Land conservation technologies used by farmers are known to play an important role in improving farm incomes and household welfare in the long run. For this reason substantial investments have been made in research to improve agricultural technologies in various parts of the world, from the development of new crop varieties to new practices of land management. This paper explores the impact of land rights among other factors on adoption of soil and water conservation practices. The study further tests for Boserup's hypothesis (correlation between population density, land conservation and property rights) using panel survey data collected from farming households. The key findings of the paper are that property right regimes and population density affect both the decision to conserve land as well as the type of conservation practices used by farmers. The results further suggest a positive correlation between land tenure security and population density, thus supporting Boserup's hypothesis. The findings call for pursuit of both short-term and long-term policy measures that offer incentives for land conservation through government initiatives and participation of local communities.  相似文献

This paper has three purposes. The first is to conceptualize agricultural watersheds as complex adaptive human ecosystems that co-produce agricultural goods and ecosystem services. The second is to demonstrate a generalizable framework for the spatial modeling of ecosystem service production in watersheds based on this conceptualization. The third is to examine the policy implications of the analysis conducted using this spatial decision support system (SDSS).Analyses using the SDSS show that restrictions on soil loss to the “tolerance level” (T) cause average farm income to decline by only 4%, a reduction that is nearly eliminated if the Conservation Reserve Program (CRP) is available to farmers as an income-generating alternative. The spatially variable response of farmers to soil loss restrictions and the CRP creates a complex pattern of winners and losers and a markedly different land use pattern and crop mix than occurs without these programs. The land use pattern associated with T restrictions and the CRP yields about 64% lower erosion rates and 43% lower sediment yields than the pattern without T restrictions or CRP. These and other results from the SDSS analysis point out that ecosystem service-based subsidies, such as CRP, improve the joint production of farm income, soil conservation and water quality in agricultural watersheds. These subsidies could perhaps receive greater funding by shifting agricultural subsidies from income supports tied to yield and price as well as other crop-based programs. In this way, public expenditures on agriculture would produce a valuable public benefit in the form of load reductions in a TMDL context, and an augmentation of ecosystem services now in decline in many agricultural watersheds. Further methodological developments now underway using evolutionary algorithms can find near-optimal solutions for farms over time and for landscape patterns over whole watersheds.  相似文献

The aim of this paper is to analyze whether investment in soil and water conservation results in a higher yield and income and/or mitigate variability in yield and income to subsistence farm households in the Hunde-Lafto area. Net returns from crop production with and without soil and water conservation (SWC) are compared based on stochastic dominance (SD) criteria. A non-parametric first order SD and normalized second order are used for data analysis. Analysis is based on the Soil Conservation Research Program (SCRP) database for the Hunde-Lafto research unit. The results of the analysis suggest that adopting a conservation strategy results in higher grain yield and net return than in not adopting. The normalized second order SD analysis results do not support the hypothesis that conservation strategy is unambiguously better than a noconservation strategy in reducing variability in yield and net return to farmers. However, conservation strategy has shown second order dominance at lower levels of yield and income that often correspond to unfavorable rainfall conditions. This makes it a preferred strategy to cope with the most prevalent risk factor of moisture shortage. Therefore, appropriate policies to help and encourage farmers to adopt SWC structures will contribute to improving the welfare of subsistence farm households in the study area and in other similar settings in the country. Designing and implementing SWC techniques that may result in unambiguous second order SD dominance will further improve the desirability and adoption of conservation measures.  相似文献

Although in-situ conservation is increasingly considered an efficient way of conserving plant genetic resources, little is known about the incentives and constraints that govern conservation decisions among small farm holders in developing countries. Using a choice experiment approach, we investigated Ethiopian farmers' crop variety preferences, estimated the mean willingness to pay for each crop variety attribute, and identified household-specific and institutional factors that governed the preferences. We found that environmental adaptability and yield stability are important attributes for farmers' choice of crop varieties. Farmers are willing to forego some extra income or yield to obtain a more stable and environmentally adaptable crop variety. Among other things, household resource endowments (particularly land holdings and livestock ownership), years of farming experience, and contact with extension services are the major factors causing household heterogeneity of crop variety preferences. Based on our experimental results, we derived important policy implications for on-farm conservation, breeding priority setting, and improved variety adoption in Ethiopia.  相似文献

Climate change, uncertain future water supplies, growing population, and increased water demands continue to raise the importance of finding cost-effective water conservation measures. Irrigated agriculture is the world's largest water user, so governments, donor organizations, water suppliers, and farmers continue to look for measures that would produce more crop per drop. Despite the importance of promoting water conservation in agriculture, little work has been done that integrates hydrologic, economic, institutional, and policy dimensions of water conservation. This paper presents an integrated basin scale analysis of water conservation subsidies for irrigated agriculture. A dynamic, nonlinear programming model is developed and applied for the Upper Rio Grande Basin of Colorado, New Mexico, and Texas, USA. Several potential public subsidies of drip irrigation are analyzed for their economic and hydrologic impacts at both the farm and basin levels. Results indicate that water conservation subsidies for drip irrigation produce several effects. These include greater on-farm implementation of water-conserving technology, less water applied to crops, more water consumed by crops, increased farm income, greater crop production, more land irrigated, and increased total water-related economic benefits for the basin. Findings provide a framework for designing and implementing water conservation policies for irrigated agriculture.  相似文献

The interest in agricultural soils as global storage of carbon has increased in recent years, along with the prospect of farmers' participation in payment schemes under the Clean Development Mechanism of the Kyoto protocol. Thus, a better understanding of agricultural practices that can increase soil carbon and enhance the livelihoods of farmers is necessary, particularly in smallholder farming systems of West Africa. This study evaluates different crop management strategies both by their capacity to sequester carbon in agricultural soils and by their contribution to household income. A case study in Wa, Upper West Region of Ghana is used to test 48 different cropping strategies by means of a crop simulation model and a household-level multiple-criteria optimisation model. Each cropping strategy is evaluated after a 20-year simulation period by its capacity to accrue carbon in the soil, by its economic performance at the plot-level, and by its contribution to the farm income with and without carbon payments. A set of best management practices that concomitantly increase soil carbon and farm income are identified and classified by their cost of investment.  相似文献

The recent empirical literature on economic sustainability of certified export crops shows that certification standards that enhance yields are important for improving farm revenues and household welfare. However, limited evidence exists on the impact of organic certification on the adoption of agro-ecological practices. In this study, we use unique farm-level data from pineapple producers in Ghana to examine the impact of organic certification on the use of agro-ecological practices such as organic fertilizers, organic pest and weed control, crop rotation, and soil and water conservation, as well as how using these measures affect farm outcomes such as return on investment. Our empirical results reveal that organic certification increases agro-ecological practice use, although from a very low starting point. Using a generalized propensity score approach, we show that there is a positive, but nonlinear relationship between the intensity of agro-ecological practice use and return on investment.  相似文献

Crop rotation and other input management practices are of particular interest for their potential impacts on economic and agro-environmental components of potato production. Although crop yield and experimental impacts of rotations of grains, oilseed and legume crops have been published for several experimental studies in Canada there are few models related to the economic and environmental dynamics of potato production. We describe a dynamic model which integrates environmental and economic processes in potato production. The potato rotation model consists of interconnected modules of irrigation and precipitation, soil characteristics, soil erosion, soil water, phosphorus, nitrogen, soil organic matter, farming operations, crop yield and the related calculation of economic return. While not all aspects of crop production have been interlinked, including nitrogen carry-over, this model is the first step in the analysis of experimental data for irrigated potato rotations conducted in southern Manitoba.   相似文献

To the extent that diversifying income portfolio is used as a strategy for shielding against production risk, both individual risk aversion and weather uncertainty could affect crop diversification decisions. This paper is concerned with empirically assessing the effects of risk aversion and rainfall variability on farm level diversity. Unique panel data from Ethiopia consisting of experimentally generated risk aversion measures combined with rainfall data are employed in the analysis. The major contribution of this study is its explicit treatment of individual risk preferences in the decision to diversify, simultaneously controlling for environmental risk in the form of rainfall variability. Covariate shocks from rainfall variability are found to positively contribute to an increased level of diversity with individual risk aversion having a positive but less significant role. We find that rainfall variability in spring has a greater effect than rainfall variability summer??the major rainy season. This finding is in line with similar agronomic-meteorological studies. These results imply that in situ biodiversity conservation could be effective in areas with high rainfall variability. However, reduction in risk aversion, which is associated with poverty reduction, is likely to reduce in situ conservation.  相似文献

Agricultural expansion into tropical forests is believed to bring local economic benefits at the expense of global environmental costs. The resulting tension is reflected in Brazilian government policy. The national agrarian reform program has settled farm families in the Amazon region since the 1970s, with the expectation that they will clear forests in order to farm the land. On the other hand, recent Brazilian policy initiatives seek to reduce deforestation to mitigate climate change. We contribute to the policy debate that surrounds these dual goals for the Amazon by estimating the marginal effects of new agricultural land on the full income and assets of farm settlers over a 13-year period from 1996 to 2009. Using micro panel data from agrarian settlements where forest was being rapidly cleared, and controlling for factors that would otherwise confound the relationship, we estimate the effect of converting forest to agriculture on total household income to estimate the opportunity cost of conserving forest. Our measure of income reflects any re-allocation of resources by utility maximizing households and any productivity effects due to loss of forest ecosystem services. The estimated effect of new agricultural land on income is positive, but small relative to the income per hectare of previously cleared land. However, we show that income increases investment in physical assets, which raises households’ income generating capacity and future accumulation of assets. Thus, while there is only a small immediate income gain from clearing more forest, the long-term effects on wealth are still substantial. This demonstrates that given the right conditions, conversion of forest to agricultural land can be an impetus for asset accumulation by smallholders. It also highlights the importance of considering the indirect and long-term welfare benefits of new agricultural land when assessing the opportunity costs of forest conservation.  相似文献

Smartphone use in rural China has grown rapidly, leading to the fast development of smartphone-based agricultural extension services. However, there is limited research on the income effects of smartphone-based agricultural extension services in rural areas. In this study, we analyze the causal effects of smartphone-based agricultural extension services (“Zhe'yang'shi” WeChat application as an example) on farm incomes in Zhejiang, China, using a staggered difference-in-differences method with panel data from 400 crop farmers. Our results show that adopting smartphone-based agricultural extension services increases farm income from soil testing formula fertilizer fields by 15.39% and total farm income by 16.31%.  相似文献

Agriculture produces more than just crops. Agricultural practices have environmental impacts that affect a wide range of ecosystem services, including water quality, pollination, nutrient cycling, soil retention, carbon sequestration, and biodiversity conservation. In turn, ecosystem services affect agricultural productivity. Understanding the contribution of various agricultural practices to the range of ecosystem services would help inform choices about the most beneficial agricultural practices. To accomplish this, however, we must overcome a big challenge in measuring the impact of alternative agricultural practices on ecosystem services and of ecosystem services on agricultural production. A framework is presented in which such indicators can be interpreted as well as the criteria for selection of indicators. The relationship between agricultural practices and land-use change and erosion impact on chemical use is also discussed. Together these ideas form the basis for identifying useful indicators for quantifying the costs and benefits of agricultural systems for the range of ecosystem services interrelated to agriculture.  相似文献

The increasing interest in on-farm conservation is driven by its diverse attractive features — its participatory nature and its flexible and dynamic features; its capacity to maintain not only crop diversity but the knowledge that evolves with it; and the chance it offers to link conservation with utilization and farmers' livelihoods. To implement this strategy on a sustainable basis, policy incentives are crucial. This paper argues that opportunity costs farmers face have a role to play to design sound policy incentives. Taking sorghum as an example, opportunity costs have been examined in this paper using data collected from 198 farmers in Eastern Ethiopia. The average opportunity costs suggest the size of the required policy incentives and they are the basis to estimate the national conservation costs for on-farm conservation. The regression analysis shows that opportunity costs increase with access to output markets and extension, output price, access to input supply, experience in growing improved varieties, and the relative importance of the crop. On the contrary, plot quality, input price, and oxen ownership are reducing the opportunity costs. The paper then concludes outlining the policy implications of the empirical findings to incentive design for on-farm conservation.  相似文献

This paper describes and assesses a policy to slow the increase of carbon dioxide (CO2) emissions in the atmosphere. Policy governing new CO2 sources would either prevent emissions, procure compensating emissions reductions, or sequester emissions in sinks. The paper uses electric power plants to demonstrate the mechanics of the policy and the control or offset choices. Offset options include scrubbing, fuel switching, investments in energy conservation and efficiency, and afforestation.
Costs per ton ofC02 sequestered range from $1.35 for planting shade trees to $59.41 for scrubbing. All options except scrubbing cost less than $11.00, and the median cost is around $6.00 per ton removed. Planting trees on erodible cropland in conjunction with the Conservation Reserve Program combines the goals of reduced erosion, surplus agricultural production, and greenhouse warming. This policy is a first sane step toward reducing the accumulation of greenhouse gases. Having an international framework for managing emissions is most desirable. In the interim, however, the United States can demonstrate environmental leadership, generate substantial conservation benefits, and spark ingenuity in searching for alternatives, broadening the options, and lowering the ultimate costs of reducing CO2 emissions.  相似文献

This paper's objective is to analyze the etiology of the crisis confronting the farm sector and its creditors. It draws on data for the period 1950 to 1984 to argue that: (1) rising productivity of farm assets led to large increases in asset values during the 1950s, 1960s, and 1970s; (2) rising asset values significantly altered the incentive structure of agriculture; and (3) the resulting capital-gains based agriculture of the postwar period motivated farmers to alter their capital structure in ways that made the current financial debacle inevitable once the income growth from assets tapered. From this basis, the paper concludes that farmers' borrowing behavior was substantially more responsible for the existing crisis than often-cited adversities in the markets for agricultural commodities. Accordingly, a farm incomes policy cannot remedy the situation, and the current consolidation in agricultural debt—though painful—represents an unavoidable adjustment for American agriculture.  相似文献

Selecting appropriate payment vehicles is critical for the perceived consequentiality and incentive compatibility of stated preferences surveys. We analyze the performance of three different payment vehicles in a Malaysian case of valuing wetland conservation. Two are well-known: voluntary donations and income taxes. The third is new: reductions in government subsidies for daily consumer goods. Using donations is common, but this payment vehicle is prone to issues of free-riding. An income tax usually has favorable properties and is commonly used in environmental valuation. However, in Malaysia as well as in many other low- to middle-income economies, large proportions of people do not pay income taxes, putting the validity of this payment vehicle into question. Instead, citizens in Malaysia and many other countries benefit from subsidies for a range of consumer goods. We find that price sensitivity is higher and the unexplained variance smaller when using subsidies rather than donations or income taxes. Importantly, this approach translates into completely different conclusions concerning policy advice. Our results suggest that in developing countries, using reduced subsidies as a payment vehicle may have favorable properties in terms of improved payment consequentiality compared to alternative payment vehicles, thus enhancing the external validity of stated preference surveys.  相似文献

We study the market for vaccinations considering income heterogeneity on the demand side and monopoly power on the supply side. A monopolist has an incentive to exploit the external effect of vaccinations and leave the poor susceptible in order to increase the willingness to pay the rich. Even the possibility of price discrimination does not remove this incentive. We demonstrate that the weaknesses of standard policy measures are mitigated when income heterogeneity is taken into account. This offers an efficiency based rationale for distribution oriented national or international public health interventions.  相似文献

以江苏省为例,首先运用DEA-Malmquist指数评价模型对高校科技成果转化效率进行实证研究,发现各高校政策激励后期的科技成果转化效率较前期有显著提高。为解析当前高校成果转化政策体系中,收益分配政策对提高科技成果转化效率的促进作用,进一步实施基于文本分析法、问卷调查法与访谈法的三角验证研究策略。通过整合研判与溯因研究发现,以科研人员为主要激励对象的收益分配政策,对高校科技成果转化的激励效应较弱,根源在于激励环节与转化流程不对应、激励主体与转化主体不匹配以及激励回馈与激励风险不对称3个方面。  相似文献

The implementation of nature conservation policy is often based on contracts between public authorities and landowners. In this article, we model incentive contracts in forest areas in the presence of adverse selection and moral hazard when the conservation outcome is uncertain ex ante but observable ex post. The results show that agents who are likely to achieve a higher level of conservation should be offered a contract where transfers depend on the final outcome, with a bonus for a high ecological level of the forest. When conservation measures are correlated with forest management, we show that the contractual measures involve distorted transfers. We analyse the payment mechanisms used in France and Denmark in the context of the Natura 2000 policy. These mechanisms result in overcompensation and under-performance since they do not take the problem of moral hazard and natural variability into account.  相似文献
