产业扶贫旨在将贫困户的生产活动纳入社会产业大循环,因此其一直是全世界扶贫工作的重要方式和主要目标之一.我国产业精准扶贫出现了两条新路径:一是GTP路径,即向贫困户送猪崽、鸡苗和良种等资本,直接将贫困户的生产纳入当地的产业体系;二是GSP路径,即将扶贫资金折合现金并由贫困户自己决定投资项目和选择产业.文章构建了包括贫困户和非贫困户的微观主体行为模型以及基于农村公平和效率的农村福利模型,分别研究了这两条新路径上贫困户福利和农村福利的动态演变过程,然后使用系统动力学模型进行了政策模拟,拟探索出我国产业精准扶贫的最优路径及其政策支持空间.结果显示:在第3~4年的时间内,GSP路径要优于GTP,但是超过4年,GTP路径上的贫困户福利和农村福利就会累进性超过GSP.而且,在GTP路径上的时间越长,扶贫效果就越好.在中长期,提高贫困户的技术水平,增加贫困户的初始资本额是进一步提高GTP路径上贫困户福利和农村福利水平的重要环节.文章的结论对于提高我国精准扶贫的理论自信,进一步完善我国产业精准扶贫政策体系具有一定的启示.  相似文献

为考察新农保在精准扶贫时期能否降低农村低收入家庭的贫困脆弱性,本文利用2014—2018年家庭追踪调查(CFPS)数据,基于2 300元/年和每人每天32美元两类不同贫困标准衡量的贫困脆弱性指标,采用双向固定效应模型和工具变量法进行实证检验。研究发现,总体而言,缴费参与新农保对农村低收入家庭的贫困脆弱性具有显著削弱作用,但领取新农保在一定程度上加剧了农村低收入家庭的贫困脆弱程度。根据领保状态的分阶段分析发现,缴费参与新农保和缴费参保人数增加对未领保家庭和领保家庭的贫困脆弱性都具有显著改善作用,但领取新农保和领保人数对贫困脆弱性没有显著影响。异质性分析表明,缴费参与新农保可以改善健康成员家庭的贫困脆弱性,对无储蓄家庭和无借贷家庭的贫困脆弱程度具有显著缓解作用。机制检验表明,缴费参与新农保可以通过提高家庭生产性固定资产和减少代际转移,进而缓解家庭贫困脆弱性程度,而领取新农保则通过增加子女对老人的经济支持而加剧家庭贫困脆弱程度。  相似文献

人才短缺与流失是限制乡村脱贫与振兴的主要原因。目前,我国农村地区处在脱贫攻坚与实现振兴的关键时期,人才是“关键中的关键”。本研究以国家级贫困县P县为例,归纳总结其在人才引进、新型农民培育方面的经验,即政府调控和市场行为相结合。依托“第一书记”政策引才到村,提升“抢人大战”的市场竞争力,发挥基层乡村社会能动性,培育新型农民。引才和育才措施有效地助力了脱贫攻坚和乡村振兴。进一步分析了实施过程中存在的问题,并在此基础上对人才促进贫困地区脱贫与发展提出政策建议。  相似文献

我国扶贫工作重点已进入新阶段,从消除绝对贫困向缓解发展不平衡、不充分的相对贫困转变,从解决收入贫困向解决多维贫困转变,从重点解决农村贫困问题向统筹城乡扶贫转变。能源是人民生活质量的重要指标,能有效反映福利水平。了解我国城镇家庭能源消费的基本特征、准确测度能源贫困水平与分布,有助于为今后扶贫工作提供资料基础和科学管理依据。本文构建消费者能源消费决策分析框架,并运用第一次中国家庭能源消费调查数据,考察居民收入与能源消费之间的关系,并对中国城镇家庭能源贫困状况进行测度。研究发现,居民收入与能源消费之间存在S型非线性关系,能源价格、家庭特征、地域特征等因素在能源消费决策中都发挥重要影响。我国城镇家庭相对能源贫困较为严重,主要表现为能源可支付性问题。能源贫困率在20%左右,其中电力贫困程度更为严重,超过25%。家庭收入增长、户主受教育程度提高、城市电力基础设施的普及、城市环境规制水平的提升会显著降低城镇家庭陷入能源贫困的可能性,而电力价格上涨会显著增加城镇家庭陷入能源贫困的概率。  相似文献

The construction of the new socialist countryside is being carried out in China nowadays. Although lots of successful experience has been gotten, different problems occur in various regions yet. To analyze the relationships among rural labor migration, poverty alleviation and characteristics of migrants is important in considering the effect of rural labor migration on the construction of the new socialist countryside. Available sampling and typical case study are adopted and 236 questionnaires are collected from[bur villages in northwest GuangxL China, Daxin Lixin, Longhe and Yongchang. We analyze the rural labor migration status, characteristics of migrants, remittance situation and income, household income and the ratio of remittance income to total household income. A bout 2/3 of the households have migrants in surveyed villages. And nearly half of the migration households have only one fam- ily member as migrants in the four villages. The migrants mainly comprise male and the younger, with the education level of junior middte school and higher More than half of the migrants are employed in Guangdong Province. But the characteristics of migrants in Yongchang are more diverse. The rural labor migration in the village is extremely active and extensive. And over 60% of the household with family members as migrants have remittance income. The rate in Yongchang is extremely high (80%). And the income of households with migrants getting remittance income significantly higher than their counterparts. More than half of their income comes from remittance as far as the former kind of household is concerned And in Yongchang, the rate is nearly 80%. The conclusion is that rural labor migration is popular and extensive in lots of villages. And the migration and remittance play an important role in rural household income, especially in some poor villages. For this kind of village, the rural labor migration may be some "compulsory course" in rural development. And the rural labor emigration is an essential way in poverty al-leviation. This is the first step in the construction of the new socialist countryside.  相似文献

本文结合收入及健康、教育、生活状况、卫生状况和食物支出五个非收入指标,构建了“收入导向型”多维贫困指数,采用中国家庭追踪调查(CFPS)数据的农村子样本,考察多维贫困的识别、追踪和流动性问题。在比较了6维贫困指标和多维贫困指标对贫困识别的效果后研究发现,仅依据收入、教育和生活状况三个维度即可有效识别和追踪贫困家庭,并且在这三个维度下均处于贫困状态的农村家庭跳出贫困陷阱的概率显著低于一般收入贫困家庭。研究表明,扶贫政策应当在减少收入贫困基础上更多关注多重剥夺对贫困家庭整体福利的影响,并致力于提高贫困家庭的持续脱贫能力以增强其跳出贫困陷阱的可能性。  相似文献

Natural disasters are expected exacerbate poverty and inequality, but little evidence exists to support the impact at household level. This article examines the effect of natural disasters on household income, expenditure, poverty and inequality using the Vietnam Household Living Standard Survey in 2008. The effects of a natural disaster on household income and expenditure, corrected for fixed effects and potential endogeneity bias, are estimated at 6.9% and 7.1% declines in Vietnamese household per capita income and expenditure, respectively. Natural disasters demonstrably worsen expenditure poverty and inequality in Vietnam, and thus should be considered as a factor in designing poverty alleviation policies.  相似文献

This article investigates the process of reducing poverty in ethnic minority households. Using two recent Vietnam household surveys, we find that ethnic minority households are more likely to be persistently poor and less likely to be persistently non-poor than ethnic majority households. The within-group component generated by the variation in income within each ethnicity group explains more than 90% of the change in total inequality. Income redistribution plays an important role in decreasing the poverty gap and decreasing poverty severity. Different ethnic groups have different poverty patterns, which should be noted when designing policies to alleviate poverty and inequality.  相似文献

The Clean Development Mechanism (CDM) of the Kyoto Protocol is supposed to provide both carbon mitigation and poverty reduction. This article reports from a model based study of market related carbon leakage and poverty reduction in the wake of a CDM tree-planting project in Tanzania. A tree plantation was incorporated in a computable general equilibrium (CGE) model with income differentiated household segments. The study focused on sensitivity of carbon leakage and income distribution to different project ownerships and carbon premium allocations. It turned out that the project value in terms of carbon premium has clear shortcomings as indicator of induced GDP growth and poverty alleviation. The non-poor rural and urban households benefit considerably more than the poor households. However, rising household income in all domestic project ownership arrangements increases demand for food, raises use of fertilizer and crop yields. A carbon cycle module for agricultural land use was incorporated in the CGE model, showing an increased carbon sequestration in agricultural soil, representing a negative leakage through markets in the range of 60-120% of the certified emissions reductions as registered in the CDM tree plantation project.  相似文献

针对现有文献缺乏旅游减贫多维效果及空间效应研究,本文基于多维贫困视角,运用2008—2017年中国30个省份的面板数据,构建了包含经济、教育、医疗、生活与环境五个维度的贫困减缓评价指标体系,并在地理距离矩阵和经济距离矩阵共同构成的综合嵌套矩阵的基础上,分别运用空间自相关检验、空间杜宾模型探究了各维度贫困减缓的空间分布特征及旅游发展对各维度贫困减缓的空间效应。主要结论有:(1)十年间,中国乡村旅游业发展水平呈现显著空间正向相关性,纳入空间效应的空间杜宾模型较好地揭示出区域间乡村旅游发展存在显著的空间溢出效应。(2)十年间,各维度的减贫效果亦呈现显著空间正向相关性,表明各维度减贫效果存在着空间集聚特征。(3)十年间,旅游发展对经济、生活、环境等维度的贫困均具有显著减缓作用,更重要的发现是旅游发展在这三个减贫维度上具有正向空间溢出效应。旅游发展对教育、医疗两个维度上贫困减缓的直接和间接效应均未通过显著性检验。(4)从空间异质性视角分析,旅游发展对经济减贫维度的空间溢出效应呈现出东部区域→中部区域→西部区域逐步递减规律;旅游发展对生活减贫维度和环境减贫维度的空间溢出效应均呈现出由东部区域→中部区域→西部区域逐渐增大特征。最后,论文就旅游减贫提出了相关政策建议。  相似文献

四省藏区作为我国深度贫困地区的重要组成部分是精准扶贫精准脱贫中后程的重点和难点。基于2014年采集的“十二五”期间全国“整村推进”项目村基础数据,借鉴A-F多维贫困测度方法,对四省藏区村域多维贫困状况进行测度分解,并基于拓展的能力视角探讨了村级组织能力禀赋对四省藏区村域多维贫困状况的差异化缓解作用。结果发现:除经济贫困之外,四省藏区还遭受基础教育和生产生活条件等维度的多维贫困,且存在空间异质性,云南和青海藏区是四省藏区中多维贫困问题最严重的区域;生活水平条件和村域发展资本维度对四省藏区的多维贫困指数贡献率最高;基层组织能力禀赋会显著影响四省藏区村域的多维贫困状况、缩小地区差距,在深度贫困地区更加显著。根据研究结论,从覆盖基础教育设施、改善生产生活条件、提高基层组织能力建设三方面为深度贫困地区脱贫攻坚提供政策参考。  相似文献

At the core of poverty eradication is the need to eliminate that poverty that is persistent over time (chronic poverty). Unfortunately, traditional approaches to identifying chronic poverty require longitudinal data that is rarely available. In its absence, this paper proposes an alternative approach that only requires 1 year of cross-sectional data on monetary and non-monetary poverty. It puts forth two conjectures and contends that the combined profile of a household as both income poor and multidimensionally poor can be used as a proxy of that household being chronically income poor. To explore the viability of this approach, we use a probit model and longitudinal data for three Latin American countries to estimate households’ probabilities of remaining in income poverty based on their past income and multidimensional poverty statuses. We find empirical support for the approach that is significant, consistent across countries, and robust to various controls and periods of analysis.  相似文献

文章从理论上总结扶贫资金支出对农村贫困的减贫效果,构建扶贫资金支出与农村贫困的理论分析框架,提出扶贫资金对农村贫困发生率、农村贫困深度、农村贫困强度具有正向减贫效果的研究假设,以宏观调查数据度量我国农村贫困程度,揭示我国农村贫困的变化趋势,并运用脉冲响应函数分析方法,对扶贫资金支出结构的动态减贫效果进行了分析,结果显示:扶贫专项贷款对农村贫困发生率具有正向减贫效果;以工代赈资金对农村贫困发生率、农村贫困深度以及农村贫困强度具有正向减贫效果;扶贫发展资金对农村贫困深度具有正向减贫效果,而扶贫专项贷款对农村贫困强度的冲击则显示出负向减贫效果;扶贫发展资金对农村贫困强度具有显著负效应。据此,文章提出改善扶贫资金支出结构的相关政策建议。  相似文献

在近20年的扶贫实践中,制度因素在我国扶贫的历史进程中发挥了重要作用。随着我国扶贫实践的快速发展,特别是贫困人口总量的不断减少,我国贫困问题的特征也发生了一些变化,这些变化给我国的扶贫工作带来了一些新的挑战和问题。扶贫工作之所以问题重重,主要是因为制度短缺。因此,应加强扶贫制度建设,相应地调整我国的扶贫战略、制度设计和政策,农村扶贫有待制度创新。  相似文献

This article investigates the impact of adopting a mechanized cassava processing system on household poverty levels in Zambia. An Foster, Greer and Thorbecke (FGT) poverty measure was used to compare poverty levels among households using a mechanized cassava processing system against those households using a nonmechanized process. Based on the FGT poverty measure’s specifications, a significantly lower poverty status of 49% was found among households using the mechanized process when compared to the 58% found among households using the nonmechanized process. The significant factors contributing to these differences in poverty levels include whether households are using a mechanized process or not, the number of years’ schooling among household members, the number of years’ farming experience, household income and membership of associations. The study concludes that the mechanization of cassava processing, particularly if done on the right scale, can transform primary production activities, in turn leading to higher incomes and reduced poverty levels in rural villages. Thus, policies should be introduced aimed at encouraging the promotion of mechanized post-harvest cassava processing technologies among rural households, so as to enhance crop productivity and household income levels, as well as reduce poverty among rural households.  相似文献

贫困的多维福利剥夺程度高低和持续时间长短是近年来理论界关注的焦点,也是政府制定精准扶贫政策的重要理论依据.文章综合Alkire和Foster(2011)提出的多维贫困测算方法和Foster(2009)提出的长期贫困测算方法,构建了长期多维贫困指数和暂时多维贫困指数,实证分析了中国的贫困状况,并进行了城乡分解、指标分解和区域分解.结果发现:第一,样本家庭在多维视角下的长期贫困比例要高于暂时贫困,这与单一地从收入角度来分析长期贫困和暂时贫困的结论恰好相反;第二,对于所有类型的贫困而言,教育年限、医疗保险和健康的贡献度都排在前三位,但健康对于长期贫困人口的贡献度要明显高于暂时贫困;第三,总体看来,农村的多维贫困程度不仅高于城市,而且很多指标的贫困持续时间也要高于城市;第四,从四大区域看,经济发展水平较低的中西部地区,长期多维贫困程度要高于东部和东北部地区.  相似文献

This paper examines the potential effects on inequality and poverty of a minimum wage increase, based on a microsimulation model that captures the details of household composition and the income tax and welfare benefit system and allows for labour supply responses. Results suggest that, largely due to the composition of household incomes, a policy of increasing the minimum wage has a relatively small effect on the inequality of income per adult equivalent person, and a money metric utility measure, using several inequality indices. Hence, the minimum wage policy does not appear to be particularly well targeted, largely due to many low wage earners being secondary earners in higher income households, while many low income households have no wage earners at all. These results are reinforced when allowing for wage spillovers further up the wage distribution. Nevertheless, a minimum wage increase can have a more substantial effect on some poverty measures for sole parents in employment.  相似文献

This study examines the effects of trade liberalisation on rural household welfare, poverty, and inequality in Vietnam, with the use of multiple estimation strategies, including the panel quantile regression approach based on Canay's two-step estimator. Taking account of the multi-faceted nature of trade liberalisation, we consider a set of household-level trade-related variables, including employment in export, import-competing, and manufacturing sectors. A unique panel data set is constructed from the Vietnam Household Living Standards Surveys conducted in 2002, 2004 and 2006. We find that employment in trade-related sectors contributes significantly to rural household welfare. Moreover, the effects of trade-related employment on welfare are heterogeneous across the welfare/income distribution, in that trade-related employment sectors have different influences on different groups/quantiles of households.  相似文献

依托山东地区政府生态扶贫实地调查所获得的776份问卷数据,运用二元Logistic模型对非传统生态脆弱区贫困群体的生态资源感知及生态脱贫意向进行实证分析。样本区域贫困群体的生态资源感知指数介于2.307~2.953之间,无较大差异,超过90%的贫困群体存在积极生态脱贫意向。实证结果表明:(1)非传统生态脆弱区生态资源韧性大,贫困群体的生态资源供给感知敏感度低于生态资源需求感知;(2)非传统生态脆弱区贫困群体的生态脱贫意向首先直接受到生态保护补偿扶贫政策的刺激,除了补助金补偿,还应通过就业机会补偿、市场化补偿等多种形式刺激贫困群体的发展积极性;(3)其次生态脱贫意向还受到生态资源感知、生态脱贫政策和社会人口特征的交互影响。  相似文献
