We experimentally investigate a legislative bargaining model with both public and particularistic goods. Consistent with the qualitative implications of the model: there is near exclusive public good provision in the pure public good region, in the pure private good region minimum winning coalitions sharing private goods predominate, and in the “mixed” region proposers generally take some particularistic goods for themselves, allocating the remainder to public goods. As in past experiments, proposer power is not nearly as strong as predicted, resulting in public good provision decreasing in the mixed region as its relative value increases, which is inconsistent with the theory.  相似文献

A budget needs to be distributed among jurisdictions through bargaining in the legislature. Using a simple three-player, three-period Baron and Ferejohn [Baron, D.P., Ferejohn, J.A., 1989. Bargaining in legislatures. American Political Science Review 83 (4), 1181–1206] style legislative bargaining model with incomplete information, we evaluate two kinds of majority rules: the simple majority rule and the unanimity rule. Under the simple majority rule, it is less expensive to form a minimum-winning coalition, so that every type of proposer prefers his proposal to be passed immediately. The proposer has fewer incentives to reveal his information by delaying the bargaining, since there is a possibility of being excluded from the majority in future periods. Thus, in contrast to the unanimity rule, there does not exist any fully separating equilibrium. We also show that if the first-period proposer has greater agenda-setting power, it can help to reduce the probability of delay.  相似文献

In an exchange economy with incomplete information, the signaling core is defined by the set of state-contingent allocations to which no coalitions object under informational leakage through proposals by informed agents. An objection underlying the signaling core is supported by a sequential equilibrium of an ultimatum bargaining game with an informed proposer. We prove that a stationary sequential equilibrium allocation in a Rubinstein-type sequential bargaining game with a restart rule belongs to the signaling core if the belief of players satisfies a self-selection property.  相似文献

Gamson's Law versus non-cooperative bargaining theory   总被引:1,自引:0,他引:1  
We compare Gamson's Law, a popular empirical model of legislative bargaining, with two non-cooperative bargaining models in three players divide the dollar games in which no player has enough votes to form a winning coalition on their own. Both of the game theoretic models better organize the comparative static data resulting from changes in nominal bargaining power than does Gamson's Law. We also identify deviations from the point predictions of the non-cooperative bargaining models. Namely, proposer power is not nearly as strong as predicted under the Baron–Ferejohn model, and a significant number of bargaining rounds tend to take more than two steps under demand bargaining and more than one stage under Baron–Ferejohn, counter to the models' predictions. Regressions using the experimental data provide results similar to the field data, but fail to do so once one accounts for predictions regarding coalition composition under Gamson's Law.  相似文献

We analyze an infinitely repeated divide-the-dollar bargaining game with an endogenous reversion point. In each period a new dollar is divided among three legislators according to the proposal of a randomly recognized member—if a majority prefer so—or according to previous period's allocation otherwise. Although current existence theorems for Markovian equilibria do not apply for this dynamic game, we fully characterize a Markov equilibrium. The equilibrium is such that irrespective of the discount factor or the initial division of the dollar, the proposer eventually extracts the whole dollar in all periods. We also show that proposal strategies are weakly continuous in the status quo that equilibrium expected utility is not quasi-concave, and the correspondence of voters’ acceptance set (the set of allocations weakly preferred over the status quo) fails lower hemicontinuity.  相似文献

We consider a non-cooperative multilateral bargaining game and study an action-dependent bargaining protocol, that is, the probability with which a player becomes the proposer in a round of bargaining depends on the identity of the player who previously rejected. An important example is the frequently studied rejector-becomes-proposer protocol. We focus on subgame perfect equilibria in stationary strategies which are shown to exist and to be efficient. Equilibrium proposals do not depend on the probability to propose conditional on the rejection by another player. We consider the limit, as the bargaining friction vanishes. In case no player has a positive probability to propose conditional on his rejection, each player receives his utopia payoff conditional on being recognized. Otherwise, equilibrium proposals of all players converge to a weighted Nash bargaining solution, where the weights are determined by the probability to propose conditional on one's own rejection.  相似文献

In a simple game, coalitions belonging to a given class are “absolutely powerful” while others have no power. We attempt to make this distinction operational. Toward this end, we propose two axioms on social choice correspondences, Strong Non-Discrimination and Exclusion. Strong Non-Discrimination describes circumstances under which certain coalitions, the losing coalitions, have no influence over social choice. Exclusion requires that there are situations in which certain coalitions, the winning coalitions, can exercise their power. We show that the weak core correspondence is the minimal correspondence satisfying Maskin Monotonicity and Strong Non-Discrimination. We also show that the weak core is the unique correspondence satisfying Nash implementability, Strong Non-Discrimination, and Exclusion.  相似文献

This paper analyzes three‐party negotiations in the presence of externalities. We obtain a closed‐form solution for the Markov perfect equilibrium of a multilateral non‐cooperative bargaining model, yielding an equilibrium value and dynamics of negotiations that are supported by experimental studies. Players’ values are monotonically increasing (or decreasing) in the amount of negative (or positive) externalities that they impose on others. Moreover, players’ values are continuous and piecewise linear on the worth of bilateral coalitions, and are inextricably related to their negotiation strategies: the equilibrium value is the Nash bargaining solution when no bilateral coalitions form; the Shapley value when all bilateral coalitions form; or the nucleolus, when either one bilateral coalition among “natural partners” or two bilateral coalitions including a “pivotal player” form.  相似文献

Abstract. On 11 May 2001, readers of the Berliner Zeitung were invited to participate in an ultimatum bargaining experiment played in the strategy vector mode: each participant chooses not only how much (s)he demands of the DM1,000 pie but also which of the nine possible offers of DM100, 200, …, 900 (s)he would accept or reject. In addition, participants were asked to predict the most frequent type of behavior. Three randomly selected proposer–responder pairs were rewarded according to the rules of ultimatum bargaining and three randomly chosen participants of those who predicted the most frequent type of behavior received a prize of DM500. Decisions could be submitted by mail, fax or via the internet. Behavior is described, statistically analyzed and compared to the usual laboratory ultimatum bargaining results.  相似文献

We analyze bargaining between buyers and sellers who are connected by an exogenously given network. Players can make repeated alternating public offers that may be accepted by any of the responders linked to each specific proposer. Our purpose is to find the conditions of the network which drive the price distribution in equilibrium. This paper uses graph theory tools to provide necessary and sufficient conditions regarding the architecture of networks for the subgame perfect equilibrium of the bargaining game to coincide with the Walrasian outcome.  相似文献

In many situations in economics and political science there are gains from forming coalitions but conflict over which coalition to form and how to distribute the gains. This paper presents an approach to suchmultilateral bargaining problems. Asolutionto a multilateral bargaining problem specifies an agreement for each coalition that is consistent with the bargaining process in every coalition. We consider the sequential bargaining game à la Stahl–Binmore–Rubinstein with random proposers, juxtaposing an ex ante coalition formation stage to their bargaining game. On the basis of the expected outcomes in the negotiation over how to split a dollar, players can form coalitions in a sequential manner, within each of which they can redistribute their payoffs. It turns out that the grand coalition does form, and that each player receives his discounted expected payoff, which is obtained by playing as a single player in the negotiation, although there could be many equilibria in the bargaining stage.  相似文献

This paper presents a rule to allocate a coalition’s worth for superadditive games with positive externalities. The allocation rule awards each member their outside payoff, plus an equal share of the surplus. The resulting allocation maximizes coalition stability. Stable coalitions are Strong Nash equilibria since no subset of members has an incentive to leave. Similarly, no subset of non‐members has an incentive to join a stable coalition if the game is concave in this region. The allocation is risk‐dominant. All stable coalitions are robust to the maximum probability of 50% that players’ deviate from their individual best‐responses. The paper compares the allocation to the Shapley value and the Nash bargaining solution, and illustrates why these traditional rules result in small coalitions when applied to issues such as international environmental agreements.  相似文献

In a series of papers, Aumann and Roth discussed a game in which players can cooperate in pairs and two of them prefer to form a coalition with each other. Roth argued that the only rational outcome is that the players who prefer each other form a coalition; Aumann argued that all three coalitions are possible because the players have a problem of expectation coordination. A non‐cooperative analysis provides additional support for Aumann's arguments and shows that the difference between Aumann's and Roth's views can be traced back to a difference (risky versus/riskless) in the bargaining procedure.  相似文献

We study dynamic committee bargaining over an infinite horizon with discounting. In each period, a committee proposal is generated by a random recognition rule, the committee chooses between the proposal and a status quo by majority rule, and the voting outcome in period t becomes the status quo in period t + 1. We study symmetric Markov equilibria of the resulting game and conduct an experiment to test hypotheses generated by the theory for pure distributional (divide-the-dollar) environments. In particular, we investigate the effects of concavity in the utility functions, the existence of a Condorcet winning alternative, and the discount factor (committee “impatience”). We report several new findings. Voting behavior is selfish and myopic. Status quo outcomes have great inertia. There are strong treatment effects that are in the direction predicted by the Markov equilibrium. We find significant evidence of concave utility functions.  相似文献

We analyse a model of coalition government in a parliamentary democracy where parties care both for ideology and perks from office, and examine how the magnitude of this tradeoff affects the nature of coalitions that form. It is shown that equilibrium coalitions can be minimal winning, minority or surplus and they may be ideologically disconnected. The types of coalitions that emerge depend upon the relative importance of rents from office and the distribution of party ideologies. Further, there is a non-monotonic relationship between ideological connectedness of coalitions and rents from office.  相似文献

In many social and economic situations the optimal solution requires the formation of coalitions that partition the set of players. When the individual player is small relative to the size of the existing coalitions, it seems realistic to assume that the prevailing coalition structure dictates the set of possible blocking coalitions. Specifically, it is assumed that an individual does not consider forming any coalition, but rather joining an already existing one. Two solution concepts for these games are investigated: structural equilibrium and stable payoffs, which are derived from the application of ψ-stability to the core and to the bargaining set, respectively. To this end an extension of the bargaining set to games without side payments is offered. Both solution concepts are shown to exist for some coalition structure. However, while structural equilibrium may fail to exist for any non trivial coalition structure, for every coalition structure there exists a stable payoff.  相似文献

This paper studies non-cooperative bargaining with random proposers in apex games. Two different protocols are considered: the egalitarian protocol, which selects each player to be the proposer with equal probability, and the proportional protocol, which selects each player with a probability proportional to his number of votes. Expected equilibrium payoffs coincide with the kernel for the grand coalition regardless of the protocol. The equilibrium is in mixed strategies and the indifference conditions can be reinterpreted in the language of the kernel.  相似文献

We study Virginia's suffrage from the early-17th century until the American Revolution using an analytical narrative and econometric analysis of unique data on franchise restrictions. First, we hold that suffrage changes reflected labour market dynamics. Indeed, Virginia's liberal institutions initially served to attract indentured servants from England who were needed in the labour-intensive tobacco farming but deteriorated once worker demand subsided and planters replaced white workers with slaves. Second, we argue that Virginia's suffrage was also the result of political bargaining influenced by shifting societal coalitions. We show that new politically influential coalitions of freemen and then of small and large slave-holding farmers emerged in the second half of the 17th and early-18th centuries, respectively. These coalitions were instrumental in reversing the earlier democratic institution\s. Our main contribution stems from integrating the labour markets and bargaining/coalitions arguments, thus proving a novel theoretical and empirical explanation for institutional change.  相似文献

Bilateral bargaining situations are often characterized by informational asymmetries concerning the size of what is at stake: in some cases, the proposer is better informed, in others, it is the responder. We analyze the effects of both types of asymmetric information on proposer behavior in two different situations which allow for a variation of responder veto power: the ultimatum and the dictator game. We find that the extent to which proposers demand less in the ultimatum as compared to the dictator game is (marginally) smaller when the proposer is in the superior information position. Further we find informed proposers to exploit their informational advantage by offering an amount that does not reveal the true size of the pie, with proposers in the ultimatum game exhibiting this behavioral pattern to a larger extent than those in the dictator game. Uninformed proposers risk imposed rejection when they ask for more than potentially is at stake, and ask for a risk premium in dictator games. We concentrate on proposers, but also explore responder behavior: We find uninformed responders to enable proposers’ hiding behavior, and we find proposer intentionality not to play an important role for informed responders when they decide whether to accept or reject an offer by an (uninformed) proposer.  相似文献
