The literature on R&D-based growth establishes that market equilibrium is inefficient and derives optimal R&D policy. Normative analyses of this type use the assumption of steady state, largely motivated by analytical convenience. This paper questions this steady-state approach by introducing endogenous cycles as long-run equilibria. We show that the government fails to maximize welfare if policy which is optimal in steady state is myopically applied in cyclical equilibria. More specifically, we demonstrate that (i) cycles arise in the (very) standard R&D-based model of Grossman and Helpman [1991. Innovation and Growth in the Global Economy. MIT Press, Cambridge, MA (Chapter 3)] once the model is framed in discrete time, (ii) these cycles are inefficient in the sense that they prevent welfare maximization, (iii) optimal steady-state R&D policy fails to eliminate cycles, and can even create inefficient cycles, (iv) the application of R&D subsidies leads to a trade-off between growth and macroeconomic stability, and (v) optimal R&D policy in a fluctuating economy is state-dependent, which generalizes optimal steady-state R&D policy.  相似文献

Research and development (R&D) spillovers are, potentially, a major source of endogenous growth in various recent ‘new growth theory’ models. According to these models, firms engage in R&D in order to seek rents. Public aspects of this R&D then spill over to other firms, thereby creating increasing returns relating to scale and long-term growth. The actual mechanisms by which spillovers occur has, however, not been systematically studied. In order to provide empirical facts on this issue the paper investigates the effectiveness of various channels of R&D spillovers. The analysis is based on a survey conducted among 358 Swiss R&D executives representing 127 different lines of business, mainly in the manufacturing sector. The results can be summarized as follows. First, undertaking independent R&D was perceived by the R&D executives questioned as the most effective channel of R&D spillovers at the intra-industry level. This was followed by reverse engineering for product innovations and the utilization of publications and information from technical meetings for process innovations. Second, learning methods that rely on interpersonal communication were judged as moderately effective in the following order of importance: (i) publications and technical meetings; (ii) conversations with employees from innovating firms; and (iii) hiring away employees from innovating firms. The last method, especially, is not valued as effective in the Swiss context. Third, learning methods related to the patent system—licensing technology and patent disclosures in the patent office—were seen as moderately effective or not effective at all. Fourth, the effectiveness of the various channels of R&D spillovers varies from one industry to another. Fifth, the various channels of R&D spillovers can be reduced to subgroups, so that patterns of learning of competitive technology can be established.  相似文献

Under the megacompetition in globalizing economy while facing long lasting economic stagnation, the effective utilization of potential resources for innovation has become a crucial strategy for R&D intensive industries. The construction of a smart cooperative R&D structure has thus become significant. Among Japan’s R&D intensive industries, the transport machinery industry has constructed an effective cooperative R&D structure by smartly complementing both comparatively advantageous and disadvantageous technologies by means of integrating the effective utilization of technology spillover and joint collaborative R&D.Prompted by this complementing system, this paper attempts to elucidate the mechanism enabling the transport machinery industry to construct the smart cooperative R&D structure. Resonant R&D structure is identified as a source of such R&D cooperation leading to increasing its marginal productivity of technology.  相似文献

We analyze the effects of anticipated population aging within a general equilibrium R&D-based endogenous growth model with overlapping generations. In doing so we model aging as a rise of longevity and a simultaneous drop in fertility. In contrast to an unanticipated rise of longevity, consumers increase their savings and reduce their consumption long before the rise of longevity actually happens. This implies that individuals save more in anticipation of aging, which puts downward pressure on the interest rate and raises economic growth through an increase in R&D incentives. Irrespective of the anticipation effect, the economic change at impact is not smooth but still features a kink in consumption.  相似文献

Small high technology firms are often regarded as a vehicle for economic growth. This paper considers theories of small firm innovation and the evidence from sectoral, regional and national case studies. Small innovative firms appear to have some common needs; an environment conducive to entrepreneurship; entrepreneurial and technical ability to translate new technologies into products for which a market exists; pleasant locations where R&D activity is concentrated and where there are clusters of skilled craftsmen and local suppliers of ancillary goods and services. Current policies to stimulate the generation and growth of small high technology firms are evaluated and some alternatives are suggested.  相似文献

Listed according to GDP per capita, Denmark ranks twelfth in the world and fourth in the European Economic Community (EEC). However, traditional technology indicators such as R&D intensity rank Denmark surprisingly low in the hierarchy of developed countries — surprisingly low in relation to the general assumption that high GDP is often associated with a high R&D effort [1]. This is particularly the case in a country which, like Denmark, lacks important natural resources and has relatively high wages for the unskilled workforce.Although there is no strict theoretical reason for this assumption, especially in a neo-classical/neo-factor proportion approach, the discrepancy between the levels of GDP and R&D makes it interesting to determine whether technology stems from sources other than immediately measurable R&D efforts.In the following we outline the Danish economy, and then see how knowledge and technology may be produced to explain the discrepancy between Denmark's economic level and its level of R&D.  相似文献

If industry and R&D institute partner in developing the technology, there is a greater possibility for developing a commercially potential technology. Through this process, they combine tangible and intangible resources and cooperate in R&D activities. It also develops a common understanding and mutual trust and smoothens the process of adaptation of the technological innovation into a marketable product/process. This work intends to highlight the partnership process and developed a model. A survey conducted with R&D Managers of prominent companies world over and the earlier research drawn from the literature was used in developing the model for the purpose. This paper develops a two-country production economy with complete and frictionless financial markets and international trade in which investments in research and development (R&D) by entrants lead to endogenous new firm creation and economic growth. Innovative entrants use both consumption goods in their innovation technologies to capture international technological spillovers. Households also consume both goods. Specifically, I compare the equilibrium implications from the model with technology spillovers to the ones from an equivalent model without technology spillovers, i.e. a model where entrants only use domestic final goods in their R&D expenditures. With these two models at hand, new insights on the interplay of endogenous growth and long-run risks, technology spillovers, complete financial markets, and international trade are obtained, particularly with respect to international macro and asset pricing anomalies. The novel technology spillover channel has the potential to help explaining a number of these anomalies.  相似文献

As licensing contracts usually require the licensee firm to purchase tied inputs from the seller of the technology, the licensee firm has an incentive to embark on an R&D program for development of substitutes for the tied inputs. This paper characterizes the licensee firm's optimal speed of R&D and the optimal expected date of switch-over to the substitute inputs in an infinite-horizon model under uncertainty about the timing of success of the R&D program. The effects of different government subsidies or taxes, changes in input prices and other parameters on the optimal speed of R&D and on the expected date of switchover to the substitute are also investigated. It is also shown that strategic behavior by the seller of the technology may delay the development of the substitute by the licensee firm.  相似文献

The financial economy and the real economy are interconnected through various, complex, and evolving transmission mechanisms, whose literary coverage is far from comprehensive. In this context, we wish to contribute to the literature on the interactions between financial constraints and economic growth. We introduce financial dynamics in the R&D-based growth literature, by bringing Bernanke, Gertler and Gilchrist’s (1999) informational asymmetries into Romer’s (1990) growth model. With the developed framework, our main goal is to examine if and how such asymmetries impact economic growth. We find that the overall impact of this form of financial constraints on long-term growth is negative.  相似文献

This paper builds a simple general equilibrium model that sheds new light on the mechanism of intersectoral flows of technology. It explicitly models the production of technology using diverse technology components as inputs. The model shows that demand shocks do not cause innovation while technology shocks as deviations from a balanced growth path induce asymmetric productivity changes across sectors. We also conduct a simple quantitative analysis using recent Japanese R&D data, which shows that most productivity effects remain within the bounds of the sector. We find some important exceptions to this rule, however, in particular for shocks occurring in information technology and precision instruments.  相似文献

There has been a substantial increase in collaboration with external stakeholders in R&D and innovation activities in modern economies. In particular, collaborating with competitors (coopetition) has been found to be an effective way of creating both incremental and radical innovations, especially in high-tech industries. However, coopetition also includes some major risks and disadvantages, which makes it undesirable in certain cases. The focus in this study is on the factors that distinguish coopetition from collaboration. We propose that the ability of a firm to reap benefits in innovation-related coopetition is contingent on factors that enable collective value creation, and on those that facilitate the individual isolation of the innovations and any subsequent profits. Further, we suggest that the effectiveness of these factors depends on the novelty of the innovation with respect to current markets and technology. In explicitly analyzing such issues we aim to expand current understanding of how firms can create and appropriate value in collaborative R&D and innovation with competitors as specific partners.  相似文献

This paper studies the conditions under which an IT revolution may occur and have permanent effects on long-term growth. To this end, we construct a multi-sectoral growth model with endogenous embodied technical progress. The R&D sector expands the range of softwares. The capital sector produces efficient capital combining hardware with available softwares. Technological progress is therefore embodied: New softwares can only be run on the most recent generations of hardware. The new softwares are copyrighted during a fixed period of time. First, we analytically characterize the balanced growth paths of the model. Then we focus on the dynamic response of the economy to technological shocks. Substitution effects favorable to the IT sectors are shown to arise when positive supply shocks affect the production of efficient capital and/or the creation of new softwares. Positive shocks specific to the capital sector are unable to produce effects on long-term growth, in contrast to the shocks specific to the R&D sector.  相似文献

This research investigates the degree of emphasis placed by the Australian manufacturing industry on Research and Development (R&D) strategy as well as on other organisational strategies such as marketing, HRs (HR), technology, and operations at the functional level. The research extends further to investigate whether the emphasis on R&D strategy differs with contextual factors such as firm size, firm’s generic strategy, type of market, firm’s life cycle stage, etc. A mail survey was carried out to collect information from manufacturing firms across Australia. This was followed by an on-site interview of some of the senior managers of manufacturing firms from three Australian states: South Australia, Victoria and New South Wales.The study found that although the emphasis on R&D strategy has received a high priority in the past few years, it has not been as effective as the operations strategy and the technology strategy. The operations strategy has been accorded the highest importance in the past few years and this will continue in the future. The study also indicated that firms, which adopt a differentiation generic strategy, put more emphasis on R&D than the firms, which adopt cost leadership and focus generic strategies. The results did not indicate any evidence of a relationship between firm size and the R&D strategy although large firms are found to put more emphasis on operations and marketing strategies. Relatively higher emphasis was placed on the R&D strategy by businesses: at the growth stage; involved in the manufacture of consumer goods as opposed to industrial goods; involved in exports with a higher sales growth in export markets; and having a higher growth rate relative to their industry.  相似文献

选择正确的技术领域并实现专业化是各地区在创新驱动发展战略下的重要课题。为考察技术专业化对经济增长的影响,利用专利数据,构建两种不同领域的技术专业化指标,设计包含交互项的空间计量模型以及中介效应模型,检验不同类型的技术专业化对经济增长的作用机制和溢出效应,为区域技术创新重点领域的选择提供参考。结果表明:技术专业化对经济增长的作用会受技术创新能力高低的影响,在一定的创新能力条件下,专业化于自身优势产业所对应的技术领域对经济的正向作用会被削弱,而专业化于具有高技术机会的技术领域对经济的正向作用会被更有效地发挥,因此不同的创新发展阶段应选择不同的技术专业化模式。此外,高机会技术领域的专业化具有正的空间溢出效应。  相似文献

基于新经济地理学和内生增长理论,构建了一个贸易自由度约束下的局域溢出模型,探究了创新的空间扩散与集聚影响经济高质量发展的作用机制。研究发现:对称均衡是模型的唯一内点均衡;当角点均衡时,存在唯一的贸易自由度支撑区间,此时,如果运输成本变小,则技能劳动力、R&D部门、制造业部门以及创新活动将变得更集聚,同时创新的空间扩散程度变大,外围区域在研发创新方面的劣势减弱;从增长和福利评价的角度看,在技能劳动力存量不变的条件下,创新的空间扩散对整个经济体的经济增长并没有影响,然而,当区域的经济增长源于可流动的技能劳动力集聚时,中心区域的技能劳动力和普通劳动力总是偏好集聚状态,当且仅当创新的空间扩散效应足够大或者集聚租金较小时,外围区域的普通劳动力偏好集聚状态。因此,降低运输成本,提高贸易自由度,有助于增大创新空间扩散效应,减小集聚租金,提高全域劳动力福利水平,从而促进经济的高质量发展。  相似文献

The regional nature of innovation and innovation policy was investigated. The aim of this study was to determine whether the specific economic and institutional conditions of a region had an influence on the results of a national policy intended to support entrepreneurial innovation. The analysis compared the effect of the national R&D subsidies on the innovation effort of firms located in central regions, which concentrate an important percentage of the national innovation activity, together with those firms located in periphery regions. Significant regional differences were detected with regard to the national R&D subsidies’ effect and distribution. The central regions manifested a higher subsidy effect compared to the periphery regions. The results of this study have allowed us to conclude that the region plays an important differentiating role in connection with the final result of the innovation policy aimed at the entire national territory. Therefore, this study recommends including the geographical location of the firm in future evaluations.  相似文献

The research and development (R&D) innovation of firms continues to be viewed as an important source of competitive advantage to academics and practitioners. To explore and extract the R&D innovation decision rules, it is important to understand how the R&D innovation rule-base works. However, many studies have not yet adequately induced and extracted the decision rule of R&D innovation and performance based on the characteristics and components of the original data rather than on post-determination models. The analysis of this study is grounded in the taxonomy of induction-related activities using a rough set theory approach or rule-based decision-making technique to infer R&D innovation decision rules and models linking R&D innovation to sales growth. The rules developed using rough set theory can be directly translated into a path-dependent flow network to infer decision paths and parameters. The flow network graph and cause-and-effect relationship of decision rules are heavily exploited in R&D innovation characteristics. In addition, an empirical case of R&D innovation performance will be illustrated to show that the rough sets model and the flow network graph are useful and efficient tools for building R&D innovation decision rules and providing predictions. We will then illustrate that integrating the flow network graph with rough set theory can fully reflect the characteristics of R&D innovation, and, through the established model, we can obtain a more reasonable result than with artificial influence.  相似文献

The paper examines how an innovator's ability to enforce her patent rights affects (and is affected by) her decision to patent her innovation and her patent breadth decision. Specifically, the paper shows that the innovator may find it optimal to patent her innovation even if litigation is not pursued in the event of patent imitation. The patent is valuable because it can be used to influence the entrant's location decision in a way that is profitable for the incumbent. In addition to showing that a patent need not be legally enforced to be valuable, the paper shows that the lower is the entrant's R&D cost, the smaller is the innovator's incentive to patent her product. If patenting occurs, however, the lower is the R&D cost, the greater is the patent breadth that could be chosen without triggering imitation.  相似文献

Continuous improvement of technological innovation ability, adjustment of the development strategy, and enhancement of operational performance are of great theoretical and practical significance for logistics enterprises. This paper aims to analyze and evaluate the innovation efficiency of the logistics industry. The study utilizes the static three-stage DEA model and the dynamic Malmquist index model, considering a total of 12 indicators related to innovation input, output, and environmental variables. A dataset of 2940 entries from 49 listed logistics enterprises from 2017 to 2021 was calculated. The analysis provides insights into the innovation efficiency of logistics enterprises from a static perspective and the innovation total factor productivity from a dynamic perspective and decomposition terms. Based on the analysis of environmental variables by the SFA model, it was found that DEA inefficiency is the combined result of environmental factors and management inefficiency. Environmental variables have both positive and negative effects on innovation. The improvement of the economic development level will lead to excess R&D investment. Increased government simple fund subsidies are not conducive to the efficient allocation of innovation resources within enterprises. The expansion of enterprise scale will increase R&D personnel and investment in fixed assets. A thriving technology market can encourage enterprises to improve their own conversion rate of scientific and technological output and give full play to their innovation ability. The dynamic Malmquist model analysis reveals a recution in the overall innovation efficiency of listed logistics enterprises over 5 years. The changes in total factor productivity and technological progress efficiency of all listed logistics enterprises are synchronized, with most enterprises exhibiting higher technological progress efficiency compared to comprehensive technical efficiency. The total factor productivity of logistics enterprise innovation is mainly affected by comprehensive technical efficiency.  相似文献
