This is a reply to a critique of Jane Jacobs' ‘cities first' thesis with respect to agricultural origins. The critique's basic premise is that the archaeological record regarding the development of agriculture precedes the earliest cities and therefore the thesis is empirically refuted. Accepting this archaeological record for agriculture, the dispute centres on the archaeological record for city origins. Substituting a process definition of cities—city‐ness—for a ‘thing' definition (e.g. monumentality), this reply opens up pre‐Mesopotamian possibilities for city networks while conceding the difficulty in empirically obtaining evidence in earlier periods. Thus Jacobs' thesis cannot be absolutely refuted, and an exciting agenda for urban research emerges for archaeologists and social scientists.  相似文献

Henry George and Jane Jacobs were both self‐taught public figures who shared an appreciation of the density, productivity, diversity, and cultural creativity of big cities. A century separated them, during which architects and planners designed cities according to abstract principles, but George and Jacobs expected the creative potential of a city to emerge from its inhabitants, not from a central planner. Although the interests and concerns of George and Jacobs overlapped on only a few topics, they both believed that slum dwellers could solve their own problems, given the right tools. For Jacobs, the solution to dilapidated housing lay not in bulldozing neighborhoods, but in rehabilitating them through a process she called “unslumming,” a gradual process of self‐improvement that has at times been accused of being gentrification. Henry George offered a different solution, involving taxation of land values, one that did not focus on particular neighborhoods and thus avoided the paradox that local improvements would raise the price of real estate too high for local residents to stay. An example is given of how George's solution actually worked in the Rosslyn neighborhood of Arlington, Virginia. In this case, no change in tax policy was needed to bring about a local economic renaissance in the 1960s, merely the realignment of property assessments that correctly reflected the actual value of land.  相似文献

Depending on how one defines homelessness, China has either a very tiny homeless population or an extremely large one. Compared to other countries, there very few vagrants: people living on the streets of China's cities without means of support. But if one counts the people who migrated to cities without a legal permit (hukou), work as day laborers without job security or a company dormitory, and live in overcrowded and unsanitary conditions on the edge of cities, there are nearly 300 million homeless. Free market fundamentalism is responsible for the emergence of this sort of homelessness in China. We review China's recent new policies to tackle homelessness and offer suggestions based on the traditional Chinese wisdom, which includes the concept of the universal family (family - tian xia). Homelessness in China must be addressed as a cultural problem caused by the breakdown of ancient methods of social integration. Treating it merely as a housing deficit will fail.  相似文献

Henry George and Jane Jacobs shared a remarkably similar vision of the economic functioning of cities and of the sources of the economic growth of cities, despite having differing primary objectives. George wrote Progress and Poverty and subsequent works to persuade the public of the equity and efficiency of public capture of economic rents of land and other natural resources and elimination of taxes on labor and capital. Jacobs acquired fame for The Death and Life of Great American Cities in which she challenged the prevailing orthodoxy of the urban planning profession. Both saw the density and diversity of economic and cultural activities in cities as a facilitator of innovation and entrepreneurship in all aspects of civilization. Both also recognized the power of the price system in coordinating the activities of independent decision makers and the importance of trade for economic growth.  相似文献

Henry George and Jane Jacobs each have devoted followers today who remain mainly outside the intellectual mainstream, both are iconic American intellectuals largely sympathetic to and quite knowledgeable about how markets work, and they each challenged the prevailing economic orthodoxies of their day. Much has been written, pro and con, on George's single tax and on Jacobs's battles with urban planners, and while I don't directly address either here, what I say does have implications for those controversies. In particular, I show how and why their views on the nature of economic progress, and of cities in that progress, fundamentally differ. I trace the difference to George's essentially classical approach to economics in contrast to Jacobs's subjectivist approach, which more radically transcends the economics of her time.  相似文献

Cities in Latin America in particular have been investing in new transportation networks such as bicycle systems, metros and bus rapid transit (BRT) technologies in recent years. These infrastructures are promoted as cures for trenchant social and spatial divisions as much as for traffic gridlock and vehicular pollution. This article unpacks the theory that infrastructures might mend cities that have been fragmented into disparate parts by uneven capitalist development. I argue that this ‘infrastructural solidarity' thesis relies on a troubled imaginationshared across urban design and strands of urban theorythat infrastructures are static, formal arrangements that concretize relations and enforce social cohesion or fragmentation. This article draws on qualitative research on the TransMilenio BRT system in Bogotá, Colombia, as well as on the work of Bruno Latour, suggesting that the political life of infrastructure is better revealed when such systems are understood as dense knots of shifting relations with complex temporalities. Arguments for the value of this type of actor‐network theory (ANT) reading often skew towards the esoteric, but the TransMilenio case shows how sorting through infrastructural ontologies actually matters in terms of how urbanists—academic and practicing—conceive of and work towards just and functional cities.  相似文献

In urban studies, New York's West Village is famous for two principal reasons: as the paradigmatic ideal neighborhood in Jane Jacobs' influential The Death and Life of Great American Cities and as the site of one of the 1960s' great urban uprisings, the Stonewall riot in 1969. Today––largely because of the mixed‐use urban qualities celebrated by Jacobs––the West Village is one of New York's most desirable residential areas, yet it also remains an essential part of the city's queer geography. In this article, I analyze the persistent demonization of the area's queer youth of color by local neighborhood groups to argue that Jacobs' celebrated notion of natural surveillance (or what she called ‘eyes on the street') is fundamentally unsuited for a fluid queer space like the contemporary West Village. First, I historicize the current neighborhood tensions in the context of racialized media reporting of homophobic hate crime. Second, the discourses deployed in contemporary media of ‘wild' youth terrorizing the Village are examined. Finally, with reference to the forced closure of the African American bar Chi Chiz, I illustrate how the symbolic nightlife economy remains a key target in the city's regulation of queer space.  相似文献

Zipf's Law for Cities and Beyond: The Case of Denmark   总被引:1,自引:0,他引:1  
Zipf's law for cities is one of the most conspicuous and robust empirical facts in the social sciences. It says that for most countries, the size distribution of cities must fit the power law: the number of cities with populations greater than S is inversely proportional to S. The present paper answers three questions related to Zipf's law: (1) does the Danish case refute Zipf's law for cities?, (2) what are the implications of Zipf's law for models of local growth?, and (3) do we have a Zipf's law for firms? Based on empirical data on the 61 largest Danish cities for year 2000, the answer to (1) is NO—the Danish case is not the exception which refutes Zipf's law. The consideration of (2) then leads to an empirical test of (3). The question of the existence of Zipf's law for firms is tested on a sample of 14,541 Danish production companies (the total population for 1997 with 10 employees or more). Based on the empirical evidence, the answer to (3) is YES in the sense that the growth pattern of Danish production companies follows a clean rank‐size distribution consistent with Zipf's law.  相似文献

For China's urban industrial layout and green development, determining which types of agglomeration externalities are most advantageous to the rise of green total-factor productivity has both theoretical and practical relevance. This research experimentally studies the effects of three types of agglomeration externalities on urban green total-factor productivity using the data of 285 Chinese cities from 2003 to 2018. The findings demonstrate that urban green total-factor output is rising, albeit with certain differences during different time periods. Both the Jacobs externality and the Porter externality are favorable for increasing urban green total-factor production when all cities are evaluated together, although the latter has a stronger promoting influence. The effect of the Marshall-Arrow-Romer externality, on the other hand, is not significant. Furthermore, these effects also depend on the stage of economic development and population size.  相似文献

Since the introduction of regional autonomy legislation in 1999, Indonesia has embarked on the world's biggest experiment with democratic decentralization. The intertwined processes of democratization and decentralization have dismantled Indonesia's centralized authoritarian system and reordered its governmental structures. These conjoined processes have set in motion conditions for the transformation of a number of Indonesia's secondary cities into regional ‘centers’ through the influx of new peoples, funding and ways of interacting within localized contexts and with the outside world. In this article I consider Indonesia's decentralization processes through the lens of the city, focusing on three key areas in the rising profile and development of urban centers. First, I look at the framing of Indonesian cities within contemporary urban discourses to highlight the array of urban spaces that coexist in the era of decentralization. Second, I describe how Indonesia's decentralization laws have structurally privileged cities by bypassing the provincial level and devolving most state powers directly to sub‐provincial administrations. Third, I explore how Indonesian cities compete and cooperate over limited state resources under the decentralized system and why some cities have been able to reinvent themselves as new centers in planning, practice and innovation, and why others continue to lag behind.  相似文献

The article argues that the lack of convincing empirical evidence for the global economy as being subject to ‘command and control’ results from that contention being a neo‐Marxist myth. First, imagining the global economy as being subject to ‘highly concentrated command’ through the function of some major cities as ‘strategic sites’ for the production of ‘command and control’ is traced back through several neo‐Marxist authors to narrate its genesis, and to argue that the lack of evidence for that proposition is a consequence of those antecedents envisioning capitalism as a totalizing structure, thus making the assumption that it is subject to control and coordination from a distance. Second, Taylor's interlocking world city network model is forensically examined to explain that it is fallacious because it is a structuralism that, bedevilled by a sorites paradox, contains the further problem of containing no credible evidence for the existence of ‘command centres’. Finally, the article moves beyond neo‐Marxism's key concepts by juxtaposing their assumptions with ethnographic results from social studies of finance, a manoeuvre which forges an understanding of cities as socio‐technical assemblages and eventful multiplicities, beyond, inter alia, the baseless assumption that the global economy is subject to ‘command and control’.  相似文献

Past studies have argued that in the large cities of developing societies, unemployment is often alleviated when displaced workers are absorbed into the small‐scale entrepreneurial activities of the informal economy. The present study applies this argument to an analysis of women's self‐employment in the U.S. South during the Great Depression. Census data show that in large southern cities in 1940, the unemployment of black women was meaningfully reduced by the self‐employment of these women in domestic service. These data further suggest that dynamics of race, unemployment, and the self‐employment of women in domestic service can be represented by an inverted‐U‐shaped labor absorption curve. These results make several contributions to research on race, labor‐market disadvantage, and self‐employment in the informal sector.  相似文献

This article examines the question of whether social institutions should be treated as possessing the sui generis causal power to influence people's actions. It does so by means of a case study of the work of the Austrian economist Ludwig Lachmann. Lachmann's account of how social institutions facilitate intentional human agency in the face of uncertainty contains significant ambiguities and tensions, stemming from his reluctance to acknowledge the causal efficacy of social institutions. The conceptual resources required to overcome these problems are to be found in realist social philosophy and social theory. The proposed resolution comes at a price, however, for it calls into question Lachmann's self‐avowed commitment to methodological individualism.  相似文献

Abstract.  This article reviews the main theories about the prehistoric shift from hunting and gathering to agriculture. The transition, also known as the Neolithic Revolution, was ultimately necessary to the rise of modern civilization by creating the foundation for the later process of industrialization and sustained economic growth. The article provides a brief historical survey of the leading hypotheses concerning the rise of agriculture proposed in the archaeological and anthropological literature. This article critically examines the expression of global spatial imaginaries in urban policy and planning. Following recent calls to understand how the global is ‘made up' in and through cities, we argue for the usefulness of Roy and Ong's concept of ‘worlding’. By analysing how strategic spatial plans envisage ‘Global Sydney’, the article reveals a constitutive spatial imaginary informed by the articulation of three interrelated elements: global city standards, comparative techniques and extra‐local policy models. Unpacking how cities are selectively worlded through spatial imaginaries, the article advances an approach to urban globality as actively cultivated and differentially produced.  相似文献

The current era of global urbanization is defined by a convergence of economic and political crises requiring urgent sociological reflection on the meaning of the ‘urban' today. This article responds to the current rethinking of worldwide processes of urbanization sparked off by Brenner, and Brenner and Schmid, arguing for a renewed sociological approach to urban formations that probes beyond the economic logic of urban ‘de‐territorialization', towards the capricious life‐worlds and forms of planetary organization that define the urban. We pursue a theory of the ‘urban vortex' to capture the maelstrom of disorienting crises since 2008, and explicate the social formations implicated in the construction, materialization and practice of power and transgression in cities today. Our aim is to consider what forms of social change emerge in volatile, intense and centralized dynamics (the urban vortex), and how this might relate to arrangements of interconnectivity, particularity and variegation (the planetary). The article highlights three prominent processes of urban social formation: accumulation, stratification and hyper‐diversity—reinstating the need to theorize the centrality of the city within the formations of twenty‐first century capitalism.  相似文献

This article draws on critiques of ‘global cities’ to conceptualize Birmingham, the UK's second largest metropole, as a ‘global’ city by highlighting forms of economic globalization that draw on the city's residents, their histories and their social and cultural networks. The article illustrates some of the diversity and significance of minority ethnic economic activity within Birmingham and the potential this holds for its future economic development, focusing on examples from three transnational networks (Chinese business networks, ethnic food manufacturing and the Bhangra music industry). The article signals a rather different understanding of ‘global’ as it relates to economic advantage, transnationalism and ethnic diversity within cities in general, and Birmingham in particular. We suggest that this different understanding of the global has important policy implications, not simply in terms of economic representations of the city, but also in terms of developing the possibilities of such transnational networks and engaging with the constraints facing them. We argue that encouraging a more relational way of thinking about cities like Birmingham has the potential for advancing social wellbeing by influencing socio‐economic policy and practice. We use the example of Birmingham, therefore, to engage broader debates about alternative paths of ‘global’ economic, social and cultural investment for UK (and other) cities. A partir de critiques des ‘villes planétaires’, cet article conceptualise Birmingham (deuxième métropole britannique) en tant que ville ‘planétaire’ en soulignant les formes de mondialisation économique qui s’appuient sur les citadins, leurs histoires et leurs réseaux sociaux et culturels. Pour illustrer en partie la diversité et la place de l’activitééconomique ethnique des minorités à Birmingham, ainsi que le potentiel afférent pour son essor économique futur, ce travail s’intéresse à des exemples issus de trois réseaux transnationaux (réseaux d’affaires chinois, fabrication d’alimentation ethnique et secteur de la musique indienne Bhangra). Il repère une compréhension assez différente de ‘planétaire’, selon que le terme est liéà un avantage économique, au transnationalisme et à la diversité ethnique au sein des grandes villes, et de Birmingham en particulier. Cette perception multiple a d’importantes implications politiques, à la fois au plan des représentations économiques de la ville et en termes de création de possibilités pour ces réseaux transnationaux et de prise en compte des contraintes à affronter. Encourager un mode de réflexion plus relationnelà l’égard de villes comme Birmingham permettrait de promouvoir le bien‐être social en influant sur la pratique et la politique socio‐économique. Le cas de Birmingham sert donc à lancer des débats plus larges sur les options d’acheminement de l’investissement économique, social et culturel ‘planétaire’ pour les grandes villes britanniques (et étrangères).  相似文献

Climate change presents multiple challenges to citiesnot only in terms of the resilience and sustainability of the urban fabric, but also in relation to how urban inhabitants imagine they might adapt to a future transformed environment. This article explores imaginative modes of thinking in relation to future cities and climate change, focusing on representations of urban drowning or submergence. It considers, in turn, climate‐change fictionsfrom J.G. Ballard's 1962 novel The Drowned World to Paulo Bacigalupi's The Drowned Cities, published in 2012; visual representations from Gustave Doré's The New Zealander in 1872 to Alexis Rockman's 2004 Manifest Destiny; and architectural conjecture, from Wolf Hilbertz's Autopia Ampere project from 1970 onwards to CRAB Studio's Soak City in 2009. The article draws out how these imaginaries intersect with theoretical understandings of science fiction and ecology, contending that an emphasis on multiple imaginaries of climate change is critical to expanding the narrow range of possibilities that currently characterize the literature on cities and climate change. Imaginative texts, images and designs mutually inform each other to encourage holistic ways of approaching how we think about the prospect of urban submergence and to incubate radical responses to it.  相似文献

The compatibility between an agenda for sustainable urban development and the neoliberal economic restructuring of urban space has been observed within cities in developed countries across the globe. From providing economic support to local ‘green’ industries to creating bike lanes, municipalities develop sustainability strategies that are designed to boost their competitive advantage. Moreover, municipalities are responding to demands from popular social movements and national governments that seek to reconfigure societal relationships with the natural environment in cities. Cities are increasingly understood not as part of the ecological crisis but as part of the solution, or as places where alternative patterns of sustainable consumption and new socially and ecologically responsible industries can be developed. Over the last decade in Austin, environmental sustainability has become an uncontested paradigm that has progressively shaped the city's urban space and policy. Two competing conceptualizations of the environment, so‐called ‘environmental’ and ‘just’ sustainability groups, are explored in this article. I demonstrate how the notion of environmental sustainability has been selectively incorporated into the hegemonic vision of Austin's strategic growth plan. I argue that the dominance of this conceptualization is best understood by asking what counts as the ‘environment’ for environmentalists, and understanding the unstated assumptions about the environment shared by the business community and environmentalists.  相似文献
