The question we investigate empirically in this article is whether immigration makes the labour supply in the receiving country more responsive to regional differences in economic opportunities. The main merit of the paper is that we examine three stages in the regional mobility of refugees and labour immigrants: First, the settlement pattern of newly arrived immigrants, second, their subsequent mobility between regions and, third, their eventual exit from the regional labour market to abroad. The analyses apply to immigrants who arrived in Norway from 1995 to 2004. In all three stages, mobility is investigated with regard to its responsiveness to regional differences in wages and unemployment. The main finding is that, in all three stages, the geographical mobility of immigrants is sensitive to regional economic opportunities. In that sense, immigrants do “grease the wheels” of the labour markets, through all the three stages of mobility. The most robust results are found for regional unemployment differences. With regard to natives, we generally do not find any strong evidence for “greasing the wheels” effects.  相似文献

Abstract This paper presents a selective survey of the recent literature on labour market institutions and offers new empirical EU‐based evidence on the impact of labour market reforms on employment and labour market adjustment. Although the literature traditionally treats labour market institutions as exogenous, attention shifted recently towards understanding the underlying causes of specific institutional arrangements. As a consequence, the literature highlights the great importance of an efficient policy design exploiting these interactions wisely and identifies general principles for achieving an efficient policy design at both macro and micro levels. Although empirical evidence does not show a major change in terms of intensity of labour market reform after the setting of the Economic and Monetary Union and the creation of the euro, the reforms aiming at strengthening the labour market attachment of vulnerable groups tend to have been successful both in raising their employment and increasing labour market adjustment.  相似文献

In recent decades, the differences between the education and training systems in the liberal and coordinated market economies have increased. It is not possible to understand such different developments by focusing exclusively on the internal dynamics of vocational and general education systems. Vocational education and training (VET), and particularly apprenticeship systems rather than school‐based VET, are deeply embedded in the different national production, labour market, industrial relations and status systems. In order to contribute to a better understanding of the dynamics of VET, we examine recent developments in general and vocational training and its links to the labour and product market in five contrasting countries, namely, Denmark, Canada, Germany, Korea and the USA. In particular, differences in industrial relations, welfare states, income distribution and product markets are the main reason for the persistent high level of diversity in vocational training systems. The difference can perhaps be summarized as follows: in the coordinated market economies, the modernisation of vocational training is seen as a contribution to innovation in the economy, while in liberal market economies, it is seen as a siding into which weaker pupils can conveniently be shunted.  相似文献

  • The prospect of continued weak productivity growth and less support from rising labour supply means we are relatively gloomy about medium‐term growth prospects. Our forecasts show potential output growth of just 1.6% a year from 2017–2030. This would be well below the average of the decade prior to the financial crisis (2.7%) and in line with our estimate for the 2007 and 2016 period which included the global financial crisis.
  • We have become more pessimistic about the extent to which growth in total factor productivity is likely to accelerate. This is partly due to a judgement call that more of the weakness since the financial crisis reflects structural factors. Brexit is also likely to weigh on long‐term prospects, resulting in a degree of trade destruction and lower FDI inflows than would be the case were the UK to remain in the EU. Brexit is also likely to result in less capital deepening.
  • Demographic factors also point to weak potential output growth moving forwards. High levels of inward migration have mitigated the impact of an ageing population recently. However, immigration is likely to fall sharply over the next decade, as first an improving European labour market reduces incentives to migrate and then the UK Government adopts more restrictive immigration policy. We are also coming into a period where there will be fewer increases in state pension age than of late.
  • Since the mid‐1990s there has been a surge in the number of people going to university, resulting in strong contributions from human capital. But this will be less important moving forwards as university admissions reach a ceiling.
  • Stronger growth in potential output would be possible if Brexit results in trading arrangements which are closer to the status quo, or if policy is more ‘liberal’, than our baseline assumptions.

The weak performance of the Japanese economy since the 1990s has renewed the debate on the efficiency of its employment practices. Although actual changes have long trailed expectations, two major developments have taken place in recent years: a rise in non-regular employment and the introduction of performance-related pay (seikashugi). Both affect the internal labour market that has been crucial to human resource management in Japan. The first development diminishes its relevance and the second directly impacts its functioning. This paper discusses these changes and the factors that determine their character. Moreover, it argues that the changes are not just aligned with but also made possible by an important continuity in the support for the core practice of lifetime employment. What results is a story of institutional change and continuity which argues that the specific character of Japanese employment practices remains in spite of an apparent convergence.  相似文献

International migration, seen as a powerful force of truly global character that is shaping today's socio‐economic reality, is a highly controversial and politicised issue. This paper explores its ramifications in the context of a growing backlash against immigration across the rich world. Specifically, it argues that the free flow of people – like the free movement of goods and capital – is beneficial to developed and developing economies alike and, in doing so, shows how migration produces win–win outcomes. Thus the study, while admitting that inflows of foreign‐born workers pose challenges and entail trade‐offs, makes a case for the liberalisation of immigration policies. The paper deepens our understanding of the issues at hand and constitutes a voice in favour of liberal‐policy choices.  相似文献

The aim of this paper is to measure the potential effect of a family policy introduced in Spain in 2003 that provides working mothers with a monthly cash benefit of 100 euros per child aged under 3 years. We explore the effect of the policy on eligible women's labour market participation. In the tradition of the policy evaluation literature we use a difference-in-differences-in-differences (DDD) estimation approach. Our results support a small but significant positive effect of the policy. We find that since the implementation of the policy the labour market participation rate for mothers of children aged under 3 has risen by 3 percentage points compared to the rate for non-policy-eligible females. This represents 5% of their average labour market participation in 2002, the year before the policy was implemented. This overall policy effect is dominated by the effect of the policy among high school educated females.  相似文献

To what extent is labour market participation of mothers sensitive to economic incentives? We answer this question by studying the effect on labour market participation of a Norwegian family policy programme that clearly has affected the incentives to participate in the labour market of mothers with small children. From January 1999, all parents with one- and two-year-old children who did not use publicly subsidised day-care became entitled to a benefit, ‘Cash-for-Care’ (‘CFC’). The CFC reform has increased the price of publicly subsidised day-care relative to the price of own care. Economic theory of labour market participation postulates that the CFC reform would have a negative effect on labour market participation for the person most involved in childcare. The results show that the CFC reform has affected mothers' labour market participation negatively. The effects are much stronger for non-western immigrant mothers' than for native mothers. The results support the hypothesis that non-western immigrant mothers do react to changes in the relative prices of childcare and suggests that non-western female immigrants are quite responsive to changes in economic incentives.  相似文献

The standard public economics analysis of the welfare cost of labour income taxation is based on the estimation of labour supply functions that treat unemployed individuals as non-participants. This paper applies econometric models of multinomial discrete choice to the labour market, explicitly allowing individuals to be in any of three possible states (employment, unemployment and non-participation). Based on these estimates, we present calculations of the dead-weight loss (DWL) of taxes, which turn out to be larger than those suggested by the literature.  相似文献

  • Net inward migration from the EU has been running at record levels in recent years, although the steep increase in new National Insurance numbers issued suggests that the official data may be understating the level of immigration. There was a clear step up in inflows after both expansions of the EU into central and eastern Europe, while the relative strength of the UK labour market has been an important driver of the more recent rise in inflows.
  • High levels of immigration have helped to offset the impact of an ageing population and ensured that the UK has enjoyed stronger labour supply growth than many of its peers. With migrants typically being better educated than their UK‐born counterparts, the quality of the stock of labour has also improved, and migrants have been found to have a net positive fiscal impact.
  • But there have been some downsides, with evidence that high immigration has had a small dampening impact on wages. That migrants tend to head to London and the other southern regions over other destinations has exacerbated the imbalances in regional housing markets.
  • Given that a desire to have greater control over immigration is usually one of the key motivations for those favouring Brexit, a vote in favour of leaving the EU is likely to see the UK abandon the policy of free movement of labour. This would probably see the UK extend the points‐based system that it currently uses for non‐EU countries to include EU migrants.
  • Our modelling suggests that the adoption of a ‘populist’ immigration policy which lowers net inward migration by 60,000 a year could reduce the level of GDP by 1.1% in 2030 compared with our baseline forecast.

The absence of an adequate institutional structure explains why entrepreneurial capitalism did not automatically follow the collapse of central planning in the 1990s. It is a necessary function of a liberal state to provide a framework for the enforcement of private contractual terms. Beyond that basic need, other regulatory structures tend to emerge spontaneously through the force of mutual advantage and the test of social competence. In particular, institutions such as banking, the law, accountancy, insurance etc. exist to minimise the transactions costs which are inherent in a market economy.  相似文献

This article analyses recent empirical data to explain why the youth labour market has disappeared over the last 20 years. The findings demonstrate that some young people stayed in education to acquire credentials, while others did so merely as a substitute for unemployment. We study spatial changes in labour market inequality for US states and MSAs using Census and American Community Survey data between 1980 and 2010. We report evidence of significant spatial variations in education employment shares and in the college wage premium for US states and MSAs, and show that the pattern of shifts through time has resulted in increased spatial inequality. Because relative supply of college versus high school educated workers has risen faster at the spatial level in places with higher initial supply levels, we also report a strong persistence and increased inequality of spatial relative demand. Bigger relative demand increases are observed in more technologically advanced states that have experienced faster increases in R&D and computer usage, and in states where union decline has been fastest. Finally, we show the increased concentration of more educated workers into particular spatial locations and rising spatial wage inequality are important features of labour market polarization, as they have resulted in faster employment growth in high skill occupations, but also in a higher demand for low wage workers in low skill occupations. Overall, our spatial analysis complements research findings from labour economics on wage inequality trends and from urban economics on agglomeration effects connected to education and technology.  相似文献

An evolutionary approach to the delimitation of labour market areas: an empirical application for Chile. Spatial Economic Analysis. Labour market areas (LMAs) are argued to represent a more appropriate policy framework than administrative units for the analysis of spatial labour market activity. This article develops LMAs for Chile by applying an evolutionary computation approach. This innovative approach defines LMAs through an optimization process by maximization of internal cohesion, subject to restrictions of minimum levels of self-containment and population. To evaluate the appropriateness of the LMAs, comparative analyses are performed between alternative delimitations based on different parameter configurations of the proposed method versus administrative boundaries and the most widely used method for official LMA delimitation, the travel-to-work areas method.  相似文献

The objective of the study is to examine the impact of gender discrimination in education, health, and labour market on economic growth in a panel of 20 high-income OECD countries for the period of 1980–2015. In addition, the study proposed an index of pro-equality growth, which is flared with education, health, and labour market initiatives to promote economic growth. The results show that gender parity index for educational attainment significantly promotes economic growth while health and labour market required substantial policy reforms to reduce health and labour market inequalities to sustain long-term economic growth. The results classified three countries as highly equitable growth, one country for equitable growth, two countries are moderate growth, four countries are less equitable growth while remaining 10 countries fall in the category of inequitable growth, where greater inequality promotes economic growth on the cost of education, health, and labour market inequalities.  相似文献

We examine what has happened to earnings inequality and the returns to education in Ireland between 1987 and 1997. We find that while both increased between 1987 and 1994, the increases slowed dramatically between 1994 and 1997. We look to immigration as being a contributing factor to this pattern because a large group of skilled workers flowed into the Irish labour market between 1994 and 1997. We develop a model of the Irish labour market and use it to simulate the impact of an increase in skilled labour. The simulation suggests that immigration did indeed reduce earnings inequality. This result is an interesting corollary to work from the US that shows the immigration of unskilled workers' increasing earnings inequality.  相似文献

Coordination through collective bargaining is recognised as an influential determinant of labour market outcomes and macroeconomic performance. This article provides a systematic review of the empirical literature on the subject. What emerges from the review is that it is different types and coverage of bargaining coordination, rather than cross‐country variation in trade union density, that matter for economic performance. High levels of bargaining coverage tend to be associated with relatively poor economic performance, but this adverse relationship can be at least mitigated by high levels of bargaining coordination. In the absence of formal bargaining arrangements, economies often develop informal bargaining mechanisms whose effects are similar to those arising from formal bargaining provided they both operate at similar levels of coordination. The consequences of labour market coordination or absence thereof depend on the monetary policy regime as non‐accommodating monetary policy can eliminate some of the adverse unemployment consequences otherwise associated with industry‐level collective bargaining. Finally, bargaining coordination seems to matter most in times of rapid economic change rather than under more stable conditions. Overall, we conclude that it is the total ‘package’ of (formal and informal) labour market institutions that matters for the performance of the economy rather than unionisation as such or individual aspects of unionism.  相似文献

In a relatively short period of time, new immigration patterns have changed the geography of immigration of the EU15, bringing three old emigration countries, Ireland, Spain and Greece, to the forefront of the new immigration wave. This article studies the analogies and differences of the recent immigration experience of this group of countries, focusing on the demographic characteristics of the immigrants (origin, sex, gender and education), labour market insertion (wages, labour market segregation and quality of matching) and overall economic performance in terms of poverty rates.  相似文献

Immigrant and undocumented students face significant barriers in accessing and obtaining a postsecondary degree. The anti‐immigration agenda of the Trump administration and its impact on higher education made this issue of paramount concern. In this article, we review issues at the intersection of immigration and postsecondary education. First, we define the population of interest, with special attention to the differentiated rights of different groups. We argue for the policy significance of immigration for postsecondary education. Second, we provide an overview of the main identified barriers facing undocumented students in accessing postsecondary education. We then examine policies that have been adopted by states and by institutions of higher education to address some of those barriers. We conclude with policy recommendations to improve affordability, access, and success for undocumented students and argue for the inclusion of immigration status as a variable in research on equity in postsecondary education.  相似文献

The official Chinese labour market indicators have been seen as problematic given their small cyclical movement and their only partial capture of the labour force. In our paper, we build a monthly Chinese labour market conditions index (LMCI) using text analytics applied to Mainland Chinese-language newspapers over the period from 2003 to 2017. We use a supervised machine learning approach by training a support vector machine classification model. The information content and the forecast ability of our LMCI are tested against official labour market activity measures in wage and credit growth estimations. Surprisingly, one of our findings is that the much-maligned official labour market indicators do contain information. However, their information content is not robust and, in many cases, our LMCI can provide forecasts that are significantly superior. Moreover, regional disaggregation of the LMCI illustrates that labour conditions in the export-oriented coastal region are sensitive to export growth, while those in inland regions are not. This suggests that text analytics can, indeed, be used to extract useful labour market information from Chinese newspaper articles.  相似文献
