Recent work on dictatorship has focused on how repression is used by dictators to eradicate political opposition. This article examines evidence from one of the most important dictatorships of the twentieth century to suggest that this may tell only half the story. As Stalin's dictatorship progressed, repression was increasingly administered neither by the secret police nor the military—as in most dictatorships—but through the ordinary courts. The article proposes an explanation, one broadly consistent with Olson's hypothesis that Stalin was a ‘proprietary dictator’, an autocrat with a long time horizon who made major investments in public goods. Stalin's new form of property—‘socialist property'—was one such public good. To legitimize the new form of ownership, Stalin ruled that it should be enforced through the ordinary justice system, albeit initially with high levels of repression. The article also makes two further contributions. It shows, first, how Stalin's theft campaigns are a striking historical example of what happens when an unpopular law clashes with social norms, and of how it might backfire. Second, it demonstrates how, as property rights theorists would predict, the main objects of theft legislation are generic or homogeneous goods with few property attributes.  相似文献

This article scrutinises the significance of the most-favoured-nation (MFN) treaty in promoting the development of commercial activity and its results in transnational trade. As cardinal agents of trade policy, governments act as ‘umpires’ in formulating and guarding the rules of international trade, while the ‘players’ are private corporations which conduct commercial operations in the playing field of international trade. Within the framework of Finno-Japanese trade relations, the players established and developed their trade networks (corporate interconnections) regardless of the umpires and their official rules, meaning the commercial treaties. Through a close examination of the early trade policy relations between Finland and Japan along with the formation and development of the Finnish forest industry’s sales networks into the Japanese market in the early twentieth century, this study demonstrates that there was no explicit causal connection between MFN treaties and the evolution of the Finnish forest industry’s export efforts – and their results.  相似文献

Deindustrialisation, decline in manufacturing employment, gentrification, and the regeneration of inner urban areas characterized the experiences of many Western cities during the late twentieth century. In North America and Europe, economic and urban historians have studied these profound changes, but not so in Australia. This paper charts the decline of manufacturing in Melbourne's inner suburbs in the 1970s and 1980s and its replacement by, firstly, small-scale manufacturers catering to local niche markets, and later by ‘warehouse-style’ residential development.  相似文献

This article analyses female entrepreneurship in late Victorian and Edwardian England. Traditional views on female entrepreneurship in nineteenth‐ and twentieth‐century England point towards a decline in the number and relevance of women as business owners in comparison to the eighteenth century, and their retreat into a ‘separate sphere’ away from the world of trade and production. Recent studies, however, have deeply challenged this view, suggesting that women still played an important role as entrepreneurs during industrialization and beyond. Nevertheless, a number of questions remain unanswered with regard to the features of female entrepreneurship during these phases of British history, and issues such as scale of operation, attitude to risk, credit structure, and managerial styles are still widely debated. Using original sources, this article provides a novel view on these issues, analysing female entrepreneurship from the perspective of bankruptcy. Analysing statistics on women's bankruptcy derived from Board of Trade reports, as well as a sample of archival cases, this article argues that overall female business owners traded in ways similar to their male counterparts in terms of business size, risk‐taking, and, eventually, success.  相似文献

During the 1990s, ownership of China's listed firms remained stable: state entities remained in control of restructured state-owned enterprises since only a minority of shares were allowed to trade publicly and to be owned privately. However, since 1999, the ownership of China's listed firms has become more fluid due to the development of an off-exchange market in ‘legal person’ shares. This paper examines two such cases of ownership change. The case of Taitai's take-over of Lizhu shows that transfer of control is now occurring on a commercial basis. However, the Baiwen case shows that buy-outs are still being organized by government entities to support failing state firms. The deals suggest that while the government is using all means to restructure listed firms, rather than de-list them, it is also moving to create a competitive market in control.  相似文献

It is often thought that the arrival of the Black–Scholes–Merton (BSM) model of option pricing in the early 1970s allowed traders to understand how to price and value options with greater precision. However, our study suggests that interwar commodity options traders may have been able to intuit ‘fair’ value and to adjust their prices to changes in the market environment well before the advent of this innovative model. A scarcity of historical price data has limited empirical tests of option price efficiency well before BSM to studies of stock options in the 1870s and the early twentieth century which revealed contrasting findings. This study deals with option pricing in a different market—commodities—during the interwar period. We conclude that option prices were closer to their BSM theoretical values than prior studies suggest. Institutional differences between interwar commodity options markets and stock options markets in the 1870s and the early twentieth century may partly account for this result. Furthermore, we find that interwar option prices were no more mispriced than in modern times, and were as sensitive to changes in volatility—the key valuation parameter in the BSM model.  相似文献

This article presents estimates of industrial production in post‐Unification Italy's 69 provinces in the census years 1871, 1881, 1901, and 1911. Initially industry was largely artisanal, and located in the former political capitals; but even then the waterfalls of the subalpine north‐west attracted what factory industry there was. Contrary to widespread opinion, in the aftermath of Unification the industrial and overall growth leaders were actually in the south, where selected provinces reaped the gains from the freer foreign trade, and infrastructure investment, that accompanied the loss of independence. Over the later nineteenth century industry concentrated into the ‘industrial triangle’; but even there industrialization remained sharply local, and excluded the right bank of the upper Po. The early twentieth century, in turn, brought a measure of industrial diffusion—to the centre/north‐east, where it was tied to the production of perishables on recently improved land—and concentration within the north‐western triangle itself, into its major cities, as progress in energy transmission effectively moved the waterfalls into the plains.  相似文献

Mundell's trilemma theory says that capital flow, exchange rate stability, and monetary policy autonomy cannot be achieved simultaneously. Using monthly data from the People's Bank of China from 1999 to 2019, we find that the trilemma theory is not nearly as tight in China's practice as in theory, and the central bank can internally offset the effect of exchange rate volatility by ways other than the monetary base (such as central bank securities). Our results also indicate that, before 2012, monetary policy autonomy in China was weak due to the problem of ‘funds outstanding for foreign exchange’. With the reform of the Renminbi (RMB) exchange rate system in 2005, the effectiveness of central bank securities in compensating for the flow of foreign exchange reserves has gradually been strengthened in China.  相似文献

Nineteenth‐century US whites were taller than their mulatto and darker complexioned African‐American counterparts, a pattern known as the ‘Mulatto Advantage’. If this pattern was due to social preferences, fairer complexioned whites would have had greater body mass index (BMIs) values. This study shows that late nineteenth‐ and early twentieth‐century US BMIs differed by race, and darker complexions were associated with greater BMI values. Mulattos had greater BMI returns associated with socioeconomic characteristics, indicating that while blacks had greater BMIs than fairer complexioned whites and mulattos, part of the difference was offset by socioeconomic characteristics that favoured fairer complexions.  相似文献

Sub-Saharan Africa (SSA) has been absent from recent debates about comparative long-run growth owing to the lack of data on aggregate economic performance before 1950. This paper provides estimates of GDP per capita on an annual basis for eight Anglophone African economies for the period since 1885, raising new questions about previous characterizations of the region's economic performance. The new data show that many of these economies had levels of per capita income which were above subsistence by the early twentieth century, on a par with the largest economies in Asia until the 1980s. However, overall improvements in GDP per capita were limited by episodes of negative growth or “shrinking”, the scale and scope of which can be measured through annual data.  相似文献

In Korea, there is a large disparity between voting and cash flow rights (control–ownership disparity). Using firm‐level data from Korea for the 2004–2009 period, the present study examines whether control–ownership disparity influenced firm performance. Specifically, the study analyzes whether the effects of control–ownership disparity on firm performance vary according to the type of firm (publicly traded vs private firms) and to the major shareholder's ownership stake (greater than 50 percent vs less than or equal to 50 percent). According to the results, the negative effect of control–ownership disparity on firm performance was weaker for publicly traded firms, and control–ownership disparity had a negative effect on firm performance when the major shareholder's ownership stake exceeded 50 percent.  相似文献

Abstract

The article relates the ‘industrial breakthrough’ in Norway to the introduction of electricity in manufacturing production. Viewing electricity as a General Purpose Technology (GPT), the new device fostered advances across a broad spectrum of sectors. Several other key technologies (e.g., within chemical industries) also played their part. However, in Norway, electricity took an extraordinarily strong position. By presenting quantitative evidence of the electrification process, and relating it to annual estimates of employment, productivity and value added between 1896 and 1920, it is shown that the manufacturing sector was too small to form a ‘breakthrough’ before the turn of the century. It was not until the widespread introduction of electricity and electric motors gained some momentum in the first decades of the twentieth century that the economy become really industrialised.  相似文献

The early twentieth century constituted the heyday of the ‘breadwinner–homemaker’ household, characterized by a high degree of intra‐household functional specialization between paid and domestic work according to age, gender, and marital status. This article examines the links between formal workforce participation and access to resources for individualized discretionary spending in British working‐class households during the late 1930s, via an analysis of household leisure expenditures. Leisure spending is particularly salient to intra‐household resource allocation, as it constitutes one of the most highly prioritized areas of individualized expenditure, especially for young, single people. Using a database compiled from surviving returns to the Ministry of Labour's national 1937/8 working‐class expenditure survey, we examine leisure participation rates for over 600 households, using a detailed set of commercial leisure activities together with other relevant variables. We find that the employment status of family members other than the male breadwinner was a key factor influencing their access to commercial leisure. Our analysis thus supports the view that the breadwinner–homemaker household was characterized by strong power imbalances that concentrated resources—especially for individualized expenditures—in the hands of those family members who engaged in paid labour.  相似文献

Abstract

Since the publication in 1895 of George Wiebe's work, Zur Geschichte der Preisreuolution des XVI. und XVII. Jahrhunderts, 1 the ‘price revolution’ has been a generally accepted concept found in most historical textbooks. By the ‘price revolution’, Wiebe meant the general rise in commodity prices which occurred in western Europe during the 16th century, the primary cause of which according to him was the influx of silver from the new Spanish possessions in America. His explanation also came to be generally accepted, but perhaps an even more significant contribution to the influence which this book has wielded is the fact that he synthesized in readily usable form the price analyses in existence when he wrote, i.e. at the end of the 19th century. In the 1930s his tables still formed the basis of sweeping conclusions and generalizations.  相似文献

This study analyzes the effects of managerial ownership on the risk‐taking behavior of Korean and Japanese banks during the relatively regulated period of the late 1990s to the early 2000s. It finds that managerial ownership alone does not affect either the risk or the profit levels of Korean banks. In contrast, an increase in managerial ownership adds to the total risk of Japanese banks. However, increased risk‐taking behavior does not produce higher levels of profit for Japanese banks. The coefficients of the interaction term between franchise value and managerial ownership are negative and statistically significant for both the Korean and the Japanese banking industries. This means that an increase in managerial ownership in banks with high franchise values discourages risk‐taking behavior. The results confirm the disciplinary role of franchise value on the risk‐taking behavior of banks. These results also fall in line with previous literature supporting the moral hazard hypothesis based on research into the economies of the USA and other countries.  相似文献

Two distinct lines of research have been dedicated to empirically testing how financial reporting quality (measured as the earnings response coefficient or ERC) is associated with management's choice of reporting bias and with audit quality. However, researchers have yet to consider how ERCs are affected by either the auditor's reaction to changes in the manager's reporting bias or the manager's reaction to changes in audit quality. Our study provides theoretical guidance on these interrelations and how changes in the manager's or the auditor's incentives affect both reporting bias and audit quality. Specifically, when the manager's cost (benefit) of reporting bias increases (decreases), we find that expected bias decreases, inducing the auditor to react by reducing audit quality. Because we also find that the association between expected audit quality and ERCs is always positive, changes in managerial incentives for biased reporting lead to a positive association between ERCs and expected reporting bias. When the cost of auditing decreases or the cost of auditor liability increases, we find that expected audit quality increases, inducing the manager to react by decreasing reporting bias. In this case, changes in the costs of audit quality lead to a negative association between ERCs and expected reporting bias. Finally, we demonstrate the impact of our theoretical findings by focusing on the empirical observations documented in the extant literature on managerial ownership and accounting expertise on the audit committee. In light of our framework, we provide new interpretations of these empirical observations and new predictions for future research.  相似文献

Abstract

Dr. Oredsson's extremely able and original doctoral dissertation! is concerned primarily with the issue of state versus private railway policy in certain countries. So far as Finland is concerned, he confines himself to strategic considerations, dismissing the subject of ownership with the statement: ‘All railways of major importance were built by the State’ (p. 23). The impression gained by the reader is that from the outset State ownership was regarded as self-evident in Finland. This, however, was not the case. My intention in this note is not to criticise Oredsson, but to supplement his account of the railway policy of Sweden's eastern neighbour.  相似文献

At the turn of the twentieth century, Swedish health insurance was organised according to the Western European models of both voluntary, ‘fraternal’ principles and compulsory, ‘factory scheme’ principles. In this paper, we trace the characteristics of both organisational forms, and compare the sickness absence by considering the role of risk selection and mitigation across a large panel of voluntary and compulsory health insurance societies operating in Sweden between 1900 and 1910. We find that voluntary societies used a wide set of rules and practices in order to select and monitor members in order to keep down the number of sick cases. Compulsory societies applied shorter waiting periods and offered more medical treatment, leading to more frequent but shorter sickness absences.  相似文献

Abstract: The governments of low income countries should be giving more attention to ‘industrial policy’ than they and the aid donors have given in the past quarter century. (‘Industrial policy’ means any sectorally or activity‐targeted interventions, including in agriculture and services.) The first step is to discard the common assumption that industrial policy is about ‘picking winners’. The second step is to realize that industrial policy can be done ‘big’ or ‘small’, and by ‘leading the market’ or by ‘following the market’. It can be tailored to the available resources and state capacity. The third step is to see that the key issues of industrial policy are less to do with ‘what activities should be encouraged?’, or ‘what sorts of policy instruments are best?’, and more to do with, ‘how do we organize a process of discovery of sensible objectives and policies?’, and ‘how do we organize a constant nudging of producers to upgrade, diversify, link up with foreign firms?’ (where the nudging effort has to be targeted at some activities and sectors more than others). The paper illustrates with East Asian examples. One of the good effects of the current global crisis is that it has shaken confidence in the virtues of lightly regulated markets and free capital movements, and opened the way to a less ideologically charged debate about the role of the state in development—in which thinking is not precluded by easy jeers like ‘governments can't pick winners’ or ‘maybe the East Asians can do it but you can’t, so you have nothing to learn about industrial policy from them’.  相似文献

The Ulama Council of Indonesia (MUI) is an advisory body with a nationwide network of branches that produces fatwa ‘to guide the Islamic community and the government’. Nominally an independent NGO, MUI has always had a complex and mutually dependent relationship with the state, which established it and funds it. This paper describes regulatory changes since Soeharto's fall in 1998 that have expanded MUI's formal role in the state system for the administration of Islamic legal traditions and, in particular, the ‘syariah economy’. These changes have heightened MUI's influence and the legal authority of its fatwa, granting it new institutional roles (and, in some cases, monopolies) in relation to halal certification, Islamic finance and the haj pilgrimage. MUI has now begun to accrue quasi-legislative powers resembling those enjoyed by state ulama councils and state Muftis elsewhere in Southeast Asia, but not previously available to any modern Indonesian fatwa-producing body.  相似文献
