企业工会是管理者与基层人员沟通的桥梁,在提高企业管理水平、推动企业发展中发挥了关键性作用。当前,企业工会工作存在企业对工会工作的重视程度不足、无法有效发挥工会工作的职能效应以及企业没有全面支持各项工会工作的开展三方面问题。为了确保新形势下企业工会工作能够取得良好的效果,论文提出相关人员需要优化工会工作模式,提升工会工作效果,建立健全的工会工作机制,保证工会工作有序进行,强化企业工会职能,突显工会价值。  相似文献

Larger memberships resulting from union mergers and consolidations have heightened the issue of union responsiveness to economic and noneconomic needs of members. In this study, we focused on a gender-moderated relationship between union size and perceived union tolerance for sexual harassment, in which low perceived tolerance (a desirable outcome) was anticipated as a noneconomic need relevant to union women. Data were collected from women and men officers (N?=?120) in various unions. Officers were viewed as well-positioned informants on tolerance in relation to union policies and practices. As hypothesized, the data confirmed that women in larger unions rated tolerance significantly higher (an undesirable outcome) than women in smaller unions. No such tolerance variation was found for men in relation to smaller and larger unions. Implications for union revitalization and future research on union size are discussed.  相似文献

Few studies on sexual harassment and mental health have examined the stress-buffering question for union women. Our study examined the moderating effect of two perceptual moderators—perceived union tolerance for sexual harassment and perceived union support—as they relate to harassment and mental health with the intent of identifying conditions under which the toxicity of harassment is reduced. Our conceptualization of social support as a coping resource in conjunction with interpersonal support as a preferred coping strategy was used to explain reduced toxicity under conditions of low perceived union tolerance for harassment and high perceived union support in a sample of 150 women from multiple unions. Implications for future research and union policy and practice on harassment are discussed.  相似文献

This essay discusses the 2004 merger between UNITE, a clothing workers’ union, and HERE, the hotel and restaurant workers union. Many labor scholars and union proponents believed that this merger would revive a dormant US labor movement and lead to great success in union organizing. Although much was expected, there was very little accomplished by this merger. While union mergers can either be amalgamations or absorptions, the UNITE-HERE merger took the former form. Although successful amalgamations usually occur when the two unions share a common jurisdiction, additional problems occur when the unions are dissimilar in size and type of members. The UNITE-HERE merger displayed none of these three above-mentioned characteristics. This essay also discusses issues of the centralization/decentralization of union mergers, the negotiation and promotion of such combinations, local union and national union mergers while concluding with a discussion of whether union mergers are an appropriate strategy for dealing with a struggling US labor movement early in the twenty-first century.  相似文献

This article complements the literature by furthering the understanding of an ‘African dimension’ of multinational enterprise (MNE) union avoidance. The evidence suggests that MNEs engaged in both union suppression and union substitution strategies by (i) exploiting young employees' apathy to promote opposition and indifference for union organisation (evil stuff), (ii) implementing union member‐centred employee retrenchment (fear stuff), (iii) using enterprise‐level collective bargaining arrangement to suppress union bargaining power (fear and fatal stuff), (iv) exploiting the fragmented labour union environment to suppress union organisation (fatal and evil stuff) and (v) promoting individual employee voice and involvement mechanisms (sweet stuff). Although MNEs in Ghana engaged in both union suppression and union substitution strategies, they appear to particularly favour the adoption of ‘union suppression’ strategies and what might be termed as ‘corridor tactics’. Our article highlights four transitional issues underpinning the emerging success of ‘corridor tactics’ in union suppression in a less developed host country.  相似文献

One stage of the union organizing process involves the legal requirement that at least 30% of the employees in a potential bargaining unit express a desire for union representation by signing union authorization cards. Beyond the necessary legal requirement, do the data generated by card signing provide a potentially valuable source of information that may be useful to the union organizer in formulating campaign tactics? In addition, do authorization cards provide a sufficiently valid basis for establishing bargaining unit recognition as is the case in Canada? In order to explore these possibilities, the relationship between card signing behavior and certification vote in six union representation elections is examined. Although card signing and vote for certification are significantly related, overall results indicate that relying on union authorization card data as an indicator of vote at the individual level is questionable.  相似文献

A worker's decision whether or not to support union organizing remains a critical and timely issue for American workers. We draw on the union organizing, organizational psychology, and social dilemma literatures to offer new insight into a worker's decision whether or not to support union organizing efforts. In particular, we highlight three specific conditions – social uncertainty, environmental uncertainty, and exposure – that make the decision whether or not to support union organizing a social dilemma, and describe how these should be expected to vary by union organizing stage. We also examine the effects of key contingencies: management opposition that exacerbates, and strategic union efforts that counteract, the effects of social dilemmas. Finally, we discuss the theoretical and practical implications of viewing union organizing from a social dilemma perspective.  相似文献

In the mid‐1990s, the TUC relaunched itself with a strategy for renewal labelled ‘new unionism’. The strategy had two strands: partnership with employers and the promotion among affiliate unions of grassroots union organising. The latter, heavily influenced by US and Australian experience, saw possibilities for a more radical trade unionism in the UK. This article draws on a case study of Unison to analyse the organising strand of new unionism. It identifies how top‐down approaches to organising are distorted by union bureaucracy for the priority of recruitment, not only limiting the possibility of emerging union radicalisation but also restricting the ability of trade unions to represent their members. The article also identifies that the position of union Full‐time Officers is complex and not necessarily within a uniform union bureaucracy juxtaposed to and restraining a more radical union rank and file.  相似文献

Even though union membership has declined steadily over the last 20 years, unions are dramatically increasing their efforts to organize the workplace. As a consequence, union solicitation drives are on the rise. While the case law in this area is relatively settled, many managers in nonunion environments are generally unfamiliar with the federal case governing union solicitations. This article examines the federal case law surrounding union solicitation and provides some practical guidelines for managerial conduct for dealing with union solicitation drives. In this paper a variety of union recognition procedures and their effect on union density levels in a number of countries are considered. The crucial importance of the national institutions that govern industrial relations are emphasised. While in Ireland, conditions such as social partnership and the buoyant economy of the 1990s would appear to favour union growth, the reverse has been the case. Recent legislation to establish more formal procedures for union recognition, we argue, is likely to be a dismal failure. Indeed, an unintended consequence of the Industrial Relations (Amendment) Act 2001 may be the exclusion of the union from the workplace and the legitimisation of a firm's non‐union status.  相似文献

Abstract

This paper provides a nuanced insight into the workplace level interactions between a union and HRM systems within a union-management partnership arrangement. Soft outcomes of HRM systems typically suffer from compromised implementation by managers struggling to balance competing operational priorities, but we show how a union limits this poor implementation. Qualitative and documentary data were retrieved from a major UK retailer and a trade union to examine how union activity interacts with HRM delivery. Firstly, union communication systems enhanced or replaced company systems of employee voice. Secondly, union activity policed management implementation of HRM practices to limit their subjugation to short-term productivity increases, improving outcomes for employees and the HRM system for the company. These outcomes were achieved through oppositional engagement within the context of partnership, which points towards a persisting and productive pluralism within the cooperative rhetoric.  相似文献

The 2004 Workplace Employment Relations Survey allows further exploration of the fate or workplace‐based forms of employee representation charted by earlier surveys. We describe the occurrence and diversity of representational forms, union, non‐union and ‘hybrid’, and the structural characteristics of workplaces where they are found. We go on to analyse a number of structural and processual differences and differences in outcomes. In particular, we try to estimate the effects of different forms for outcomes such as wage dispersion, procedural ‘fairness’ and productivity. The data show that ‘hybrid’ systems of union and non‐union representation are associated with the best outcomes, therefore, notwithstanding the continuing decline in the diffusion of the ‘traditional’ union‐based model of workplace representation, union presence is still a prerequisite for effective representation, while ‘pure’ non‐union forms serve neither employee nor employer interests.  相似文献

This paper presents estimates of union wage premiums for Great Britain and distinguishes between union membership and union coverage effects on wages. For this purpose a panel data system estimator is applied to data from the British Household Panel Survey.For female workers a coverage premium of 6.1% is estimated whilst no evidence of a union membership premium is found. This result lends support to the by-product theory of Olson (1965) [Olson Jr., M., 1965. The logic of collective action. Harvard University Press, Cambridge (Mass.)]: if female covered members receive other private benefits than a higher wage from the union the coverage premium could be viewed as a by-product. For male workers no evidence is found of a membership premium nor a coverage premium. To investigate potential bias in the estimated union effects particular attention is paid to measurement error in union membership and the inclusion of job-changes in the sample.  相似文献

Unions frequently restructure through merger, most often in the form of absorptions involving one bigger union absorbing a smaller one. However, the individual‐level effects of merger resulting in big amorphous organisations remain unclear. In this article, we highlight the role of the individual member in union absorptions, and investigate the relative importance of being a member of a large absorbing union or a small absorbed union, as well as the attitude of members towards merger in predicting post‐merger member attachment. The results from longitudinal data before and after absorption showed that members' attitude towards merger significantly predicted the members' attachment levels after absorption—this was, however, not the case for union commitment. We also uncovered a significant interaction indicating that the effect of members' attitude towards merger was more strongly related to perceptions of union support and instrumentality among members of the absorbed union.  相似文献

This paper studies the incentives to join a monetary union under alternative assumptions about the extent of market reform within the union and in the candidate countries. A lack of mobility, wage/price flexibility or diversification opportunities, brings costs for both new entrants and existing union members. That holds whether the lack of reform is in the entrants or in the existing union. Countries will only want to join a union where there has been sufficient reform, and where markets are more flexible than their own. Evidence of spatial variance in the relationship between trade union membership and job satisfaction is limited. Using three nationally representative data sets, we examine lower levels of satisfaction among union members and considers how this relationship varies geographically across the nations and regions of Great Britain. The analysis demonstrates that the union satisfaction gap can largely be accounted for by relative characteristics of union members and the jobs that they hold. However, there is evidence of geographical variance. The union satisfaction gap is generally found to be highest within Scotland and North of England. Despite high levels of union membership, evidence of a union satisfaction gap in Wales is relatively weak. These differences relate to differences in the perceptions of industrial relations among employees across these areas, which appear to be related to geographical variance in worker heterogeneity.  相似文献

To aid American union practitioners in the selection of winnable worksites in unionization elections, we identified predictors of union interest from psychological perspectives that bear on the character of American workers. Using perceived union instrumentality as a standard to determine the prediction status of new psychological predictors of union interest, a cognitive version of self-enhancement (overconfidence in rating one??s skills and abilities) was found to predict interest above and beyond perceived instrumentality in a sample of American nonunion employees (N?=?452), controlling for social desirability, demographic and structural predictors, and other hypothesized predictors in a six-step hierarchical regression equation. Implications for selecting winnable election worksites and for predicting psychological aspects of union interest are discussed.  相似文献

This paper presents empirical evidence about the shape and pattern of non–union employer strategies to remain union free. The data are collected from seven case studies across different industrial sectors and organisational sizes in Britain. Following a brief critique of typologies of union avoidance, the evidence suggests the ‘configuration’ of anti–union approaches involves an uneven and at times contradictory interaction of context–specific variables. Three mutually inclusive factors that influence employer behaviour are identified: structural, ideological and cultural dimensions. It is argued that these represent a deeper understanding of employer hostility towards unions than existing employment relationship classifications. The utility of non–union typologies and the prospects for union mobilisation are considered in the light of these findings.  相似文献
