I examine whether the availability of health coverage through the spouse's health plan influences a married woman's decision to become self‐employed. The Tax Reform Act of 1986 (TRA86) introduced a tax subsidy for the self‐employed to purchase their own health insurance. I test whether this “natural” experiment induced more women without spousal health insurance coverage to select into self‐employment. The most conservative difference‐in‐difference estimates based on an analysis of employed women indicate that the incidence of self‐employment among single women rose by 10% in the post‐TRA86 period, while a multinomial specification based on a sample of both employed and nonemployed women suggests that the increase was about 13%. The technological developments in infertility treatments have increased the success of childbearing among women with impaired fertility. Fifteen U.S. states have mandated insurance coverage of assisted reproductive technology, thus subsidizing and increasing the use of the technology. We exploit the variation of mandates across states and over time to examine the relationship between state mandates and the likelihood of divorce. Using individual‐level data from the 1984–2008 Survey of Income and Program Participation, we find that women are less likely to divorce after the state adopts infertility insurance mandates. We find the effect is larger among women in their 40s, covered by private insurance, with a college degree, and without children. (JEL J12, J13, J18, I13, I18)  相似文献

This paper exploits China's one‐child policy (OCP) to study the relationship between fertility and educational attainment of the mothers of China's “sibling‐less generation.” I take two difference‐in‐differences approaches to estimate the OCP's effect on women's education: one compares gender difference among the ethnic majority group and the other compares ethnicity differences between ethnic majority women and ethnic minority women. I also explore the heterogeneity of the policy's effects by parent's status at the Communist Party. I find that the OCP has a positive and significant effect on women's education and explains about half of the increase in educational attainment for women born between 1960 and 1980. Their increased educational attainment associates with delayed entry into first marriage, delayed entry to parenthood and increased labor supply. (JEL I20, J13, J16, J18)  相似文献

This paper explores the interaction between wage inequality and the marriage and fertility decisions of young women. We develop an equilibrium search model of marriage, divorce, and investment in children that allows for differential timing of fertility. We show how patterns of fertility timing in U.S. data can be explained by the incentives for fertility delay implied by marriage and labor markets. We find that these incentives help explain both the cross-sectional relationship between women's wages and fertility timing and the changes over the past 40 years in married women's fertility timing and labor supply. This study examines the unbundled impacts of a family cap policy and enhanced JOBS program on the fertility of 2100 women on welfare who were randomly assigned to experimental and control groups as part of New Jersey's welfare reform program. Data were collected quarterly from December 1992 through March 1997 on births, abortions, contraceptive pill use, and contraceptive sterilizations from welfare and Medicaid claim files. Results indicate that the family cap lowered births and increased abortions and contraception use but only for women who were short-time welfare users. Enhanced JOBS exerted an independent effect on fertility of more chronic recipients. (JEL I38 )  相似文献

Why has the expansion of women’s economic and political rights coincided with economic development? This paper investigates this question by focusing on a key economic right for women: property rights. The basic hypothesis is that the process of development (i.e., capital accumulation and declining fertility) exacerbated the tension in men’s conflicting interests as husbands versus fathers, ultimately resolving them in favor of the latter. As husbands, men stood to gain from their privileged position in a patriarchal world whereas, as fathers, they were hurt by a system that afforded few rights to their daughters. The model predicts that declining fertility would hasten reform of women’s property rights whereas legal systems that were initially more favorable to women would delay them. The theoretical relationship between capital and the relative attractiveness of reform is non-monotonic but growth inevitably leads to reform. I explore the empirical validity of the theoretical predictions by using cross-state variation in the US in the timing of married women obtaining property and earning rights between 1850 and 1920.  相似文献

This research investigates two features of the Affordable Care Act that especially affect young adults, the young adult‐dependent coverage (YAD) mandate and the requirement to cover contraception (CM). Both mandates were first enacted at the state level but have been studied only in isolation. We estimate a wide range of models allowing these mandates to have joint effects on insurance coverage, health‐care access, health outcomes and fertility. We provide new evidence that helps settle the mixed findings from past state‐level YAD and CM research and suggests the two mandates may combine to improve the well‐being of young adults. A striking observation of the U.S. and other labor markets is the weak position of women in terms of job attachment, employment, and earnings relative to men. We develop a model of fertility and labor market decisions to study the impact of fertility on gender differences in labor turnover, employment, and wages. In our framework, individuals search for jobs and accumulate general (experience) and specific (tenure) human capital when they work. They can also increase their wage by moving to a job of higher quality. Labor market decisions (e.g., job acceptance and job mobility) may differ across genders: females that give birth may decide to interrupt their labor market attachment in order to enjoy the value of staying at home with their children. The model economy is successfully calibrated to match aggregate statistics in terms of fertility, employment, and wages. We find that fertility decisions generate important gender differences in turnover rates, with long lasting effects in employment and wages. These differences in labor turnover account for almost all the U.S. gender wage gap that is attributed to labor market experience by Blau and Kahn (2000, Journal of Labor Economics15(1), 1–42). The model also implies a very small role of tenure capital in accounting for wage differences between males and females (gender gap), and between females with and without children (family gap). The increase in births in France since 1995 has often been linkedby commentators to more generous family benefits. We study hereempirically the link between fertility and financial incentivesby estimating and simulating a joint structural model of participationand fertility on a sample of French women. The results reportedhere, while preliminary, suggest that fertility responds toincentives in a non-negligible way. A autoregressive model is applied to personal migration and pregnancy histories recorded in the 1974 Korean World Fertility Survey to assess the adaptation effect of rural-urban migration on migrant fertility and national fertility levels. The objective of this study is to provide policy makers in developing nations with a model that will enable them to quantify the effects of rapid urbanization on the fertility level of migrant women and thus on national fertility levels. The fertility of rural-urban migrants is on the average lower than that of rural stayers; this study supports the adaptation hypothesis and indicates that rural-urban migrants experienced a significant reduction in 5 year fertility rates from those of comparable rural stayers after migration to the urban area. In addition, the city specific effects of migration on fertility are of considerable importance; migrants to larger cities adapt more over their lifetime than migrants to smaller cities. The completed adaptation by postmarital, rural-urban migrants is largest among migrants who are least educated. The autoregressive model controls the fertility level at the beginning of the observed period; it is assumed that this is a proxy for family size preferences. Results show that the completed fertility of migrant women with less than 4 years of school is 1.9 children fewer than that of comparable rural stayers, 1 child fewer for migrant women with 4 to 6 years of school, and .8 children fewer for migrant women with at least 6 years of school. For Korea, the overall effects on national fertility of rural-urban migration represent a reduction of 1.79 births per woman for the 1965-1970 period; it is estimated that the 945,400 rural-urban women migrants of this period would avoid, on average, 71,300 births annually for their expected average 24 years of urban life.  相似文献

Many have argued that concerns over health insurance reduce labor market mobility in the United States, causing a “job lock” effect. We take advantage of the novel natural experiment created by the Affordable Care Act's dependent coverage mandate to estimate the magnitude of the job lock effect for young adults. Using the 2008–2013 Current Population Survey and a difference‐in‐difference research design, we find that the expansion of dependent coverage did not increase job mobility, suggesting that job lock is not a major concern for young adults. Despite the benefits of prenatal participation in the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC), many eligible women either do not participate or begin participation late in their pregnancies. Using recent nationally representative data, we find that more disadvantaged women are more likely to access WIC and, with some notable exceptions, to participate earlier in their pregnancies. Hispanic women, especially those with language difficulties, enroll in WIC later in their pregnancies. Early WIC participation, particularly among teenagers, is less likely among women experiencing a first birth and depends on the mother’s early recognition of her pregnancy. (JEL I18, I30)  相似文献

Declining fertility is often attributed to the increased education of women. It is difficult to establish a causal link because both fertility and education have changed secularly. In this paper we study the connection between fertility and education using educational reform as an instrument to control for selection. Our results indicate that increasing education leads to postponement of first births away from teenage motherhood and towards women having their first birth in their 20s as well as, for a smaller group, up to the age of 35–40. We find no evidence, however, that more education results in more women remaining childless or having fewer children.  相似文献

Thorstein Veblen argued, in The Higher Learning in America, that universities were at risk of being captured by the same pecuniary aims as business enterprise. His argument remains relevant today, given that many observers claim that higher education is headed for fundamental transformation. These changes are occurring in response to a number of challenges facing higher education in the United States — financial, demographic, and cultural, aiming both to reform what is seen by many as a system resistant to change and accountability, and to take advantage of new technologies seen as improving accessibility and convenience for its consumers, the students. I briefly review Veblen’s argument by using its general contours as a lens for the major disruptions occurring in higher education today, and specifically the rise of for-profit universities, the expansion of online learning and massive open-online courses (MOOCs), and the growing movement to unbundle the educational experience.  相似文献

Research on public health insurance expansions has typically focused on those targeted by the expansions; we estimate the spillover effects of parental Medicaid expansions on the insurance coverage of their children. Expanding parental Medicaid eligibility may increase participation by already‐eligible, uninsured children by increasing the value of Medicaid enrollment for the entire family. However, parental expansions may also generate crowd out from private coverage. Using the Survey of Income and Program Participation during a period of major parental Medicaid expansions, we find substantial effects of the expansions on the Medicaid participation of children, with evidence of crowd out among some subsamples. This paper examines the relationship between international migration and source country fertility. The impact of international migration on source country fertility may have a number of causes, including a transfer of destination countries' fertility norms. We provide a rigorous test of the diffusion of fertility norms using highly detailed original data on migration. Our results provide evidence of a significant transfer of destination countries' fertility norms from migrants to their country of origin: a 1% decrease (increase) in the fertility norm to which migrants are exposed reduces (raises) home country fertility by about 0.3%. Objectives of the 1996 overhaul of the US welfare system included reducing dependency, raising employment and de-incentivizing out-of-wedlock fertility. Using public use state-level panel data from 1990 to 2005, I analyse how state implementation of welfare reform simultaneously affects the caseload, employment and out-of-wedlock births (henceforth, Temporary Assistance for Needy Families (TANF) objectives). Because endogeneity and simultaneity could not be rejected, I use Three-Stage Least Squares (3SLS) method. Results indicated that most of the steep decline in the caseload is attributed to welfare reform, while the economy's overall effect paled in comparison. However, lagged and contemporaneous unemployment individually ranked second and third behind the Hispanic share of state population. The conservative tilt over the period studied ranked forth, followed in declining order by full family sanctions, Earned Income Tax Credit (EITC) payments, time limits (lagged by length), access to abortion clinics, lump-sum TANF diversion payments, and TANF benefit payments. Findings also suggest that policy does not always work as intended: caseloads are found to be higher in states that have highly regarded family formation and job retention TANF programs; and EITC payments are associated with lower not higher caseloads. The most compelling finding in this study is that low-income families likely turn first to unemployment insurance and then to TANF assistance.  相似文献

This paper studies the impact of culture on the fertility behavior of teenage women in the US. To identify this effect, it took an epidemiological approach, exploiting the variations in teenage women's fertility rates by ancestral home country. Using three different databases (the US National Longitudinal Survey of Youth 1979, the US National Longitudinal Survey of Youth 1997, and the 2000 US Census), the results show that culture has quantitatively important effects on the fertility behavior of teenage women. This finding is robust to alternative specifications, to the introduction of a range of home country variables to proxy culture, and to the measurement of individual characteristics present when teenage women continue with a pregnancy to have a child.  相似文献

This paper provides estimates of the impact of an unanticipated child during adolescence on labor supply and earnings using data for women who gave birth between 1976 and 2015 drawn from 1990 and 2000 censuses and the American Community Surveys. Twins at first birth are used as an instrument to avoid the problems of fertility endogeneity. Estimates from our instrumental variable models indicate that the arrival of a second‐born twin had severe economic consequences for adolescent women over most of our data. In this paper, we assemble data from several household surveys to document how pension coverage of young and prime‐aged workers has evolved in Canada between the mid‐1980s and the mid‐1990s. We show that between 1986 and 1997 pension coverage has fallen significantly for men, has dropped slightly for young women, and has increased for prime‐aged women. The decline in union density and employment shifts towards low‐coverage industries explain most of the decline in pension coverage of men and young women. In contrast, most of the increase in coverage of prime‐aged women remains unexplained. While pension coverage has fallen for men and young women, their real average contributions to registered retirement savings plan (RRSPs) have increased substantially. As a result, the sum of the amounts they contributed to registered pension plans (RPPs) and RRSPs has increased markedly. Dans ce mémoire, les auteurs assemblent des données de plusieurs enquêtes sur les ménages pour documenter l'évolution de la couverture des régimes de rentes des travailleurs jeunes et dans la force de l'âge entre le milieu des années 80 et le milieu des années 90. On montre que cette couverture a chuté de manière significative pour les hommes, a décliné légèrement pour les femmes, et s'est accrue pour les femmes dans la force de l'âge. La chute du taux de syndicalisation et les déplacements de l'emploi vers des secteurs où la couverture est plus faible expliquent le gros du déclin de couverture pour les hommes et les jeunes femmes. Quant à l'accroissement de la couverture pour les femmes dans la force de l'âge, il demeure inexpliqué. Alors que la couverture des deux premiers groupes a décliné, leurs contributions aux régimes enregistrés d'épargne retraite (REER) ont augmenté substantiellement.
