Former industrial cities in the West are employing gentrification as urban policy. In these policies, women and families currently play an important role as gentrification pioneers. In my analysis of Rotterdam in the Netherlands, I propose the term genderfication to understand the gender dimensions of this process. Genderfication refers to the production of space for different gender relations. I analyse Rotterdam's urban planning program for becoming a ‘child‐friendly city’, which entails replacing existing urban dwellings with new, larger and more expensive ‘family‐friendly homes’ as a strategy for urban re‐generation. Urban re‐generation supplements regeneration in the form of material and economic restructuring, and refers to the replacement of part of the current population by a new and better suited generation. The ‘child‐friendly city program’ is considered in tandem with punitive ‘youth policies’.  相似文献

This article examines the ways in which business improvement districts are being introduced into UK cities. In advancing this analysis, the focus here is on the means through which one or two Manhattan business improvement districts have been constructed as ‘models’ of urban management, taken out of their particular local/regional and national contexts and introduced into a diverse set of local political economic contexts in UK cities and towns. Examining the way business improvement districts have become a policy in motion, the article sketches out the emergence of entrepreneurial urban governance arrangements in the UK as part of the state's changing spatiality in the industrialized economies of Western Europe and North America. I argue that these changes make UK cities and towns increasingly receptive to the business improvement district model of downtown management. Seeking to move beyond the sometimes rather one‐sided representations of policies that find themselves on the move, the article seeks to connect the ‘exporting’ and ‘importing’ zones of policy transfer, arguing for an open and permeable conceptualization of these places. It draws on work in Manhattan, New York to unpack the nature of the political–economic relations that business improvement districts were part of, before moving on to examine the dynamics of policy transfer and the early days of the introduction of this downtown ‘model’ into UK cities.  相似文献

This article analyses the creation of a normative framework for the democratic city during the regime change in Portugal in 1975—the answers that were given to the question, ‘What should a city be like in a democratic regime?’ While I critically discuss post‐democracy and its use of post‐foundational contributions, I review the post‐revolution Portuguese constitutional debate, contending that the call for democratization brought by urban popular organizations was answered with a political compromise that exchanged expectations of a participatory city for a commitment to a social rights city, enhanced with a promise of homeownership for urban popular segments. In light of this, in this article I question post‐democratic proposals, arguing that when this approach implicitly establishes equivalence between democracy and ‘the political’, it has difficulties in interpreting how the grammar of democracy is ‘organized’ in conflictual and contingent processes of democratic institutionalization. As an alternative, I contend that a critical debate concerning democracy and the urban must address how democratic expectations of emancipation have been translated into institutions and rights through interwoven and situated processes of politicization and depoliticization that allow both politicization of the urban and the production of consent .  相似文献

Academic and policy literatures on urban climate resilience tend to emphasize ‘good planning’ as the primary means for addressing the growing risk of flooding in Asia's coastal megacities. Cities have come to rely on disaster and climate resilience plans to future‐proof their landscapes and protect vulnerable populations. Yet while data is collected, models are built and plans are drafted, environmentally destructive development practices continue unabated and often unchallenged. This article examines and seeks to explain the contradictions between a growing awareness of the risks of climate‐induced flooding in resilience plans and the continuation of development practices widely acknowledged to exacerbate those risks. It analyzes these contradictions in the context of Mumbai and Kolkata, India's largest coastal cities, which are facing the severest threats from climate‐induced flooding. Based on analyses of key resilience planning documents and both planned and unplanned developments in some of Mumbai's and Kolkata's most ecologically sensitive areas, our analysis reveals that resilience planning, promoted by the central government and international consultants, and presented in locally produced ‘fantasy plans’, fails to address the risks of climate‐change‐related flooding owing to tendencies to sidestep questions of politics, power and the distributional conflicts that shape urban development. We conclude that efforts to reduce urban flood risk would benefit from the research, methods and analytic concepts used to critically study cities, but significant gaps remain between these fields.  相似文献

What margins of maneuverability do urban‐based progressive movements have for affecting policy outcomes in entrepreneurial and neoliberal political systems? This article provides a partial answer to this question by examining how relations developed and stabilized between actors in the different sectors (community based organizations, labor, university) of Los Angeles’ progressive community. Such relations are a necessary but not sufficient condition for affecting policy outcomes. I argue that these relations have resulted from a 20‐year process of interactions between the more innovative agents of each of the sectors. Through their repeated experimentation in building frameworks to coordinate their partnerships, I argue that a variety of complex mechanisms have taken shape that nourish relations and coordinate complex forms of collective action. Functioning as ‘relational platforms’, these coordinating mechanisms have combined to form an emergent ‘organizational infrastructure’ that facilitates both ongoing relational processes and the mobilization of collective resources in politically effective ways. Thus, by examining the organizational infrastructure that makes such a broad based ‘movement’ possible and sustainable, the article offers the reader one insight into how urban progressives have been able to build the power necessary to affect policies in one of the world's most entrepreneurial and neoliberal cities.  相似文献

While a growing body of research analyses the functional mechanisms of the cultural or creative economy, there has been little attention devoted to understanding how local governments translate this work into policy. Moreover, research in this vein focuses predominately on Richard Florida's creative class thesis rather than considering the wider body of work that may influence policy. This article seeks to develop a deeper understanding of how municipalities conceptualize and plan for the cultural economy through the lens of two cities held up as model ‘creative cities’ — Austin, Texas and Toronto, Ontario. The work pays particular attention to how the cities adopt and adapt leading theories, strategies and discourses of the cultural economy. While policy documents indicate that the cities embrace the creative city model, in practice agencies tend to adapt conventional economic development strategies for cultural economy activity and appropriate the language of the creative city for multiple purposes.  相似文献

The compatibility between an agenda for sustainable urban development and the neoliberal economic restructuring of urban space has been observed within cities in developed countries across the globe. From providing economic support to local ‘green’ industries to creating bike lanes, municipalities develop sustainability strategies that are designed to boost their competitive advantage. Moreover, municipalities are responding to demands from popular social movements and national governments that seek to reconfigure societal relationships with the natural environment in cities. Cities are increasingly understood not as part of the ecological crisis but as part of the solution, or as places where alternative patterns of sustainable consumption and new socially and ecologically responsible industries can be developed. Over the last decade in Austin, environmental sustainability has become an uncontested paradigm that has progressively shaped the city's urban space and policy. Two competing conceptualizations of the environment, so‐called ‘environmental’ and ‘just’ sustainability groups, are explored in this article. I demonstrate how the notion of environmental sustainability has been selectively incorporated into the hegemonic vision of Austin's strategic growth plan. I argue that the dominance of this conceptualization is best understood by asking what counts as the ‘environment’ for environmentalists, and understanding the unstated assumptions about the environment shared by the business community and environmentalists.  相似文献

In the urban studies literature, urban politics is usually considered in two distinct locations: the city (often understood in quite conventional centralist ways) and the suburb (understood as spatially peripheral and politically at odds with the central city). At the metropolitan scale, the two types of urban politics are discussed in relation to one another. More recently, the metropolitan scale of urban politics has been expanded to regional dimensions. We pose the question of location of urban politics from a specific deficit in the geography of centre, suburb and metropolis. We argue that in today's regional political socio‐spatiality, politics will have to be found ‘in‐between’ the old lines of demarcation. Following Tom Sieverts' (2003) advice to look at the ‘in‐between’ cities that are neither old downtown nor new suburb but complex urban landscapes of mixed density, use and urbanity, we reveal the political vacuum that is at the heart of the urban region today. Using the politics of infrastructure in Toronto as our empirical example, we will show that vulnerabilities and risks for urban populations in that Canadian metropolis' in‐between city are co‐generated by the failure of conventional political spaces and processes to capture the connectivities threaded through those places that are in‐between the centre and exurbia.  相似文献

Conventional explanations of the enormous popularity of management gurus have centred on the need for managers to find relatively quick and simple solutions to their organizations' complex problems and the gurus' adeptness with marketing technology to promote these solutions. A few writers have also recognized the role that management gurus play in responding to managers' needs to make sense of themselves. Management gurus appeal to the manager's social or externally directed esteem needs by legitimating and celebrating the manager's role in society. the spiritual and charismatic quality of the gurus' work resonates with the manager's personal or internally driven needs by providing a sense of hope and purpose. The relationship between the management guru and manager is further explored with an analysis of the rhetorical techniques employed by the two leaders of the re-engineering movement, Michael Hammer and James Champy. Adopting a dramatistic or dramaturgical perspective, I describe how these writers skilfully manipulate the managers'sense of themselves to provide a compelling rationale for launching or supporting a re-engineering initiative within their organizations. the inherent dramatic appeal of the re-engineering process is an important reason for the movement's phenomenal popularity and, paradoxically, its lack of universal success.  相似文献

This paper examines the reasons for the apparently powerful impact of management gurus' ideas (i.e. guru theory) on senior managers. An examination of the limited literature on management gurus and other related literatures suggests three explanations for the appeal of guru theory for senior managers. The first set of explanations relates to various features of management work which may heighten managers' receptivity to guru ideas. The second set focuses on the gurus themselves and emphasizes the form in which they are presented (i.e. public performances). The final set of explanations highlights the importance of the socioeconomic and cultural context within which guru theories emerge and become widely adopted. A number of criticisms of these explanations are offered: that they define the manager as passive, that the flow of ideas is one way (guru to manager), that they rely on an academic conception of knowledge. An alternative explanation of their success is outlined which suggests that their work – their analyses, presentations and theories – offer attractive conceptions of the role of managers which constitute the identity of the modern senior manager as an heroic, transformative leader. This article critically examines the expression of global spatial imaginaries in urban policy and planning. Following recent calls to understand how the global is ‘made up' in and through cities, we argue for the usefulness of Roy and Ong's concept of ‘worlding’. By analysing how strategic spatial plans envisage ‘Global Sydney’, the article reveals a constitutive spatial imaginary informed by the articulation of three interrelated elements: global city standards, comparative techniques and extra‐local policy models. Unpacking how cities are selectively worlded through spatial imaginaries, the article advances an approach to urban globality as actively cultivated and differentially produced.  相似文献

Processes of politicization and depoliticization are increasingly studied in relation to urban contexts, and cities have been depicted as incubators of social movements. What has been largely ignored is why, in some cities, forces of politicization or depoliticization are stronger than in others. To address this question, this article compares two British cities—Manchester and Bristol—which have historically been central hubs of environmental resistance, but currently face similar depoliticizing forces: austerity, anti-squatting laws, police repression and activists’ disillusion with environmentalism. Curiously, these conditions have had very different impacts on the two environmental scenes. In Manchester they have caused environmental resistance to become replaced almost entirely by non-confrontational ‘alternatives’. In Bristol alternatives have emerged that tend to be in synergy with environmental resistance. The comparison thus suggests that Bristol is more conducive to maintaining environmental resistance under depoliticizing conditions. Findings suggest that differences can be attributed to features of the physical urban environment, including city size. Historically, these differences were not decisive. Yet, after a period of dwindling environmentalist energy in the UK, the number of environmentalist hubs has been reduced. This has prompted a reputational snowball that increasingly concentrates environmental resistance in the one city that best insulates the environmental movement from broader depoliticizing forces.  相似文献

This article outlines essential concepts of the political economy approach of urban research and offers critical modifications and clarifications to some of its contentions concerning the functioning of cities as ‘strategic places’ of capital accumulation. The interrelations between contemporary capitalism and urban economic development are discussed at the scale of a transnationally extended urban system. Based on the general context of the global economic downturn, I focus on the role of cities in distinct circuits of capital, the switching of capital flows within the urban system and the different functional roles of cities within the world city network that interconnects cities both in the global North and South. I call into question the established focus of urban economic research on the role of cities as financial and service centres, arguing that cities might redirect their economic development trajectories towards ‘real economy’ activities, in contrast to relying on the disastrous development model of finance‐dominated capitalism.  相似文献

Despite the burgeoning literature on creative cities, seldom explored is the context of cities rich in cultural capital but more orthodox in their approach to preserving the autonomy of culture. This article discusses the status of artistic spaces occupying abandoned industrial premises (‘creative brownfields') in historic cities that traditionally shape their policies around prestigious cultural institutions (‘cities of high culture'). Based on comparative insights from St Petersburg and Lausanne, the article explores the relations and tensions between mainstream cultural governance and creative brownfields. While there is no lack of creative brownfields in these cities, their wider urban impact is found to be marginal; moreover, these sites represent dispersed instances of temporary occupations rather than situated clusters of creative actors. More than coincidental, this (lack of) spatialization is argued to result from a particular governmentality—that of high culture—which disregards, rather than promotes, spaces of alternative cultural governance. The article conceptualizes creative brownfields in cities of high culture as the ‘soft infrastructure' of cultural production, in contrast with those in ‘creative cities' as the ‘hard infrastructure' of urban production. The article also calls for a recognition of the local context of regulation and accumulation in understanding the cultural/urban interplay.  相似文献

Our planet is gradually moving towards an urbanized world. Modern urban agglomerations tend to turn nowadays into advanced information hubs supporting a smart management of dynamic urban systems. The currently popular notion of ‘smart cities’ aims to provide a new perspective for sustainable and high-performance strategies of city stakeholders in our ‘urban century’. In this context, digital information technology provides a new tool for efficient and effective management and planning of urban space, inter alia in the field of transportation, environment, public facilities or advanced service provision to citizens. This paper aims to offer, first, a concise overview of the emerging opportunities of information and communication technology (ICT) for smart urban policy; digital technology in particular, appears to provide novel pathways for modern planning strategies in smart cities. Against this background, the paper sketches out the complex force field of global urbanisation phenomena and highlights the data and information needs for strategic planning of cities (using inter alia as a framework the so-called ‘urban piazza’ strategy framework). Secondly, various new decision support tools that are currently emerging and that offer a new promising scope for handling complex urban management issues (for instance, on accessibility, congestion, safety or sustainability) are briefly presented. And finally, the potential of such digital data systems for urban management and policy is concisely illustrated by means of some recent applications in the area of smartphone data systems. The paper concludes with a discussion of the challenges ahead for urban policy, inter alia by paying attention to institutional and governance aspects of ‘big digital data’ management in urban systems.  相似文献

The issue of the organization, role and influence of business interests in urban politics at the edge of major cities is one that is overdue for investigation. This article provides an initial and empirically oriented investigation of the organization, role and influence of business interests in edge urban politics in Europe. We present findings from five members of a European network of self‐styled ‘edge cities’. Following the now extensive debate in academic literature regarding the applicability of US concepts such as growth machines and urban regimes to the European setting, we draw attention to a diversity of business involvement in urban politics at the edge of Europe’s capital cities. This diversity does include instances that, despite the very different ‘macro‐necessities’ structuring edge urban politics in Europe, approximate to these concepts. Moreover, the diversity apparent in edge urban business politics raises several important questions for future research on urban governance. Namely, the complex connection between the local dependence of business and the organization of its interests; the ‘jumping of scales’ by locally dependent edge urban actors, and the sometimes neglected articulation of business interests with party political organization.  相似文献

The recent flurry of research about arts‐led regeneration initiatives illuminates how contemporary arts festivals can become complicit in the production of urban inequality. But researchers rarely engage with detailed empirical examples that shed light on the contradictory role that artists sometimes play within these spectacularized events. Similar research in performance studies connects the political limits and potential of social practice arts — interventions that encourage artists and non‐artists to co‐produce work — as civic boosters strive to stage cities in order to attract investment. In this article, I explore the case study of Streetscape: Living Space at Regent Park, a participatory artistic intervention programmed in a public housing neighbourhood that is undergoing redevelopment in Toronto, Canada. Streetscape was part of the Luminato festival, an elite booster coalition‐led festival of ‘creativity’. I refer to these arts interventions to demonstrate how artists engaging in social practice arts can become complicit in naturalizing colonial gentrification processes at multiple scales. But I also reveal how artists can leverage heterogeneous arts‐led regeneration strategies to make space for ‘radical social praxis’ (Kwon, 2004), interventions that challenge hegemonic regimes. I conclude by interrogating the effectiveness of place‐based efforts in unsettling the ‘creative city’.  相似文献

In this article I analyse urban policies and policy processes that serve the needs of low–income groups in South Africa. I show how conceptions of international best practice and indicators of best practice have shaped the formulation of urban policy in the country, in particular, examining how the government has set out to address housing and municipal services backlogs. In addition, I demonstrate the key role of international development agencies and globe–hopping consulting firms and academics in helping to interpret how international best practice might be locally applied. These points are demonstrated with a case study of municipal services partnerships and the role played by the World Bank, the United States Agency for International Development and their consultants in bringing them into being. Lastly, I debate the potential for locally differentiated policies outside the realm of best practice. Cet article analyse les politiques urbaines et les processus politiques qui servent les besoins des groupes à faible revenu en Afrique du Sud. Il montre comment les idées de ‘meilleure pratique internationale‘ et les indicateurs normatifs afférents ont influencé la formulation de la politique urbaine dans le pays, notamment en examinant comment le gouvernement a cherchéà traiter les demandes en instance de logement et de services municipaux. De plus, il expose la contribution essentielle des agences de développement internationales et des sociétés de conseil et intellectuels globe–trotters quand il s’agit d’interpréter l’application locale d’une meilleure pratique internationale. Ces aspects sont démontrés par une étude de cas de partenariats de services municipaux, soulignant le rôle joué par la Banque mondiale et l’Agence am? ricaine pour le développement international et leurs consultants dans la mise en place de ces opérations. A Smooth Ride? From Industrial to Creative Urbanism in Oshawa,Ontario   总被引:1,自引:0,他引:1  
In mainstream media, policy circles and academic scholarship, economic discourses have highlighted the importance of knowledge, creativity and innovation for generating economic growth. This has been translated into an urban planning and policy agenda which favours the establishment of research parks, innovation clusters, and especially universities along with amenities to attract creative‐class workers. In much of this literature universities are invested with an almost magical power to spur economic growth, and the benign language of ‘transition’ is used suggesting a rather seamless progression from one urban economic engine to another. Through analysis of policy documents and key informant interviews related to the establishment of a new university in Oshawa, Ontario, this case study seeks to challenge the straightforward relationship that is assumed to exist between universities and local economic development. Like other lagging regions across the OECD attempting to repair their economies through creative and knowledge urbanism, Oshawa's recent achievements are tempered by growing concerns about poverty, homelessness and inequality. Planners and policymakers that mistake the complexities of economic restructuring for a smooth ‘urban transition’ put their cities and citizens at risk of creating new problems out of efforts to improve local conditions.  相似文献

Urban and suburban politics are increasingly intertwined in regions that aspire to be global. Powerful actors in the Chicago and Toronto regions have mobilized regional space to brand rescaled images of the urban experience, but questions remain as to who constructs and who can access the benefits of these revised spatial identities. Local political interests have tended to be obfuscated in the regional milieu, most problematically in the spaces between the gentrified inner cities, privileged growth nodes, and the glamorized suburban subdivisions and exurban spaces beyond the city limits. This article analyses how socio‐spatial changes in post‐suburbanizing urban fringes contribute to the way regions are being reconfigured and reimagined. Guided by current debates at the intersection of assemblage theory and critical urban political economy, our analysis demonstrates how socio‐technical infrastructures, policy mobilities and political economic relations are spatially aligned, sustained and dissolved in splintering North American agglomerations. Particular attention is paid to issues of urban transportation and connectivity in uncovering multifaceted modes of suburbanism that now underlie the monistic imagery of the globalized region. Emergent regionalized topologies and territoriality blur conventional understandings of city–suburban dichotomies in extended urban areas that are now characterized by polycentric post‐suburban constellations. In terms of their substance and functionality, ‘real existing' regions are currently re‐territorialized as complex assemblages that are embedded in a neoliberalizing political economy whose politics and identities are only beginning to be revealed.  相似文献
