and instrumental focus on gender equality measures in the Lisbon process as a means of raising the employment rate rather than a broader concern for equal opportunity. This narrow gender equality approach also dilutes the efficacy of the economic and employment policies that are advanced. Some positive steps to advance gender equality continue to be taken, but the reforms are partial, uneven and coexist with negative developments. We illustrate this with an evaluation of the policy trajectory in relation to the ‘making work pay’ agenda for low‐waged workers (tax/benefit reform, minimum wages, childcare and parental leave). We conclude that this latest reform to the Lisbon process has exposed the enormous amount of political work and capacity building that is needed to mainstream gender issues across the whole field of economic, employment and social policies.  相似文献

Promoting job quality and gender equality are objectives of the European Employment Strategy (EES) in spite of a downgrading of the attention given to both in the revised employment guidelines and the relaunch of the Lisbon Process. However, advances on both of these objectives may be important complements to the employment rate targets of the EES, as access to good quality jobs for both sexes is likely to help sustain higher employment rates. While the European Commission has a broad view of the concept of job quality in practice, it relies on a selection of labour market type indicators that say little about the quality of the actual jobs people do. Using data from the 2005 European Working Conditions survey, we analyse job quality along three dimensions: job content, autonomy and working conditions. We conclude that gender and occupational status, along with other job characteristics such as working time and sector, have more influence on an individual's job quality than the country or ‘national model’ they are situated in. Our results also demonstrate the value of developing indicators of job quality that are both gender sensitive and derived at the level of the job rather than the labour market in order to advance EU policy and academic debate on this topic.  相似文献

This paper draws from interviews with mobile science researchers to explore experiences of mobility and fixed-term employment in the EU. The paper takes a socio-legal approach, aiming to understand the contribution of EU law and policy to the resource framework within which career decisions are made. The high incidence of fixed-term employment and the expectation of geographic mobility in science labour markets has made science researchers very ‘flexible’ employees and, arguably, model EU citizens. But how are these factors managed in the context of every-day life? Developing sound empirical evidence of how individuals experience mobility and fixed-term employment could lead to more sensitive and effective policy making. This is particularly pertinent as human resource issues in science research have become central to achieving the EU's overarching strategies for growth and jobs (the Lisbon Strategy and Europe 2020). A range of policies designed to increase the mobility of researchers and to manage the use of fixed-term contracts have been put in place. This paper draws on empirical evidence to inform our understandings of these developing areas of law and policy in the EU.  相似文献

Do jobs follow people or people follow jobs? A meta-analysis of Carlino–Mills studies. Spatial Economic Analysis. This study examines the classic question as to whether ‘jobs follow people’ or ‘people follow jobs’ by performing a meta-analysis of 321 results from 64 Carlino–Mills studies. It is found that the results are highly divergent, but that more results point towards ‘jobs following people’ than towards ‘people following jobs’. When it comes to the reasons for the variation in results, we find that the results are mostly shaped by the geographical location, spatial resolution, and population and employment characteristics present in the data, as well as by the model’s specification, its functional form and the spatial weight matrix specification.  相似文献

Since 1997 there has been a significant extension in the legal regulation of the employment relationship reflecting social and economic policy objectives. This article summarises key findings from research into the impact of this legislation and identifies factors affecting legislative impact and employer compliance. The European Union (EU) has an explicit commitment to raise the employment rate for women and to advance gender mainstreaming (GM) and gender equality in both employment and social inclusion policies. In this article we assess developments in the latest round of National Action Plans (NAPs), with particular attention to the situations in the 10 new member states. GM continues to be patchy and inadequate, with a similarly narrow focus in both ‘old’ and ‘new’ member states. After enlargement, the greater diversity of national situations in conjunction with ongoing reforms to EU policy frameworks create new challenges for GM.  相似文献

This article engages with recent debates which assert that community participation and empowerment are place‐contingent. The particular nature of localities has regularly been taken to account for success or failure in processes of participation and regeneration. In contrast, this article exposes the failings based in the nature of the process of regeneration in the complex intersection of national agendas of community participation, regional objectives of economic growth and local aspirations of social cohesion and improved amenities. These agendas meet in the seemingly mutual pursuit of the ‘active community’. They become manifest in the micro‐politics of negotiating and enacting different constructions of community by the different actors ‘empowered’ in the regeneration process: regional development agencies, local government and local civil society. The article is based on ethnographic research in the Kent coalfield. The coalfields as distinct places have commanded a lasting place in the academic and policy literature: romanticized as the epitome of ‘communityness’ but demonized as the site of problem groups. This otherness has outlasted the industry the communities were built on. The analysis here shows that the social organization of regeneration in an arguably ‘different’ place is less driven by local specificities than by a failure to make visible conflicting constructions of community; therefore both the pathologizing of disadvantaged social groups and calls for more ‘community’ in policy delivery rather than policy reform are called into question.  相似文献

In 2003, equal opportunities policy in the European Union suffered both ups and downs. New opportunities came in the guise of the hotly contested new directive on gender equality outside the field of employment, in the invitation to present the first of an annual report on equality between women and men to the Spring Council, in the consolidation of gender mainstreaming within the second round of the National Action Plans on social inclusion and in the new commitments to ‘substantial reductions by 2010’ in gender gaps in employment, unemployment and pay that were included in the new employment guidelines in 2003. These new guidelines presented, however, a major challenge to gender equality as the new phase of the European Employment Strategy dispensed with the four pillars, and therefore the equal opportunities pillar. Instead gender equality became just one of 10 new guidelines. In December the launch of the Employment Taskforce report appeared to push employment policy back more to a ‘full employment with flexibility’ approach and away from concerns with job quality. The focus was therefore more on the integration of women into employment rather than on closing the equality gap.  相似文献

This article is based on recent transnational research on partnership‐based initiatives to promote local development and regeneration and combat social exclusion in the EU. The increasing reliance on partnership as the basis for local policy initiatives is first situated in the context of contemporary debates about social exclusion. The main part of the article then draws on the literatures on local governance and urban regime theory to examine three issues critical to the impact of the ‘new orthodoxy’ of local partnership: the capacity of partnerships as interorganizational forms of local governance; their inclusiveness; and the extent of outcomes which can be attributed to partnership as a distinctive mode of local governance. On all three issues, the evidence points to the limited claims that can be made for most local partnerships as ‘inclusion coalitions’ capable of effectively tackling social exclusion, and suggests that structural features of the currently dominant version of partnership entrench a model of elite rather than inclusive governance. Local partnership is associated with weak rather than strong discourses of social exclusion and inclusion, and its significance lies as much as anything in the way in which the practice of partnership tends to foreclose the sphere of debate and action, excluding more radical options. Cet article se fonde sur une récente étude transnationale concernant l'UE et portant sur les initiatives de partenariat visant à promouvoir le développement et la régénération sur le plan local, tout en combattant l'exclusion sociale. Le recours croissant au partenariat comme base des initiatives de politique locale est d'abord resitué dans le cadre des débats contemporains sur l'exclusion sociale. L'article, qui s'inspire des travaux sur la gouvernance locale et les régimes urbains, examine trois points essentiels pour l'influence de la ‘nouvelle orthodoxie’ du partenariat local: la capacité des partenariats en tant que formes de gouvernance locale inter‐organismes, leur nature inclusive, ainsi que la part des résultats qui leur revient au titre de mode distincif de gouvernance locale. Sur ces trois aspects, les faits soulignent la portée limitée que peuvent revendiquer la plupart des partenariats locaux comme ‘coalitions d'inclusion’ capables de traiter efficacement l'exclusion sociale; les résultats suggèrent en outre que les caractéristiques structurelles du partenariat, dans sa version dominante actuelle, enracinent un modèle élitiste plutôt qu'une gouvernance inclusive. Public sector leisure managers in the UK have been struggling, since the extension of compulsory competitive tendering to leisure management in 1989, to reconcile the conflicts between becoming more consumer led and satisfying the needs of the ‘recreationally deprived’. Rationalization has ensured that a fundamental priority for managers has been the introduction of more cost-effective working practices. This article examines the diversity in employment practices across the three sectors of the leisure industry, that is, the public, not-for-profit and private sectors. The case study evidence presented found clear differences between the sectors. Although managers in not-for-profit leisure facilities have more freedom to use greater flexibility in employment practices as compared with their public sector counterparts, they are still somewhat constrained by having to meet the social objectives set by their Board of Directors. Private sector managers were found to be providing the highest proportion of full-time jobs, although they offered lower conditions of employment. This was made possible by the funding certainties created by regular monthly/annual customer memberships.  相似文献

The Medium-Term Financial Strategy (MTFS) is a new departure in post-war policy-making. As David Smith's Briefing Paper shows the ideas behind it are well rooted in historical experience, but nevertheless it was inevitable that there would be a major element of trial and error in the early years of its use. The experience of 1980-81 however has produced some alarming results. The monetary limits have been drastically exceeded and the PSBR is likely to be far above the original target. There are two possible explanations. Either the control system is gravely defective or the government has deliberately followed the kind of short-term discretionary policies (and has indulged in the kind of ad hoc interventionism) which the strategy was expressly designed to avoid. We believe that both explanations are true. It is also probable that they reinforced each other. The first year of the strategy was likely to be the year of greatest strain. It involved a highly ambitious attempt to reduce inflation at a time when cost pressures from wages and higher energy prices were particularly strong. The strains rapidly revealed the defects in the control system. Since the government was alarmed at the short-term consequences of its policies, it chose to make a virtue of necessity and in effect suspended its commitment to the control of sterling M3. It is possible to look back at 1980 and to say that, in the event, the government's loss of control over its policies was justified as statesmanlike flexibility. But there always appear to be good reasons for sacrificing long-term objectives for short-term expediency. The MTFS was intended to avoid the chronic tendency to accept the easy option. It is essential that in 1981 the commitment to the MTFS should be re-established and that it should be reinforced, as appears to be necessary, by a system of indicators and controls to ensure that the errors of 1980 are not repeated. Otherwise there is a serious risk that the hard-won gains in the fight against inflation will be lost in the economic upturn. In the first part of this Viewpoint we examine what happened to fiscal and monetary policy in 1980 and discuss the general lines that policy should follow in 1981-82. We conclude that in order to get fiscal policy back on course the authorities should aim for a PSBR of £10 bn in 1981-82. In the second part we discuss in more detail the reasons why monetary policy went so badly astray in 1980, focusing particularly on the role of the Bank of England. We argue that just as ‘dirty floating’ (i.e. the pursuit of exchange rate objectives) may threaten the monetary targets, so ‘dirty monetarism’ (i.e. the pursuit of interest rate objectives) may prove an even greater threat. We conclude that the discretionary activities of the Bank of England contributed to the excessive monetary growth in 1980, and that it is necessary to ensure that in future the Bank should conduct its policy on a non-discretionary basis.  相似文献

The EU seeks to improve its labour market performance through implementing the Lisbon and European Employment Strategies which encourage the modernization of work organization through the development of partnership with the assistance of an ‘appropriate’ regulatory framework. Key aspects of this latter framework concern workers' rights regarding information, consultation and participation in corporate governance. European labour laws, introduced in the 1970s, sought to strengthen employers' consultation with their workforce and, more recently, the changing economic, technological and organizational environment has returned issues related to workplace democracy to the top of the social policy agenda. Here we evaluate the significance of the new Directive on Information and Consultation with Employees (ICE) within the context of this planned modernization of European social policy. In doing so, we re-examine the historical development of workers' consultation laws in Europe and assess the economic rationale for regulating workplace social dialogue in an enlarged Social Europe.  相似文献

Innovation is perhaps the buzzword in local economic development policy. Associated narrowly with neoliberal ideas, conventional notions of innovation—like its capitalocentric counterparts, enterprise and entrepreneurialism—may promise higher productivity, global competitiveness and technological progress but do not fundamentally change the ‘rules of the game’. In contrast, an emerging field reimagines social innovation as disruptive change in social relations and institutional configurations. This article explores the conceptual and political differences within this pre‐paradigmatic field, and argues for a more transformative understanding of social innovation. Building on the work of David Graeber, I mobilize the novel constructs of ‘play’ and ‘games’ to advance our understanding of the contradictory process of institutionalizing social innovation for urban transformation. This is illustrated through a case study of Liverpool, where diverse approaches to innovation are employed in attempts to resolve longstanding socio‐economic problems. Dominant market‐ and state‐led economic development policies—likened to a ‘regeneration game’—are contrasted with more experimental, creative, democratic and potentially more effective forms of social innovation, seeking urban change through playing with the rules of the game. I conclude by considering how the play–game dialectic illuminates and reframes the way transformative social innovation might be cultivated by urban policy, the contradictions this entails, and possible ways forward.  相似文献

This paper builds theory on the process of open-strategy infiltration through an ethnographic study investigating how open strategy entered a financial services firm's strategy process behind the backs of top managers. Based on our analysis, we show how open strategy infiltrates the strategy process through a ‘strategic practice drift’, i.e., a gradual and partly unnoticed shift towards open strategy that occurs through ‘accommodating’ and ‘legitimizing’ the performance of transparency and inclusion in the strategy process. We show how the ‘goal-based ambiguity’ and ‘procedural certainty’ of initiatives that latently imply the performance of transparency and inclusion in the strategy process enable open-strategy infiltration. Furthermore, we show how top managers' ‘goal-based rationalization’ and ‘procedural renegotiation’ of practising transparency and inclusion contribute to the eventual reproduction of open strategy in the strategy process. Our model generates an understanding of how and why open strategy can enter the strategy process behind the backs of top managers and adds nuance to extant understandings of the role of top managers in this process. In addition, our findings contribute to research on strategy as practice by theorizing ‘strategic practice drifts’ and extending our understanding of the role of ambiguity therein.  相似文献

This article discusses the human resources implications of the comprehensive ‘three-systems’ reforms in state-owned enterprises introduced in the early 1990s in Northeast China in terms of labour contracts, rewards systems and social insurance. It critically examines current developments in industrial relations vis-a-vis each of these categories. the upshot of these changes is a move away from the old ‘iron-rice-bowl’ employment system towards a labour-market ‘with Chinese characteristics’. Such a strategy is not without its political risks, particularly if it leads to greater joblessness without a nationwide welfare ‘safety-net’ being fully put in place. If the ‘three systems’ reforms were first piloted in 1992, it was not until 1995 that they began to be extended nationally. Such changes may be of considerable potential importance to HRM managers in multinational companies interested in forming strategic alliances and joint ventures with Chinese state-owned enterprises.  相似文献

Trevor Colling assesses the concept of ‘strategic choice’ in the light of developments in employment strategy and practice in British Airways. Contrary to the language of competition attending privatisation, it is argued that BA's celebrated decision to compete ‘upstream’ depended on their continued ability to influence their product market. Current restructuring reflects a significant weakening of this ability and is producing a different and, so far, less celebrated set of priorities. Attempts to theorise the links between competition, employment strategy and competitiveness should pay greater attention to the policy frameworks provided by local, national and supra-national states.  相似文献

This paper traces the origins and development of the concept of ‘market transformation’, from its beginnings as a part of energy policy in the USA, to its subsequent development in the UK. It discusses whether it could become a strategic option for British business in pursuit of sustainable growth. Drawing together themes from the academic literature on marketing, consumer behaviour, business, and energy policy, together with data from national programmes, and British government sources, the paper argues that such an approach would be based on a twin false premise – that selling energy efficiency to consumers is in accordance with modern marketing thinking, and that it has much to do with achieving sustainable development. It concludes that while achieving sustainable development will certainly encompass the transformation of markets for many products, ‘market transformation’ itself cannot be seen as a key driver for change. Notions of social inclusion and the need to combat social exclusion have become popular areas of attention in academic and policy circles. The importance of small firms and entrepreneurship as a means to raising inclusion has been emphasized in these new agendas. A priori, there are a number of reasons why small businesses may be regarded as providing opportunities for social inclusion. However, in this paper we argue that the recent expectations of the role of small firms and entrepreneurship in combating social exclusion are over optimistic. Some of the assumptions on which these expectations are based are questioned. Instead, we suggest that attention should start by a clearer understanding of the concept of social exclusion. Individual economic strategies, in the form of small business activity, can make some contribution but because of the complex multidimensional nature of social exclusion, over-inflated claims should be avoided. When these claims are not achieved there may be a danger of a policy backlash against the promotion of business ownership and disaffection amongst those who fail to realize their goals. This paper draws on secondary evidence and concludes with implications for policy and suggestions for further research.  相似文献
