In this paper the feasibility of forming a common currency area in East Asia is investigated. A three‐variable structural vector autoregression model is used to identify three types of shocks: global, regional and domestic shocks. The empirical results show that in the post‐crisis period the importance of asymmetric domestic shocks has declined sharply, whereas that of symmetric global and regional shocks has increased. Furthermore, although a ‘prevalent shock’ cannot be uniquely defined, most East Asian economies respond to global and regional shocks in a symmetric way. Although the findings do not provide strong support for forming a common currency area in this region at the current stage, they suggest that most East Asian economies have become relatively symmetric in terms of economic shocks and adjustments, implying that a common currency area might become viable through deepening regional integration.  相似文献

近年来,东亚一系列区域金融合作引起了学术界对地区金融一体化现状和收益的极大兴趣。文章基于价格和数量的测度考察了东亚地区金融一体化的程度:抛补利差和股权溢价的β收敛结果表明,危机之前东亚金融市场的全球和区域一体化并行,但在近几年,区域一体化趋势更强劲,超过了全球一体化;金融引力模型的结果表明,东亚主要的跨境金融投资者的区域内金融资产持有量比金融引力模型预测的水平更大。此外,面板回归确定了较高的金融一体化作为更广泛的金融发展的关键组成部分,会显著降低东亚国家对发达国家的经常账户失衡,因此,区域层面的金融一体化可以作为加强东亚国家的增长来源和提高经济弹性的重要政策路径。  相似文献

全球性金融危机的爆发再次助推了东亚地区货币合作的进程。本文详细梳理了东亚货币合作研究的线索,明确了东亚货币合作进一步的研究方向:从货币竞争和锚货币选择这个思路考察区域内核心货币(尤其是人民币)在汇率协调机制中发挥的作用,并对东亚汇率协调机制进行重估。同时,还需在新形势下从理论和实践层面探讨中国如何参与东亚货币合作以促进中国乃至东亚地区的繁荣和发展,为进一步推进东亚货币合作提供理论支持和政策依据。  相似文献

长期以来,东亚地区的经济一体化主要靠市场力量推动,区域经济合作则落后于经济一体化进程。亚洲金融危机证明,仅靠市场推动的经济一体化是脆弱的,只有加强区域经济合作,东亚地区才能增强抵御外部风险的能力,保持经济的持续繁荣。亚洲金融危机后,东亚地区迅速建立起“10 3”的合作机制,在加强金融领域合作的同时,也不断拓展在经贸投资等领域的合作,并逐步确立了以建立东亚自由贸易区和东亚共同体的长远奋斗目标。特别是在中国提出与东盟建立自由贸易区后,东亚地区的合作步伐明显加快。尽管目前离建立东亚共同体的长远目标还很遥远,但东亚地区的合作进程已不可逆转,各种形式的合作努力将最终推动长远目标的实现。  相似文献

The financial and economic crisis in 1997–98 came as a dramatic shock to East Asian economies, and has prompted to institutionalize a regional financial and monetary cooperation. This paper demonstrates the strong will of East Asian countries to develop the regional financial and monetary cooperation, outlines recent developments, and provides possible prospects for the future. It points out that the option to keep consistent with the IMF system actually weakens regional solidarity, and recommends an immediate establishment of a strong regional surveillance and peer pressure mechanism for the Chiang Mai Initiative (CMI) to evolve into a common pool of foreign exchange reserves, a sort of East Asian IMF. It also argues that East Asian countries should closely coordinate their exchange rate regime to maintain intra‐regional and extra‐regional exchange rate stability.  相似文献

Since the 1997 Asian financial crisis, bond market development has been one of the central pillars of financial cooperation in East Asia, with concerted efforts made by the East Asian economies to integrate regional bond markets. As a result, aggregate intra-regional bond investment expanded from US$49.56 billion in 2003 to US$352.18 billion in 2017. This paper examines the pattern and determinants of intra-regional bond investment in East Asia. We analyse regional foreign holdings of long-term and short-term bonds in eight East Asian economies. Bond market size turns out to be the main concern of regional foreign investors participating in East Asian long-term bond markets. This analysis also highlights the importance of bond issuance and bond yield volatility in attracting regional foreign short-term bond investment. Therefore, initiatives to improve regional bond market development may be crucial to stimulating intra-regional bond investment and in turn enhance East Asian financial stability.  相似文献

Australia has experienced frequent and large commodity export price shocks similar to commodity exporters in Asia, Africa, and Latin America, but this price volatility has had much more modest impact on economic performance. Why? This paper explores Australian terms of trade volatility since 1901. It identifies two major price shock episodes before the recent mining‐led boom and bust. It assesses their relative magnitude, their impact on de‐industrialisation and distribution during the booms, and the labour market and policy responses to the shocks. Australia has indeed responded differently to volatile commodity prices than have other commodity exporters.  相似文献

Using the common correlated effects mean group (CCEMG) technique to a set of balanced panel error correction model, we examine the effects of the Asian financial crisis of 1997, and the global financial crisis of 2008 on the behavior of saving and investment in East Asian countries. Our results show that saving and investment rates are highly dependent across countries of East Asia. This finding underlines the importance of taking into account cross-sectional dependence when analyzing saving–investment relationship. The results also indicate that the adverse financial shock of 1997 has negatively affected the short run correlation between saving and investment, but has not influenced their long run relationship. Our finding, hence, verifies the prediction of new open economy macroeconomic theories regarding the divergence of short run saving–investment from its long run trend for East Asia. Moreover, we find that the global financial crisis of 2008 has not affected the saving–investment dynamics in this region. It means that the consequences of the Asian and global financial crises for saving–investment dynamics are not the same in East Asia. One might attribute these differences to the origins of these two shocks, i.e., internal versus external to the region. These findings may have some policy implications for those countries that rely heavily on foreign investment and are subject to various internal and external financial shocks.  相似文献

The Main causes of the East Asian financial crisis in 1997–98 can be divided into domestic and foreign ones. The domestic cause stems from structural and liquidity problems, with growing share of non‐performing loans in the financial sector, posing as the most visible manifestation of such problems. On the other side, there is the foreign cause, the sudden fall of the yen against the dollar under the region's unstable foreign exchange system and also its over‐dependency on the dollar. Unfortunately, these causes have not yet disappeared. In order to prevent another financial economic crisis from recurring and to secure the regional currency stability in the long run, an external safety device is indispensable. The purpose of the East Asian monetary cooperation device is not only to absorb the external shocks caused by abrupt changes in the dollar/yen rate and sudden flow of capital, but also to settle international liquidity problems among the regional countries. If a device for the East Asian monetary cooperation is established, transparency in both financial and physical markets will be augmented and in the process, so will be the stability of financial and physical transactions.  相似文献

It is not likely that East Asian states will regress to the mercantilist developmental state that used to engineer compressed economic growth. However, it is evident that the pattern of transformation East Asian states are undergoing, is not analogous to the path of Anglo‐American development Although the government refrains itself from arbitrarily supplying economic resources (especially financial resources in the form of subsidies or policy loans) to promote strategic industries, it does not give up commanding the market to attain a relatively higher economic growth. The relationship between the state and the market is still set up in a hierarchical fashion in favor of the former. The economic system to emerge in East Asia is the state‐governed rather than market‐centered, even if it has absorbed neo‐liberal condiments. The state‐dominant economic system of East Asia is expected to survive for a considerable period. In this regard, the establishment of a financial system to sustain the East Asian economic system has been strongly suggested. Here lies in the reason we discuss the rise of the East Asian economic identity in the post‐financial crisis era.  相似文献

When in November 2001, the leaders of the Southeast Asian and Northeast Asian states met for the “ASEAN (Association of South East Asian Nations) plus three (China, Japan and Korea),” President Kim Dae‐Jung of South Korea proposed the exploration for an East Asian Free Trade Area (EAFTA) and thereby opened a new chapter of East Asian integration. The special Northeast Asian perspective on regional co‐operation became clear by the simultaneous decision to hold annual meetings of finance and trade ministers of China, Japan and Korea. At the same time, bilateral agreements, like a free trade area between Japan and Singapore, the tentative large free trade area between ASEAN and China and the work‐in‐progress on a Korean‐Japanese Free Trade Area, show the devotion and sometimes even obsession of current policy‐making with reaching regional trade agreements. Regional integration, it seems, is finally on the Northeast Asian agenda. In this paper, the preconditions and perspectives of economic integration in Northeast Asia will be explored. Since economic integration is in various ways linked to political factors, the second section discusses the geo‐political situation of Northeast Asia today. The third section deals with the economic perspectives of different forms of trade integration, followed by an analysis of various attempts for greater macro‐economic and financial co‐operation and a short conclusion.  相似文献

This paper contributes to the research on regional economic responses to monetary policy shocks in two ways. First, rather than just model the Canadian economy at the national level, we examine the impact of monetary policy shocks across five separate Canadian regions. The second extension of the literature is our focus upon estimating the impact from both Canadian and U.S. monetary policy shocks upon regional Canadian economic activity. The findings are broadly consistent with results from previous research modeling the national Canadian economy, but noteworthy regional differences are observed. Eastern Canadian regions, defined as Ontario (ON), Quebec (QU), and Atlantic (AT), exhibit greater sensitivity to Canadian monetary policy shocks than do Western Canadian regions. We also find that U.S. monetary policy shocks have a discernable impact on Canadian regional economic activity, but the impact varies across regions. For the three Eastern Canadian regions ON, QU, and AT, there is a significant impact upon regional economic activity from a U.S. monetary policy shock, but not for the two Western Canadian regions Prairie (PR) and West (WE). Moreover, the impact on ON, QU, and AT from a fed funds shock is quite similar to the impact from a shock to the Canadian Bank Rate.  相似文献

Emerging Asia has seen a transformation of its monetary policy environment over the past two decades. By far, the most relevant change has been the maturing of its financial systems and the growing relevance of the global financial cycle: financial inclusion has spread, financial markets have deepened and financial globalisation has linked domestic markets closer to international markets. One consequence of the maturing of the financial systems has been the weakening of the traditional case for the monetarist view of the roles of monetary aggregates in the conduct of monetary policy. In addition, the maturing of the financial systems has elevated concerns of financial stability, as both a source of shocks and a responsibility of central banks. These developments have been further complicated by monetary policy spillovers from the advanced economies. All this points to the need to consider alternatives to conventional inflation targeting frameworks. This paper lays out a policy framework based on a multi-pillar monetary policy approach as a potentially attractive alternative for EM Asia. The three pillars are based on economic, financial and exchange rate stability, respectively. This framework not only offers an alternative conceptual framework but also implies institutional reforms to ensure central banks take a longer term perspective when setting policy.  相似文献

突如其来的新型冠状病毒肺炎疫情给东亚地区带来很大挑战,东亚国家成为中国以外确诊病例较多的国家,这也在一定程度上反映了近年来东亚地区经济社会一体化空前深化的客观事实。东亚地区一体化源于危机,也是在“转危为机”中得到发展,东亚金融治理机制的发展就是很好的例证。与以强制执行力为基础的国家治理不同,国际治理需要在地区国家间构建以相关科学知识共识为基础的地区性知识权威以及以政治和社会舆论认知共识为基础的地区性认知权威提供保障。作者将从知识和认知的新视角出发,探讨东亚公共卫生治理机制的理论与政策问题。包括东亚地区公共卫生治理在内的功能性国际治理能够有效并且有持续性,需要两个层面的与知识相关的共同体:一个是传统国际关系理论意义上以专业科学知识为基础的专家网络知识共同体,另一个是超越上述专业知识、具有跨国合作解决功能性难题共识的更加一般性的政治和社会认知共同体。中国与日本作为世界上第二和第三大经济体,在公共卫生领域取得了突破性的成绩。作为非西方世界两个正在崛起和已经崛起的大国,中日具有知识上的巨大互补性。中日合作可以为国际公共卫生领域新的规范建构提出更多“东亚智慧”,起到政治引领作用,为东亚地区培育和强化命运共同体意识以及健全完善全球治理体系做出重大贡献。  相似文献

This paper analyzes exchange rate flexibility in East Asia and explores what has changed since the Asian financial crisis. Our focus is not on the choice of an appropriate exchange rate regime in East Asia, but rather on exchange rate flexibility and management in the region. We find that exchange rate management in East Asia differs based on the country and the time period. We identify major concerns about current exchange rate arrangements in East Asia, including asymmetric responses to external shocks, competitive devaluation, and the dilemma of choosing between asset dollarization and liability dollarization. The paper concludes with some policy implications for an exchange rate arrangement in East Asia.  相似文献

Through the Asian financial crisis, many key international economic issues have come to the forefront the stability of the international financial system under the IMF, “Asian values”, the universal validity of the Asian Economic Development Model, China's leadership in the regional world economy, Japan's role in the region, and the immunity of Greater China from the current financial crisis. Currently, most Asian countries seem eager to redress structural problems involving the government sector, banking, and corporate governance. In the process of this full scale restructuring, Korea must reevaluate its economic relationship with Central Asia. This paper argues that Korean financial crisis stems basically from the system failure. Furthermore, since a small open economy carries with it intrinsic vulnerabilities, the government should be more careful in securing optimal foreign exchange, opening capital markets based on the economy's absorption capacity. In this respect, the banking industry should be run based on the profitability of capital. Once banking industries are distorted by the practice of government‐led policy loans, it is more difficult to correct those customized distortions. The banking industry should play a larger role as the “brain of the economy”, sensing abnormalities of the economy. Moreover, in today's increasingly interdependent global economic system, no single country can solve its problems without close coordination of its policy with the outside world. An early warning system to signal financial instability would help developing economies in modernizing and strengthening their domestic financial institutions and would also work as a supplement to the IMF standby fund. Also, human resource management has proven too important to be neglected. Central Asia could derive lessons from the above Asian “failure”, not the Asian “miracle”, to avoid inappropriate policies and to deepen its economic development.  相似文献

This paper aims to analyse the feasibility of policy coordination among the ASEAN-5 economies. This is done by determining whether they experience symmetric responses to common shocks. Given that the problem of dimensionality plagues large-scale macroeconomic modelling, a Global VAR model by Pesaran, Schuermann, and Weiner (2004) and Dees, Mauro, Pesaran, and Smith (2007) is used. The results in this paper provide some weak evidence of symmetric responses to the common (global) shocks of interest: a US monetary policy shock, a US output shock, a Chinese output shock; an oil price shock. Shocks from the US produced the most symmetric responses. The lack of symmetry in some cases has implications for further policy coordination. Since migrant remittances could provide an adjustment mechanism, further labour market integration is needed as it currently lags behind trade and financial integration in the region.  相似文献
