本文基于人力资本理论和歧视理论对农民工和城镇职工工资差距进行的实证研究表明,人力资本是导致农民工低收入的主要原因,其中教育对工资差距具有决定性影响;歧视对农民工收入起重要作用,其中反向歧视已成为农民工歧视的主要表现形式。实现农民工收入增长和城乡劳动者平等就业必须"两手抓",一手抓农民工人力资本提升,一手抓制度改革消除对城镇职工的保护和偏袒。  相似文献

The Americans with Disabilities Act (ADA) provides civil rights protections to persons with disabilities, but the debate that preceded passage of the Act was not based on empirical estimates that could be used to measure its performance. This article estimates the extent of wage discrimination against men with disabilities in 1990, providing a reference that can be used to evaluate the impact of the ADA. The results show large productivity-standardized wage differentials between disabled and nondisabled men that are weakly correlated with the strength of prejudice against different impairments. Physical limitations explain part, but not all, of the wage differentials. The results also show that low employment rates are a more serious problem than wage discrimination for workers with disabilities.  相似文献

On the presumption that more information improves economic decision-making, it is often claimed that statistical discrimination reduces inefficiencies. Outlawing discrimination then means foregone efficiency gains. This paper examines whether there is indeed an uncomfortable trade-off between equality and efficiency, by reconsidering some of the most significant statistical-discrimination models. The conclusion is that there is no firm basis for supposing that statistical discrimination is efficient. As well as disputing the efficiency claim, the paper casts further doubts on the common interpretation of the decomposition of empirical wage differentials.  相似文献

文章利用CHIP2002和CHIP2013数据,采用基于RIF无条件分位数回归的分解法,比较了不同时间维度和不同分位数水平上,我国农民工和城镇职工的性别工资差距及其形成机理。研究结果表明:第一,我国城镇劳动力市场中的性别工资差距不断扩大,其中农民工的性别工资差距全方位扩大,且低分位数上的增速最快,致使2013年其各分位数上的性别工资差距超过城镇职工。其中,低收入城镇职工与中等收入农民工群体的性别工资差距及其来源具有相似特征。第二,系数效应是造成城镇职工和农民工性别工资差异的主要因素,两个群体的性别歧视均有所增强。但与城镇职工相比,农民工群体的性别歧视较大且增速较快。由于低收入群体中性别歧视的快速增长,城镇劳动力市场中遭受性别歧视最严重的群体由2002年的高收入的城镇女性职工和高收入的女性农民工,转变为2013年中等收入的女性农民工和低收入的城镇女性职工。第三,尽管针对中高收入城镇女性职工的市场前歧视和市场歧视均有所弱化,但低收入的城镇女性人力资本水平及其回报率仍低于同类男性,呈现与女性农民工相似的特点。上述结果意味着,城镇劳动力市场中不同户籍、不同收入水平的女性,遭受着不同程度的性别歧视,应针对不同群体采用差别化的性别干预政策。  相似文献

This paper examines developments in the wage system in Zimbabwe. The analysis focuses on the wage formation process and wage differentials. The paper observes that real wages have been flexible and have fallen sharply. Wage inflexibility is thus ruled out as a cause of unemployment. The collapse of wages has given rise to non‐standard labour market practices as workers try to cushion themselves against rapid wage declines. Wages also exhibit wide gender, racial and occupational differentials. The paper also argues that a wage policy in Zimbabwe must be pillared on decentralised, coordinated and synchronised collective bargaining.  相似文献

We examine the wage trends of ordinary workers and the wage convergence between unskilled and skilled workers in China. First, we find that wages in all non-agricultural sectors, wages of migrant workers, and wages of hired workers in the agricultural sector have increased dramatically since 2003. Second, through comparing wage differentials between migrant and urban resident workers and between heterogeneous education groups within migrant workers, and by investigating the changes in the contribution of the returns to education to wage differentials, we find that the wages of unskilled and skilled workers have converged. Both the increasing wage trends and wage convergence are interpreted as evidence supporting the hypothesis that China has passed what can be called the Lewis turning point in the industrial sector. We conclude that the sustainability of economic growth in China requires an upgrading of labor market institutions to accommodate the merging of the rural and urban labor forces.  相似文献

In Malaysia, the participation of women in the labor market has increased over time. However, occupational segregation and wage differentials continue to be prevalent between men and women in the labor market. The present paper investigates gender‐related occupational segregation and wage differentials based on data collected from 7135 working households in Peninsular Malaysia in 2011. The wage decomposition model introduced by Brown et al. (1980) is used to examine the determinants of gender‐related wage differentials. The results suggest that differences within occupations account for the largest portion of the wage gap between men and women. The results also indicate that wage discrimination within occupations plays an important role in the gender wage gap, while sample selection bias plays an important role in the examination of gender wage gaps.  相似文献

There are few studies that directly address the upskilling issues in developing countries. Since theoretical analyses of these issues usually yield different results, upskilling in developing counties, and the factors of upskilling, if any, are rather empirical questions. This study shows that upskilling that occurs in developed countries in terms of the ratio of the number of white‐collar workers to that of blue‐collar workers also occurred in the Republic of Korea, one of developing countries. Increasing demand for highly‐skilled workers reflected in their employment and wage shares can be largely explained by “within industry’ shifts, not by “between industry” shifts, especially in the manufacturing industry. To further investigate the causes of these shifts, changes in white‐collar shares are regressed on the capital‐output and R&D‐sales ratio. Estimated coefficients are all positive, suggesting capital‐skill complementarities and skill‐biased technological change.  相似文献

This study compares the size and nature of the gender earnings differentials for the self-employed and wage earners in Korea, taking into account the workers’ self-selection of each employment type. The two-stage estimates of the earnings equation, corrected for worker selectivity, are used to decompose the gender earnings differentials into productivity-related and discriminatory factors. Our results suggest that the size of the gender earnings gap is larger in the wage sector than in the self-employment sector, but not by large margin, and so is the discrimination effect when not controlled for worker selectivity. With worker selectivity controlled, the discrimination effect is greatly intensified in the wage sector, while it becomes not significant in the self-employment sector. These findings imply that the observed gender earnings gap in the wage sector is largely ascribed to discrimination against women, while the gender earnings gap in the self-employment sector is mostly due to productivity difference that, in part, is caused by worker selectivity.  相似文献

Conclusion In general, most studies have been unable to confirm the predictions of the Becker utility approach to discrimination by employers and employees. This lack of verification would seem to indicate that the observed wage differentials are generated by a different or more complex process. However, such a strong statement is premature in view of the measurement problem that has been present in most studies. Becker’s model is a characterization of how individual employers and employees behave in the market. Empirical testing of Becker’s model requires detailed information about the degree and level of contact between the races, the wage rates paid to each race, skills of each worker, and the manner of employment and placement of each race. Invariably the lack of such detailed firm data, particularly wage rates, forces researchers to use aggregative data of income or earnings averages and occupation of workers employed within a state or broadly defined industry in order to generalize how firms behave in the market. The necessity of using such data, however, results in a dichotomy between the original parameters in Becker’s model and the data utilized. Clearly the lack of a significant association between the data utilized and the parameters specified in Becker’s model undermines the credibility of such empirical testing. The empirical analysis on the implications of Becker’s theory of discrimination has left a wide variety of unsettled questions and much remains to be done.  相似文献

This study compares the wages in the public and private sectors in Japan. In addition to comparing overall wage levels, we examine the differences in the wage structures, specifically, the relative wages by gender, age, education, and region. The size of the public sector wage premium depends crucially on the size of the private companies chosen as the comparison group. Wage gaps by gender and educational attainment are smaller in the public sector than they are in private companies. The public sector's age–wage profile is steeper than that of the private sector. Public sector wages are more compressed. In other words, the wages are relatively higher at the lower end of the wage distribution and relatively lower at the higher end. The regional wage differentials are smaller in the public sector. Here, the wage levels of public sector workers are relatively higher in rural regions and relatively lower in large metropolitan regions. To ensure the efficient provision of public services, it is inappropriate to compare only mean wages.  相似文献

Since the end of the 1980s, the number of migrants working in the urban labor market has increased dramatically. However, migrant workers are treated differently from urban workers. In this paper we examine the labor market discrimination against rural migrants from the point of view of wage differentials using CHIP-2007 data. We apply Jann pooled method to deal with index number problem and use Heckman two step model to correct selection problem when decomposing the wage gap. The decomposition results show that a significant difference in wage gains persists between the two groups as late as 2007. In 2007 migrants only earned 49% of urban workers' income and 17% of the wage gap cannot be explained by observed factors. In detail, differences in educational attainment, work experience and distribution across industry, occupation, and ownership of enterprises account for most of the explained wage gap.  相似文献

Women have typically been paid less than men throughout history. We investigate earnings in Swedish cigar making around 1900. Strength was unimportant, yet the gender wage gap was large. Differences in characteristics, such as age and experience, and different jobs within firms, account for two‐thirds of the gap overall, and the entire gap for piece‐rate workers. Firms were as willing to employ women as men in the better‐paying piece‐rate section, and women were willing to take those jobs. In contrast, discrimination was extensive in the time‐rate section. Men in this section benefited from greater outside opportunities and customary wages elsewhere. Theory holds that labour market discrimination will reduce profitability, and make firm survival harder, a proposition that has never been tested historically. We find that cigar firms that feminized their workforces most extensively were most likely to survive. Product market competition prevented firms employing (overpaid) men to any great extent. We argue that economic historians must interpret industry‐specific gender wage differentials in the context of workers' outside opportunities, and in the context of product markets, which can—and in this case did—limit firms' room for manoeuvre.  相似文献

This paper analyzes the impact of market liberalization on gender earnings differentials and discrimination against women in urban China at the beginning of the 1990s. The observed stability in the overall gender earnings gap between 1988 and 1995 is shown to result from a complex set of evolutions across enterprises, earnings distributions, and time. Our results highlight the interplay of opposing forces, with economic reforms contributing to changes in managers’ behaviors in different dimensions. On the one hand, by bringing more competition, liberalization favored a reduction in discriminating behaviors in both urban collectives and foreign‐invested enterprises; on the other hand, by relaxing institutional rules, it led to a loosening of the government's egalitarian wage‐setting policies, leaving more space for discrimination in state‐owned enterprises.  相似文献

Probing into the incidence of job displacements during the 1997–99 recession period, this study offers theoretically grounded micro‐causal explanations for regional ties and regional discrimination in South Korea. Our statistical analysis reveals the significant impact of a worker's birth region (the basis of regional ties and discrimination) on the layoff process. Native Kyongsang workers are found to have faced higher rates of layoff in Seoul‐Kyongki regional firms than native Jolla workers during the recession period. The Kyongsang–Jolla layoff rate gap is mainly due to differential treatment rather than a difference in observable characteristics. The findings suggest that the problem of regional ties and regional discrimination is more deep‐rooted and widespread in South Korea than previously reported.  相似文献

Using the data from an original survey on rural migrant workers from Suzhou industrial sector in 2013, we estimate the wage effect of both union membership and union coverage across the wage distributions using decomposition approach based on unconditional quantile regression. The results show that union membership has a significant effect on the wage level of rural migrant workers across the wage distribution. The effect of coefficient differences which results from the different rewarding systems explains the majority wage differentials between union members and non-members in non-unionized firms. There is also significant union coverage effect at the lower part of the distribution when comparing the union-covered non-member to the nonunion-covered non-member, which is also mainly caused by the coefficient effect. By contrast, wage differentials between union members and non-members in unionized firms are attributed to significant composition effect, which reveals that union members are positively selected within unionized firms. As a result, the positive wage effect of union is limited to the more advantaged group among migrant workers.  相似文献

Sweden experienced a decline in inter-county real wage differentials for agricultural workers between 1860 and 1940, historical evidence of early labor market integration well before widespread unionization in agriculture occurred. By means of dynamic panel data analysis, this paper examines whether internal and external migrations caused real wage beta convergence across Swedish counties. To account for statistical problems such as endogeneity of migration, time-invariant county characteristics and autocorrelation in the regression model, we adjust our estimates using fixed effects, instrumental variables and GMM. The preferred model shows that both internal and external migrations contributed to wage convergence before the First World War and internal migration mainly during the interwar years. The agglomeration effects of urbanization were not sufficiently pervasive to offset the labor supply effects of internal and external migrations.  相似文献

The aim of this paper is to investigate whether there exists a long‐run relationship between the real exchange rate and the commodity terms of trade in the so‐called Mediterranean or MENA countries. These economies are good candidates for this type of formulation, as are commodity exporting countries. Using cointegration techniques, we find long‐run relationships linking the real exchange rate and a commodity‐based measure of the terms of trade. Therefore, commodity terms of trade are a potential explanation for the apparent nonstationarity of MENA countries’ real exchange rates previously found in the empirical literature.  相似文献

This paper discusses the occurrence of skill‐enhancing technology import, namely, the relationship between imports of embodied technology and widening skill‐based employment differentials in low‐ and middle‐income countries. Generalized method of moments (GMM) techniques are applied to an original panel dataset comprising 28 manufacturing sectors for 23 countries over a decade. Econometric results provide robust evidence of the determinants of widening employment differentials in low‐ and middle‐income countries. In particular, the proposed empirical evidence indicates capital–skill complementarity as a possible source of skill bias, while imported skill‐enhancing technology emerges as an additional driver of increasing demand for the skilled workers in these countries.  相似文献

This article reports results from controlled laboratory experiments designed to study second‐moment (that is, risk‐based) statistical discrimination in a labor market setting. Since decision makers may not view risk in the same way as economists or statisticians (that is, risk 5 variance of distribution), we also examine alternative measures of risk: the support of the distribution and the probability of earning less than the expected (maximum) profits for the employer. Our results indicate that employers made statistically discriminatory wage offers consistent with loss aversion in our full sample (though the result is driven by the male employer subsample). If one can transfer these results outside of the laboratory, they indicate that discrimination estimates based only on first‐moment (mean‐based) discrimination are biased. The public policy implication is that efforts and legislation aimed at reducing discrimination of various sorts face an additional challenge in trying to identify and limit relatively hidden, but significant, forms of statistical discrimination.  相似文献
