The paper develops an analytical framework for the politics of negotiated voluntary wage restraint in the context of social pacts. It argues that, in contrast to earlier political exchanges, tripartite negotiations on wage restraint under restrictive economic policies are not based on a political exchange whereby governments had to compensate trade unions for wage restraint. Rather, governments can threaten trade unions with tight monetary policy and trade unions can either engage in negotiated adjustment or suffer restrictions. Social pacts are therefore an instrument of adjustment by governments to a new economic environment, and not a tool of economic policy.  相似文献

Confronted with membership losses and declining bargaining power, trade unions have engaged in both political and organizational responses. A frequent type of organizational response has involved the creation of conglomerate unions, which bring together workers from various sectors and occupations. Pointing out a number of parallels between organizational developments in trade unions and political parties, this article analyses the emergence of conglomerate unions as a cause and consequence of changing conceptions of union democracy. Drawing on two in‐depth case studies conducted in France and Germany, the article examines how trade unions perceive their situation and how they define a reform rationale based on increasing their organizational ‘efficiency’ and ‘effectiveness’. In accordance with this rationale, unions engage in mergers and create larger conglomerates, thereby centralizing decision‐making bodies and professionalizing their staff. The reform of trade unions’ internal organization, in turn, affects unions’ capacity for interest aggregation and representation.  相似文献

This study considers how union performance in terms of organizing, bargaining, and political activity are related to severely declining union density (the percentage of the workforce in unions) in the United States and the higher and stable union density in Canada. Canadian unions have remained active in recruiting new members and assign a high priority to organizing, while American unions have shown diminished organizing effort and ability. Canadian unions have demonstrated superior performance in collective bargaining as measured by resistance to concession bargaining and negotiated wage gains, among other factors. Finally, although Canadian unions experienced some political setbacks, they wielded more political influence than their American counterparts in promoting union-specific as well as broad social legislation. Density is examined as both a consequence and determinant of the divergence in union performance.  相似文献

Since 1990 there has been a series of union amalgamations among Britain's public-sector unions. This study examines three amalgamations and one aborted amalgamation. Each was initiated by union leaders reacting to government-sponsored reforms of the public sector, and all involved unions with either defensive or consolidatory merger motivations. The complex negotiations are presented as resolving issues of political, democratic and administrative concerns. It is argued that the balance of power on critical constitutional issues lay with the leaders of the consolidatory unions, particularly the dominant activist groups within such unions. As a consequence, success in amalgamation negotiations lay in satisfying such group's interests in sustaining the existing political ethos and democratic system, while securing agreement on the desired administrative reforms.  相似文献

This study examines the effect of S & L and credit union competition on bank behaviorin Idaho and Montana. A structure-performance OLSmodel is used to estimate bank interest rates oncertain deposits. Two key independent variables arelocal market share of credit unions and S & Ldeposits. Overall, previous studies found littleevidence that thrift competition affects bankperformance. We found some evidence that thriftcompetition, especially from credit unions, resultsin higher interest rates for bank CDs. The period of Tony Blair's leadership preceding the 1997 general election saw a transformation of the Labour Party. This was of immense importance to the political role of trade unions. The emergence of New Labour can only be understood through analysis of developments in both party and unions. This paper discusses the recasting of the party's industrial politics and reform of party structure, locating its provenance in electoral, representational and governmental strategies. It examines the unions' response, rooted in their industrial predicament but shaped by political reaction to it. Union politics intersected but did not coincide with the policies of New Labour. Political differentiation in the unions and opposition to New Labour is considered. It is concluded that change represents restructuring rather than termination of the link, but it will be further tested with New Labour in government.  相似文献

‘Social partnership’ between capital and labour is a distinctive characteristic of German industrial relations. Based on a survey of 142 German employers’ associations, we investigate differences in their support for partnership with unions. We find that organizational characteristics (e.g. membership density) as well as positive experiences with their union counterparts explain why employers’ associations adhere to the norms of social partnership. Building on an analysis that combines political and organizational institutionalism, we find that the positive evaluation of social partnership held by employers is associated with their positive experiences in more recent interactions with unions in collective bargaining, a more encompassing definition of an association's policy domain and a long‐term history of mutual collaboration.  相似文献

Anecdotal evidence suggests that the political power of public employee unions has been a major cause of excessive growth in municipal expenditures. Previous studies, however, have not directly measured union political activities but instead have used some type of unionization or collective bargaining proxy. This paper uses unpublished data from the International City Management Association (ICMA) to develop a more direct measure of police and fire union political activity. It is found that increased union political activity leads to greater department expenditures but not necessarily to greater municipal expenditures or revenues. The results also suggest that unions increase department spending through political activity and not through the collective bargaining process itself. Further, it appears that political activity increases department spending through higher employment and not through higher compensation.  相似文献

The Trade Union Act 1984 required trade unions to reballot their members on continuation of their political funds. All unions voted for retention. A second wave of balloting has now taken place: the results are broadly similar to those in 1985/6. This paper examines the outcome of the 1994/6 voting, compares the results with those from 1985/6 and considers the implications of the results on the relationship between unions and the Labour Party. The distancing of the relationship between unions and Labour is related to the political fund campaign which stressed union rights to campaign politically rather than their specific political links with the Labour Party.  相似文献

This article studies the effect of labour unions on policy-making in six different parts of the welfare state (passive and active labour market policy, employment protection, old-age pensions, health care and education) in OECD countries after 1980 with a two-level strategy: At the micro-level, we investigate union members’ preferences. Ordered logit regression analyses indicate that union members favour generous social policies more strongly than non-members. Moreover, this effect is stronger for programmes closely related to the labour market than for programmes without a strong labour market link. At the macro-level, we investigate the conditional effect of unions on left parties expecting the former to push the left towards more generous labour market-related (but not towards less-labour market-related) programmes. Regression analyses essentially provide evidence for such a relationship. Overall, unions have been powerful in promoting their members’ social policy preferences via left parties in government but their power is recently vanishing.  相似文献

This study considers the role of unions and individual characteristics as facilitators of knowledge among employees concerning labor rights. Labor policy by itself is often meaningless without mechanisms that allow implementation of such policy. Using the National Longitudinal Survey of Youth (NLSY), individuals that are entitled to parental leave under the Family and Medical Leave Act but are ignorant of their right were identified. Using longitudinal data from 1992 to 2002, we find that union members’ knowledge regarding their rights is better than that of nonunion members. Other individual and work characteristics are also associated with knowledge regarding parental leave rights.  相似文献

This article examines the future of employee interest representation in Britain against the broader European background. An attempt is made to define the character of interest representation in terms of the concepts of autonomy, legitimacy and efficacy. The core section of the article discusses recent and current developments with a focus on five themes: the level, structure, process, agenda and outcome of representation. A brief conclusion considers alternative scenarios and policy issues for employee representation. Underlying the whole discussion is the question: What future for (British) trade unions? The purpose of this paper has been to examine, on a pre-liminary basis, some of the implications of the international corporationunion interface for individual countries. It has been suggested that the impact of this interface will depend on the production strategy of the international corporation, the solidarity of the coalition of the unions in different countries, and the economic and political conditions prevailing in the individual countries. In order to gain a deeper understanding of the bargaining relationship between unions and international corporations, it is suggested that research will have to be conducted on the following topics: the industrial relations decision-making process of international firms, in particular the ways in which these firms react to international collective bargaining; the alternative strategies open to unions in international collective bargaining; the impact of international unionism and international firms on the industrial relations system of individual countries; the problems associated with international collective bargaining involving unions with different political ideologies; and the impact of international unionism on economic and political integration and the perception of national governments.  相似文献

This article examines the policy context within which Low Power Television (LPTV) has developed in the USA, analysing the political, legal, aesthetic and technical considerations used to determine station ownership preferences among competing applicants. Although only a few LPTV stations are in commercial operation, the FCC has received over 32 000 applications from community, minority and commercial interest groups from every state. Unfortunately, this impressive growth potential has been stalled amidst debates concerning the constitutionality of various policy models governing station licensing and operation. At stake in the debate over who should own these outlets are myriad political, social and economic interests among public and private concerns vying for airspace. If the government allows corporate interests to compete against or challenge minority applicants, LPTV may follow the lead of VHF TV with respect to ownership concentration and programme content. Conversely, policies favouring community and minority applicants should promote innovative programme ideas featuring local talent, and address local issues.  相似文献

Do British trade unions vary in their effectiveness in maintaining organization and membership in workplaces where they have an established bargaining presence? Do highly developed national union recruitment strategies and innovation in recruitment strategy boost consolidatory organizing and recruitment effectiveness (CORE)? Results suggest that (1) there is some variation in internal organising effectiveness between unions, and (2) national union innovation in recruitment policy is positively associated with internal organizing effectiveness where unions organize blue‐collar workers, but negatively associated with internal organizing effectiveness where unions organize white‐collar workers.  相似文献

Economic circumstances, employer strategies and the structure of trade unions and collective bargaining, constrain the realisation of policy objectives. There has been a growth of interest among industrial relations scholars in the functions of union leadership at both national and local levels. This paper presents a survey-based analysis of the impact of union leaders on member participation in Cypriot public-sector trade unions. It indicates that active leaders promote participation both directly and indirectly, through their influence on members' attitudes towards the union. The study emphasizes the importance of leadership in facilitating further understanding of member participation in trade unions.  相似文献

Using a common methodology, the effects of unions on wage levels and wage dispersion are estimated for two neighboring countries, Bolivia and Chile, and for the United States. The analysis shows that unions have broadly similar effects on the wage distribution within these three economies. The findings suggest that the political economy of unions, coupled with market constraints on labor costs, produce commonality in union wage effects that transcend other economic and institutional differences.  相似文献

This article examines the involvement of civil society organizations (CSOs) in UK industrial relations. Organizations of this type, including advocacy, campaigning, identity and community organizations have attracted increasing attention from employment relations scholars in recent years. The study reported in this article demonstrates that CSOs have become increasingly active in the sphere of work and employment, partly in response to trade union decline but also owing to political opportunities, afforded by the labour market policy of the New Labour government. It is claimed that CSOs operate at multiple levels of the industrial relations system and interact with the state, employers and trade unions. They generate significant effects within UK industrial relations and can rightly be judged significant ‘new actors’ on the UK employment scene.  相似文献
