This paper examines the impact of input trade liberalisation on firm R&D activity by taking China's accession to the WTO as a quasi‐natural experiment. Different from ordinary imports, processing imports in China enjoy zero tariffs and are not affected by input trade liberalisation due to the WTO accession. The paper uses disaggregated firm‐level production data and transaction‐level trade data to perform difference‐in‐difference analysis by taking processing import firms as a control group. An intensive empirical search shows that after China's accession to the WTO, input trade liberalisation fostered firm R&D significantly. The findings are robust to different measures and various empirical specifications.  相似文献

In this paper, we examine how trade liberalisation affects firms' branding behaviours. We investigate this question with China's accession to the WTO in late 2001. We find that firms in sectors with large import tariff reductions discontinue more trademarks. Meanwhile, these firms file more trademark applications and their total number of effective trademarks increases after trade liberalisation. This growth in trademarks is mainly driven by large firms, as measured by the number of employees. In fact, small firms' applications and effective trademarks decline during trade liberalisation. It is also found that trademark applications are mainly filed for the traditionally non-dominant products of industries. We provide a conceptual model that incorporates the channels through which both passive and active responses occur.  相似文献

While prior literature on trade liberalisation and the environment has mostly focused on the macroeconomic ramifications, this study explores at the firm level whether and how changes of trade barriers brought about by China's accession to the WTO may impact on its manufacturing firms’ environmental performance. Adopting a difference-in-differences (DID) methodology, we document the effects of tariff reductions on improving firm-level SO2 emission intensity, and the key corporate strategic decisions responsible for delivering the observed results, with robustness tests covering other major pollutants. In response to trade liberalisation, firms are found to increase labour resources for environmental protection and to improve their production processes to reduce emission intensity. This study contributes to the literature by investigating at the level of the operating firm how output and input tariff reductions may impact on environmental performance and uncovering for the first time the specific actions responsible for the results.  相似文献

This paper investigates the effects of input trade liberalisation on firm markups and assesses how institutional environment affects such impacts by using Chinese firm‐level data. To identify the causal effects, we exploit the quasi‐natural experiment of China's WTO accession in 2001 and perform difference‐in‐differences estimation. The results show that input tariff liberalisation leads to a substantial increase in firm markups, and institutional environment significantly strengthens such an impact. We further uncover the underlying mechanisms through which input tariff liberalisation boosts firm markups, and show that both price and cost channels work for the input tariff cut effect on firm markups, of which the latter is much more important. In addition, we also demonstrate that input tariff cut significantly fosters aggregate markup growth, and the reallocation effect is found to be an important channel through which input tariff liberalisation boosts aggregate markup growth.  相似文献

This paper analyses the effects of inward foreign direct investment (FDI) on female earnings and women's economic status in households using Chinese Urban Household Survey data from 1997 to 2008. The identification exploits the substantial relaxation of foreign investment regulations immediately after China's accession to the WTO in 2002. The difference‐in‐differences estimation results show that FDI liberalisation has improved women's economic status significantly by increasing female earnings in sectors more exposed to FDI. Further analyses indicate that foreign investment liberalisation facilitates the promotion of female employees in their career ladders and increases their skill premium, which are two important channels through which women enhance their economic independence.  相似文献

This paper examines the impact of globalization on wage inequality using Chinese Urban Household Survey data from 1988 to 2008. Exploring two trade liberalization shocks, Deng Xiaoping's Southern Tour in 1992 and China's accession to the World Trade Organization (WTO) in 2001, we analyze whether regions more exposed to globalization experienced larger changes in wage inequality than less-exposed regions. Contrary to the predictions of the Heckscher–Ohlin model, we find that the WTO accession was significantly associated with rising wage inequality. We further show that both trade liberalizations contributed to within-region inequality by raising the returns to education (the returns to high school after 1992 and the returns to college after 2001).  相似文献

The World Trade Organisation published a Trade Policy Review of Canada in 2003. In this paper, we discuss the WTO Review and augment the discussion by presenting original data and reviewing the empirical literature. The WTO concludes that Canada's trade regime is open and transparent but maintains barriers in a few important sectors. We subject this claim to empirical scrutiny, comparing Canada's actual imports to a multilateral benchmark based on the gravity equation. We show that Canada imports about what should be expected given the size of its economy and its location. In a second benchmarking exercise, we show that Canada's anti‐dumping initiations are in proportion to its imports and that Canada's exports are targeted less by other countries’ anti‐dumping investigations than what might be expected based on Canadian export levels. Like many other countries, Canada has pursued trade liberalisation through the World Trade Organisation while simultaneously signing multiple regional trade agreements. Our summary of the recent literature indicates that Canada's regional trade agreements have generated more trade creation than trade diversion. Canada has also spurred imports from the least developed countries by unilaterally eliminating tariffs and quota barriers on 48 of the world's poorest countries in January 2003. We also discuss Canadian progress in opening its agriculture and clothing industries. Overall, we conclude that Canada appears committed to advancing globalisation through multilateral trade liberalisation supplemented by unilateral and bilateral initiatives.  相似文献

China's accession to the WTO and the ‘Agreement on Textiles and Clothing’ (ATC) which gradually ban the use of quota, will have profound impacts on the textile industry in China. This article attempts to examine such impacts on all textile firms of Hong Kong origin. It briefly examines the impact of WTO on the textile industries in general, the participation of Hong Kong based firms in China's textiles industry, and the competitors from foreign countries. It examines in detail the practice of obtaining Hong Kong quota for textile products that are made in the Mainland by Hong Kong firms. The article argues that there are positive and negative effects of China–s WTO accession for all textile firms of Hong Kong origin. It concludes that the shifting of the targeted market to high-end, high-value-added is the only way of survival for the textile firms of Hong Kong.  相似文献

通过实证分析发现,我国农业贸易进口增长约是出口的两倍:高技术加工型农产品占据农产品进口的绝大多数,而劳动密集型农产品则主导着出口的大局;大多数农产品显性比较优势指数下滑迅速;农业面临的国际化竞争压力全面提升,产业内贸易竞争激烈。近期依然持续的贸易逆差是可以接受的。其当务之急在于提高农产品的国际竞争力。  相似文献

基于贸易增加值核算框架,使用2000年~2014年中国18个制造业的样本数据,应用广义最小二乘法实证检验了GVC参与度对出口国内附加值的影响效果。结果显示:参与GVC程度的加深会带动出口国内附加值的增长,进口中间品会降低出口国内附加值,但GVC参与度提高所引起的出口国内附加值增长幅度大于进口中间品所引起的下降幅度,出口国内附加值与GVC地位存在U型关系,行业生产效率的提升、产品国际竞争力的增强和加入WTO都显著提高了出口国内附加值,改变出口国内附加值的测度方法后,上述结果依然稳健。将制造业分为高、中级技术类别,高技术制造业有更强的附加值获取能力,中级技术制造业更多依赖高密集度的劳动投入分享附加值。  相似文献

Post‐China's accession to the World Trade Organization (WTO), China's telecommunication industry now needs to face a much stronger competition in a relatively open market that has a number of diverse rivalries. There are specific benefits and risks associated with both domestic telecommunication (telecom) companies and foreign investors in the telecommunication or information technology area. To meet with these new challenges and take advantage of the competitive, strategic advantages to penetrate the market, both China's telecom industry and foreign investors must understand the impacts of China's accession to the WTO on its telecommunication industry and hence make the necessary adjustments and/or implementation improvements. In specific, we carefully examine the impacts such as prices, quality, and local protectionism in this article. We draw the findings based on the data collected from a survey and the resulting statistic analysis.  相似文献

This article reviews some recent developments in Norway's trade policy, in the light of the WTO's Trade Policy Review of Norway, 2004. A main focus is on the relationship between MFN trade policy and Norway's numerous preferential trade arrangements. In spite of a growing number of free trade agreements the paper suggests that Norway's trade regime has not become more discriminatory. The reason is that cuts in MFN tariffs as well as improvements in GSP have eroded preference margins in manufacturing faster than the coverage of free trade agreements has expanded. As a result of liberalisation, the trade regime for manufacturing has become less discriminatory, not more. While Norway is on the whole a liberal‐minded supporter of the world trade system, it has twice in recent history reacted with protectionism. Around 1980, a restrictive quota regime for clothing was implemented. This has later been dismantled, contributing to sharply increased imports from developing countries. For agriculture, Norway has currently high protection, and tariff preferences are limited. It is likely that agricultural protection will be gradually reduced due to the WTO, as well as through free trade agreements and improvements in GSP.  相似文献

This paper investigates three potential sources of Australia’s manufacturing productivity gains from trade liberalisation in the mid‐1990s: the exit of inefficient establishments, economies of scale, and the reduction in x‐inefficiency via employment reduction. We use manufacturing establishment level data and exploit the intersectoral variation in the effective rates of assistance (ERA) to see how businesses adjusted to trade liberalisation during the period. We find the documented productivity gains to be mostly accounted for by the reduction in x‐inefficiency through employment shedding in industries experiencing a high degree of trade liberalisation. We find little evidence that the exit of inefficient establishments in highly liberalised industries contributes to productivity gains. In fact, we find that the more productive establishments are more likely to exit, perhaps reflecting product switching by these businesses to make more profitable use of inputs. Similarly, there does not appear to be a strong relationship between the extent of trade liberalisation and output adjustments. However, we do find indicative evidence of an overall productivity‐enhancing effect through economies of scale. These findings suggest that, at least for the case of Australia, the ease of making employment adjustments can be crucial for policies such as trade liberalisation to have the desired effect. In addition, trade liberalisation may provide incentives for domestic producers to seek more profitable use of their inputs and to move further downward along their cost curves. We think further studies assessing the productivity gains from product switching and economies of scale effects in both liberalised and non‐liberalised industries and focusing on the interplay between labour market policy and firm adjustments would be valuable.  相似文献

Since China's entry into the WTO, US anti‐dumping (AD) actions against China have increased, particularly with respect to multiple petitions. Distinguishing between US single and multiple petitions, we examine the trade effects of US AD actions against China based on an unbalanced panel of quarterly trade data. The results show that a US single petition investigation greatly restrains US imports of the filed products from China but also causes more significant import diversion from non‐named countries. In the short run, a preliminary AD duty imposed on China via a US multiple petition not only restrains US imports of the filed products from China but also prevents trade diversion from non‐named countries. In the long run, a final AD duty on China resulting from a US multiple petition creates a larger destructive effect on China and causes US import diversion from non‐named countries. Thus, a final AD duty imposed on China following a US multiple petition not only harms China's exports but also fails to help the US achieve import substitution. Furthermore, we have been able to reveal the negative trade effect of a preliminary AD duty even in cases where the ultimate decision is not to impose a final duty.  相似文献

The China (Shanghai) Pilot Free Trade Zone (SPFTZ) founded one year ago is a trial for China's new round of reform and opening up, which has promised liberalisation on the capital account and trade facilitation as its main objectives. Here, we discuss why China adopted such a pilot zone after three decades of economic development, and explore what the differences are between the SPFTZ and other free trade areas, and developments of the SPFTZ in the past year. We also make a preliminary assessment of the SPFTZ's initial impacts, especially of its impact on China's capital account opening and financial liberalisation. It is possible that the successful practice of the SPFTZ and more pilot policies replicated in China will give rise to a more balanced Chinese economy in the following decade.  相似文献

Using newly constructed data for 88 Canadian industries (including primary, manufacturing and services), for 15 years (1992–2007), we analyse the impact of trade and technological change on labour demand, skill structure, wage premiums and welfare in Canada. Results show that export growth has no impact, whereas import growth reduces employment growth. But contrary to popular belief, Canada's job loss due to imports has been very small, only about 6,000 persons annually. China's negative impacts are more pronounced in industries where the share of information and communication technology (ICT) capital is rising fast and among low R&D intensive industries. In terms of skill change, ICT use and real exchange rate appreciation are biased towards high skill workers. Imports from the United States and China are skill‐neutral, whereas imports from Mexico are skill‐upgrading. Overall, neither export nor import growth has an impact on the wage rate. However, had there been no imports from China, the annual wage growth rate of high skill manufacturing workers would have been 0.6 per cent higher. Between 1992 and 2007, there was an annual net gain from the rise in imports at about 0.4 per cent of GDP, in addition to the gains obtained from 1992 import levels vis‐à‐vis autarky.  相似文献

Recently, the apex environmental agency of India observed that domestic industrial pollution has been increasing at an alarming rate over the last two decades, and the need to rein in traditional polluting industries. This raises the pertinent question of whether the poor domestic pollution regime has affected the pattern of India's trade in dirty manufactured products in the post‐liberalisation era since 1991. We find that on the whole, India has remained a net importer of pollution‐intensive manufactured goods; however, there is a distinct trend of increasing specialisation in specific dirty industries especially in the bilateral trade with high‐income countries, and to a lesser degree with low‐income countries. The USA being India's single largest country trading partner in the post‐liberalisation era, we test for pollution offshoring at the finer industry level in US‐India bilateral trade. While we find that the pollution haven effect is not significant, India's specialisation in certain dirty manufacturing industries through the last decade remains a disturbing trend. India needs to integrate environmental sustainability within industrial growth urgently, and it is pertinent to implement policies which would reflect the true pollution costs in an industry that is increasingly competing in the international market.  相似文献

The aim of this paper is a commentary to the first Trade Policy Review (TPR) of Slovenia and to shed more light on the background of the whole process of trade liberalisation and transition in Slovenia during the 1990s. The TPR praises Slovenia for its sound trade regime, which is in conformity to Slovenia's commitments to the multilateral trading system and detects only a few open issues. The paper puts these issues in a broader context of Slovenia's trade liberalisation after independence in 1991 and recent harmonisation with the EU in the pre‐accession negotiation process. Although there is much scope for improvements in Slovenia's trade policies and practices, one should note that most of the open issues raised would disappear anyway upon Slovenia's accession to the EU by 1 May, 2004, and by subsequent adoption of the CET and full implementation of the acquis communautaire. Some of the problems, such as strong government support to agriculture implemented by Slovenia due to harmonisation with the EU's CAP should, however, be challenged at the broader multilateral level in the framework of the Doha Development Agenda.  相似文献
