It is widely accepted that the aim of foreign language learning is to acquire the ability to perform a repertoire of cross-cultural acts(Hu Zhuanglin 2001)and the root purpose of college English teaching is to develop Chinese students’ cross-cultural competence.Language is inextricably tied to culture and culture is an inevitable element in language understanding.Different languages reflect different cultural backgrounds.Learning a foreign language means not only mastering its pronunciation,grammar,words and idioms but also learning its culture.Namely learning the ways in which their language reflects the ideas,customs,and behavior of their society.This paper states the importance of cultural teaching in college English and recommends some contents to be used in teaching.The purpose is to develop students’ intercultural communicative competence.

Political Impact of Chinese Foreign Direct Investment （FDI） in the European Union （EU）

This paper explores the political challenges posed by the recent influx of Chinese outward foreign direct investment （OFDI） into the European Union （EU）. Chinese OFDI has increased substantially in recent years. Chinese direct investment is still minute in the EU, but it is growing fast, and the strong upward trajectory is likely to continue in the years to come. This surge represents challenges and opportunities for EU countries. In the current context of economic and debt crisis in Europe, whether China is seen as a saviour or a predator, the question of a Faustian bargain made by European countries by courting and hosting Chinese investment needs to be asked. The benefits of foreign direct investment （FDI） for the host economy are well known, but Chinese OFDI may come with implicit strings attached and could potentially act as a Trojan Horse, affecting European norms and policies. The influx of Chinese OFDI can create an unhealthy transatlantic competition with security ramifications, which should therefore be addressed. It is interesting to find the right balance between ensuring the benefits from Chinese FDI （from job creation to productivity gains） and protecting from its harmful effects.     

The Influence of Questioning in English Classroom Teaching of Reading

Case analysis on earnings management action based on issue right：Evidence from Chinese listed companies

The study in the past shows that the listed companies in China have the actions of manipulating profit to cater for the requirement of the Chinese Securities Regulatory Commission, manage earnings by means of dealings or managing the accrued profit items, so as to acquire the competence of rights issue, or lessen the risk of being suspended or canceled of trading. In this paper, the case analysis on earnings management based on rights issue right of listed companies is carded out with the samples of data from the listed companies of A-share from 1996 to 2001 and by means of earnings distributing, so as to prove the listed companies＇ response to the policies of rights issue and the existence of earnings management conducted by the rights issue companies for the purpose of rights issue, and observe the effectiveness of the securities market in China.

Accounting Education Changes in USA and Its Implications to PRC

The internationalization of accounting education in PRC as one of the most important parts of Chinese accounting internationalization has been Americanized to some extent since 1980s. As the representative of the world＇s most advanced education system, the USA accounting education is worth learning, but had been suffering from a crisis in the past 20 years. To better understand this crisis and draw some lessons from it, we have to review the 100-year history of the US＇ accounting education, identify key initiatives taken to struggle out, and conclude that this accounting education crisis in USA is due to its congenital professional examination orientation and about 40 years of deviation of accounting education from accounting practice. This paper is ended with some policy recommendations on the future development of accounting education in PRC including establishing university board of trustees and re-engineering accounting programs.

Loan Strategies to Small and Medium Size Enterprises:An Analysis of Determining Factors of“Subsidiary Banks”in the Cameroonian Context

This paper proposes to present an overview of determining factors of the granting of loan to Small and Medium Size Enterprises(SMSE)by the subsidiaries of multinational banks in Cameroon.The analysis of the data collected following interviews with banking employees conducted in accordance with the method of thematic content analysis reveals that two categories of factors play a major role in the decision of the banker:parameters relating to the characteristics of the SMSE applying for a loan and elements specific to the context of study.The combination of these factors contributes to the reinforcement of the already transactional attitude of these subsidiary banks in the area of experimentation of the study.
