Amid ongoing debates about institutions and development, the importance of informal institutions (or norms) is widely recognised. Relatively little, however, is known about how informal institutions form and persist over time in particular contexts. This paper combines a concern with the process of informal institutionalisation and a focus on everyday politics in urban areas. Drawing on a comparative study of Kampala (Uganda) and Kigali (Rwanda), it argues that in the former the regular mobilisation of urban social groups into protests and riots has institutionalised what might be termed “noise” as the most meaningful form of political participation. In Kigali, by contrast, comparatively “silent” processes of collective mobilisation that involve structured activities and community “self-policing” have become institutionalised. The paper analyses these differential patterns, considering the tacit norms of negotiation in each case and the incentives for urban social and political actors to adhere to them.  相似文献

It is often assumed that social protection leads to social inclusion and other well-being indicators. Yet evidence of this impact is weak. Cash transfers are a social protection tool designed to reduce poverty which can also have an impact on human development indicators such as health and education. In the district of Sarlahi, Nepal, cash transfer amounts are too low to improve health and education opportunities or productive pursuits and thus to break the inter-generational cycle of poverty. However, the transfer allows beneficiaries to participate more in community activities, increases their access to information and social networks, and enhances the social contract and people's relationship with the state. This breaks down some of the invisible barriers that perpetuate exclusion. Paying cash transfers in Nepal kick-starts other processes of inclusion and well-being that are hard to overcome by other means because they are invisible, denied and relational. The findings reveal that universal transfers generate perceptions of equality for beneficiaries who value receiving the same thing from the state as the rich. Yet being treated the same as the well-off will not necessarily lead to equal opportunities, poverty reduction or improved local governance. Cash transfers can facilitate social inclusion but are not enough alone to achieve substantive inclusion.  相似文献

This paper examines the relationship between capabilities, well-being and the impact of development efforts in Afghanistan. Using data from a nationally representative survey, it is argued that very vulnerable groups maintain a positive perception of well-being by referring to collective values and practices. The data suggest that deprivation of individual basic capabilities does not systematically lead to a low perception of well-being if individuals have access to other capabilities such as love, care and participation in community affairs. Nevertheless, access to basic capabilities remains crucial in order to ensure that social norms and expectations cease to constitute constraints and become factors through which agency and empowerment are enhanced. The results also show the dangers of tackling inequalities by designing policies that target individuals isolated from the group.  相似文献

Human and Social Capital in Rural Development – EU and US Perspectives
Human and social capital play critical roles in rural development, in both the US and Europe. The development of these resources at the individual and community levels is both an ultimate goal of sustainable rural development (RD), and a key means to pursue it. Rural areas face a range of specific issues and challenges for human and social capital. In this article we examine some of these, finding similarity in many issues faced by EU and US rural areas, including the trend toward counter-urbanization in some locations. We also give examples of some apparently useful policy and grass-root approaches in the EU and US used to support farmers and in some cases rural people more generally. We assert that the US lags behind the EU in recognising the value of social capital development, but that it could learn from EU experience in terms of alternative approaches and their successes or failures. Traditionally, policies which promote the enhancement of rural human capital and strengthen social capital in rural areas have failed to attract large-scale RD funding or prominence. They have, however, gained in credibility, and influence within the policy rhetoric, in recent years. We suggest that they deserve a higher profile in RD policies given likely future trends and challenges.  相似文献

This paper analyzes primary qualitative evidence from life histories of rural capitalists in contemporary Senegal. Various common themes in the declining literature on rural capitalism in Africa are discussed with reference to the specific individual trajectories of rural farm capitalists in Senegal. The themes include the emergence of rural capitalism in the context of protracted, uneven and gradual rural social differentiation and the various processes that have accompanied it; the condition of 'entrepreneurship' in such changing historical contexts; the symbiotic relationship between different spaces (loci) of accumulation, especially trade, transport and farming and the historical context in which they take place; the crucial but sometimes contradictory role of the state in spurring or constraining rural capitalist accumulation; and the variety of 'idioms of accumulation', which reflect transitions and synthesis between non-capitalist and capitalist forms of labour surplus appropriation at the level of individual capitalists, despite some uniformity in the general logic of capital and the spread of capitalist relations of production and exchange. The paper also discusses the methodological power and limitations of oral narratives as a method to gather evidence on long-term processes of agrarian change and accumulation in rural Africa. Finally, the life histories shed some light on the origins of rural capitalists and show that there is a combination of instances of 'capitalism from above' and 'from below' but that no dominant pattern can be clearly discerned at least in the space of one or two generations.  相似文献

Abstract

Consumers seem to have a reduced preference to buy fruits and vegetables with unusual appearance, products with damaged package and close to the expiration date, usually called suboptimal food products. However, this pattern of behavior is an important contributor to food waste levels. Interventions aimed at encouraging the purchase of suboptimal food are scarce, however, needed. Across two studies, we investigated the effect of social norms in driving suboptimal food consumption. Additionally, it was tested if food waste problem awareness is the underlying mechanism in the relationship between social norms and intention to buy suboptimal food. Results show that appeals employing social norms positively affect purchases intentions toward the products. Moreover, food waste problem awareness mediates the effect of social norms on intentions to purchase the product with an unusual appearance. We discuss how social norms can be used to tackle food waste and implications for marketing and policy actions.  相似文献

Based on quantitative and qualitative fieldwork, this paper analyses how internal and international out-migration of men has affected the position of women left behind in a rural area in southern Morocco. The results generally refute the hypothesis that migration changes gender roles. Although international migration and remittances enable women and their families to live more comfortable and secure lives, internal migration often coincides with increasing workloads and uncertainty. Although their husbands' migration leads to a temporary increase in the tasks and responsibilities of women, this new role is generally perceived as a burden and should therefore not be equated with emancipation in the meaning of making independent choices against prevailing gender norms. In a classical “patriarchal bargain”, women prefer to avoid overt rule-breaking in order to secure their social position. Significant improvements in the position of rural women are primarily the result of general social and cultural change, although migration might have played an indirect, accelerating role in these processes.  相似文献

In response to Cecile Jackson's article, I argue here that Jackson has seriously misrepresented my work, often attributing to me the opposite of what I have said, and turned nuanced and balanced formulations into one-sided extremes. I seek to correct the important misrepresentations, as well as outline my substantive differences with Jackson. In particular, her argument that women should not claim family land for risk of destabilizing family relations could, by extension, have deeply conservative implications for all forms of women's struggles to enhance their freedoms and capabilities. In many South Asian communities, conflict is equally inherent in women choosing their own marriage partners or professions, or seeking gender-equal education, or wanting freedom of reproductive choice or free public interaction. The fear of family conflict could tie women down on numerous such counts as well. Jackson also overextends the resistance to women's claims in family land by treating South Asia as a uniform entity. The analysis in my book on this subject shows a substantial regional variability in kinship structures and social norms, which would make for much less resistance in southern South Asia than in the north, providing promising initial avenues for extending women's land claims. Also, unlike Jackson, I do not locate the process of women acquiring land rights in each woman's isolated struggle within the family, but in a collective struggle that seeks to build support across multiple tiers of society.  相似文献

This is a study of the economic effects on farming of building a reservoir and an atomic power station in two rural areas in North Wales. Whilst these schemes undoubtedly caused much unpleasantness and serious difficulties which should not be understated and overlooked, their economic effects were not as drastic and detrimental as was at first feared by the farming community and others concerned with their well-being. In retrospect their predominant effect was the speeding up of a process of readjustment which was already taking place, for which most of the remaining farmers may well be grateful and which those more seriously affected probably now regard as an unpleasant experience which was inevitable but which came rather suddenly. There are many lessons to be learnt from the history of these schemes. In particular, the methods of assessing both the value of land acquired compulsorily for development and the amount of compensation payable for disturbance need reviewing, in order that they may be related more closely to economic and social realities.  相似文献

Strategic partnerships between universities and declining urban neighborhoods with limited resources have resulted in some innovative and forward-thinking approaches to land use and planning. These approaches respond to the impacts of boom-and-bust through the implementation of problem-based solutions and have spurred development to make communities more resilient. The university-community partnerships and engagements have multiple goals, including increasing university responsiveness to local needs, stimulating real-world change, and preparing students to effectively address complex social challenges (Dorado and Giles, 2004). However, such approaches are complicated by a variety of factors, including stakeholder expectations, power imbalances, and the conflicting goals of educators and community members (Mansuri and Rao, 2004). While the benefits of service-learning programs to universities are well documented, the benefits of such higher education partnerships to community participants are not as well known (Netshandama, 2010). Successful engagements seem to require community involvement and decision-making authority at every phase, mutual accountability, and trust (Winkler, 2013). This paper refers to a series of case studies of community engagement and neighborhood empowerment that involved the development of a collective sustainable plan/vision for declining inner-city neighborhoods with limited resources. This participatory form of local community development combines and goes beyond spatial planning and land use tools to demonstrate in some depth how an “inside the neighborhood” approach can make communities less vulnerable to boom-and-bust cycles. These neighborhoods, located in Columbus, Ohio, have seen tremendous declines in population and economy over the past years because of significant losses in manufacturing jobs. The case studies can inspire communities and demonstrate that service learning has the potential to provide communities with place-specific guidelines and recommendations that improve the quality of life for residents; but their implementation requires a collective effort that goes beyond the classroom.  相似文献

Tourism represents a fundamental economic strategy for many cities, regions and countries around the world. Yet, it is also one of the main drivers of global environmental change and may have deleterious effects on a number of critical environmental vectors such as water. The development of tourism in Mediterranean region raises special concerns regarding water because of summer droughts and large concentrations of seasonal tourists. Nevertheless, tourist destinations are far from being homogeneous in their consumption of water and other resources. In this paper we argue that dense, high rise tourist centers tend to use comparatively less water than disperse, low density residential resorts, taking the case of Benidorm and the Alicante coast (Mediterranean Spain) as examples. Thus we seek to illustrate how water consumption may differ substantially depending on the predominant tourist land use patterns and their associated different densities (i.e., campsites, hotels, holiday resorts, apartments, residential homes, etc.). The observed different water consumption patterns reaffirm the heterogeneous nature and impacts of tourist activities and corroborate that density is a crucial variable for understanding the economic, social, and environmental effects of tourism.  相似文献

Drawing on the counterurbanisation and rural gentrification literature, in this paper we seek to contribute to understanding residents’ perspectives on the balance between housing and environment in rural localities. Migration and socio-cultural change in rural localities provide a key driver underpinning land-use and housing policy, by not only underpinning the reconfiguration of rural housing markets and housing demand, but also by introducing a new mix of attitudes and social aspirations in rural localities that increasingly frame rural planning debates. Using Ireland as a case study, we firstly explore the nature of rural migration processes arguing that rural mobilities are complex and nuanced, involving counterurban service-class movements but also local, lateral and return migration. Secondly, we test the hypothesis that the residential status (i.e. long term or newcomer) and social class status ascribed to rural residents have an impact on their views on planning and housing. While differences in attitudes are present, there was also a high degree of similarity between different groups with respect to accommodating new housing in rural localities. This reflects both a period of rapid rural change in Ireland, but also is indicative of the nature of rural migration processes whereby recent movers to rural areas may hold similar values and norms to the established local community.  相似文献

Community forestry enterprises (CFEs) have gained considerable traction with rural development and forestry practitioners as models for community development, poverty alleviation, and conservation. This paper uses New Institutional Economic theory to identify the key organizational features and potential inherent weaknesses of CFEs. NIE theory focuses on arguments of economic efficiency, specifically transaction cost reductions that serve as incentives for collective action by groups of owners. Examples are given to show how the organization of CFEs reduced transaction costs stemming from interactions with industrial loggers and service providers. However, the creation of these community enterprises goes beyond simple transaction cost reductions and economic justifications. Additional unquantifiable benefits, such as self-determination, control over resources that communities have historically used, application of acquired skills, political representation, and application of acquired skills to name a few, are also secured through community ownership. These benefits however do not come without a cost. As enterprises where ownership rights are incomplete or ill-defined and which do not operate with the incentives of investor-owned firms, CFEs have little to no initial capital pool and experience considerable investment limitations due to limited wealth, horizon problems, and unsolved issues with moral hazard vis-à-vis banks. CFEs also face important management and collective decision-making challenges. In spite of their institutional weaknesses, it is apparent that many societies have decided that the benefits of community ownership far outweigh their ownership costs. State intervention and policy have played an important role in building the necessary supportive framework for the development of these enterprises. NIE as a dominant model for understanding alternative entrepreneurial forms was useful for identifying some important aspects of CFEs that, in a profit-driven economy, can constitute weaknesses that place them at a disadvantage with investor-owned firms. This analysis informs where policy should be targeted if CFEs are to be supported and fostered.  相似文献

Sustainable development is the underlying policy behind the community right to buy land in rural Scotland enshrined in the Land Reform (Scotland) Act 2003, Part 2. The Act explicitly requires communities wishing to exercise the right to buy to have sustainable development at the heart of their community body and all their plans for the land. This paper examines the role and interpretation of sustainable development in the CRB. Since the Act was passed three administrations have headed up the Scottish government and sustainable development issues and strategies for Scotland have been aired in four important and distinctive policy documents showing that it is still very much an evolving concept in Scottish politics. The current administration has adopted the most econocentric approach yet seen in the UK, focusing on sustainable economic growth. Meanwhile, the community right to buy has developed its own sustainable development agenda. This review of decisions taken under the legislation illustrates that a diverse range of community ownership plans have been deemed consistent with sustainable development, from creation of sports facilities to preservation of castles, lighthouses and village greens. A range of economic, social and environmental objectives have been approved. On the other hand, communities that fail to adopt the ‘right’ approach to the principle will not be successful in using the legislation.  相似文献

Hydraulic engineering projects have traditionally been carried out from a predominantly technical point of view, which on occasions ignores the needs of the territory in which they are based and the possibilities that water resources provide as a development factor.The implementation of projects that were not adequately suited to the needs of the environment and its population has led to many issues that have directly had an effect on their implementation and operation. As a result, one of the objectives in recent years has been to resolve these issues; with many authors turning to participative models linked to social theory in order to achieve this. However, they have been unable to agree on a model or outline the objectives that the project should seek to achieve. This article explores how the use of a planning model based on social learning and the develop “by” people and not “for” people principle, Working with People, in a water supply hydraulic engineering project (PANIATS), implemented originally from a purely technical perspective, is able to strengthen it, facilitate understanding amongst the population and generate new projects associated with the original project such as the agricultural transformation of 2089ha of irrigable land. All of this leads to the creation of social capital and development that makes the project a transformational factor within the territory.  相似文献

We study the factors influencing the percentage of organic and fair trade certified coffee sold through a cooperative by growers of five cooperatives in Mexico. The percentage of coffee sold through the cooperative was used as a proxy of growers’ engagement with a cooperative. Using factor analysis and a fractional probit regression, we evaluated the proposition that the level of engagement can be explained by transaction cost economics, social norms and connections, and farmer and farm business characteristics. We found that farm size, uncertainty regarding cooperative time of payment to the members and cooperative commitment on price to be paid negatively influence the level of engagement. In contrast, asset specificity, relational commitment, and price have a positive impact on engagement. Our results may help cooperatives and policy makers to build strategies aiming to increase this level of engagement. This is relevant because lower grower engagement has been found to be positively correlated with weak performing cooperatives.  相似文献

首先,通过对现有国家公园社会责任报告进行分析,发现中国国家公园社会责任报告意识薄弱,报告内容缺乏完整性,报告指标的选取与计量方式随意。然后,通过对现有社会责任报告编制指南中适用于国家公园的相关指标进行梳理,再运用内容分析法识别出国家公园主要的利益相关者,基于已发布的综合报告,从利益相关者视角分析了报告中披露的社会责任。在此基础上,从政府、科研教育团体、社区、游客视角对国家公园社会责任报告的编制框架进行初步的设计。最后,建议健全强制性社会责任信息披露制度,出台国家公园社会责任报告编制规范,并进行第三方独立审计。  相似文献

Large‐scale plantation land concessions are causing an array of serious social and environmental impacts in Southeast Asia as well as in other parts of the world. This paper, however, is focused on the many challenges and limitations that plantation developers face in southern Laos and northeastern Cambodia. These include price and market constraints, activism linked to villagers and others actors, management and financial difficulties, environmental and technical limitations, and limited government support. Investor responses to these challenges and limitations have varied. Some investors still hope that their plantations will succeed, while others have variously attempted to cut their losses and withdraw from failing investments. In particular, this paper considers how problems associated with plantation development often emerge due to fluctuating crop prices as well as poor planning that partially stems from investors adopting a “resource frontier” mindset.  相似文献

In this article, we explore how forestry scientists have promoted and defended particular definitions of economic sustainability as a response to socio-economic challenges. Drawing on an analysis of Finnish forestry textbooks, we discuss the evolving conceptualizations in terms of co-production of scientific ideas and social orders. We argue that to fully understand what economic sustainability means in forestry one has to analyze the choices and preferences concerning the components of scientific ideas, and to identify links between these choices and the evolving societal discourses, social norms, rules of authority, power relations and partnerships, as well as historical events.  相似文献
