Rural Malawi is largely characterised by high levels of poverty, unemployment and high population densities. It is also seen as the ‘warm heart of Africa’, which, together with its abundant natural resources, makes it an excellent destination for international ecotourists. This paper looks at the impact of ecotourism employment on poverty reduction and the flow of ecotourism income into the villages adjacent to Liwonde National Park. Extensive questionnaire surveys were conducted with staff employed in ecotourism as well as with rural households in the villages adjacent to the Park. Comparisons of household income and social welfare highlight the important role of ecotourism employment in lifting people in these rural villages above the poverty line. Household spending patterns illustrate the flow of income from ecotourism into the local economy and the important impact of this on local socio-economic development. Suggestions for increasing local multiplier effects of ecotourism are put forward.  相似文献

More than two decades since the advent of democracy in South Africa, the place of small-scale agriculture in rural development, poverty alleviation and food security remains ambiguous and highly contested. However, there is now some new evidence that official income poverty estimates in South Africa may be underestimating the contribution of rural, land-based livelihoods when measuring household well-being. This paper aims to explore this possibility further by identifying how household production activities are associated with improved food security among rural Eastern Cape households in the former homelands. The analysis is based on data from Statistics South Africa’s 2008/9 Living Conditions Survey and its annual General Household Surveys. In adopting a food poverty lens, the findings suggest that hunger levels are lower among farming households in the Eastern Cape even though a higher percentage of these households (relative to non-farming households) live below the national food poverty line. The paper concludes by discussing some implications for policy.  相似文献

This note demonstrates empirically the importance of urban-rural price differences and inflation figures in poverty analysis. Using data from the National Socio-Economic Survey (Survei Sosial Ekonomi Nasional, widely known as Susenas), it shows that the urban-rural food price differential during the period 1987–96 was 13–16%, not 28–52% as impli by the ‘official’ food poverty lines. The urban–rural poverty comparisons and the components of change in simulated poverty estimates presented here therefore differ from those based on the ‘official’ figures. They indicate that migration to urban areas between 1987 and 1996 accounts for a significant part of the observed decline in poverty. The paper concludes that it is essential to use accurate urban–rural cost of living differences in deriving aggregate, urban and rural poverty estimates.  相似文献

This paper describes the impacts that three shocks in the Okavango Delta, Botswana, have had on rural livelihoods: the desiccation of river channels, animal diseases, and HIV/AIDS. Primary data was collected from five study areas, using formal questionnaire interviews and focus group discussions. The paper reveals the adverse effects on rural livelihoods. It describes the way households have been exposed to poverty and vulnerability and the various ways they have coped or adapted, such as by re-allocating their labour, liquidating their assets to cover medical expenses and funeral costs, reducing the area ploughed for crops, hiring labour, digging wells and switching from flood recession agriculture to dryland farming. The Botswana government has provided safety nets to help households cope, but this paper recommends that people's responses to these shocks should be taken into account in future policy and programme formulation.  相似文献

To understand income inequality and poverty, one must go beyond the important and much‐studied differences rural and urban living and investigate inequalities within rural areas. Using new South African data aggregated by ‘traditional authorities’, this article examines variations in per capita income across poor, rural, mostly black areas of KwaZulu‐Natal (KZN) province. The inequalities are significant. In explaining them, the article examines the importance of such variables as education, proportion of females in the resident population, population density, soil quality and rainfall. A geographical information system is used to map both the raw data and the residuals from a regression analysis, and this combination of statistical and geographical analyses yields new insights. Finally, the article suggests how these techniques might be supplemented by qualitative and quantitative studies of ‘overachieving’ and ‘underachieving’ traditional authorities ‐ those whose incomes per capita are well above or below what regression equations would predict.  相似文献

Abstract: Women constitute the majority of rural dwellers experiencing the worst effects of poverty while carrying the responsibility of securing a living for their households. Historically, rural women have practised a multiplicity of livelihoods that have always remained survivalist and less effective in generating cash income. However, well‐intended state interventions through Poverty Alleviation Programme (PAP) projects for women's empowerment have instead removed women from their practice of survivalist livelihoods without offering them the necessary enabling conditions to establish independent biographies for practice of ‘modern’ cash generating strategies. Based on a systematic sample of 177 households and interviews with women in Ga‐Ramogale, this article concludes that PAP projects have, rather than empowering women for sustainable participation in rural development, deepened their poverty and deprivation by enticing them away from the practice of livelihoods for which they had developed experience, skills and knowledge over years, and thereby effectively engendering increased reliance on dependency‐oriented livelihoods.  相似文献

This paper studies the impact of taxation on poverty and ex ante vulnerability of households in rural China based on national household survey data in 1988, 1995 and 2002. It has been confirmed that (i) poverty and vulnerability have reduced significantly with a great deal of geographical disparity; (ii) education, land, and access to infrastructure and irrigation facilities are the key factors to reduce vulnerability; and (iii) the highly regressive tax system increased farmers’ poverty and vulnerability. The abolishment of rural tax since 2006 would thus have a significant negative impact on both poverty and vulnerability of rural households.  相似文献

Agricultural Technology, Crop Income, and Poverty Alleviation in Uganda   总被引:1,自引:0,他引:1  
This paper evaluates the ex post impact of adopting improved groundnut varieties on crop income and poverty in rural Uganda. The study utilizes cross-sectional data of 927 households, collected in 2006, from seven districts in Uganda. Using propensity score matching methods, we find that adopting improved groundnut varieties (technology) significantly increases crop income and reduces poverty. The positive and significant impact on crop income is consistent with the perceived role of new agricultural technologies in reducing rural poverty through increased farm household income. This study supports broader investment in agriculture research to address vital development challenges. Reaching the poor with better technologies however requires policy support for improving extension efforts, access to seeds and market outlets that simulate adoption.  相似文献

One of the key interventions aimed at improving the welfare of South African households has been local government's provision of a package of free basic municipal services to poor households. It is, however, not completely clear how different municipalities identify households that are eligible for these services. Evidence suggests that many municipalities currently provide services to all households with a monthly income of less than R1500 a month. This ‘free basic services poverty line’ is, however, low in comparison with a number of unofficial poverty lines used by policymakers and researchers in South Africa. This paper considers the impact of increasing the value of the free basic services line, in terms of the additional share and number of households eligible for support and the additional financial cost. We find that urban municipalities would face the steepest increases in their free basic services budgets with any potential increase in the free basic services poverty line.  相似文献

To identify poor households, the government of Vietnam applies a combination of proxy means tests and quick collection of income data. This paper examines how well the government's poverty identification reaches the really poor in Vietnam. It is found that there is a large difference between the poverty rate for provinces and districts reported by the government and the rates estimated using expenditure and income data from independent household surveys. There is also a large difference between the poverty status of households identified by local authorities and the poverty status identified by income or expenditure data. More than 50 per cent of the poor households identified by local authorities are not poor in terms of income or expenditure measures. A better identification approach would be to use only proxy means tests and not income data collected using the simple questionnaire.  相似文献

This article analyzes the evolution of rural nonfarm employment (RNFE) and income in Chile during 1990–96. The data used come from the National Socioeconomic Survey (CASEN), and from a household survey undertaken by the authors in two municipalities in 1999. The latter contrasted two zones, very different in terms of economic dynamism and rural poverty. We show that during the period, RNFE and incomes increased 10% and 18%, respectively, in 1996, reaching 39% of rural employment and 41% of rural incomes. The rate of multiactivity (the share of households participating in more than one sector) was only 20%, lower than expected, indicating a tendency toward economic specialization in rural income strategies. The determinants of such employment are mainly household characteristics, in particular variables related to human capital, such as the age and gender of the household head, and the schooling of the household members, although also important are access to credit and physical capital. The level of nonfarm income of rural households is determined mainly by the economic context, in particular the economic level and dynamism of the overall zone and the quality of the roads. It is proposed that policies to develop RNFE should be geared to zone characteristics, and should in general favor investments in education, in roads, and in access to credit. Moreover, households headed by women should be the object of special attention. To promote such policies, it will be necessary to address important gaps and weaknesses in the public institutional structure.  相似文献

Provision of low-wage menial employment through public works schemes promises to provide low cost targeting of the poor, especially in rural areas where instruments for income transfer are scarce. Findings from survey-based studies in rural Botswana and Kenya show that the working poor are more willing to participate in public works schemes, especially those with few assets and limited access to private income transfers. Access to short-term employment through these schemes appears to improve the net income of the very poor and decrease poverty among the rural poor. The significant number of nonpoor in the schemes, indicates however a need for improving poverty targeting through setting wage rates that closely reflect the labor supply characteristics of the poor in rural labor markets. In addition, these schemes have to be complemented with other income-transfer interventions to ensure that the poor who fail to meet work requirements are not excluded from public assistance.  相似文献

We investigate how financial permeation affects rural poverty reduction by matching representative county household data with the local banking market, FinTech development, and county characteristics data from China. We discover that financial permeation via bank branch expansion boosts household income and mitigates household vulnerability to poverty, and these effects are magnified on lower-income and more vulnerable households, especially in impoverished counties. Further considering the potential substitution effect of FinTech, we verify that enhancing financial permeation via bank branch expansion still matters to rural poverty reduction even in the digital era. Exploring the channels, we find that financial permeation accelerates rural poverty reduction directly through improving financial utilization and motivating investment activities and indirectly through spurring local economic growth. Notably, the more pronounced marginal effects of the channels on households in impoverished counties, to some extent, explain the poverty reduction effect of financial permeation. The results imply the necessity of financial permeation via bank branch expansion for the realization of shared prosperity.  相似文献

While the importance of financial inclusion as a means of poverty and income inequality reduction has long been recognised, the paths to welfare enhancement and income equality through financial inclusion remain partially acknowledged. Using micro-level data on 1 750 rural Nigerian households, this study examines the finance-welfare nexus by constructing a multi-variable financial inclusion index. The results first show that financial inclusion exerts a strong positive influence on household welfare. However, the decomposition analysis shows that middle- and high-income households gain more from financial inclusion in comparison to the targeted low-income households. Second, informal livelihood strategies, such as environmental resource extraction, crops, and livestock production, revealed reduced welfare disparities across income distributions. Therefore, for financial inclusion to alleviate welfare inequality and ensure income convergence, rural financial markets must be redesigned to allow wider access to credit, specifically for low-income and vulnerable households.  相似文献

This paper provides an overview of poverty and inequality in post-war Rwanda. Rwanda is one of the poorest countries in the world, and has recently become one of the most unequal. High levels of poverty and inequality have important implications not only in terms of evaluations of social welfare, but also for management of social tensions and the propensity for violent conflict in the future. This paper uses the first two available and nationally representative rounds of household surveys –EICV1 2000 and EICV2 2005 – to decompose and identify the major ‘sources' of poverty and inequality in the country. I find stark differences in vulnerability to poverty by region, gender and widow status of the head of household. I additionally find important changes in the ‘income generating functions' of Rwandan households, and that distribution of land and financial assets are increasingly important in determining the inter-household distribution of income.  相似文献

Botswana embarked on privatisation in 2000 but the programme is yet to be implemented. The objectives of privatisation are to promote citizen economic empowerment and to benefit all. Admittedly, these are well-intended objectives. However, we pose a question: ‘How are these objectives going to be achieved?’ To answer this question, this paper audits the Privatisation Policy of Botswana and Privatisation Master Plan to assess the extent to which they are gender inclusive, and concludes that they are gender blind and do not address the gender dimensions of privatisation. The paper also reviews secondary data such as poverty maps and concludes that women suffer socio-economic disenfranchisement and would not equally benefit from privatisation. In addition, women would disproportionately suffer its adverse effects. For privatisation to produce fair outcomes, there is a need to make it gender inclusive. Making it gender inclusive would ensure the participation and empowerment of socio-economic minorities such as women.  相似文献

采用2000~2005年全国26个省市区的面板数据,利用固定效应模型,分析了该时间段内我国农户家庭经营纯收入、工资性收入、财产性收入及转移性收入对农村贫困缓解的影响。同时,利用面板数据模型进一步分析了东、中、西部地区各种收入对本区域贫困缓解的影响。研究结论表明:家庭经营纯收入是我国农村贫困缓解的主要因素;与东、中部地区比较而言,西部地区贫困的缓解更加依赖于家庭经营纯收入,工资性收入对西部地区贫困缓解的效应强于中部地区。  相似文献

近年来,学者和政策制定者逐渐将贫困的研究视角从单一的收入贫困扩展到多维贫困。文章基于CFPS的2010年基线调查数据,采取Alkire和Foster提出的双界限方法,根据《中国农村扶贫开发纲要(2011-2020)》提出的目标任务选取贫困维度,对我国农村的多维贫困进行了测度,并对测度结果进行了稳健性分析。测度结果表明,我国农村多维贫困状况比收入贫困状况恶劣。维度分解结果表明,社会保障和生活质量等维度的剥夺情况比较严重。地区分解结果显示,西部地区被剥夺状况高于中、西部地区。稳健性分析结果显示,测度结果对权重的选取是稳健的。因此,我国在此10年中,应从多维视角识别农村贫困,有针对性地提高扶贫政策的有效性。  相似文献

金融普惠可以提高减贫质量吗?——基于多维贫困的分析   总被引:1,自引:0,他引:1  
切实提高减贫质量对我国打赢打好脱贫攻坚战和守住脱贫成果至关重要。金融普惠作为当前我国金融改革和脱贫攻坚的重要举措,是否有助于提高减贫质量仍是有待回答的问题。文章基于中国家庭金融调查2015年数据,从多维贫困和多维贫困脆弱性两方面出发研究了金融普惠对我国农村减贫质量的影响。研究发现,金融普惠可以同时降低农村家庭多维贫困和多维贫困脆弱性,并且对多维贫困问题严重的农村家庭有更大的作用;区分不同贫困和不同金融服务发现,金融普惠可以显著降低收入贫困、教育贫困及生活质量贫困,对健康贫困的影响则不显著;银行营业网点与金融服务点渗透、以及储蓄、贷款、保险及数字金融服务使用可以提高减贫质量,而其他金融机构渗透、信用卡使用及银行服务评价的作用相对有限。进一步地,文章研究了金融普惠减贫质量效应的环境条件,发现村庄市场及制度环境和家庭需求环境改善有助于充分发挥金融普惠的积极作用,相反则可能构成一定的制约。最后,文章检验了金融普惠的影响机制,发现促进农村家庭人力与物质资本积累、以及地区经济发展等在其中发挥了重要的中介作用。文章结论为我国提高减贫质量提供了可靠的政策工具,同时也可促进我国全面建成小康社会和经济实现高质量发展。  相似文献
