Pilot projects are increasingly used as a mechanism to enact organisational change, particularly government policy. Information technology's centrality to organisations often makes it key to the introduction of new processes. However, it can give rise to workarounds as employees circumvent impediments it presents by rejecting its prescribed use. Workarounds tend to be conceptualised dichotomously, as either ‘good’ problem solving, or ‘bad’ subversion of the technology. In pilot projects, workarounds are more ambiguous because those that support projects' successful completion in the short‐term may undermine day to day operations longer term. We draw on interview data from a policy pilot in general practice in the National Health Service in England aimed at extending access to care. We problematise the dichotomous conceptualisation of workarounds, finding they can be simultaneously supportive and undermining of policy pilots. Workarounds thereby become political, as employees are required to trade‐off consequences for themselves and the wider organisation.  相似文献

This article provides evidence of a correlation between licensing exam difficulty and salaries in a regulated profession. Exam difficulty is positively correlated with salaries across states and over time, both at the aggregate and individual state levels. The magnitude of this correlation is substantial: a 1 per cent increase in exam difficulty implies a 1.7 per cent increase in median entry‐level salaries. Exam difficulty does not significantly affect the inter‐quartile difference in salaries.  相似文献

We examine the effect of increasing Sunday wage premiums on retail industry employment in Australia, exploiting a quasi‐experimental policy change across two neighbouring states. Using both aggregate and individual‐level data, we adopt a difference‐in‐difference regression framework to estimate the causal impact of the policy change on employment outcomes. We find no evidence of changes in the total number of employees, and no effect on hours per employee in the years following the policy implementation. However, there appeared to be a decline in hours per employee in the announcement year of the policy change. Overall, it appears that in an industry dominated by part‐time and casual employment, any adjustment to the new Sunday wage rates occurred principally through flexibility in hours, rather than in the number of employees.  相似文献

High‐tech manufacturers increasingly rely on the knowledge contributions of external technology experts (ETEs), who contribute to collaborative R&D projects on behalf of suppliers. Many scholars have considered knowledge sharing in R&D collaborations from a firm‐level or project‐level perspective and focused on formalization as a potential remedy. While individual supplier employees at the operative level make the decision to share critical knowledge, the individual‐level perspective in literature on knowledge sharing in collaborative R&D projects is virtually nonexistent. Because knowledge sharing in collaborative R&D is a largely discretionary act on behalf of the supplier employee, personal motivations rather than inter‐firm relationship elements (e.g., network position or dependency) become the primary determinant of one’s sharing behavior. Abstracting from or ignoring these motivations of supplier employees in studies on collaborative R&D may obscure important insights for R&D managers. This study is an important first step in providing the empirical evidence needed to uncover the motivational and behavioral foundations for ETEs’ knowledge sharing in a collaborative R&D setting. Building on theories of gift and social exchange, this article identifies customer stewardship and distributive fairness as two important personal motivations of ETEs to share knowledge. Project formalization is considered as a key contingency condition. Analyzing survey responses of 186 ETEs, a multilevel regression‐based moderated‐mediation analysis of direct and indirect effects shows that customer stewardship predicts an ETE’s knowledge sharing behavior under (very) low levels of project formalization, and distributive fairness predicts knowledge sharing behavior under medium to high levels of formalization. Together, the results provide R&D project managers who aim to leverage external knowledge contributions with valuable insights that have been obscured in past firm‐level collaborative R&D studies.  相似文献

This paper sets out to analyze an internal data set on a Taiwanese auto dealer employing three distinct types of workers. The effects of jobs and levels are positive on both the salary and bonus equations, albeit smaller under a fixed effects than under OLS; however, when factoring in individual fixed effects, the reductions in the bonus equations are greater than those in the salary equations. With changing economic conditions, any consequent variations are greater in bonuses than in salaries, with the most extreme variations being felt by higher ranking employees than lower-level workers. Promotion premiums between levels are smaller than the average differences in pay, and although wage variations do exist within and between levels, the greater effect is on bonuses rather than salaries. The variations in both salaries and bonuses, defined by the coeffficient variations, are also greater in those years when demand is high, as opposed to years of low demand. Entry and exit behavior is observed at all levels, although it is more likely to occur among the lower levels of the hierarchy. Finally, we present strong evidence in support of the cohort effect. Overall, our findings confirm the prevalence of internal labor market (ILM) theories.  相似文献

Part‐time work is commonly depicted as positive for women workers and their experience of work and home. Drawing on the qualitative commentaries of lower‐level service workers, this study explores the temporal, social and interpersonal consequences of part‐time work. While many employees liked part‐time work, there was evidence that fragmented work schedules, mandated overtime and difficulties in taking time off work created tensions and problems for women in both the work and family domains. Inferior treatment also punctuated the work experiences of a number of part‐time employees and served to underline their differential work status.  相似文献

The Danish collective bargaining system is often considered a good example of organized decentralization. It has been characterized as a centralized decentralization suggesting a reproduction of sector‐level bargaining relations at company level. A recent survey on company‐level bargaining in the Danish industrial sector confirms this hypothesis with regard to the experiences of local managers and shop stewards. However, part of the survey also questions whether the reproduction will continue in the future. Small‐ and medium‐sized enterprises and their employees tend to miss out on the mutual benefits obtained through company‐level agreements. Furthermore, shop stewards often find it difficult to gain employee support during negotiations, which jeopardizes their bargaining relations with management.  相似文献

In a collective‐bargaining environment characterized by increasing fiscal and taxpayer pressures, this article examines the continued viability of fact‐finding as a dispute‐resolution mechanism in New York State's public sector. This is an important question because fact‐finding is the final dispute‐resolution procedure for most unionized employees in New York and many other states. Whether fact‐finding effectiveness was measured by the proximity of fact‐finder recommendations to the final settlement or by outright acceptance of the fact‐finder report, regression results show that New York fact‐finding has successfully met the challenges of the intensified environmental pressures in the 1990s. No significant decline was found in its ability to move parties toward the compromise outcome. Part of the fact‐finding's continued success can be attributed to the policy shift by New York's Public Employment Relations Board (PERB) in 1991 in the role of the fact‐finder from an accommodative to a more adjudicative function. The well‐reasoned adjudicative fact‐finding report has more potential to bring public pressure to bear on the extreme positions of the parties. Mediation was better left to the professional PERB mediators. Finally, it also was found that fact‐finders who were full‐time neutrals were more effective under this more adjudicative style.  相似文献

The objective of this exploratory study is to add to our understanding of ongoing product design decision‐making to reduce eventual decision‐making bias. Six research questions are formulated with the aim to establish if and how functional membership and informal patterns of communication within an organization influence whether and why employees are willing to engage in product design modifications. We selected as a field site for our study an industrial company that had an internal research and product development operations and where the employees were located on the same site. A three‐step approach within the manufacturing case company was designed: (1) In‐depth interviews were carried out with managers and employees; (2) a survey questionnaire was sent out to all employees involved with a specific product that is subject to potential design modifications; and (3) a post hoc group feedback session was organized to further discuss our findings with the management. First, analysis of the nine in‐depth interviews establishes a taxonomy of product design decisions involving four types of criteria; product‐related, service‐related, market‐related, and feasibility‐related criteria explain why employees would engage or not in product design modifications. Second, it is demonstrated that functional membership has a significant influence on the concern for these decision‐making criteria as well as on the decision to proceed or not with product design modifications. In other words, functional membership influences whether and why employees are more or less willing to make product design modifications. In this manufacturing company, a global industrial player, the differences in concern appear especially for service‐ and market‐related criteria and pertain particularly to the research and development (R&D) and service function. Overall, even though the perceived performance of the specific product under study did not differ significantly among the different departments, it is observed that R&D employees were significantly less in favor of proceeding with product design modifications than other employees were. Third, using UCINET VI software, we provide some explanations for this finding. It is shown that informal patterns of communication (i.e., employee degree centrality) operate a situational opportunity to make modifications to an existing product and a cognitive opportunity influencing the decision to modify product design following an inverted U‐shaped function. Ultimately, we derive practical guidelines for an ideal product–team composition to reduce product design decision‐making bias.  相似文献

The long‐term fracturing of the labour movement has led to increased attention to employee coping practices under new management practices and labour processes. However, the literature caters little for the recent rise of employees taking to social networking sites (SNSs), such as Facebook, to find ways to cope with the pressures of contemporary employment. To explore the self‐organised coping qualities of SNSs, interviews were conducted with front line workers, employed by a large anti‐trade union US retailer, who contribute to a self‐organised Facebook group set up as a place for fellow employees to deal with collective employment‐related problems. The main findings suggest employee self‐organised Facebook groups represent an important development and extension to the coping practices available to individual and groups of employees. The main implication of the findings is that Facebook groups appear to strengthen and widen the options for employee resilience in an age of continuing trade union retreat.  相似文献

This paper examines the role of information communication technology in enabling connections to home for work‐related travellers. Although digital connectivity for work‐related tasks are well researched, the use of digital technology for home communication is under‐researched. The study draws on a qualitative study of UK‐based organisations and business travellers to explore how these travellers use ICTs for personal use while ‘on the move’. The findings reveal that organisations are supportive of work‐life balance for employees, but fail to consider specific needs of those whose work takes them away from home. For business travellers, insights are gained into practices around connecting to home and the value of this virtual presence for relationships with family while absent and work‐life balance. The study identifies and discusses practice occurring around three activities; checking in, maintaining relationships with home and sharing experiences.  相似文献

Drawing on the strategic employee group concept, this study empirically examines whether a firm's innovation strategy influences compensation systems for strategic employee groups in the high‐technology industry. We focus on compensation packages for R&D employees who play a critical role in successful implementations of innovation strategy. Using compensation data for middle‐level managers and professional employees from 237 firms in the high‐technology industry, we found that a firm's strategic intention to pursue innovation has a significant influence on the relative pay level, compensation time horizon, and stock option vesting period lengths of this strategic employee group. The twenty‐first century has been marked by a retreat of the collective bargaining rights of public employees throughout the United States. This study exploits the variation in legal environments resulting from these reforms to estimate the causal impact of different collective bargaining policies on public employee compensation. Using data from the American Community Survey, results show a modest wage penalty at the aggregate level for employees covered by constraints on collective bargaining. However, this wage penalty is differential and is concentrated on women in all but one case—a legal environment in which collective bargaining over wages has either been prohibited or directly constricted, allowing governments to periodically institute wage freezes and caps on raises for public employees. In this case, a pre‐existing wage gap in which men earned more than women is disappearing as male and female earnings converge at a lower wage. The paper suggests that the long‐term effects of restricting collective bargaining occur through the individualization of the labor contract and should be examined along individual‐level characteristics, such as gender.  相似文献

Recent research on flexible office designs have shown that open‐plan and/or flex offices may not have the expected effects in terms of employees’ productivity, well‐being, job satisfaction, organizational commitment, and retention. In this article, we propose to consider that the feeling of de‐humanization may explain such dark side of office designs. Adopting a mixed methods approach, we administrated a quantitative survey to 534 employees working in a variety of office designs, and conducted 12 semi‐structured interviews among the respondents to the survey in order to investigate how they experienced their office designs, notably in terms of de‐humanization. Results showed that the three specific office designs under study (i.e. cell, open‐plan, and flex offices) are associated with different levels of de‐humanization and that this feeling of de‐humanization mediates their impact on employees’ job satisfaction, affective organizational commitment, extra‐role performance, psychological strains, and turnover intentions. Interviews’ analysis reveals three main mechanisms in the development of the feeling of de‐humanization in such office designs: a triple feeling of dispossession (of space, voice and professional mastery), a feeling of abandon and an injunction to adopt a modern behaviour.  相似文献

This article discusses the effects of regulatory change in employees’ working conditions and the dynamics of collective bargaining in Spain, a model affected by a drastic regulatory change, and draws a comparison with the UK, the more deregulated and single‐employer bargaining model in Europe. The comparison is carried out using EU‐SILC panel data to identify commonalities and differences in the patterns of change in salaries and working hours. Second, national data from Spain are used to analyse the impacts of reforms on the characteristics and outputs of collective bargaining. The findings show that regulatory changes provoked a drastic adjustment in wages in Spain, following patterns similar to the British model. However, the results lead us to highlight the need to enhance knowledge about the dynamics of bargaining processes as they crucially reveal that these trends are happening in mostly unchanged institutional characteristics.  相似文献

Despite the vital importance of leadership, employees, and their social interactions in the open‐innovation process, there is scarce evidence on the influence and connectedness of different sub‐firm levels related to open innovation. The aim of this study is to explore the influence of leadership influence tactics and employee openness toward others on innovation performance at the individual and team levels. We applied a multilevel analysis on a sample of 85 employees and their 15 direct supervisors/team leaders. We find that leaders’ building open‐innovation coalitions exhibits a positive cross‐level relationship with employee openness toward others and individual‐level innovative behavior, and also moderates the link between the latter two constructs. Additionally, the leaders’ building open‐innovation coalitions variable is positively related to the team‐level scope of innovations and the team‐level innovation implementation phase.  相似文献

Key provisions within healthcare reform will likely further increase the cost of employer‐sponsored insurance. Theory suggests that workers pay for their health insurance through a wage offset. We investigate this issue using data from the Medical Expenditure Panel Survey. GMM estimates aimed at correcting for endogenous worker mobility reveal evidence of a trade‐off for workers who are offered health insurance as the only fringe benefit. On the other hand, employees in establishments with a more comprehensive set of benefits enjoy higher wages relative to employees in establishments that offer no benefits. Health also affects the wage–health insurance trade‐off.  相似文献

The article analyses the transformation of HRM policies for skilled employees in large corporations in France over the last decade in relation to changes occurring in governance patterns and competitive strategies. First, we highlight a shift towards globalization and financialization in the strategic management of large corporations in France, entailed by the diffusion of a shareholder form of capitalism in that country. Second, we characterize the market‐based HRM model applied to skilled employees under these new strategic orientations and the diversity of ways in which these transformations are perceived depending on employees' age and level of responsibility within the firm.  相似文献

Social media are implemented by organisations to enhance productivity and knowledge sharing among employees, but they can also support group deliberation and employee voice. This paper presents a case study of an online deliberation initiative involving the discussion of a contentious internal policy within an organisation of around 550 knowledge workers. The deliberation process lasted 5 weeks and actively involved 167 employees. Different sources of information (user interaction logs, activity patterns, questionnaire responses) were analysed to investigate the impact of participation, or non‐participation, on the level of satisfaction with the deliberation, and on the understanding of the issue discussed. The findings suggest that (1) interest is a driver for participation, but it does not explain active participation, (2) participation, either active or passive, positively influences the understanding of the issue and (3) satisfaction with the outcome is not related to participation, but it may support participation in future initiatives.  相似文献

The introduction of the European Directive on Information and Consultation and the recent implementation of the Information and Consultation of Employees (ICE) Regulations into United Kingdom (UK) law have increased the focus on workplace representation arrangements. This paper examines the interplay between nonunion and union representative arrangements at Eurotunnel (UK) and assesses their effectiveness in representing the needs of employees over a 5‐year period. Importantly, the paper also examines the opportunities and challenges of both nonunion representation (NER) and union voice arrangements. The findings show that the effectiveness of nonunion structures as bodies representing the interests of employees in filling the lack of representation is questionable. However, union recognition through an employer–union partnership agreement has also raised important issues regarding the effectiveness, impact, and legitimacy of unions at Eurotunnel. The main implication of this research is that the existence of a mechanism—union or nonunion—for communication between management and employees at the workplace may not be a sufficient condition for effective representation of employee interests. In addition, while trade unions may provide greater voice than nonunion arrangements (thus the reluctance of management to accept such voice arrangements), the strength of voice is dependent on the legitimacy and effectiveness of trade unions in representing employees’ interests at the workplace. And that in turn depends on the union being perceived by the workforce as both representative and able to act independently. If the union cannot, it will not meet the needs of either employees or management—and could run the risk of being supplanted under the provisions of the new EU Directive on Information and Consultation with tougher requirements for compliance in terms of procedures for consultation and information disclosure.  相似文献
