We propose a fuller synthesis between two relatively disjointed literatures to create synergy. Union commitment research has a long tradition and a relatively rigorous orientation grounded in industrial psychology. Recently, it has been eclipsed by emerging research on union renewal, and specifically that on union organizing. Renewal research has largely ignored union commitment research even though union renewal literature stresses the importance of activism, and this concept is strongly linked to commitment. A critical synthesis of these literatures yields progress in terms of addressing key qualitative and quantitative aspects of the contemporary crisis of labour unionism. A tentative framework is constructed that stipulates the main components and variables, and offers guidance for future research.  相似文献

This paper presents a framework for evaluating and accounting for the outcomes of ‘greenfield’ union organizing campaigns. It argues that previous studies have tended to focus too much on the establishment of collective bargaining and negotiation of first contract as a campaign outcome. Instead, the effectiveness and representativeness of new union structures are emphasized, and the sustainability of those structures is emphasized as the most important outcome. A key finding from the empirical data is that campaigns that build both workplace activism and are co‐ordinated by officers create more sustainable outcomes than campaigns that focus on one or the other. The evidence shows how and why these outcomes emerge, and the paper concludes with a consideration of the theoretical and practical implications.  相似文献

The purpose of this article is to illuminate the views and experiences of workplace representatives in Australia in the context of falling union density, and to analyse factors that are most strongly associated with subjective union power at the workplace level, as perceived by delegates. The analysis relies on a large random survey of workplace delegates in eight significant Australian unions. The article describes the situation broadly facing delegates as shown by the survey and analyses a set of factors associated with the power of workers as perceived by delegates. We find that higher levels of reported activism among delegates are strongly associated with greater subjective union power. We also find that self-reported delegate confidence is also strongly associated with perceptions of higher union power, as is delegate's clarity about their roles. The data also show a strong association between perceptions of democracy within the union and union power. Support for delegates from the union office and organizers is also associated with higher levels of union power at the local level. The analysis provides some support for union renewal strategies associated with the 'organizing model' as applied in Australia and some other Anglo-Saxon countries that aim to increase the activism of workplace delegates through education, the provision of support for workplace delegates and more democratic union structures.  相似文献

The role of election delay in union organizing campaigns has become a key policy issue in several countries. Previous studies have documented a negative correlation between delay and union success. However, elections are generally not randomly delayed; in particular, election delay is correlated with various “hard‐to‐observe” union and employer strategies. This article exploits several exogenous sources of variation in election delay to estimate a causal model. The results indicate that two‐stage least squares estimates of the causal effect of election delay on union success are twice the magnitude of standard OLS estimates.  相似文献

This study analyzes 95 unfair labor practices involving pre-employment discrimination against union adherents. The cases were heard either by the National Labor Relations Board or U.S. Court of Appeals between 1976 and 1986. Nonsupervisory, unskilled applicants who suffer preemployment discrimination by employers that display antiunion sentiments during union organizing campaigns have a lower probability of winning their cases than to skilled applicants. Pre-employment screening of job applications with prounion backgrounds or attitudes is often part of a larger pattern of unfair labor practices by management. The Dotson administration also supported management's rejection of prounion applicants at a significantly higher rate than did other NLRB administrations.  相似文献

Our inductive study of two transnational labour solidarity efforts focuses on the role of campaign governance. Specifically, we study contrasting campaign strategies, tactics and coalition structures in campaigns by two global union federations, UNI Global Union and the IUF, contextualized in terms of how these campaigns unfolded in India. Our contribution consists of two arguments. The first is that a degree of internal consistency amongst different campaign elements is important for success, and the second is that a mode of articulation that allows for local concerns in affiliate countries to find voice in global campaigns is more likely to result in concrete gains at the local level.  相似文献

Decline in electoral participation is a feature of many Western democracies. In this paper, we focus on the relationship between trade union membership and political participation. Workplace authority structures, trade union membership and union presence have been identified as important influences on electoral participation. Based on a survey of employees in 15 member states of the European Union, we test for a relationship between political participation, union membership and union workplace presence. The independent effect of trade union membership on political participation was found to be both significant and positive and is associated with higher levels of political activism and electoral participation. Furthermore, an institutional context that facilitates high levels of union density seems likely to have an overall positive effect on citizen participation.  相似文献

A survey of union organizers (N = 97) was conducted to determine the extent to which new organizing issues and tactics are being used to help offset declining union membership. Results indicate that grievance procedures, job security, improved benefits, and higher pay are the most commonly stressed issues in organizing campaigns. The two tactics used most often are small groups and literature distribution. Organizers working in industries with a larger percentage of female workers differ significantly from other organizers in the use of certain tactics and issues. Overall, however, there does not seem to be much change in either organizing tactics or issues.  相似文献

This paper reports a study of two union organizing campaigns in the higher education sector. Using mobilization theory, we tried to explore why one campaign was more successful than the other as measured by membership growth and recruitment of activists. We found that in the more successful campaign, the union was perceived as more effective in voicing workers’ concerns, generated greater social cohesion and union identification amongst employees, was more successful in convincing employees that the university management was to blame for their problems and promoted amongst employees a stronger sense of union instrumentality.  相似文献

The paper draws on a qualitative case study of workplace industrial relations in an inner–city secondary school identified as 'failing' and subsequently closed. It considers the way unionized teachers and their representatives interpret, influence and resist the impact of centralized managerial and educational change. The local implementation of such change leads to an engagement with the debates on union renewal. In particular, the paper explores the dynamic interrelationship between political and trade union activism and the tension between workplace relations and formal union organization.  相似文献

This article examines notions of renewal in a professional union by exploring the developing role of the steward in the Royal College of Nursing. Drawing on survey and other data, it assesses different dimensions of the union renewal process linked to workplace activities, issues and relations. The findings suggest that the process of renewal has been based primarily upon member rather than management‐facing activities, although there is strong evidence to suggest variation in the activities carried out by the RCN's ordinary and senior stewards.  相似文献

China is experiencing a rapid expansion of what is termed ‘collective bargaining’. The article draws on workplace and sectoral examples to assess what underlies this. Recent changes in labour policy are outlined. Four studies at establishment level describe the use of hybrid representation in response to growing worker activism and internal union reform. Two studies of sectoral bargaining shed light on decentralized decision‐making on pay. Attention is drawn to the growth of employer organizations and increased articulation within the trade union. A form of collective bargaining is emerging where the union draws on state power to improve conditions of employment.  相似文献

The existing literature provides different accounts on the strategies of unions regarding marginal workers. It has been argued that under increasing labour market segmentation, unions have either to prioritize their core constituencies and to seek compromises with management, or to adopt inclusive strategies towards peripheral workers to counterbalance eroding bargaining power. This article shows that both strategies represent equally viable options to protect the interests of unions' core members. The strategic choice depends on the (perceived) competition between core and peripheral employees related to employers' personnel strategies; this affects the possible alignment of interests between unions' core members, on the one hand, and either management or peripheral employees, on the other. Our historical analysis of union strategies towards agency workers in the German metal sector illustrates this mechanism, and identifies institutional change towards liberalization as the trigger for aggressive segmentation strategies by employers and for inclusive union strategies.  相似文献

In recent decades, alternative organizations and movements —‘quasi‐unions’— have emerged to fill gaps in the US system of representation caused by union decline. We examine the record of quasi‐unions and find that although they have sometimes helped workers who lack other means of representation, they have significant limitations and are unlikely to replace unions as the primary means of representation. But networks, consisting of sets of diverse actors including unions and quasi‐unions, are more promising. They have already shown power in specific campaigns, but they have yet to do so for more sustained strategies. By looking at analogous cases, we identify institutional bases for sustained networks, including shared information platforms, behavioural norms, common mission and governance mechanisms that go well beyond what now exists in labour alliances and campaigns. There are substantial resistances to these network institutions because of the history of fragmentation and autonomy among both unions and quasi‐unions; yet we also identify positive potential for network formation.  相似文献

Based on extensive field research in China during 2005–2010, this article aims to explore the determinants of unionization in the Chinese context. We find that managerial strategies toward union organizing and functioning have been critical in determining unionization outcomes in Chinese enterprises. While various environment pressures may impose critical constraints on these strategies, managerial industrial relations ideologies are central in shaping these strategies when environment pressures barely exist or are bearable by management. Our study makes the first effort in exploring industrial relations ideologies in China and contributes to better understanding of unionization in the Chinese workplace.  相似文献

We examine trends in union density and union influence in several Asian countries. Though we find variation in union density, all countries experienced union decline in the 1990s. Asian countries also vary on our new union influence measure. We use a logics of action framework to examine the institutional context surrounding union growth, decline and influence in each country. Based on our examination of how these institutional contexts are changing, and what we know about the strategies of unions, we are not hopeful regarding the near term prospects for reversing union decline.  相似文献

This article reports on a two‐year study of union/community organizing in the UK, USA and Australia. It takes a particular model of organizing — that of the Industrial Areas Foundation — and analyses trade union engagement in coalition‐building activity in each of the three countries. Findings show mixed approaches to working with community groups from ad hoc instrumentalism to deep coalition‐building. While these variations may, in part, be explained by different industrial relations contexts, it appears that the ‘fit’ between ideology and culture of unions and their coalition partners, as well as the practices and strategies that reinforce this fit, have much greater effect on the attitude and behaviour of unions towards non‐workplace‐based organizing. The article contributes to debates about the conditions under which unions succeed (or not) in sustaining strong coalition‐building beyond their traditional constituencies.  相似文献

Why are some unions unable to rebuild membership and bargaining coverage despite significant changes in strategy? We examine the trajectory of a key union in a vital sector, the Australian Manufacturing Workers’ Union, calling into question aspects of the union renewal literature. Much scholarship sees members’ associational power as a power resource that can cover the loss of other power resources, but we show that this assumption does not necessarily hold. To explain why members are not necessarily a resource in renewal, we argue that studies of renewal must more fully consider the interplay between different forms of power resources — institutional, structural and societal — and locate union strategies within that dynamic. Critically, this interplay also shapes members’ perceptions of their power, which may further limit a union's options as it responds to external threats.  相似文献

This paper analyses the development of the union avoidance industry in the United States during the past half‐century. Focusing on one leading example from each group, it examines the activities of the four main actors that constitute that industry: consultants, law firms, industry psychologists and strike management firms. Although these firms have experienced a fall in business as unions have declined in strength and numbers — a development that the union avoidance industry has contributed to — they continue to play an important role in the US system of industrial relations. Over three‐quarters of employers hire consultants when confronted by organizing campaigns, and large union avoidance firms are increasingly seeking export markets for their expertise.  相似文献
