ABSTRACT

As China embarked on the path of economic and social reforms, social provisions from the Maoist era were dismantled, and care responsibilities shifted back from the state to the household. Rural–urban migration, a steep decline in fertility, and increasing longevity have led to changes in the age structure of the population both overall and by region. Using seven different surveys, the eleven contributions in this volume study the distributive consequences of post-reform care policies and the impact of unpaid care responsibilities on women’s and men’s opportunities and gender inequality. Overall, reduced care services have created care deficits for disadvantaged groups, including low-income rural elderly and children. The shifted care burden has also limited women’s ability to participate fully in the market economy and has contributed to rising gender inequalities in labor force participation, off-farm employment, earnings, pensions, and mental health outcomes.

This paper examines the factors that influence transitions into self‐employment, paying particular attention to gender differences. We find that: (i) men are more responsive to the wage differential between wage/salaried employment and self‐employment; (ii) liquidity constraints are more important for men; and (iii) the link between father's self‐employment status and the probability of self‐employment is stronger for men. Taken together, these results suggest that, for women, self‐employment is a closer substitute for part‐time work and labour‐market inactivity than it is for men. We attribute such differences to the different labour market opportunities and occupational strategies of women.

This paper examines how partners in a couple share domestic work according to the woman’s investment in career. Investment is measured relatively to other women or to the partner. While previous studies mainly focused on the influence of wages and earnings, we extend them by considering more dimensions describing the intensity of the woman’s attachment to the labour market. We use the 2010 French Time Use survey to estimate a model of household division of labour in dual earner couples. We find that the more women are invested in career, the less domestic work they perform during weekdays, which is partly substituted by their partners but only on weekend days. The sharing of tasks is thus less unequal in those couples. However, women still spend more time than their partners on average performing domestic work, even when the woman outperforms him in career, implying no role reversal in the division of labour.

This study examines the worker transitions across labor market states including formal/informal division using panel data of 2006 to 2012 from Egypt. We generate a broad set of facts about labor market dynamics in Egypt. We first develop transition probabilities by gender across different labor market states including formal/informal sectors utilizing Markov transition processes. Government employment is the most persistent labor market state for both men and women and the out of labor force is the second most persistent labor market state for women. Unemployment is the most mobile labor market state. Informal private wage work and self‐employed–agriculture are also relatively mobile labor market states. We next identify the effects of individual, household and job characteristics on different mobility patterns by estimating multinomial logit models. We find that gender, age, education, experience, and several sectors of economic activity are associated with the transition probabilities between the labor market states considered such as formal wage, informal wage, self‐employment, unemployment, government employment, and out of labor market. Education, in particular, university degree or above is noted to play a vital role in the probability of transitions across several labor market states.

Previous literature stressed on the gender differences in job satisfaction and the factors influencing the job satisfaction of men and women. Two rationales are usually provided for the finding that women tend to be relatively more satisfied with their jobs than men although disadvantaged in labour markets: first, women may have relatively lower expectations of career and income, and second, they may attach relatively less importance to extrinsic rewards than men. In order to analyse whether substantial gender differences exist already at the beginning of the career, we employ information of over 20 000 graduates collected through a large-scale survey of German university graduates who recently entered the labour market. We find that the job satisfaction of female graduates is on average slightly lower than the job satisfaction of male graduates, but our results do not point to substantial gender differences. In our sample of highly qualified individuals, men and women are very similar in what they want from their jobs and also in their perceptions of what they get. While our results point to substantial similarity of men and women in the early career stage, gender differences may emerge at later stages of the career life cycle.

Part-time employment may be viewed as a bridge between nonemployment and full-time employment or as an alternative to full-time employment. For married women with young children, part-time employment represents an efficient labor market solution to balancing the responsibilities of career and family. This paper estimates the probability of part-time employment for married women by utilizing a multinomial logit model for data extracted from the Panel Study of Income Dynamics [2000]. The paper focuses on the analysis of qualitative dependent variables to predict the probabilities for three distinct labor market decisions. The sample is further stratified to capture the effects of age on a married woman's labor market decision. A clearer picture of part-time employment should provide important insight into the labor market decisions of married women.

Central Asia has low labor force participation rates for women, despite high levels of poverty in the non-oil producing countries. Female labor force participation is related to competing uses for women’s time, especially in a context of poor infrastructure and limited availability of purchased replacements for household labor. We examine factors affecting women’s participation in employment and reproductive household work in Tajikistan, drawing on the 2003 Tajikistan Living Standards Survey. We incorporate specific conditions in Central Asia, including the prevalence of extended family households, norms about how women share household work, an absence of market substitutes for caring and reproductive labor, employment in family enterprises and poor infrastructure, especially in rural areas. We estimate the system using a Generalized Maximum Entropy (GME) approach. We find that few individual and household characteristics are related to time in employment. Time in noncare reproductive work decreases if a woman receives direct remuneration for her employment (compared to working in a family farm or enterprise but receiving no direct remuneration), but increases if the woman has less access to infrastructure. Rural women spend more time in both employment and non-care reproductive work than urban women, but less time in care work. Lack of infrastructure may leave women with few choices with respect to non-care reproductive work, while overall levels of time poverty create pressures on care time.

This article shows that couple formation and labor market early career path (as measured by unemployment, insecure employment, and characteristics of the first job) are intrinsically linked. We use data from the 1997 ‘Jeunes et Carrières’ survey to consider the experience of two different generations. We show that, with the arrival of mass unemployment, labor market early career path has become an important factor in couple formation, while the effect of education has diminished for young men in recent cohorts. The rise of the two-earner couple has gone hand-in-hand with greater symmetry between men and women in terms of couple formation: specifically, unemployment now reduces couple formation for both sexes. Some more traditional aspects persist however: (i) Women who are inactive on the labor market form couples earlier than do other women; (ii) Low wages in the first job encourage (discourage) couple formation for women (men); (iii) Higher education favors men's couple formation, but not that of working women; and (iv) Temporary work does not discourage couple formation by women. This revised version was published online in July 2006 with corrections to the Cover Date.

ABSTRACT

Indian women's labor force participation is extremely low, and women are much less likely than men to work in the nonfarm sector. Earlier research has explained women's labor supply by individual characteristics, social institutions, and cultural norms, but not enough attention has been paid to the labor market opportunity structure that constrains women's labor market activities. Using data from the India Human Development Survey (IHDS) in 2004–05 and 2011–12, this study examines how village transportation infrastructure affects women's and men's agricultural and nonagricultural employment. Results from fixed-effect analysis show that access by paved or unpaved roads and frequent bus services increase the odds of nonagricultural employment among men and women. The effect of road access on nonfarm employment (relative to not working) is stronger among women than among men. Improved transportation infrastructure has a stronger positive effect on women's nonfarm employment in communities with more egalitarian gender norms.

Based on time-use data from a 2013 primary household survey, this study examines the nature and extent of time-poverty experienced by men and women in peasant households in Mozambique. The main findings indicate that while women's labor allocation to economic activities is comparable to that of men, household chores and care work are almost entirely women's responsibility. The heavy burden of responsibilities leave women significantly time-poorer compared to men. Women's time-poverty worsens when the burden of simultaneous care work is taken into account. In addition, due to multitasking, the work tends to be more taxing. The examination of determinants of time-poverty shows that common measures of individual economic power, such as assets and education, do not necessarily affect the time-poverty faced by women.

Time use, work and overlapping activities: evidence from Australia
The overlapping of activities is an important dimension of timeuse that has previously received little attention in economicanalysis. Most time-use studies have looked only at primaryactivities, ignoring the fact that individuals often performtwo or more activities simultaneously. This seriously underestimatesthe time spent on several economic activities such as childcareand housework which are also performed as secondary activities.Using a two-adult household sub-sample from the 1992 NationalAustralian Time Use Survey, this paper examines the incidenceand determinants of overlapping activities among 3,966 adultmale and female household members. It first shows that inclusionof overlapping activities in time-use measurements providesa better estimation of the economic contribution of individuals, especially in non-market production. Tobit models are then estimatedto examine the effects of economic, social and demographic factorson the incidence of overlapped work activity. The findings, which are found to be robust, showed that gender, householdlife cycle and composition, education, cultural norms, employmentstatus and level of income earnings influence the extent towhich individuals, particularly women, perform secondary workactivities. Conclusions are drawn in the final section of thepaper.

ABSTRACT

The low level of women's employment in Muslim-majority countries is often explained by patriarchy, while disregarding variation among and within these countries. Using a new theoretical framework, this study translates patriarchy as a concept to macro- and micro-level explanations of employment. It formulates and tests hypotheses for societal norms and institutions and household composition, including how the latter's effects are context dependent. The study analyzes data from surveys (1997–2008) for twenty-eight countries, 383 districts, and 250,410 women and finds that men's public dominance over women decreases women's employment. Presence of – in particular non-foster – children and elderly people at home withholds women from labor market entrance. However, presence of other women in the household stimulates labor market entrance. Absence of a partner, male household head, or other adult men pushes women into the labor market, and thus, for example, male breadwinners' absence has a weaker negative effect in contexts of male public dominance.

In this paper we examine the effect of career breaks on the working lives of women using survey data from the state of Queensland in Australia. After estimating the income penalty faced by women with career interruptions – according to the duration of, and reasons for, the interruptions – we seek to address a wider set of issues regarding: patterns of job change and income gains or losses related to job change; determinants of career re-entry plans; and satisfaction with hours worked. As women increasingly combine motherhood and employment, they face both penalties and costs, particularly if they have taken a career break in order to care for their young. This general labor market failure that penalizes motherhood should be addressed by relevant measures related to their income, working hours, and the type and status of employment, particularly on their re-entry into employment after a child-related career break.

This paper investigates the gender gap within management roles in the UK. We find that female workers are less likely to become managers than male workers because women are traditionally expected to provide the majority of care for their family. This implies that women are pressured to do more informal work than men, which limits their formal working experience and impedes their career development. We also find that the probability of becoming a manager adopts an inverted U-shape relationship with age. This likelihood of becoming a manager also increases with employment duration and educational attainment due to the accumulation of relevant experience and human capital.

Barbara Bergmann argues that economic gender equity requires equity not only in paid employment, but also in household work. We examine the household task arrangements of a sample of married 1981 graduates of Stanford and Tokyo (Todai) Universities, about a decade after their graduation. No less than 43 percent of Stanford graduates shared household tasks about equally with their spouse, a much higher sharing rate than for the whole U.S. population. However, only 12 percent of Todai women and 8 percent of Todai men had egalitarian household task arrangements, a sharing rate about equal to that of the whole Japanese population. Holding other variables constant, Stanford men who did at least half of household tasks paid an earnings penalty of about 10 percent. Women who did more than half of household tasks did not pay an earnings penalty. Our examination of task arrangements among dual-career couples provides support for bargaining power theories of the division of household tasks, but suggests that societal ideology plays a critical role in defining the scope for bargaining.

Using detailed time-use data from 2002–03 and 2009–10 for Spain, we analyse changes in the time-allocation decisions of the Spanish population, with a focus on the time devoted to total work. Consistent with prior literature, we document that the concept of ‘iso-work’ (e.g. the time devoted to total work by gender is equal) does not hold in societies with stringent gender roles, such as Spain. Women devote more time to total work than men, and this difference has increased throughout the period studied by 2 hours per week. The relative increase in total work for women compared to men can be explained by a relative increase in market work of 8 hours per week, coupled with a relative decrease in nonmarket work of 6 hours per week, which have led Spanish women to devote, relatively, 2 fewer hours to leisure per week in 2009–10, compared to 2002–03. We propose social norms as a potential explanation of these empirical findings. By uncovering how individuals allocate their time inside and outside the market over a period of time, our results may improve our understanding of the dynamics of economic change and welfare.

Abstract

This contribution analyzes how men and women in France, Italy, Sweden, and the United States use their time over the life cycle and the extent to which societal and institutional contexts influence the gender division of labor. In order to test the hypothesis that contextual factors play a crucial role in shaping time allocation, this study considers countries that diverge considerably in terms of welfare state regime, employment and paid working time systems, family policies, and social norms. Using national time-use surveys for the late 1990s and early 2000s and regression techniques, the study not only finds large gender discrepancies in time use in each country at all stages of life but also determines that institutional contexts, in particular the design of family policies and employment regimes, do shape gender roles in different ways, and that Sweden displays the lowest gender gap in time allocation across the life course.

A striking observation of the U.S. and other labor markets is the weak position of women in terms of job attachment, employment, and earnings relative to men. We develop a model of fertility and labor market decisions to study the impact of fertility on gender differences in labor turnover, employment, and wages. In our framework, individuals search for jobs and accumulate general (experience) and specific (tenure) human capital when they work. They can also increase their wage by moving to a job of higher quality. Labor market decisions (e.g., job acceptance and job mobility) may differ across genders: females that give birth may decide to interrupt their labor market attachment in order to enjoy the value of staying at home with their children. The model economy is successfully calibrated to match aggregate statistics in terms of fertility, employment, and wages. We find that fertility decisions generate important gender differences in turnover rates, with long lasting effects in employment and wages. These differences in labor turnover account for almost all the U.S. gender wage gap that is attributed to labor market experience by Blau and Kahn (2000, Journal of Labor Economics15(1), 1–42). The model also implies a very small role of tenure capital in accounting for wage differences between males and females (gender gap), and between females with and without children (family gap).
