Since the passage of the Science and Technology Basic Law in 1999, Taiwanese universities have taken a more “scientific-economic” approach to protect and commercialize their research. This research mainly examines innovation activities such as patenting, licensing, and incubated startups in the context of Taiwanese higher education institutions (HEIs). The “scientific-economic” framework used to analyze the strategic aspects influencing these academic innovations includes (1) intellectual property managerial capabilities, (2) the strength of external industrial partnerships, (3) the university entrepreneurial orientation, and (4) government research policy. Four hypotheses were developed. Data were collected via a questionnaire with all 122 HEIs in Taiwan surveyed.The research reveals that the aspects of intellectual property managerial capability, HEI-industry partnerships, and academic entrepreneurial orientation are useful to distinguish the university's innovation performance on patent grants, licensing incomes, and firm incubation. Also, government support on research plays a moderating role in academic innovation. Managerial and policy implications for managing innovation effectively in universities were drawn.  相似文献

The paper examines the impact of the Science and Technology Basic Law (STBL) enactment of 1999 on the transformation of public sector research (PSR) in Taiwan. The paper proposes a research framework to assess the changes on PSR mainly through four dimensions: (1) new infrastructure build-up, (2) industrial research links, (3) patenting and licensing, and (4) industrial education/training. Nine research hypotheses are developed. Based on the survey data of 107 PSR establishments, the paper reveals that Taiwan PSR has experienced a burgeoning infrastructure build-up and a more active partnership with industry in the post-STBL period. However, the paper argues that the scientific-economic transformation of PSR in Taiwan tends to develop better “industrial collaborative research and training capabilities” than “patenting and licensing capabilities” in the preliminary post-STBL period. The divergence on patenting, licensing and partnership capabilities still persists between experienced PSREs and non-experienced ones, suggesting a learning effect. These findings provide crucial policy implications to delineate appropriate roles of PSR in the new scientific-economic regime.  相似文献

The oft-cited dichotomy between incremental and radical innovations is less important when we have to analyze how a new technology and its social institution coevolve. In this context, besides incremental and radical innovations, C. Freeman added two more categories of technical change: one is change in the technology system and the other is change in the technoeconomic paradigm.However, as the information technology (IT) revolution progresses further, we come to need more categories of innovations. In the computer industry, the concept of “module” is becoming a solution to growing complexity. In the new IT environment, we can be proactive in demand creation. It becomes crucial, therefore, whether the creation of new “business models” has followed technical innovations. In this article, we will try to demonstrate how these different categories of innovations, i.e., modularization and new business model creation, can be measured.  相似文献

This paper presents an empriical study of the determinants of firm patenting. Since industrial research and development (R&D) encompasses a variety of activities, this study distinguishes between patents on process innovations and patents on product innovations. The property rights provided by a patent may differ between process and product patents, which suggests that the determinants of process innovations and product innovations may difer as well.

Several recent studies have distinguished between research directed toward process innovations and research directed toward product innovations. Scherer (1983a) included measures of process R&D spending and product R&D spending in regressions for inter-industry differences in productivity growth. Link and Lunn (1984) found that the returns to process-related R&D activity exceed the returns to product-related R&D activity. Link (1982) found inter-firm differences in the allocation of R&D spending for process innovations and product innovations. Lunn (1986) found differences in the determinants, as well as the effects, of process patenting and product patenting at the industry level. This paper examines whether the determinants of product and process patenting differ at the firm level.  相似文献

In a principal-multi-agent setting we investigate how optimal contracts should be modified under relative performance evaluation when agents collude. Agents may write side-contracts, which are not contingent on their effort choices but indirectly control them through side-transfers. We show that the optimal collusion-proof contract is to introduce a “discriminatory policy” in the sense that the wage schemes offered to agents depend on their identities even if they are identical with respect to productive abilities. Such discriminatory wage schemes explain the organizational strategy of “divide and conquer” as an optimal response to collusion.  相似文献

Although university patenting has increased dramatically over the past three decades, debates persist regarding the broad economic implications of the phenomenon. This article examines the social welfare implications of university patenting in a model of R&D competition in which firms develop innovations on the basis of the disclosure of a university invention. When such disclosure does not preempt the patenting of downstream innovations, university patenting enhances social welfare only if a regime of open access to university inventions is characterized by excessive aggregate R&D from the viewpoint of social welfare. When the university invention disclosure preempts patenting on firms’ innovations, the nature of the open access equilibrium in the R&D market depends on the threat of imitation ex post. Only when the threat of imitation is sufficiently strong firms will not invest in downstream R&D in the open access regime. In this case, university patenting promotes R&D investment and increases social welfare.  相似文献

The “territory” is widely recognized in the literature on business strategy as a critical driver of industrial competitiveness (see, as an example, Porter, The Competitive Advantage of Nations). The generation and exploitation of new knowledge, both tacit and explicit, through the process of socialization, articulation, combination and internalization (see Nonaka and Takeuchi, The Knowledge-Creating Company) is essential to enable innovation of processes and products of “local” firms.Our recent Foresight exercises in the metal working and machinery district of Lecco and in the silk district of Como show that Foresight can play an important role in creating and exploiting new knowledge, and that different methodologies can be more or less effective to this aim.Critical technology list and interactive workshops, with the participation of entrepreneurs of SMEs and technologists, are more suited to foster the transfer of technologies that have overcome the initial stage of the life cycle and that have been already applied in other sectors. However, when radical innovations are needed in order to face the challenges posed by global competition, other methodologies, as Scenarios, are more appropriate. Even if these approaches are complex and time and resource consuming, they may be very effective in actively involving the most relevant private and public stakeholders of a district, and in making them to envisage the long term future of the economic, social, and cultural structure of their district. In this way Foresight drives the small entrepreneurs, the district stakeholders and the medium and large size firms to play the critical roles of Nonaka and Takeuchi's “frontline employees”, “senior managers” and “middle managers” in their “knowledge creating company”: the first ones grasp what the district is; the second ones build the vision of what it ought to be; the third ones, serve as a bridge between the future and the present.  相似文献

This study investigates the relationship between “technology diffusion” and “new product diffusion”. We define “technology diffusion” as a knowledge spillover process, which is represented by patent citation, and “new product diffusion” as the spread of a new product that has been developed by the application of patented technology. To investigate the relationship between the two types of diffusion, we use patent citation data of code division multiple access (CDMA) technology and market sales data of mobile phones in South Korea for the analysis. The results show that the diffusion of technology through patent citation could be successfully explained by empirical analysis, for which the Bass diffusion model was used. Moreover, we can find out if technology diffusion can be the leading indicator of a new product's diffusion before its launching; in other words, before the commercialization of the patent.  相似文献

The Shapley value assigns, to each game that is adequately represented by its characteristic function, an outcome for each player. An elaboration on the Shapley value that assigns, to characteristic function games, a “partition function” outcome is broadly established and accepted, but elaborations to encompass games with externalities (represented by partition functions) are not. Here, I show that simultaneous consideration of the two elaborations (“generalization” and “extension”) obtains a unique Shapley-type value for games in partition function form. The key requirement is that the “Extended, Generalized Shapley Value” (EGSV) should be “recursive”: the EGSV of any game should be the EGSV of itself. This requirement forces us to ignore all but the payoffs to bilateral partitions. The EGSV can be conceptualized as the ex ante value of a process of successive bilateral amalgamations. Previous Shapley value extensions, if generalized, are not recursive; indeed, they iterate to the EGSV.  相似文献

This paper develops a game-theoretic model of “petty corruption” by government officials. Such corruption is widespread, especially (but not only) in developing and transition economies. The model goes beyond the previously published studies in the way it describes the structure of bureaucratic “tracks,” and the information among the participants. Entrepreneurs apply, in sequence, to a “track” of two or more bureaucrats in a prescribed order for approval of their projects. Our first result establishes that in a one-shot situation no project ever gets approved. This result leads us to consider a repeated interaction setting. In that context we characterize in more detail the trigger-strategy equilibria that minimize the social loss due to the system of bribes, and those that maximize the expected total bribe income of the bureaucrats. The results are used to shed some light on two much advocated anti-corruption policies: the single window policy and rotation of bureaucrats.  相似文献

This paper studies equilibria of the n-bidder single-object English, or open ascending price, auction in a setting with interdependent values and asymmetric bidders. Maskin (in: H. Siebert (Ed.), Privatization, Institut fur Weltwirtschaften der Universität Kiel, Kiel, 1992, pp. 115-136.) showed that if the values satisfy a “single crossing” condition, then the two-bidder English auction has an efficient equilibrium. In this paper, two extensions of the single crossing condition, the “average crossing” condition and the “cyclical crossing” condition, are introduced. The main result is that under either of these conditions the n-bidder English auction has an efficient equilibrium.  相似文献

The records of process patenting and of process innovations forthe nylon intermediates cyclohexane, adipic acid, adiponitrile, hexamethylenediamine, and caprolactam have been examined. It is concluded that while demand-side factors clearly influence the amount of inventive activity on chemical processes, the extent to which they call forth such activity deends on the potential for cost redction that can be perceived in a particular case, and that this potential is largely dependent on scientific and technilogical factors. Although the existance of such a potential may result in a large amount of inventive activity, this does not necessarily produce significant inventions which lead to innovations. For more than half the processes involved in this study, the amount of patenting that occurred befor commercial operation was small. Thus the results do not support the view that a wave of patenting normally precedes innovation in chemical processes.  相似文献

It has been argued that concave models exhibit less “endogeneity of growth” than models with increasing returns to scale. Here we study a simple model of factor saving technological improvement in a concave framework. Capital can be used either to reproduce itself, or, at some additional cost, to produce a higher quality of capital, which requires less labor input. If better quality capital can be produced quickly, we get a model of exogenous balanced growth as a special case of ours. If, however, better quality capital can be produced slowly, we get a model of “endogenous growth” in which the growth rate of the economy and the rate of adoption of new technologies is determined by preferences, technology and initial conditions. Moreover, in the latter case, the process of growth is necessarily uneven, exhibiting a natural cycle with alternating periods of high and slow growth. Growth paths and technological innovations also exhibit dependence upon initial conditions. The model provides a step toward a theory of endogenous innovation under conditions of perfect competition. This paper studies the role of skill heterogeneity in “new economic geography” models of location. In our setting, products are both horizontally and vertically differentiated, and producing higher quality goods requires workers with higher skills. Selling to customers based in a different location entails iceberg-type transport costs and additional “communication costs” consisting of a fixed quality loss. We show that the presence of pecuniary externalities creates a mechanism which always promotes spatial sorting of workers according to their skill levels. In particular, in all stable equilibria, workers with higher skill choose to stay in the location where aggregate skill and income is higher, while the less skilled stay in the other.  相似文献

The concept of leveraged innovation to create wealth within regions, countries and economies is not a new concept. Competitiveness of regions in the increasingly global economy now requires not only that innovation be present within a regional economy, but also that mechanisms exist to effectively transfer those developed innovations from the research laboratory to the marketplace. It is surmised that increased innovation, and the transfer of this innovation, can lead to increased prosperity of regions (Porter). As such, many developing countries around the world are looking at investments in innovation as a means to spur regional economic development and wealth creation while preserving national competitiveness. That said, innovation investment is by no means an exact science. Historically, typical “innovation investments” have been focused on “tangible” capital infrastructure projects such as the establishment of incubators and science parks. While many regions point to the existence of such tangible innovation assets as proof of investment in innovation, it has been discovered that in some cases, an investment in the capacity building of human networks to engage in technology transfer and commercialization related activities can act as a stronger facilitator for the transformation of economies and produce a larger return on investment in innovation for the country. Given not only Portugal's, but other regions throughout the EU-Zone, recent financial and economic woes, it bears examination on whether investing in the innovation and technology transfer knowledge and “know how” of key human networks within a struggling economy is a worthwhile investment for financially struggling countries during the current times of fiscal crisis.  相似文献

It is more and more agreed by research and policy that a long-term sustainability of industrialized societies cannot be achieved without fundamental changes at the level of different societal subsystems, such as the agricultural, transportation or water management systems. This view has lead to an increase in the amount of research carried out about the so-called “transitions”. Transitions comprise long-term, fundamental change in societal subsystems and are seen as encompassing co-evolutionary and mutually reinforcing processes in the economic, technological, institutional and socio-cultural domains. Transition research aims at understanding transitions and at finding methods that facilitate change directed towards societal goals (so-called “transition management”).This paper adds to the growing body of concepts of this young research strand. It suggests a framework for defining and describing “regimes”, the systems resulting from the broad and interdisciplinary view taken by transition research. The concept “regime” is of central importance for transition research, since it defines the level of societal systems on which transitions are mainly analysed. What actually is “the regime” to be researched and possibly managed is however usually not given through clear system boundaries but is a matter of framing and deliberation. In order to guide processes of regime identification, the paper develops five defining characteristics of regimes and gives a definition based on them. Further a method useful to structure and graphically represent knowledge about a regime is introduced. Such a structuring of knowledge is an important first step to understand how a regime “works”.  相似文献

Who profits in the info-coms industry in the broadband age, and how? This paper looks at this question by considering broadband as quite a broad phenomenon, including both the most important focus in the current evolution of the Internet, high speed access, and the new services created. We focus on two key stylized facts: SF1: “R&D and patent licensing are increasingly high in this industry, but the initiators of innovations have greatly changed over time”, and SF2: “Small, facilities-less companies contributed to the development of the Internet industry, but have generally performed badly as the industry has matured and broadband use has become widespread”. The paper uses the approach developed by Teece (1986) which analyses strategies of integration, collaboration, licensing and public policy in the presence of technological innovation. These organizational strategies, in practice, are not all profitable and, as Teece correctly stressed as a general principle, their success appears to depend to a great extent on whether they are initiated by innovators or imitators, and how they are articulated within a) regimes of appropriability, b) dominant design issues, and c) complementary assets access. The paper analyses the robustness of Teece (1986), which over the last twenty years has greatly influenced research in economic organization and business strategy on the issue of profiting from innovation, in its ability to provide a framework appropriate to the changes that have occurred in the broadband industry. The paper draws some lessons, and provides some new considerations related to the robustness of Teece's framework. The framework appears robust on SF1: innovators globally have won, though some of them (the best innovators) were acquired by imitators. On SF2, again the innovators have won, but the only success strategy (vertical integration) was only attainable for the largest ISPs/IAPs. We conclude, therefore, that there are many lessons that can be drawn from Teece's framework, though further work should be done on two essential topics: deeper analysis of the sources of technology provision, and investigation of the role of firm heterogeneity.  相似文献

This paper investigates the impacts of capital mobility and tax competition in a setting with imperfect matching between firms and workers. The small country attracts less firms than the large one but accommodates a share of the industry that exceeds its capital share—a reverse home market effect. This allows the small country to be more aggressive and to set a higher tax rate than the large one, thus implying that tax competition reduces international inequalities. However, the large country always attains a higher utility than does the small country. Our model thus encapsulates both the “importance of being small” and the “importance of being large”. Last, tax harmonization benefits to the small country but is detrimental to the large one.  相似文献

Recently Korean Government announced ambitious IT strategy to establish Korea as one of leaders in world IT market. To implement this strategy, technology transfer from research lab to market should be successfully performed. This study is to identify factors influencing technology transfer and to examine contribution of these factors on success of technology transfer in Korean IT industry. Survey results show that technology project leaders evaluated “Concreteness of Technology” as the most influential factor for technology transfer, followed by “Communication Channels,” “Collaboration among Participants,” “Management Support,” “Government Support,” and “Incentives for Transfer.” Out of 135 technology transfer projects, respondents rated 33 projects as sustaining (28.44%), 38 as promoting (28.15%), 26 as demonstrating (19.26%), 27 in incubating (20.00%), and the remaining 7 in imaging stage (8.15%). This statistics means that 28.15% of technology transfer projects did not reach production stage. Regression analysis identifies that “Communication Channels,” “Management Support,” “Concreteness of Technology” “Sense of Common Purpose,” and “Awareness of Technology Transfer” were statistically significant in explaining success of technology transfer.  相似文献

We define a notion of stability of equilibrium in an infinitely repeated step-by-step R&D race. The unique symmetric equilibrium is shown to be unstable, and stable asymmetric equilibria arise, if product market competition is intense, firms are patient, imitation is difficult and innovations are large. Some predictions based on symmetric equilibria, e.g. that less patient firms always invest less in research, or that more intensive competition leads to higher economic growth, are reversed for “realistic” values of the underlying parameters.  相似文献
