Een terugblik op Mr. N. G. Pierson

Summary Dr. Holtrop's address on the occasion of the award of the Dr. N. G. Pierson medal to Professor C. Goedhart and to Professor G. A. Kessler answers the question why it is still meaningful to commemorate Dr. N. G. Pierson (1839–1909), the foremost Dutch economist of the 19th century. Pierson was successively a managing director and later governor of the Nederlandsche Bank (1868–1891), a professor of economics (1877–1886), a minister of finance (1891–1894 and 1897–1901) and a prime-minister (1897–1901). A brief outline is given of Pierson's publications in the fields of (1) methodology, (2) the social problem, (3) the international monetary system, and (4) equitable taxation. The address concludes with a quotation from Alfred Marshall's last letter to Pierson.

Causes of labour supply and demand mismatches in the Dutch building trades

Summary In this paper the significance of some hypotheses on possible causes of labour supply and demand mismatches is tested on data of the Dutch building trades by means of a UV analysis. In contrast with most other UV research this study does not refer to a search-theoretical framework, but focuses on skill differences between labour supply and demand. Three significant causes of labour market frictions appear to be: the development of the skill composition of labour demand, the apprenticeship possibilities and the relatively high wages of older workers. Some other hypotheses show weakly significant results: bumping-down processes, reschooling of unemployed older workers and the development of secondary labour market segments.At the moment of writing this paper the author was working at the Department of Economics, Free University, Amsterdam, The Netherlands.The author would like to thank Professor J.A.M. Relative productivity and factor-intensity in the manufacturing sectors of the U.S. and the U.K. during the nineteenth century

Summary The main objective of the paper is to examine the relationship between relative factor-costs and relative factor-intensity in the American and British textile sectors during the nineteenth century. The empirical attempt is made within an explicit theoretical framework (a model). This framework is based primarily onimplicit analytical arguments made by E. Rothbarth and H. J. Habakkuk while explaining the causes for the superiority of American industrial efficiency as compared with the British. It is shown that various indicators for the textile sectors during most of the second half of the nineteenth century favor a higher capitalintensity in the U.S.This work is part of a Ph.D. thesis written for the University of Rochester Department of Economics. The author is deeply indebted to S. Engerman for his valuable help and comments. He has also benefited from comments by E. Drandakis, G. S. Maddala, F. J. de Jong and T. K. Kumar. The Netherlands Bank's narrow monetary policy

Summary In his article Mr. Timmerman describes the way the Netherlands Bank conducts its so-called narrow monetary policy,i.e. the policy pursued in the money and foreign exchange markets. The developments during the period October 1979–July 1981 serve as example of how movements in Dutch money market rates are dominated by exogenous factors. The author concludes that in a small open economy which maintains a stable exchange rate there is no room for an independent money market policy and that the hectic developments in the international money and foreign exchange markets have made illusory what until very recently was regarded as the most important objective of the narrow monetary policy,viz. an orderly money market. P.C. Timmerman was Deputy Director of De Nederlandsche Bank N.V. and is now Managing Director of De Bank van de Nederlandse Antillen. A similar article by the author appeared inZoeklicht op beleid, liber amicorum in honour of Professor G.A. Kessler.

Briefwisseling tussen S. Vissering en N. G. Pierson

Summary The correspondence between Vissering (1818–1888), professor of economics at Leiden University, and the better known Pierson (1839–1909) which, in so far as it is available, is published here for the first time, contains many interesting comments on practical and scientific economic problems, current events, their own publications and those of others. One example is their endorsement of the government proposal to continue the Netherlands Bank's monopoly of the note issue when its charter expired in 1863 against the strong attacks of other economists who favoured free banking. A quarter of a century later they wrote about the renewal of the charter as insiders, Pierson then being President and Vissering one of the directors of the Bank.

Enkele dngen vóór het verschijnen dezer Aflevering gewordt ons nevensgaand artikel van den Hr. J. A. T. Cohen Stuart, die reeds vroeger zijne inzigten omtrent de immigratie-kwestie in dit Tijdschrift mededeelde, en wiens jarenlange ambtenaars-loopbaan als administrateur der financien in Suriname hem voorzeker allezins aanspraak geeft, mede gehoord te worden. Ofschoon zijne inzigten geheel van die van mr. S. van Praag verschillen, hebben wij, bij de welligt kort op handen zijnde afdoening van het Immigratieontwerp, om de zoo even gemelde reden gemcend aan het verlangen van den geachten inzender te kunnen toegeven, om ook zijne beschouwingen nog met dit No voor het publiek le brengen,-alzoo het audi et alteram partemgaarne, zooveel doenlijk, ook hier toepassende.

On demographic aging,inflation, and real wages: Some evidence from the Netherlands

Summary The findings of this paper suggest that when allowance is made for the potential impact of low fertility on relative price levels, the emergence of a state of sustained population decline might lead to levels of economic well-being which are declining both absolutely and relative to populations experiencing moderate growth. Such a conclusion emerges only after the passage of some 30 years; prior to this time span, conventional results (slower population growth yielding faster income growth) are confirmed. The result is attributable to a considerable scarcity of labor, resulting from fundamental changes in the ratio of workers to (older) dependents.This research was conducted while the author served as a visiting senior research scholar at the Netherlands Interuniversity Demographic Institute (NIDI), under the auspices of the Fulbright-Hays Act. Estimation of demand systems using both time series and cross section data

Summary This article deals with three models of complete systems of demand equations (Rotterdam model, AIDS and CBS model). After the models and the theoretical restrictions have been described the parameters are estimated subject to an increasing number of restrictions and using aggregate time series for the Netherlands on five commodity groups. As the initial results are not altogether satisfactory an attempt is made to improve the estimates by combining the time-series information with cross section data from the Dutch 1974/1975 budget survey. While the revised estimates of the income elasticities are more plausible than the initial ones, the reverse is true for the estimated price elasticities.
