This symposium opens up new critical insights and analytical perspectives into the relationships between power, politics, materiality and urban engineering. In so doing it demonstrates the central role of engineers in the production and negotiation of everyday life in the city. In contrast to the technocratic exercise engineering often professes to be, the contributors to this symposium argue that the assembling and choreography of cities through the myriad techniques, routines, standards and visions of engineers is inextricably bound up with broader socio‐cultural, material and political urban dynamics and processes. This necessitates investigating the multiple and competing social imaginations, forms of knowledge and regimes of expertise associated with urban engineering. The symposium's five articles, straddling disciplinary backgrounds in geography, anthropology, engineering and history, focus analytical and empirical attention on the figure of the engineer and on the work of engineering in the cities of Paris, Mumbai, Singapore and London. Engineering, we suggest, is a diagnostic for probing the shifting forms of mediation that animate and inhabit contemporary dynamics of urban change. The symposium thus opens up a new avenue for cross‐disciplinary and transregional research for urban studies while also suggesting innovative ways of conceptualizing urban transformation and contestation. 相似文献

A rich seam of waste scholarship already addresses the exclusion faced by informal waste workers as cities in the global South undergo spatial transformations to become ‘world class’. However, less attention has been paid to how state practices have reproduced inequalities within and across waste picker communities. Drawing upon eleven months of ethnographic research at Mumbai's Deonar dump site, this article maps the practices through which waste workers have responded to their exclusion following a massive fire in 2016. It demonstrates that social exclusion is experienced differently by different members of the community and calls for a greater focus on heterogeneity amongst waste workers. Multi-dimensional vulnerabilities manifest through these workers’ deal-making strategies, while simultaneously mirroring the conditions of marginality produced by the state. The article contributes to debates on marginality by employing the lens of erasure to show how exclusion relies on the optics of visibility and invisibility. By unpicking the hierarchical structure within one waste worker organization, the article argues that the state-led mandate for garbage-free cities in India disproportionately affects those located at the margins of marginalized groups. 相似文献

This article highlights how the governance of the water sector affects the strategies and tactics urban residents use to gain improved access to water for household consumption in cities with limited networked infrastructure. A framework of exit, voice and loyalty (EVL) is used to characterize the actions household decision makers take in neighborhoods across metropolitan areas. In Nigeria, Lagos and Benin City are rapidly growing metropolitan regions with urban water markets competing with a state‐run utility. Scholars have documented informality and hybridity between state and non‐state actors, but there is less understanding of variables associated with citizen behavior in urban water markets across different types of households and communities. This article places Nigeria in the context of African mobilization around water provision, using interviews, observation and findings from fieldwork, household interviews and surveys undertaken between 2008 and 2015 to show how access to water is shaped by the interplay between state and non‐state sources of water. This access is filtered through differently regulated service providers and the perceived authority of each actor involved in water delivery, which can lead to what I call structural silence. Findings show the need for a grounded understanding of factors influencing voice and participation in local governance. 相似文献

This article examines the unsanctioned installation of infrastructure for walking and cycling as a site of possibility. In contrast to accounts of everyday urbanism that see in these kinds of interventions possibilities for a politics in which the state subsides, I find instead an effort to reclaim the state for more progressive purposes. I focus on groups calling themselves transformation agencies and departments of transformation to argue that DIY infrastructure is deployed on city streets not as an effort to subvert or supplant city authorities, but instead as prefigurative performances of city–citizen relationships ‘as if’ they were otherwise. Exploiting the plurality and contingency of the state and its legal forms, objects are installed to show how quickly things could be different, and sometimes they succeed in prompting significant shifts. Through guerrilla paint and pop-up posts, transformation agencies work prefiguratively to imagine and enact forms of citizenship that are not centred on automobility. 相似文献

Mexico City is a well‐known case of urban expansion. Most of the growth has been in its peripheries, occurring during two phases of housing privatization: a predominantly self‐built urbanization by residents establishing irregular settlements (starting in the 1930s); and a relatively recent surge of mass‐produced small‐scale single‐family housing built by state‐sponsored development companies (underway since the year 2000). Informality, we argue, should not be understood as a mode of housing production setting in opposition self‐build practices against industry‐led and/or state‐sponsored processes, but rather as a dialectical urbanization logic shaped by the entanglements of in/formal processes in governance practices, land privatization and regularization, and urban infrastructure and services deficits. We are particularly interested in a dominant narrative whereby the embeddedness of informality is constantly underplayed and irregular settlements are cast as a residual category, a problem to tolerate or in need of intervention, or the inevitable combination of demographic growth and housing shortage, rather than the direct outcome of urban policies and development processes. Conversely, recent housing policy in Mexico is officially narrated as an economic stimulus, a means to control and order (irregular) urban expansion, and an impulse to democratize homeownership. Our discussion of the entanglements of informality in Mexico City is based on an extended literature review of academic articles and official reports (predominantly in English), supplemented by a series of street and neighborhood explorations (in the summers of 2012 and 2013) across the metropolis. 相似文献

Juxtaposing the empirical findings of a qualitative research study of an urban transformation project in the Kadifekale squatter district of Izmir with the changed nature of urban politics in a neoliberal context, this article aims to trace the manifestations of the regime of informality in Turkey. Ethnographic consideration of the motives behind these projects, the way they have been carried out and their consequences for the lives of the inhabitants points to an extended space for informal politics tactically manoeuvred by state officials of various ranks. Particularly during the last two decades, neoliberal urban policies have triggered an intensification of power discrepancies in both the vertical and horizontal dimensions and a fragmentation of community structure in the localities — mainly along socioeconomic divides. This research reveals a transition from positive/passive to negative/active uses of informality in the disposition of the state towards the urban poor when the fast and efficient conduct of urban transformation projects is in question. The characteristics of the locality as a landslide zone, the already fragmented socioeconomic structure in the neighbourhood and the dense presence of Kurdish immigrants facilitate the putting into practice of informal strategies. The immigrants who cannot define a place for themselves in the simultaneously formal and informal context of the project have been seriously disadvantaged. 相似文献

This article excavates the debate that unfolded during the 1980s between Jacques Rancière and Pierre Bourdieu to shed light on the theoretical divide that still cuts across the field of urban studies today. Looking at contemporary Rancièrian scholarship through a Bourdieusian lens, it points to their main theoretical shortcomings and reasserts the value of relational, field‐based and empirically grounded approaches to urban politics. At the same time, this article engages seriously Rancière's critique of Bourdieu's failure to account for space in order to question the territoriality inherent to the notion of field. We put this theoretical discussion to the test of Lagos's garbage. Drawing on an ethnographic study conducted in Lagos from 2015 to 2016, we propose analyzing the process of spatialization of the field of local representation by looking at the ways solid waste—here conceived as a political opportunity—is mobilized by different actors. We argue that the deployment of a waste infrastructure in Lagos is congruent with a relative disinvestment in practices of territorial control that reshapes the structure of local representation, reconfiguring the ‘stage’ on which politics is played out in the Nigerian metropolis. 相似文献

Two decades ago, the rules governing the provision of piped municipal water supply in Mumbai became linked to the policy frameworks governing eligibility for a property titling scheme. This article outlines the ideological basis and practical implications of the shift, as well as the contradictions of the new regulatory regime. The article demonstrates how these contradictions have been mediated by the material and practical knowledge, embodied expertise, local authority and wide‐ranging socio‐political work of two sets of actors: municipal water engineers and a cast of characters known locally as ‘plumbers’. The social, political and hydraulic imaginaries animating the work of ‘plumbing’ are bound up with a temporal and spatial imaginary distinctly at odds with the network‐flow conception of hydraulic engineering within which the work of water supply planning and distribution in Mumbai is conceptualized, materialized and institutionalized. The hydraulic and legal contradictions of these clashing infrastructural idioms––of flow and event––have rendered the regulatory framework highly unstable. These contradictions eventually erupted in Mumbai's waterscape, leaving the city's water infrastructures suspended in a highly politicized state of limbo between dueling infrastructural imaginaries. 相似文献

This article argues for the importance of social imagination in the understanding of urban infrastructures, especially those designed and built by engineers. It begins by defining social imagination as image‐based systems of representation and values that are shared by various collective stakeholders concerned with infrastructure, such as engineers, but also politicians, administrators, operators, maintenance technicians and indeed users, and then introduces a tripartite model of infrastructure. Infrastructure is interpreted as the result of the interactions between a material basis, professional organizations and stabilized socio‐technical practices, and social imagination. The notion of network is interpreted from such a perspective. Its dependence on imagination is outlined. Through two case studies, the nineteenth‐century networked metropolis, epitomized by Haussmann's Paris, and the rise of the contemporary smart city perspective, the role of social imagination in the conception of urban infrastructure is analyzed further. What seems at stake in the transition towards the smart city is the increased importance given to occurrences, events and scenarios as the basis for urban infrastructure regulation. 相似文献

Since the 1940s, the people of the neighbourhoods (kampungs) around Surabaya's derelict Ngagel industrial estate have made a living by repurposing the remains of what was once one of Asia's most modern road, rail and industry networks. The remains—in the form of leftover fuel, labour and factory parts—are used to rebuild and repair improvised transport vehicles like bicycle-taxis (becak), minibuses (bemo) and motorbike-taxis (ojek). The repurposing happens at the limits of a capital-intensive heavy infrastructure of factories, trams and buses. The limits are those points where such infrastructure fails and a household-funded mosquito-fleet of light vehicles succeeds. Repurposing gives those who do it a right to infrastructure by providing the city with much-needed public transport. In Surabaya, public transport begins at its limits through the improvisations of people who live in the productive remains of capital-intensive heavy infrastructure. These people live in Surabaya's deindustrialized urban core, where life is made in the ruins of infrastructure through the breaking-down of it, the reworking of it, the right to it, and the leakage of it—the means through which rank-and-file people rather than states and corporations forge infrastructure. 相似文献

This article analyses the role of HRM practices in the implementation of an innovative cross-functional approach to new product development (concurrent engineering, CE) in Eurotech Industries. Contrary to CE methodology stipulations, and despite supportive conditions, HRM received scant attention in the implementation process. Organizational power and politics were clearly involved in this situation, and this article explores how their play created such HRM ‘absences’. This article scrutinizes the relationship between governmental reform and infrastructural change in Singapore. Focusing on the role of engineers, it is argued that neoliberal decentralization has occurred through the physical reconfiguration of drainage. Neoliberalization is conceived as a localized technical response to a public health crisis resulting from infrastructural enclosure, which is orchestrated on and through the material‐ecological environment. A closed drainage system consisting of trapezoidal canals and concrete culverts had produced an ideal breeding environment for dengue‐carrying mosquitoes, undermining the state's centralized approach to water governance. This article reorients Michel Foucault's analytics of government around engineering and the ‘milieu’ to consider how drainage infrastructure was consequently opened up to an emerging civil society to relieve pressure on the state and allow greater public participation in the surveillance and management of canals, pipes and culverts. Alongside landscape architects, engineers would increasingly turn to naturalized waterways and open catchment policy to encourage citizens to form an affective bond with water and to inculcate principles of individual ownership and responsibility through physical contact. The article contends that with the proliferation of integrated resource management systems, governmental power is increasingly exercised through the liveliness as well as the fetishization of urban infrastructure. 相似文献

This article compares two cases of displacement suffered by informal workers and informal residents in the Brazilian city of Belo Horizonte, both connected to the hosting of the 2014 FIFA World Cup. It asks the following question: considering that the right to work and the right to housing are both enshrined in the Brazilian Constitution, why do claims upon space based on those constitutional rights have different degrees of legitimacy? Two cases are analysed in detail. The first one concerns a group of informal workers displaced from their workspace for the modernization of the local stadium. The second one tells the story of an informal settlement where 90 families were displaced due to the construction of a flyover designed to improve access to the football stadium. This article engages with current postcolonial debates around urban informality, tackling two points that have been absent from these discussions. First, it compares two ways of informally occupying urban space—for work and for housing—revealing the distinct degrees of legitimacy embedded in such practices due to pre‐existing institutional arrangements. Coastal megacities across Asia have experienced devastating floods in recent years. Studies project dramatic increases in populations prone to chronic flooding and potential permanent inundation of densely populated urban areas in future decades. The uncertainties presented by future flood risks disrupt prevalent state visions of globalization‐driven prosperity. The emerging reality of a shift in relationship between water and urban settlements has begun driving recalibration of power relations around a range of issues, including longstanding contestations over infrastructure delivery, housing, land rights and political representation. Flood mitigation efforts have played out in debates over displacement and eviction, and distributional concerns about the costs and benefits of these initiatives. This article develops a conceptual framework for assessing the implications of projections of flood risk for urban political theory. The article begins by identifying political contestations that emerge around the varied ways water intersects with urban processes—through dynamics of permeability, flow and drainage, aquifers and pipes, and coastal defense. It then explores how projections of the crisis of flooding have reshaped three contemporary debates in urban politics: those around property rights and the question of ‘informality’; around neoliberalization and financialization; and around the rescaling of the state. Finally, it briefly deploys this framework to examine the case of Jakarta. 相似文献

Research on informal housing tends to focus overwhelmingly on less developed countries, downplaying or ignoring entirely the presence of informality in United States housing markets. In actuality, a longstanding and widespread tradition of informal housing exists in the United States but is typically disregarded by scholars. In this article we draw on three definitions of informality—as non‐compliant, non‐enforced, or deregulated economic activity—to characterize examples of informality in US housing markets, focusing in particular on five institutions that govern housing market activity in this country: property rights law, property transfer law, land‐use and zoning, subdivision regulations, and building codes. The cases presented here challenge the notion that informality is absent from US housing markets and highlight the unique nature of informal housing, US style—namely, that informal housing in the US is geographically uneven, largely hidden and typically interwoven within formal markets. We conclude with a discussion of how research on informal housing in the US can inform research in the global South. 相似文献
